The Central Committee of the Chinese Communist Party , officially the Central Committee of the Communist Party of China , is the highest organ when the national congress is not in session and is tasked with carrying out congress resolutions, directing all party work, and representing the Chinese Communist Party (CCP) externally. It is currently composed of 205 full members and 171 alternate members (see list ). Members are nominally elected once every five years by the National Congress of the Chinese Communist Party . In practice, the selection process is done privately, usually through consultation of the CCP's Politburo and its corresponding Standing Committee .

164-429: [REDACTED] China portal The Chinese Soviet Republic ( CSR ) was a state within China , proclaimed on 7 November 1931 by Chinese Communist Party (CCP) leaders Mao Zedong and Zhu De in the early stages of the Chinese Civil War . The discontiguous territories of the CSR included 18 provinces and 4 counties under the Communists' control. The CSR's government was located in its largest component territory,

328-664: A puppet state controlling limited amounts of territory. The United Front between the Kuomintang and the CCP had salutary effects for the beleaguered CCP, despite Japan's steady territorial gains in northern China, the coastal regions and the rich Yangtze River valley in central China. After 1940, conflicts between the Kuomintang and Communists became more frequent in the areas not under Japanese control . The Communists expanded their influence wherever opportunities presented themselves through mass organizations, administrative reforms and

492-590: A confirmation vote (i.e., vote "yes", "no", or abstain) on a candidate list, where the number of candidates exceed the number of available seats. Unlike the Politburo, whose membership has historically been determined by informal deliberations that include incumbent Politburo members and retired Politburo Standing Committee members, the method of candidate selection for the Central Committee membership receives less coverage, though it appears to be managed by

656-400: A full member or an elevation of an alternate member, are confirmed through passing a formally adopted resolution at Central Committee plenary sessions. Most members of the Central Committee are provincial governors or government ministers. For example, officials holding, or expected to hold the following positions at the time of a new party congress can be generally expected to hold a seat on

820-567: A hundred coolies and a company of soldiers escorted them with the money and mint machinery. An important duty of the bank was, when the Chinese Red Army stayed in a location for longer than a day, to have the local populace exchange Communist paper bills and copper coins for currency used in the nationalist-controlled regions to avoid prosecution by the nationalists after the Communists left. The Zunyi Conference decided that carrying

984-606: A majority of the membership of all CSR associations or state bodies. The CSR issued regulations barring landlords, rich peasants, merchants, religious leaders, and Kuomintang members from participating in its elections. Landlords and rich peasants were barred from joining the biggest civil organizations in the CSR, the Anti-Imperialist League and the Soviet Protection League. On 1 February 1932,

1148-532: A much greater quantity. However, these coins are rarer than the paper bill; copper was needed for ammunition, and these copper coins were recalled and replaced by silver dollars . The predominant currency produced by the Central Mint was the silver dollar. Unlike the bills and copper coins, the silver dollars had no communist symbols; they were a copy of silver dollars produced by other mints in China (including

1312-663: A program of massive military and financial aid to the hard-pressed Nationalist Government . In January 1943, both the United States and the United Kingdom led the way in revising their unequal treaties with China from the past. Within a few months a new agreement was signed between the United States and the Republic of China for the stationing of American troops in China as part of the common war effort against Japan. The United States sought unsuccessfully to reconcile

1476-410: A protracted war were staggering. The economy deteriorated, sapped by the military demands of foreign war and internal strife, by spiraling inflation, and by Nationalist profiteering, speculation, and hoarding. Starvation came in the wake of the war, and millions were rendered homeless by floods and unsettled conditions in many parts of the country. On 25 October 1945, following the surrender of Japan ,

1640-442: A provincial leadership post may also be rejected by the "more candidates than seats" voting method – as appeared to be the case with Li Yuanchao (then Jiangsu party chief) in 2002, and Yang Xiong (mayor of Shanghai) in 2012. In contrast to full membership, alternate membership of the Central Committee is more varied in its composition, and there are fewer institutional rules governing its membership list. Generally speaking, since

1804-474: A rapid decline, due to its extreme left-wing governance and incompetent military command. The new leadership could not rid itself of Mao's influence (which continued during the fourth encirclement campaign ), which temporarily protected the communists. However, due to the dominance of the new communist leadership after the fourth counter-encirclement campaign, the Red Army was nearly halved. Most of its equipment

1968-413: A republic was established to replace the monarchy . The Qing dynasty that preceded the republic had experienced instability throughout the 19th century and suffered from both internal rebellion and foreign imperialism. A program of institutional reform proved too little and too late. Only the lack of an alternative regime prolonged the monarchy's existence until 1912. The Chinese Republic grew out of

2132-783: A small group of military and political leaders (the Secretariat or the Politburo), and, beginning at the Zunyi Conference in 1935, Mao held great power personally. Moreover, during the Second Sino-Japanese war and the Chinese Civil War between 1937 and 1949, the Central Committee rarely convened, partly because of the logistical difficulties of bringing together leading cadres involved in different theatres of war and agitation. Beginning in 1949 at

2296-585: A sovereign state in mainland China on 1 January 1912 following the 1911 Revolution , which overthrew the Manchu -led Qing dynasty and ended China's imperial history . From 1927, the Kuomintang (KMT) reunified the country and ruled it as a one-party state (" Dang Guo ") and made Nanjing the national capital. In 1949, the KMT-led government was defeated in the Chinese Civil War and lost control of

2460-527: A specific office will gain a seat on the CC. If a CC member is transferred to a different post, they maintain their CC membership. For example, a Governor of Shandong who is transferred to a position of less significance does not lose his seat on the CC, neither will his successor gain a seat on the CC. This has created situations in which individuals who do not sit on the Central Committee assume provincial leadership positions. An individual already provisionally named to

2624-436: A successful breakout. On October 16, 1934, a force of about 130,000 soldiers and civilians under Bo Gu and Otto Braun attacked the line of Kuomintang positions near Yudu. More than 86,000 troops, 11,000 administrative personnel and thousands of civilian porters actually completed the breakout; the remainder, largely wounded or ill soldiers, continued to fight a delaying action after the main force had left, and then dispersed into

2788-745: A time, the capital until the Communist government was moved to the Yan'an Soviet . The Chinese Soviet Republic was dissolved on 22 September 1937 when the Chinese Communist Party issued, in the Second United Front , its manifesto on unity with the Kuomintang; the Second Sino-Japanese War was only a few weeks old. The Chinese Communist Party remained in de facto control of Yan'an, which was its stronghold for

2952-670: A variety of entities for the international community including the League of Nations along with its successor the United Nations and the Olympic Games . It was hoped by the government that participating in the Olympic Games this could give more legitimacy to the country in the eyes of the international community and "sports could also cultivate modern citizens and a strong nation". The Republic of China sent athletes to

3116-732: A year at a plenary session. The plenums typically open and close in the State Banquet Hall of the Great Hall of the People , with the working meetings of the plenum being held at the military run Jingxi Hotel in Beijing. The plenums of the Central Committee are the most important annually occurring event in Chinese politics . Normally, seven plenums are held over a five-year term of the Central Committee; two plenums are held at

3280-558: A year, it did not convene at all in 1951–53, 1960, 1963–65, and 1967. Informal and 'extraordinary' mechanisms were sometimes used for the purposes of discussing party policy, for example, the Seven Thousand Cadres Conference in 1962, meant to be a summation of the lessons of the Great Leap Forward. Mao did not hold absolute power over the Central Committee, as evidenced by the debates surrounding

3444-466: Is not possible to know what proportion of these losses were due to military casualties, and which proportion were due to desertion. The conditions of the Red Army's forced withdrawal demoralized some Communist leaders (particularly Bo Gu and Otto Braun), but Zhou remained calm and retained his command. This retreat marked the beginning of what would become known as the Long March. During the course of

For 1928 a single athlete was sent. Although athletes were sent to the 1924 games they did not participate in the games. The Republic of China was a member of the League of Nations and participated until it was dissolved. Those in

3772-453: The 1989 Tiananmen Square protests , and on top leadership changes in its aftermath, such as the purge of then General Secretary Zhao Ziyang , were made by "party elders" and a small group of top leaders, without first convening the Central Committee. Zhao questioned the legality of his removal in his memoirs released in 2006. While Central Committee meetings do not usually serve as forums for substantive debate, they have sometimes 'fine-tuned'

3936-605: The 9th Party Congress in April 1969 was largely handpicked by Mao and a small group of radical allies. The decisions at the Congress were later deemed to be "wholly and absolutely wrong" by official party historians. Since economic reforms began in 1978, the Central Committee has usually been composed of the leading figures of the party, government, the provinces, and the military. In contrast to Party Congresses, which have always been essentially ceremonial exercises, full meetings of

It also oversees the work of various executive national organs of the CCP. The administrative activities of the Central Committee are carried out by the Central Committee's General Office . The General Office forms the support staff of the central organs that work on

4264-587: The Central Plains War . In 1931, the Japanese invaded Manchuria . They continued a series of smaller territorial encroachments until 1937, when they launched a full-scale invasion of China. World War II devastated China, leading to enormous loss of life and material destruction. The war between China and Japan continued until the surrender of Japan at the end of World War II in 1945, which led to Taiwan being placed under Chinese administration. In

4428-678: The Chinese Soviet Republic National Bank was established, with Mao Zemin as president. The CSR Central Mint issued three types of currency: a paper bill, a copper coin and a silver dollar . The CSR was funded primarily by tax income on grain and rice. It also received voluntary contributions from its core political constituency, the peasantry. During the period 1931 to 1934, the CSR issued three series of government bonds to further finance its operations. The Central Mint briefly issued both paper bills and copper coins. Neither circulated for long, primarily because

4592-781: The Eyuwan border area, and the Xiangegan border area. Mao's group founded the Jiangxi Soviet , which became the largest and best administered soviet thanks to the number of Communist cadres from across the country that took refuge there. Although the Central Committee of the Communist Party was still underground in Shanghai during this period, the center of political gravity had begun to shift to Mao in Jiangxi. In 1931,

4756-558: The Jiangxi Soviet . Due to the importance of the Jiangxi Soviet in the CSR's early history, the name "Jiangxi Soviet" is sometimes used to refer to the CSR as a whole. Other component territories of the CSR included the Northeastern Jiangxi , Hunan-Jiangxi , Hunan-Hubei-Jiangxi , Hunan-Western Hubei , Hunan-Hubei-Sichuan-Guizhou , Eyuwan , Shaanxi-Gansu, Sichuan-Shanxi, and Haifeng-Lufeng Soviets. 4920-682: The Kumul Rebellion , the Sino-Tibetan War , and the Soviet Invasion of Xinjiang . Large areas of China proper remained under the semi-autonomous rule of local warlords such as Feng Yuxiang and Yan Xishan , provincial military leaders, or warlord coalitions. Nationalist rule was strongest in the eastern regions around the capital Nanjing. The Central Plains War in 1930, the Japanese invasion of Manchuria in 1931, and

5084-522: The Nanjing decade . Sun Yat-sen envisioned three phases for the KMT rebuilding of China – military rule and violent reunification; political tutelage  [ zh ] ; and finally a constitutional democracy. In 1930, after seizing power and reunifying China by force, the "tutelage" phase started with the promulgation of a provisional constitution. In an attempt to distant themselves from

5248-566: The Republic of China ( 中華民國 ) and Republic of Korea ( 大韓民國 ) are unique in the choice of the term 民國 ('people's country') as an equivalent to "republic" in other languages. The country was in English known at the time as "the Republic of China" or simply "China". In China today, the period from 1912 to 1949 is often called the "Republican Era" ( simplified Chinese : 民国时期 ; traditional Chinese : 民國時期 ), because from

The Republic of China was able to maintain most of these diplomatic ties, at least initially following the retreat to Taiwan. Chiang Kai-shek had vowed to quickly return and "liberate" the mainland, an assurance that became a cornerstone of the ROC's post 1949 foreign policy. The ROC did try to participate in

With the promulgation of the Organic Law of the Nationalist Government in October 1928, the government was reorganized into five different branches, or yuan , namely the Executive Yuan , Legislative Yuan , Judicial Yuan , Examination Yuan as well as the Control Yuan. The Chairman of the National Government was to be the head-of-state and commander-in-chief of

It was also a member of the Universal Postal Union and the International Olympic Committee . With a population of 541 million in 1949, it was the world's most populous country . Covering 11.4 million square kilometres (4.4 million square miles) of claimed territory, it de jure consisted of 35 provinces , 1 special administrative region , 2 regions, 12 special municipalities , 14 leagues, and 4 special banners. 5904-596: The Wuchang Uprising against the Qing government, on 10 October 1911, which is now celebrated annually as the ROC's national day , also known as " Double Ten Day ". Sun Yat-sen had been actively promoting revolution from his bases in exile. He then returned and on 29 December, Sun Yat-sen was elected president by the Nanjing assembly, which consisted of representatives from seventeen provinces. On 1 January 1912, he

6068-805: The Yalta Conference in February 1945—dismantled and removed more than half the industrial equipment left there by the Japanese. Although the Chinese had not been present at Yalta, they had been consulted and had agreed to have the Soviets enter the war, in the belief that the Soviet Union would deal only with the Kuomintang government. However, the Soviet presence in northeast China enabled the Communists to arm themselves with equipment surrendered by

6232-517: The Zhili and Fengtian cliques , at times used their control of Beijing to assert claims to govern the entire Republic. Meanwhile, the nationalist KMT under Sun's leadership attempted multiple times to establish a rival national government in Guangzhou . Sun was finally able to take Guangzhou with the help of weapons, funding, and advisors from the Soviet Union . As a condition of Soviet support,

6396-442: The 18th Party Congress, the Central Committee plenums in 2013 and 2014 were given significant media coverage, as they marked the beginning of another round of comprehensive economic and social reforms (2013) and legal reforms (2014), respectively. In 2016, a Central Committee plenum was held, focusing mainly on in-party discipline and supervision. This plenum also gained a significant media coverage in China and abroad. According to

The confiscated lands shall be redistributed to the poor and middle peasants through the [CSR]. The former owners of the confiscated lands shall not be entitled to receive any land allotments. The property of rich peasants

6724-408: The 1980s onwards, an average of 62% of the membership of the outgoing Central Committee has been replaced at each party congress. Since most members are at least 50 years old when they enter the body, the mandatory retirement age essentially serves as a 'term limit' on the entire membership of the Central Committee, whereby no member or group of members could conceivably serve longer than three terms on

6888-451: The 1980s, alternate membership in the Central Committee is composed of officials of provincial-ministerial rank or sub-provincial (vice-minister) rank. They are selected based on a combination of experience and the institutions that they represent. Many are heads of provincial party departments or party chiefs of big cities. Prominent academics with no political experience and state-owned enterprise chief executives often hold alternate seats on

7052-484: The 1980s, the membership of the Central Committee has experienced rapid turnover, mostly due to the institutionalization of the system of promotions for party officials as well as an informally mandated retirement age, currently set at 65 for minister-level officials (which comprise the majority of the members of the Central Committee). The average age of members in the 18th Central Committee is 56.1 years. From

7216-420: The CCP established the People's Republic of China . Remnants of the ROC government would hang on in mainland China until late 1951. The KMT dominated ROC politics for 72 years and ruled the island of Taiwan for around 54 years until they lost the presidential election in 2000 to the Taiwanese nationalist Democratic Progressive Party (DPP). The ROC was a founding member of the League of Nations and later

Commentaries usually tout the CSR as an experiment that paved the way for the success of the later People's Republic. However, after the third counter-encirclement campaign Mao was replaced by Wang Ming , a Chinese communist returning from the Soviet Union. The Chinese Red Army was commanded by a three-man committee, which included Wang Ming's associates Otto Braun (a Comintern military advisor), Bo Gu and Zhou Enlai . The CSR then began

7708-409: The Central Committee can be called upon in the interim to make extremely far-reaching decisions, or at least legitimize a change in direction mandated by the Politburo or other party leaders. The Central Committee must also be theoretically convened to prepare for a National Congress; for example, to determine its dates, delegate selection, agenda, and so on. The Central Committee has the power to elect

7872-521: The Central Committee have occasionally emerged as arenas in which there were substantive debates and decisions on party policy. An example of this was the Third Plenary Session of the 11th CCP Central Committee in 1978, at which China formally embarked on a project of economic reform . Deng Xiaoping also attempted to increase the level of "intra party democracy" in the 1980s by introducing so-called "more candidates than seats" election method ( Cha'e xuanju ). The Cha'e method meant that not everyone who

The Committee usually convenes at least once a year at a plenum, and functions as a top forum for discussion about relevant policy issues. The committee operates, however, on the principle of democratic centralism ; i.e., once a decision is made, the entire body speaks with one voice. The role of the Central Committee has varied throughout history. While it generally exercises power through formal procedures defined in

8200-455: The Central Committee. Some alternate members therefore hold no other political positions. Younger alternate members are also generally seen to be "up-and-coming" national leaders. Though all nominations for the Central Committee are decided beforehand, since the 13th Party Congress in 1987, in the spirit of promoting "inner-party democracy", the number of candidates up for election for both full members and alternate members have been greater than

8364-448: The Central Committee: Occasionally officials of vice-ministerial rank could also hold membership on the Central Committee, though only in rare and exceptional circumstances. For example, Ma Xingrui , the party chief of Shenzhen (as of 2015), was a member of the 18th Central Committee. While institutional rules has, since the 1980s, played a major role in the selection of Central Committee members, it does not guarantee that holders of

In late September 1934 he distributed his top-secret "Iron Bucket Plan" to general headquarters at Lushan (the summer substitute for Nanchang), which detailed

The Communists managed to successfully hide their intentions from the besieging Nationalist forces for long enough to execute

Sun planned to use this base to launch a military campaign northwards and reunify the rest of China. Sun's death in 1925 precipitated a power struggle that eventually resulted in the rise of General Chiang Kai-shek to KMT chairmanship . Thanks to strategic alliances with warlords and help from Soviet military advisors, Chiang

When Yuan died, the parliament of 1913 was reconvened to give legitimacy to a new government. However, the real power passed to military leaders, leading to the warlord period. The impotent government still had its use; when World War I began, several Western powers and Japan wanted China to declare war on Germany, to liquidate German holdings in China. In February 1928,

The practice of having "full" and "alternate" members is consistent with other Leninist parties in history, such as the Communist Party of the Soviet Union or the Communist Party of Vietnam . Members are elected by National Congresses through

12136-491: The People's Republic of China views the Chinese Soviet Republic positively, although it is recognized that the regime was ultimately a failure. In a speech on the 80th anniversary of the CSR's founding, Xi Jinping focused on the fact that the CSR was attempting to do something novel, stating "The Chinese Soviet Republic was the first national workers' and peasants' regime in Chinese history." The efforts of

12300-515: The Politburo Standing Committee, there is no known occasion since 1949 where the Central Committee voted against a candidate already vetted by the top party leadership in advance. The Central Committee also confirms membership of the Secretariat, the organ in charge of executing party policy, whose membership is determined through nomination by the Politburo Standing Committee. The Committee usually convenes at least once

12464-475: The Politburo, the Politburo Standing Committee, and the General Secretary. The second plenum, held in February or March of the following year, typically approves a list of candidates for state positions, as well as a plan to overhaul Party and State organizations, which are then approved during a National People's Congress (NPC) session held immediately afterwards. The third plenum, generally held in

12628-505: The Red Army's Long March in 1934 led to more power for the central government, but there continued to be foot-dragging and even outright defiance, as in the Fujian Rebellion of 1933–1934. Reformers and critics pushed for democracy and human rights, but the task seemed difficult if not impossible. The nation was at war and divided between Communists and Nationalists. Corruption and lack of direction hindered reforms. Chiang told

12792-725: The Republic of China from the previous dynasties. Central Committee of the Chinese Communist Party The Central Committee is, formally, the "party's highest organ of authority" when the National Congress is not in a plenary session . According to the CCP's constitution , the Central Committee is vested with the power to elect the General Secretary and the members of the Politburo and its Standing Committee, as well as

12956-527: The Soviets, the Chinese government sought assistance from Germany . According to Lloyd Eastman, Chiang Kai-shek was influenced by European fascist movements, and he launched the Blue shirts and the New Life Movement in imitation of them, in an effort to counter the growth of Mao's communism as well as resist both Western and Japanese imperialism. According to Stanley Payne , however, Chiang's KMT

13120-538: The State Council: "Our organization becomes worse and worse... many staff members just sit at their desks and gaze into space, others read newspapers and still others sleep." Few Chinese had any illusions about Japanese desires on China. Hungry for raw materials and pressed by a growing population, Japan initiated the seizure of Manchuria in September 1931, and established the former emperor Puyi as head of

13284-692: The West. In 1919, a student protest against the government's weak response to the Treaty of Versailles , considered unfair by Chinese intellectuals, led to the May Fourth movement , whose demonstrations were against the danger of spreading Western influence replacing Chinese culture. It was in this intellectual climate that Marxist thought began to spread. The Chinese Communist Party (CCP) was founded in 1921. After Sun's death in March 1925, Chiang Kai-shek became

13448-405: The administration of Taiwan and Penghu Islands were handed over from Japan to China. After the end of the war, United States Marines were used to hold Beijing and Tianjin against a possible Soviet incursion, and logistic support was given to Kuomintang forces in north and northeast China. To further this end, on 30 September 1945 the 1st Marine Division , charged with maintaining security in

13612-660: The administration, which consequently became known as the " Beiyang government " (or the First Republic of China ). Yuan even attempted to replace the Republic with his own imperial dynasty until popular unrest forced him to back down. When Yuan died in 1916, the country fragmented between the various local commanders of the Beiyang Army. This began the Warlord Era defined by decentralized conflicts between rival cliques. The most powerful of these cliques, notably

13776-505: The aftermath of World War II, civil war resumed between the areas liberated by the KMT and those liberated by the CCP. The CCP's People's Liberation Army began to gain upper hand in 1948 over a larger and better-armed Republic of China Armed Forces due to better military tactics and internal corruption of the ROC leadership. In 1949, the ROC repeatedly moved its capital to avoid the Communist advance—first to Guangzhou, followed by Chongqing , Chengdu , and lastly to Taipei . In October 1949,

13940-478: The allegiance of sections of the population. The United States aided the Nationalists with massive economic loans and weapons but no combat support. Belatedly, the Republic of China government sought to enlist popular support through internal reforms. However, the effort was in vain, because of rampant government corruption and the accompanying political and economic chaos. By late 1948 the Kuomintang position

14104-527: The areas of the Shandong Peninsula and the eastern Hebei , arrived in China. In January 1946, through the mediation of the United States, a military truce between the Kuomintang and the Communists was arranged, but battles soon resumed. Public opinion of the administrative incompetence of the Nationalist government was incited by the Communists during the nationwide student protest against

14268-481: The autumn of the year after the Party Congress, focuses on economic issues, and is generally the session when major economic and reform decisions are made and announced. The fifth plenum focuses on finalizing the upcoming five-year plan , which is then approved by the NPC in the following spring. The fourth and sixth plenums do not have a fixed theme, and usually focus on CCP ideology or Party building. The seventh plenum,

14432-410: The border region between Jiangxi and Fujian provinces. Meanwhile, Communists from other areas of China followed a similar pattern of retreat into the countryside. In order to rebuild the party's strength, the 6th National Congress ordered these rural cadres to organize soviet governments . Beginning in 1929, soviets began to pop up in isolated regions across the country, including rural Guangxi ,

14596-557: The complicated nation-building process in China during his time, especially given the wide range of both domestic and foreign challenges it faced on many different concurrent fronts. Several major government institutions were founded during this period, including the Academia Sinica and the Central Bank of China . In 1932, China sent its first team to the Olympic Games . Campaigns were mounted and laws passed to promote

14760-532: The country's foreign relations were among the most stable of those working in the government in terms of composition. The ROC was a non-permanent member of the League Council for the League of Nations being a non-permanent member of the League Council from: 1921–1923, 1926–1928, 1931–1932, 1934, and 1936. Although the ROC lobbied to be a permanent member of the League Council it never became one. At

14924-553: The country's official Chinese name. The name was derived from the language of the Tongmenghui 's 1905 party manifesto, which proclaimed that the four goals of the Chinese revolution were "to expel the Manchu rulers, revive China ( Zhōnghuá ), establish a people's state ( mínguó ), and distribute land equally among the people." On 15 July 1916, in his welcoming speech to the Cantonese delegates in Shanghai, Sun explained why

15088-465: The countryside. After passing through three of the four blockhouse fortifications needed to escape Chiang's encirclement, the Red Army was finally intercepted by regular Nationalist troops, and suffered heavy casualties. Of the 86,000 Communists who attempted to break out of Jiangxi with the First Red Army, only 36,000 successfully escaped. Due to the low morale within the Red Army at the time, it

15252-654: The creation of the Second United Front . The CSR was officially dissolved on 22 September 1937 and the Yan'an Soviet was officially reconstituted as the Shaan-Gan-Ning and Jin-Cha-Ji Border Regions . During the First United Front between the Communist Party and the Kuomintang, the two parties embarked on the Northern Expedition in an effort to unify China under a single government. In 1927,

15416-448: The currency could not be used in the rest of China. The paper bill had "Chinese Soviet Republic National Bank" ( 中華蘇維埃共和國國家銀行 ) printed on the bill in traditional Chinese characters and a picture of Vladimir Lenin . Like the paper bill, copper coins issued by the Central Mint also had "Chinese Soviet Republic" (中華蘇維埃共和國) engraved in traditional Chinese. Since coins last longer than paper bills, these coins were issued (and circulated) in

15580-425: The deal. On 12 February 1912, regent Empress Dowager Longyu signed the abdication decree on behalf of Puyi, ending several millennia of monarchical rule. In 1913, elections were held for provincial assemblies, which would then chose delegates for a new National Assembly. The Kuomintang emerged as the formal political party that replaced the revolutionary organization Tongmenghui , and at the 1913 elections, it won

15744-467: The domain of a small group of elites at the very top of the party hierarchy. Since the 17th Party Congress, the Central Committee has seen an increase in the number of regional leadership figures. The 17th Central Committee formed with every province-level Party Secretary and Governor gaining a full seat on the Central Committee. The rise of regional party representation came at the expense of that of government ministries. Since Xi Jinping's rise to power at

15908-626: The early stages of the Cultural Revolution , the Central Committee essentially ceased to function; it was convened in August 1966 (11th Plenum of the 8th CC) to cement decisions already made by Mao on launching the Cultural Revolution. Mao faced some opposition at the 11th Plenum but ultimately most delegates were goaded into ratifying Mao's decisions. Many members were politically disgraced or purged thereafter. The committee

16072-474: The entire bank on the march was impractical, and on 29 January 1935, at Tucheng ( 土城 ) the bank employees burned all Communist paper bills and destroyed the mint machinery. By the end of the Long March in October 1935, only eight of the original fourteen employees were left; the other six had died along the way. In November 1931, the National Tax Bureau was founded. In 2002, the original building

16236-609: The execution of important national affairs, and that the Political Council has the power to interpret or amend the Organic Law. Shortly after the Second Sino-Japanese War, a long-delayed constitutional convention was summoned to meet in Nanjing in May 1946. Amidst heated debate, this convention adopted many constitutional amendments demanded by several parties, including the KMT and the Communist Party, into

16400-565: The far-flung soviets were so poor (due to their isolation and intense pressure from the Kuomintang) that the second-largest soviet, in Eyuwan , failed to send delegates. Instead, it held its own conference. With Mao Zedong as both head of state (Chinese: 中央執行委員會主席 ; lit. 'Chairman of the Central Executive Committee';) and head of government (Chinese: 人民委員會主席 ; lit. 'Chairman of

16564-401: The final push to annihilate the Communist forces. Chiang planned 30 blockade lines supported by 30 barbed wire fences (most electrified) in a 150-kilometre (93 mi) radius around Ruijin to starve the Communists. In addition, more than 1,000 trucks were to be mobilized in a rapid-reaction force to prevent a Communist breakout. Realizing the certainty of Communist annihilation, Mo Xiong handed

16728-578: The form of a parallelism : an emperor's country is ruled by only one emperor ( 帝國是以皇帝一人為主 ), a people's country is ruled by all four hundred million people ( 民國是以 四萬萬 人為主 ). Both the " Beiyang government " (from 1912 to 1928), and the " Nationalist government " (from 1928 to 1949) used the name "Republic of China" as their official name. In Chinese, the official name was often shortened to Zhōngguó ( 中國 ; 'Middle Country'), Mínguó ( 民國 ; 'People's Country'), or Zhōnghuá ( 中華 ; 'Middle Huaxia '). The choice of

16892-409: The founding of the People's Republic of China, the Central Committee gradually transformed from a revolutionary organ to a governing one, though again the day-to-day work and most political power resided with a few leaders, most notably the Politburo, then de facto chaired by Liu Shaoqi , and the Secretariat, then under Deng Xiaoping. Although the Central Committee was required to convene at least once

17056-524: The handful of elites in favour of "inner-party democracy" involving bodies such as the Central Committee. However, the Beidaihe meetings resumed in July 2007, when political deliberation took place in anticipation of the 17th Party Congress ; the same Bedaihe retreat also took place in 2011 in anticipation of the 18th Party Congress . This indicated that important personnel and policy decisions continued to be

17220-486: The incumbent Politburo and its Standing Committee. Since the 1980s membership patterns in the Central Committee have gradually stabilized. For example, provincial governors and party secretaries are almost guaranteed a seat on the Central Committee. The primary difference between full members and alternate members is that full members have voting rights. Alternate members attend Central Committee plenary sessions, and can presumably voice their views on issues, but do not have

17384-697: The land- and tax-reform measures favoring the peasants and, the spread of their organizational network, while the Kuomintang attempted to neutralize the spread of Communist influence. Meanwhile, northern China was infiltrated politically by Japanese politicians in Manchukuo using facilities such as the Manchukuo Imperial Palace . After its entry into the Pacific War during World War II, the United States became increasingly involved in Chinese affairs. As an ally, it embarked in late 1941 on

17548-547: The largest share of seats in both houses of the National Assembly and in some provincial assemblies. Song Jiaoren led the Kuomintang Party to electoral victories by fashioning his party's program to appeal to the gentry, landowners, and merchants. Song was assassinated on 20 March 1913, at the behest of Yuan Shikai. Yuan was elected president of the ROC in 1913. He ruled by military power and ignored

17712-703: The last held before the end of a Central Committee's term, focuses on preparations for the upcoming Party Congress. The Central Committee houses three important party departments: (1) the Organization Department , (2) the Publicity Department , and (3) the United Front Work Department . It has a secretariat which performs routine tasks including arranging leadership's schedules and document flows. Central Committee members are elected every five years during

17876-472: The leader of the Kuomintang . In 1926, Chiang led the Northern Expedition with the intention of defeating the Beiyang warlords and unifying the country. Chiang received the help of the Soviet Union and the CCP. However, he soon dismissed his Soviet advisers, being convinced that they wanted to get rid of the KMT and take control. Chiang decided to purge the Communists, massacring thousands in Shanghai . At

18040-719: The leadership of the CSR) embarked on the Long March from southern China to the Yan'an Soviet , where a rump CSR continued to exist. A complex series of events in 1936 culminated in the Xi'an Incident , in which Chiang Kai-shek was kidnapped and forced to negotiate with the CCP. The CCP offered to abolish the CSR and put the Chinese Red Army under (nominal) Kuomintang command in exchange for autonomy and an alliance against Japan. These negotiations were successful, and eventually led to

18204-467: The long war with Japan and in-fighting among various generals. They were also losing the propaganda war to the Communists, with a population weary of Kuomintang corruption and yearning for peace. In January 1949, Beiping was taken by the Communists without a fight, and its name changed back to Beijing. Following the capture of Nanjing on 23 April, major cities passed from Kuomintang to Communist control with minimal resistance, through November. In most cases

18368-490: The mainland to the Chinese Communist Party (CCP). The CCP established the People's Republic of China (PRC) while the ROC was forced to retreat to Taiwan and retains control over the " Taiwan Area "; the political status of Taiwan remains in dispute to this day. The Republic of China was officially proclaimed on 1 January 1912 by the revolutionaries and Sun Yat-sen , the first provisional president of

18532-476: The mishandling of the Shen Chong rape case in early 1947 and during another national protest against monetary reforms later that year. The United States—realizing that no American efforts short of large-scale armed intervention could stop the coming war—withdrew Gen. George Marshall's American mission . Thereafter, the Chinese Civil War became more widespread; battles raged not only for territories but also for

18696-569: The mountains, knocking out four of his teeth with a rock and causing his face to swell. Disguised as a beggar, he tore off the covers of the four dictionaries and covered them with spoiled food at the bottom of his bag. Crossing several blockade lines, he reached Ruijin on 7 October 1934. The intelligence provided by Mo Xiong convinced the Communists in the CSR to abandon their base and retreat before Chiang could reinforce his blockade lines with barbed-wire fences. They mobilized trucks and troops, saving themselves from annihilation. The official history in

18860-585: The new republic, following the success of the Xinhai revolution. Puyi , who had reigned as the Xuantong Emperor of the Qing dynasty, abdicated on 12 February 1912. Sun Yat-sen, the ROC's founder and provisional president, served only briefly before handing over the presidency to Yuan Shikai , the leader of the Beiyang Army . Yuan quickly became authoritarian and used his military power to control

19024-607: The next two years, Communist forces abandoned almost all of their soviets in southern China that had made up the core of the CSR. The survivors went into hiding or followed Mao to Yan'an , where they took refuge in the Shaan-Gan-Ning Border Region . The Chinese Soviet Republic continued to exist formally even after the Long March, since the Communists still controlled some areas such as the Hubei-Henan-Shaanxi Soviet . Bao'an was, for

19188-495: The number of available seats. Nominees for the Central Committee who receive the lowest number of votes from Party Congress delegates are thus unable to enter the Central Committee. At the 18th Party Congress, a total of 224 candidates stood for election for full membership for a total of 205 seats. A total of 190 candidates stood for election for a total of 171 alternate seats. This meant that 9.3% of full member candidates and 11.1% alternate member candidates were not elected. Since

19352-415: The number of votes received when they were elected at the previous Party Congress. Alternate members may be elevated to full members if a full member dies in office, resigns, or is removed from the body. Priority of ascension to full member status is given to the alternate member who received the highest number of votes in favour at the previous Party Congress. Membership changes, such as the expulsion of

19516-468: The party constitution, the ability for it to affect outcomes of national-level personnel decisions is limited, as that function has generally been, in practice, carried out by the Politburo and retired party elders who retain influence. Nonetheless, Central Committee plenums function as venues whereby policy is discussed, fine-tuned, and publicly released in the form of "resolutions" or "decisions". The Central Committee's role has varied throughout history. It

19680-462: The people. Later on 20 October 1923, at a national conference for youths in Guangzhou, to explain the core idea behind mínguó ( 民國 ; 'people's country'), he pithily compared the phrase "Empire of China" ( 中華帝國 ; Zhōnghuá Dìguó ; 'Chinese Emperor's Country') to "Republic of China" ( 中華民國 ; Zhōnghuá Mínguó ; 'Chinese People's Country') in

19844-561: The policies agreed upon at the Politburo level. But the Central Committee does not, by convention, overturn policies decided at higher levels. The Central Committee is larger and has a somewhat more diverse ideological spectrum than the Politburo. Since its plenary sessions is a rare event that concentrates almost all of China's top leaders in one location, it could also be seen as a convenient venue for informal deal-making. Hu Jintao's administration (2002–2012) attempted to embrace collective leadership, as well as more "intra-party democracy"; Hu

20008-555: The policies of the Great Leap Forward, as well as the economic policies of the early 1960s. However, Mao used Central Committee meetings as a platform to project authority or legitimize decisions which have been made in advance, such as at the Lushan Conference of 1959, when the Central Committee ratified the decision to denounce Peng Dehuai , who had spoken out in opposition of the Great Leap Forward . During

20172-460: The popular coin with the head of Yuan Shikai and the eagle silver dollar of the Mexican peso ). This, and the fact that the coin was made of silver, enabled them to be circulated in the rest of China; thus, it was the currency of choice. When the Chinese Red Army's First Front began its Long March in October 1934, the Communist bank was part of the retreating force; fourteen bank employees, over

20336-476: The provincial system; however, this move angered the gentry along with the provincial governors, who were usually military men. Yuan's changes to government caused many provinces to declare independence and become warlord states. Increasingly unpopular and deserted by his supporters, Yuan abdicated in 1916 and died of natural causes shortly thereafter. China then declined into a period of warlordism. Sun, having been forced into exile, returned to Guangdong in

20500-470: The puppet state of Manchukuo in 1932. The loss of Manchuria, and its potential for industrial development and war industries, was a blow to the Kuomintang economy. The League of Nations , established at the end of World War I, was unable to act in the face of Japanese defiance. The Japanese began to push south of the Great Wall into northern China and the coastal provinces. Chinese fury against Japan

20664-545: The remainder of the war with Japan. The CSR had a central government as well as local and regional governments. It operated institutions including an education system and court system. The CSR also issued currency. It enacted the Constitutional Guideline of CSR in 1934. The most important policy implemented by the soviet governments was land redistribution, which destroyed the landlord-dominated political economy which had existed previously. The CSR issued

20828-480: The republic was based on mainland China. Central authority waxed and waned in response to warlordism (1915–1928), a Japanese invasion (1937–1945), and a full-scale civil war (1927–1949), with central authority strongest during the Nanjing Decade (1927–1937), when most of China came under the control of the authoritarian, one-party military dictatorship of the nationalist Kuomintang party (KMT). Neither

20992-477: The republican institutions established by his predecessor, threatening to execute Senate members who disagreed with his decisions. He soon dissolved the ruling Kuomintang (KMT) party, banned "secret organizations" (which implicitly included the KMT), and ignored the provisional constitution. Ultimately, Yuan declared himself Emperor of China in 1915. The new ruler of China tried to increase centralization by abolishing

21156-443: The right to vote. At party plenary sessions, members of the Politburo seats at the front of the auditorium or meeting hall, facing the rest of the Central Committee. Full members are ordered by protocol, and seated, according to " surname stroke order " ( xingshi bihua paiming ), an impartial ordering system that is roughly equivalent of alphabetizing the names. Alternate members follow a different protocol sequence: they are arranged by

21320-485: The rights of women. In the 1931 Civil Code, women were given equal inheritance rights, banned forced marriage and gave women the right to control their own money and initiate divorce. No nationally unified women's movement could organize until China was unified under the Kuomintang Government in Nanjing in 1928; women's suffrage was finally included in the new Constitution of 1936, although the constitution

21484-568: The rival Kuomintang and Communists, to make for a more effective anti-Japanese war effort. In December 1943, the Chinese Exclusion Acts of the 1880s, and subsequent laws, enacted by the United States Congress to restrict Chinese immigration into the United States were repealed. The wartime policy of the United States was meant to help China become a strong ally and a stabilizing force in postwar East Asia. During

21648-405: The ruling Kuomintang with control over only Taiwan, Penghu, Kinmen, Matsu, and other minor islands . With the loss of the mainland, the ROC government retreated to Taiwan and the KMT declared Taipei the provisional capital . Meanwhile, the CCP took over all of mainland China and founded the People's Republic of China (PRC) in Beijing. In 1912, after over two thousand years of dynastic rule,

21812-559: The same time, other violent conflicts were taking place in China: in the South, where the CCP had superior numbers, Nationalist supporters were being massacred. Chiang Kai-shek pushed the CCP into the interior and established a government, with Nanjing as its capital, in 1927. By 1928, Chiang's army overthrew the Beiyang government and unified the entire nation, at least nominally, beginning

21976-437: The several-kilogram document to Xiang Yunian ( 項與年 ) the same night—risking his life and those of his family. With help from Liu Yafo ( 劉亞佛 ) and Lu Zhiying, Communist agents copied the intelligence into four dictionaries and Xiang Yunian ( 項與年 ) was tasked with bringing it to the CSR. The trip was hazardous, since the nationalist forces arrested and executed anyone attempting to cross the blockade. Xiang Yunian ( 項與年 ) hid in

22140-484: The south in 1917 and 1922, with the help of warlords, and set up successive rival governments to the Beiyang government in Beijing, having re-established the KMT in October 1919. Sun's dream was to unify China by launching an expedition against the north. However, he lacked the military support and funding to turn it into a reality. Meanwhile, the Beiyang government struggled to hold onto power, and an open and wide-ranging debate evolved regarding how China should confront

22304-589: The surrounding countryside and small towns had come under Communist influence long before the cities. Finally, on 1 October 1949, Communists led by Mao Zedong founded the People's Republic of China . Chiang Kai-shek declared martial law in May 1949, whilst a few hundred thousand Nationalist troops and two million refugees, predominantly from the government and business community, fled from mainland China to Taiwan. There remained in China itself only isolated pockets of resistance. On 7 December 1949, Chiang proclaimed Taipei

22468-527: The temporary capital of the Republic of China. During the Chinese Civil War both the Nationalists and Communists carried out mass atrocities, with millions of non-combatants killed by both sides. Benjamin Valentino has estimated atrocities in the civil war resulted in the death of between 1.8 million and 3.5 million people between 1927 and 1949, including deaths from forced conscription and massacres. The first Republic of China national government

22632-534: The term mínguó ( 民國 ; 'people's country') was chosen over the Japanese-derived gònghéguó ( 共和國 ). He associated the label gònghé ( 共和 ) with the limiting and authoritarianism-prone Euro-American models of representative republicanism. What he strived for was a more grass-roots model, which he termed zhíjiē mínquán ( 直接民權 ; ' direct people's rights '), and which he thought would allow more checks and balances by

22796-599: The term mínguó ( 民國 ; 'people's country'; "republic") in 1912, as well as its similar semantic formation to dìguó ( 帝國 ; 'emperor's country'; "empire"), may have influenced the choice of the Korean term minguk ( 민국/民國 ) by the Provisional Government of the Republic of Korea (founded in 1919 within the Republic of China), which replaced Daehan Jeguk ( 대한제국/大韓帝國 ) with Daehan Minguk ( 대한민국/大韓民國 ). Today,

22960-709: The war, China was one of the Big Four Allies, and later one of the Four Policemen , which was a precursor to China having a permanent seat on the United Nations Security Council . In August 1945, with American help, Nationalist troops moved to take the Japanese surrender in North China. The Soviet Union—encouraged to invade Manchuria to hasten the end of the war and allowed a Soviet sphere of influence there as agreed to at

23124-540: The warlords' armies lacked), and transmitted wireless coded messages while breaking nationalist codes. At the time, only Chiang Kai-shek 's army could match the communist forces. The CSR declared itself a government of all Chinese workers, Red Army soldiers, and the masses. CSR policy was in large part carried out by mass organizations, particularly the Poor Peasants League, which was composed entirely of poor peasants and farm laborers. Poor peasants composed

23288-399: The withdrawing Japanese army. In 1945, after the end of the war, the Nationalist Government moved back to Nanjing. The Republic of China emerged from the war nominally a great military power but actually a nation economically prostrate and on the verge of all-out civil war. The problems of rehabilitating the formerly Japanese-occupied areas and of reconstructing the nation from the ravages of

23452-403: The world, but it is not clear that the group possessed the full qualities of an intrinsic fascist movement....The Blue Shirts probably had some affinity with and for fascism, a common feature of nationalisms in crisis during the 1930s, but it is doubtful that they represented any clear-cut Asian variant of fascism." Still other historians have noted that Chiang and the KMT's exact ideology itself

23616-484: The year of the Party National Congress, another two held in the following year, and one held in each of the other three years. The first, second and seventh plenums generally deal with procedures around the five-yearly power transition process, containing no major policy announcements. The first plenum, held a day after the conclusion of a Party National Congress, elects the top leadership, including

23780-460: The yuans reported to the National Assembly, which represented the will of the citizens. Under the new constitution the first elections for the National Assembly occurred in January 1948, and the assembly was summoned to meet in March 1948. It elected the president of the republic on 21 March 1948, formally bringing an end to the KMT party rule started in 1928, although the president was a member of

23944-528: Was "normally classified as a multi-class populist or 'nation-building' party but not a fitting candidate for fascism (except by old-line Communists)." He also stated that, "Lloyd Eastman has called the Blue Shirts, whose members admired European fascism and were influenced by it, a Chinese fascist organization. This is probably an exaggeration. The Blue Shirts certainly exhibited some of the characteristics of fascism, as did many nationalist organizations around

24108-471: Was able to lead a successful " Northern Expedition " from 1926 to 1928. By 1927, Chiang felt secure enough to end the alliance with the Soviet Union and purged the Communists from the KMT. In 1928, the last major independent warlord pledged allegiance to the KMT's Nationalist government in Nanjing. China was then nominally reunified in 1928 by the Nanking -based government led by Chiang Kai-shek, who after

24272-584: Was also confiscated, although rich peasants were entitled to receive land of lesser quality if they farmed it themselves. By 1932, the Communist Party had equalized landholding and eliminated debt within the CSR. Although the 1931 Land Law remained the official policy in the CSR's territory until the Nationalists' defeat of the CSR in 1934, after 1932, the Communist Party was more radical in its class analysis, resulting in formerly middle peasants being viewed as rich peasants. The Chinese Red Army had modern communications technology (telephones, telegraph and radio, which

24436-452: Was bleak. The demoralized and undisciplined National Revolutionary Army proved to be no match for the Communists' motivated and disciplined People's Liberation Army . The Communists were well established in the north and northeast. Although the Kuomintang had an advantage in numbers of men and weapons, controlled a much larger territory and population than their adversaries, and enjoyed considerable international support, they were exhausted by

24600-494: Was both CSR state chairman and prime minister ; he led the state and its government. Mao's tenure as head of a "small state within a state" gave him experience in mobile warfare and peasant organization, which helped him lead the Chinese Communists to victory in 1949. The Encirclement Campaigns launched by the Kuomintang in 1934 forced the CCP to abandon most of the soviets in southern China. The CCP (including

24764-418: Was established on 1 January 1912, in Nanjing, with a constitution stating Three Principles of the People , which state that "[the ROC] shall be a democratic republic of the people, to be governed by the people and for the people." Sun Yat-sen was the provisional president. Delegates from the provinces sent to confirm the government's authority formed the first parliament in 1913. The power of this government

24928-470: Was followed by mass murders and rapes known as the Nanjing Massacre . The national capital was briefly at Wuhan , then removed in an epic retreat to Chongqing, the seat of government until 1945. In 1940, the Japanese set up the collaborationist Wang Jingwei regime , with its capital in Nanjing, which proclaimed itself the legitimate "Republic of China" in opposition to Chiang Kai-shek's government, although its claims were significantly hampered due to its being

25092-403: Was founded in 1927 as a successor organization to the "Central Executive Committee" ( 中央执行委员会 ), a group of party leaders charged with executing party work during the pre-revolutionary days of the CCP. Over the next several decades it served to confirm the party leadership lineup and legitimize military, strategic, and foreign relations decisions of the party. In practice, power was concentrated in

25256-444: Was limited, with generals controlling both the central and northern provinces of China , and short-lived. The number of acts passed by the government was few and included the formal abdication of the Qing dynasty and some economic initiatives. The parliament's authority soon became nominal: violations of the Constitution by Yuan were met with half-hearted motions of censure. Kuomintang members of parliament who gave up their membership in

25420-428: Was lost during Chiang's fifth encirclement campaign ; this began in 1933 and was orchestrated by Chiang's newly-hired Nazi advisors who developed a strategy of building fortified blockhouses to advance the encirclement. This was effective; in an effort to break the blockade the Red Army besieged the forts many times, suffering heavy casualties and only limited success. As a result, the CSR shrank significantly due to

25584-422: Was nominated would be elected to the Central Committee. Despite experimenting with power separation on a broad scale in the 1980s, including the separation of party and state leadership positions, real decision-making power continued to reside in the hands of a dozen or so party elites, including party elders that formed the Central Advisory Commission (later abolished). For instance, the decision to crack down on

25748-431: Was not a strong "core" figure in the same sense as Mao or Deng Xiaoping. The Central Committee thus gained more prominence as a bona fide consultation body. In 2003, Hu also cancelled the traditional August leadership retreat at the coastal town of Beidaihe , while giving more media coverage to the Central Committee plenums held in the fall. This was seen as an indication that Hu wanted to eschew informal decision-making by

25912-413: Was not implemented until 1947. Addressing social problems, especially in remote villages, was aided by improved communications. The Rural Reconstruction Movement was one of many that took advantage of the new freedom to raise social consciousness. The Nationalist government published a draft constitution on 5 May 1936. Continual wars plagued the government. Those in the western border regions included

26076-414: Was officially inaugurated and pledged "to overthrow the despotic government led by the Manchu, consolidate the Republic of China and plan for the welfare of the people". Sun's new government lacked military strength. As a compromise, he negotiated with Yuan Shikai the commander of the Beiyang Army , promising Yuan the presidency of the republic if he were to remove the Qing emperor by force. Yuan agreed to

26240-421: Was predictable, but anger was also directed against Chiang and the Nanjing government, which at the time was more preoccupied with anti-Communist extermination campaigns than with resisting the Japanese invaders. The importance of "internal unity before external danger" was forcefully brought home in December 1936, when Chiang Kai-shek was kidnapped by Zhang Xueliang and forced to ally with the Communists against

26404-508: Was renovated for the public. The Directorate General of Chinese Soviet Posts was founded in Ruijin on 1 May 1932. The first stamps were designed by Huang Yaguang and printed lithographically by the Printing House of the Ministry of Finance in Ruijin. White paper or newspaper was used. They were imperforate , and denominated in the Chinese Soviet silver-dollar currency . They are fairly rare, and sought after by collectors. There are also many forgeries and bogus issues imitating early stamps from

26568-489: Was then convened again in October 1968 (12th Plenum) to ratify the decision to expel then head of state Liu Shaoqi from the Party. At the 12th plenum, less than half the members actually attended, as many had fallen victim to the Cultural Revolution. In a letter to Mao "evaluating" the members of the Central Committee at the time, Kang Sheng wrote that some 70% of CC members were considered "traitors, spies, or otherwise politically unreliable". The Central Committee membership at

26732-440: Was unaware of Mo's Communist activities), Mo rose in Chiang Kai-shek's regime and became an important member in his general headquarters during the early 1930s. In January 1934, Chiang Kai-shek appointed him administrator and commander-in-chief of the Fourth Special District in northern Jiangxi. Mo used his position to plant more than a dozen Communist agents in Chiang's general headquarters, including Liu Yafo ( 劉亞佛 ) (who introduced

26896-555: Was very complex and oscillated over time, with different factions of his government cooperating with both the Soviets and Germans as they saw fit, and that Chiang eventually became disillusioned with the Blue Shirts, which officially disbanded by 1938, something Payne also mentions as "possibly because of competition with the KMT itself." Some have also noted that in contrast to older historians from decades ago, Chiang's efforts have been increasingly seen by newer Western and Chinese historians alike as an arguably necessary if austere part of
