The Marshall Plan (officially the European Recovery Program , ERP ) was an American initiative enacted in 1948 to provide foreign aid to Western Europe . The United States transferred $ 13.3 billion (equivalent to $ 173.8 billion in 2024) in economic recovery programs to Western European economies after the end of World War II . Replacing an earlier proposal for a Morgenthau Plan , it operated for four years beginning on April 3, 1948, though in 1951, the Marshall Plan was largely replaced by the Mutual Security Act . The goals of the United States were to rebuild war-torn regions, remove trade barriers , modernize industry , improve European prosperity and prevent the spread of communism . The Marshall Plan proposed the reduction of interstate barriers and the economic integration of the European Continent while also encouraging an increase in productivity as well as the adoption of modern business procedures.

164-689: Freedom House is a nonprofit organization based in Washington, D.C. It is best known for political advocacy surrounding issues of democracy , political freedom , and human rights . Freedom House was founded in October 1941, with Wendell Willkie and Eleanor Roosevelt serving as its first honorary chairpersons. Most of the organization's funding comes from the U.S. State Department and other government grants. It also receives funds from various semi-public and private foundations, as well as individual contributions. The organization's annual Freedom in

328-773: A Democrat from Georgia, "there is no prospect of ever winning Russian cooperation." Despite its reservations, the 80th Congress implemented Truman's requests, further escalating the Cold War with the USSR. Truman signed the Economic Cooperation Act into law on April 3, 1948; the Act established the Economic Cooperation Administration (ECA) to administer the program. ECA was headed by economic cooperation administrator Paul G. Hoffman . In

492-640: A concern was the Czechoslovak eagerness to accept the aid, as well as indications of a similar Polish attitude. Soviet Foreign Minister Vyacheslav Molotov left Paris, rejecting the plan. After that, statements were made suggesting a future confrontation with the West, calling the United States both a "fascizing" power and the "center of worldwide reaction and anti-Soviet activity", with all U.S.-aligned countries branded as enemies. The Soviets blamed

656-424: A delegate structure to allow for the representation of groups or corporations as members. Alternatively, it may be a non-membership organization and the board of directors may elect its own successors. The two major types of nonprofit organization are membership and board-only. A membership organization elects the board and has regular meetings and the power to amend the bylaws. A board-only organization typically has

820-554: A fiscally viable entity. Nonprofits have the responsibility of focusing on being professional and financially responsible, replacing self-interest and profit motive with mission motive. Though nonprofits are managed differently from for-profit businesses, they have felt pressure to be more businesslike. To combat private and public business growth in the public service industry, nonprofits have modeled their business management and mission, shifting their reason of existing to establish sustainability and growth. Setting effective missions

984-513: A follow-up conversation with Stalin, he explained that an armed struggle would be impossible and that the struggle against the Marshall Plan was to be waged under the slogan of national independence. Congress, under the control of conservative Republicans, agreed to the program for multiple reasons. The 20-member conservative isolationist Senate wing of the party, based in the rural Midwest and led by Senator Kenneth S. Wherry (R-Nebraska),

1148-469: A former residence that Robert Lehman lent to the organization. Freedom House sponsored influential radio programs including The Voice of Freedom (1942–43) and Our Secret Weapon (1942–43), a CBS radio series created to counter Axis shortwave radio propaganda broadcasts. Rex Stout, chairman of the Writers' War Board and representative of Freedom House, would rebut the most entertaining lies of

1312-923: A joint venture between the Peace Corps and the United States Information Service . Since 2001, Freedom House has supported citizens involved in challenges to the existing regimes in Serbia, Ukraine, Kyrgyzstan, Egypt, Tunisia and elsewhere. The organization states, "From South Africa to Jordan, Kyrgyzstan to Indonesia, Freedom House has partnered with regional activists in bolstering civil society; worked to support women's rights; sought justice for victims of torture; defended journalists and free expression advocates; and assisted those struggling to promote human rights in challenging political environments." However, alternative classifications have produced significantly different results from those of

1476-587: A just and honorable peace but—even worse—has actively sought to prevent it. Members of the Republican-controlled 80th Congress (1947–1949) were skeptical. "In effect, he told the Nation that we have lost the peace, that our whole war effort was in vain.", noted Representative Frederick Smith of Ohio. Others thought he had not been forceful enough to contain the USSR. "What [Truman] said fell short of being tough", noted Representative Eugene Cox ,

1640-614: A larger meeting was convened in Paris. Every country in Europe was invited, with the exceptions of Spain (a World War II neutral that had sympathized with the Axis powers ) and the small states of Andorra , San Marino , Monaco , and Liechtenstein . The Soviet Union was invited with the understanding that it would likely refuse. The states of the future Eastern Bloc were also approached, and Czechoslovakia and Poland agreed to attend. In one of

1804-471: A low-stress work environment that the employee can associate him or herself positively with. Other incentives that should be implemented are generous vacation allowances or flexible work hours. When selecting a domain name , NPOs often use one of the following: .org , the country code top-level domain of their respective country, or the .edu top-level domain (TLD), to differentiate themselves from more commercial entities, which typically use .com . 1968-666: A new currency. Taxes were also reduced and Germany prepared to remove economic barriers. During the first three years of occupation of Germany, the Allied occupational authorities vigorously pursued a military disarmament program in Germany , partly by removal of equipment but mainly through an import embargo on raw materials, part of the Morgenthau Plan approved by President Franklin D. Roosevelt . Historian Nicholas Balabkins concluded that "as long as German industrial capacity

2132-457: A nonprofit entity without having tax-exempt status. Key aspects of nonprofits are accountability, integrity, trustworthiness, honesty, and openness to every person who has invested time, money, and faith into the organisation. Nonprofit organizations are accountable to the donors, founders, volunteers, program recipients, and the public community. Theoretically, for a nonprofit that seeks to finance its operations through donations, public confidence

2296-458: A percent. Graham T. Allison states that "the Marshall Plan has become a favorite analogy for policy-makers. Yet few know much about it." Some new studies highlight not only the role of economic cooperation but approach the Marshall Plan as a case concerning strategic thinking to face some typical challenges in policy, as problem definition, risk analysis, decision support to policy formulation, and program implementation. In 1947, two years after

2460-455: A proposal than a plan, it was a challenge to European leaders to cooperate and coordinate. It asked Europeans to create their own plan for rebuilding Europe, indicating the United States would then fund this plan. The administration felt that the plan would likely be unpopular among many Americans, and the speech was mainly directed at a European audience. In an attempt to keep the speech out of American papers, journalists were not contacted, and on

2624-636: A quick European response to (and acceptance of) the offer, which led to the creation of the Committee of European Economic Co-operation . The two agreed that it would be necessary to invite the Soviets as the other major allied power. Marshall's speech had explicitly included an invitation to the Soviets, feeling that excluding them would have been a sign of distrust. State Department officials, however, knew that Stalin would almost certainly not participate and that any plan that would send large amounts of aid to

2788-697: A self-selected board and a membership whose powers are limited to those delegated to it by the board. A board-only organization's bylaws may even state that the organization does not have any membership, although the organization's literature may refer to its donors or service recipients as 'members'; examples of such organizations are FairVote and the National Organization for the Reform of Marijuana Laws . The Model Nonprofit Corporation Act imposes many complexities and requirements on membership decision-making. Accordingly, many organizations, such as

2952-503: A set of questions designed to measure each country's level of Internet and digital media freedom, as well as the access and openness of other digital means of transmitting information, particularly mobile phones and text messaging services. Results are presented for three areas: The results from the three areas are combined into a total score for a country (from 0 for best to 100 for worst) and countries are rated as "Free" (0 to 30), "Partly Free" (31 to 60), or "Not Free" (61 to 100) based on

3116-476: A small factor in their economy. Much of the Marshall Plan aid would be used by the Europeans to buy manufactured goods and raw materials from the United States and Canada. Most of Europe's economies were recovering slowly, as unemployment and food shortages led to strikes and unrest in several nations. Agricultural production was 83% of 1938 levels, industrial production was 88%, and exports 59%. Exceptions were

3280-459: A sovereign nation. But, what is worse is that many of these grantee organizations in Ukraine are blatantly in favor of presidential candidate Viktor Yushchenko ." Noam Chomsky and Edward S. Herman have criticized the organization for excessively criticizing states opposed to US interests while being unduly sympathetic to regimes supportive of US interests. Most notably, Freedom House described

3444-574: A strategic partner, and in exchange, the Federal government would purchase stock in the US businesses to reimburse them. In this way, Europe would receive the aid it needed, American businesses would receive capital investment, and the federal government would make a profit when the stock was sold. British Foreign Secretary Ernest Bevin heard Marshall's radio broadcast speech and immediately contacted French Foreign Minister Georges Bidault to begin preparing

3608-471: A strong vision of how to operate the project, try to retain control of the organization, even as new employees or volunteers want to expand the project's scope or change policy. Resource mismanagement is a particular problem with NPOs because the employees are not accountable to anyone who has a direct stake in the organization. For example, an employee may start a new program without disclosing its complete liabilities. The employee may be rewarded for improving

3772-486: A systematic bias in all the ratings. Most of the evidence consists of anecdotal evidence of relatively few cases. Whether there is a systematic or sporadic slant in Gastil's ratings is an open question". In a later report by Bollen and Pamela Paxton in 2000, they concluded that from 1972 to 1988 (a specific period they observed), there was "unambiguous evidence of judge-specific measurement errors, which are related to traits of

3936-499: A variety of other sources. Expert advisers and regional specialists then vet the analysts’ conclusions. The final product represents the consensus of the analysts, advisers, and Freedom House staff. Freedom in the World uses a two-tiered system consisting of scores and statuses. Total scores across the various categories are based on a 100-point scale and correspond to statues of Free, Partly Free, and Not Free. The survey's methodology

4100-519: A voice. The representative said he would continue to support NGOs who criticized his government and those of others. In August 2020, then Freedom House president Michael Abramowitz was sanctioned – together with the heads of four other U.S.-based democracy and human rights organizations and six U.S. Republican lawmakers – by the Chinese government for supporting the Hong Kong pro-democracy movement in

4264-533: A wide diversity of structures and purposes. For legal classification, there are, nevertheless, some elements of importance: Some of the above must be (in most jurisdictions in the US at least) expressed in the organization's charter of establishment or constitution. Others may be provided by the supervising authority at each particular jurisdiction. While affiliations will not affect a legal status, they may be taken into consideration by legal proceedings as an indication of purpose. Most countries have laws that regulate

4428-399: Is a factor in the amount of money that a nonprofit organization is able to raise. Supposedly, the more a nonprofit focuses on their mission, the more public confidence they will gain. This will result in more money for the organization. The activities a nonprofit is partaking in can help build the public's confidence in nonprofits, as well as how ethical the standards and practices are. There

4592-461: Is a key for the successful management of nonprofit organizations. There are three important conditions for effective mission: opportunity, competence, and commitment. One way of managing the sustainability of nonprofit organizations is to establish strong relations with donor groups. This requires a donor marketing strategy, something many nonprofits lack. Nonprofit organizations provide public goods that are undersupplied by government. NPOs have

4756-439: Is an important distinction in the US between non-profit and not-for-profit organizations (NFPOs); while an NFPO does not profit its owners, and money goes into running the organization, it is not required to operate for the public good. An example is a club, whose purpose is its members' enjoyment. Other examples of NFPOs include: credit unions, sports clubs, and advocacy groups. Nonprofit organizations provide services to

An example is a sports club, whose purpose is its members' enjoyment. The names used and precise regulations vary from one jurisdiction to another. According to

Freedom House has been a consistent and harsh critic of the human rights situation in Uzbekistan, as clearly demonstrated in press releases and in our annual assessments of that country". According to one study, Freedom House's rankings "overemphasize the more formal aspects of democracy while failing to capture

5248-494: Is concerned. In many countries, nonprofits may apply for tax-exempt status, so that the organization itself may be exempt from income tax and other taxes. In the United States, to be exempt from federal income taxes, the organization must meet the requirements set forth in the Internal Revenue Code (IRC). Granting nonprofit status is done by the state, while granting tax-exempt designation (such as IRC 501(c) )

5412-453: Is granted by the federal government via the IRS. This means that not all nonprofits are eligible to be tax-exempt. For example, employees of non-profit organizations pay taxes from their salaries, which they receive according to the laws of the country. NPOs use the model of a double bottom line in that furthering their cause is more important than making a profit, though both are needed to ensure

5576-666: Is largely derived from the Universal Declaration of Human Rights and is reviewed periodically by an advisory committee of political scientists with expertise in methodological issues. Freedom House's methods (around 1990) and other democracy-researchers were mentioned as examples of an expert-based evaluation by sociologist Kenneth A. Bollen , who is also an applied statistician . Bollen writes that expert-based evaluations are prone to statistical bias of an unknown direction, that is, not known either to agree with U.S. policy or to disagree with U.S. policy: "Regardless of

5740-401: Is logical that the United States should do whatever it is able to do to assist in the return of normal economic health to the world, without which there can be no political stability and no assured peace. Our policy is not directed against any country, but against hunger, poverty, desperation and chaos. Any government that is willing to assist in recovery will find full co-operation on the part of

5904-408: Is not classifiable as another category. Currently, no restrictions are enforced on registration of .com or .org, so one can find organizations of all sorts in either of those domains, as well as other top-level domains including newer, more specific ones which may apply to particular sorts of organization including .museum for museums and .coop for cooperatives . Organizations might also register by

6068-605: Is subject to the non-distribution constraint: any revenues that exceed expenses must be committed to the organization's purpose, not taken by private parties. Depending on the local laws, charities are regularly organized as non-profits. A host of organizations may be nonprofit, including some political organizations, schools, hospitals, business associations, churches, foundations, social clubs, and consumer cooperatives. Nonprofit entities may seek approval from governments to be tax-exempt , and some may also qualify to receive tax-deductible contributions, but an entity may incorporate as

6232-411: Is the remuneration package, though many who have been questioned after leaving an NPO have reported that it was stressful work environments and the workload. Public- and private-sector employment have, for the most part, been able to offer more to their employees than most nonprofit agencies throughout history. Either in the form of higher wages, more comprehensive benefit packages, or less tedious work,

6396-476: Is unique in which source of income works best for them. With an increase in NPOs since 2010, organizations have adopted competitive advantages to create revenue for themselves to remain financially stable. Donations from private individuals or organizations can change each year and government grants have diminished. With changes in funding from year to year, many nonprofit organizations have been moving toward increasing

6560-551: The 1979 Rhodesian general election as "fair", but described the 1980 Southern Rhodesian general election as "dubious", and found the 1982 Salvadoran presidential election to be "admirable". In May 2001, the Committee on Non-Governmental Organizations of the United Nations heard arguments for and against Freedom House. Representatives of Cuba said that the organization is a U.S. foreign policy instrument linked to

6724-528: The 2019–20 Hong Kong protests . The leaders of the five organizations saw the sanctioning, whose details were unspecified, as a tit-for-tat measure in response to the earlier sanctioning by the U.S. of 11 Hong Kong officials. The latter step had in turn been a reaction to the enactment of the Hong Kong National Security Law at the end of June. 7052-603: The Comecon . In a 1947 speech to the United Nations, Soviet deputy foreign minister Andrei Vyshinsky said that the Marshall Plan violated the principles of the United Nations. He accused the United States of attempting to impose its will on other independent states while at the same time using economic resources distributed as a relief to needy nations as an instrument of political pressure. Although all other communist European countries had deferred to Stalin and rejected

7216-651: The Democrats controlled the White House with Harry S. Truman as president. Some businessmen feared the Marshall Plan, unsure whether reconstructing European economies and encouraging foreign competition was in the US' best interests. The plan was largely the creation of State Department officials, especially William L. Clayton and George F. Kennan , with help from the Brookings Institution , as requested by Senator Arthur Vandenberg , chairman of

7380-468: The Molotov Plan . However, the plan was said to have not worked as well due to the USSR particularly having been hit hard by the effects of World War II . The phrase "equivalent of the Marshall Plan" is often used to describe a proposed large-scale economic rescue program. The reconstruction plan, developed at a meeting of the participating European states, was drafted on June 5, 1947. It offered

7544-729: The National Center for Charitable Statistics (NCCS), there are more than 1.5 million nonprofit organizations registered in the United States , including public charities , private foundations , and other nonprofit organizations. Private charitable contributions increased for the fourth consecutive year in 2017 (since 2014), at an estimated $ 410.02 billion. Out of these contributions, religious organizations received 30.9%, education organizations received 14.3%, and human services organizations received 12.1%. Between September 2010 and September 2014, approximately 25.3% of Americans over

7708-681: The Solidarity movement in Poland . Freedom House assisted the post-Communist societies in the establishment of independent media, non-governmental think tanks, and the core institutions of electoral politics. The organization describes itself currently as a clear voice for democracy and freedom around the world. Freedom House states that it: has vigorously opposed dictatorships in Central America and Chile, apartheid in South Africa,

7872-652: The Soviet Union refused Plan benefits and also blocked benefits to Eastern Bloc countries, such as Romania and Poland . The United States provided similar aid programs in Asia, but they were not part of the Marshall Plan. Its role in rapid recovery has been debated. The Marshall Plan's accounting reflects that aid accounted for about 3% of the combined national income of the recipient countries between 1948 and 1951, which means an increase in GDP growth of less than half

8036-634: The United States Senate Committee on Foreign Relations . Marshall spoke of an urgent need to help the European recovery in his address at Harvard University in June 1947. The purpose of the Marshall Plan was to aid in the economic recovery of nations after World War II and secure US geopolitical influence over Western Europe. To combat the effects of the Marshall Plan, the USSR developed its own economic recovery program, known as

The National Association of Parliamentarians has generated concerns about the implications of this trend for the future of openness, accountability, and understanding of public concerns in nonprofit organizations. 8364-401: The "critical margin" on which other investment needed for European recovery depended. The Marshall Plan was one of the first elements of European integration , as it erased trade barriers and set up institutions to coordinate the economy on a continental level—that is, it stimulated the total political reconstruction of Western Europe. Belgian economic historian Herman Van der Wee concludes

8692-643: The American and British proposals. During negotiations with the French and the British, Molotov received a ciphered telegram from Vyshinsky, Soviet Minister of Foreign Affairs. The official position of the Soviet Union, on Stalin's orders, had changed dramatically, and now Moscow's representatives in Paris were forcefully rejecting the Marshall Plan. Due to this change, Molotov rejected the counteroffer to scrap

8856-599: The American economy as well. Major newspapers were highly supportive, including such conservative outlets as Time magazine . Vandenberg made sure of bipartisan support on the Senate Foreign Relations Committee. The Solid Democratic South was highly supportive, the upper Midwest was dubious, but heavily outnumbered. The plan was opposed by conservatives in the rural Midwest, who opposed any major government spending program and were highly suspicious of Europeans. The plan also had some opponents on

9020-613: The British-American "Bizonia" and to include the Soviet zone within the newly constructed Germany. Marshall was particularly discouraged after personally meeting with Stalin to explain that the United States could not possibly abandon its position on Germany, while Stalin expressed little interest in a solution to German economic problems. Another article criticized Freedom House for characterizing differences in policy as anti-democratic and for using what it regarded as partisan rather than objective measures of democracy. From the 1970s until 1990, Raymond Gastil practically produced the reports on his own, though sometimes with help from his wife. Gastil himself described it in 1990 as "a loose, intuitive rating system for levels of freedom or democracy, as defined by

Crawford's thesis was read by future Supreme Court Justice Abe Fortas and presented to President Truman as the solution for Marshall's proposal. 10824-509: The Marshall Plan was a "great success": It gave a new impetus to reconstruction in Western Europe and made a decisive contribution to the renewal of the transport system, the modernization of industrial and agricultural equipment, the resumption of normal production, the raising of productivity, and the facilitating of intra-European trade. By the end of World War II, much of Europe was devastated. Sustained aerial bombardment during

11644-532: The Press index was an annual survey of media independence , published between 1980 and 2017. It assessed the degree of print, broadcast, and internet freedom throughout the world. It provided numerical rankings and rated each country's media as "Free", "Partly Free", or "Not Free". Individual country narratives examined the legal environment for the media, political pressures that influenced reporting, and economic factors that affected access to information. A Communist Party of the Soviet Union (CPSU) report was read at the outset to set the heavily anti-Western tone, stating now that "international politics is dominated by the ruling clique of the American imperialists" which have embarked upon the "enslavement of the weakened capitalist countries of Europe". Communist parties were to struggle against

11972-548: The Soviet ambassador in Washington suspected that the Marshall Plan could lead to the creation of an anti-Soviet bloc, Stalin was open to the offer. He directed that—in negotiations to be held in Paris regarding the aid—countries in the Eastern Bloc should not reject economic conditions being placed upon them. Stalin only changed his outlook when he learned that (a) credit would only be extended under conditions of economic cooperation, and (b) aid would also be extended to Germany in total, an eventuality which Stalin thought would hamper

After six weeks of negotiations, Molotov rejected all of

12300-408: The Soviets regarding a potential German reconstruction, the United States concluded that a solution could not wait any longer. To clarify the American position, a major address by Secretary of State George Marshall was planned. Marshall gave the address at Harvard University on June 5, 1947. He offered American aid to promote European recovery and reconstruction. The speech described the dysfunction of

12464-495: The Soviets was unlikely to get Congressional approval. Speaking at the Paris Peace Conference on October 10, 1946, Molotov had already stated Soviet fears: "If American capital was given a free hand in the small states ruined and enfeebled by the war [it] would buy up the local industries, appropriate the more attractive Romanian, Yugoslav ... enterprises and would become the master in these small states." While

12628-465: The Soviets' ability to exercise influence in western Germany. Initially, Stalin maneuvered to kill the plan, or at least hamper it using destructive participation in the Paris talks regarding conditions. He quickly realized, however, that this would be impossible after Molotov reported—following his arrival in Paris in July 1947—that conditions for the credit were non-negotiable. Looming as just as large

12792-524: The U.S. government, through the U.S. Agency for International Development (USAID), granted millions of dollars to the Poland-America-Ukraine Cooperation Initiative (PAUCI), which is administered by the U.S.-based Freedom House. PAUCI then sent U.S. Government funds to numerous Ukrainian non-governmental organizations (NGOs). This would be bad enough and would in itself constitute meddling in the internal affairs of

12956-485: The U.S., "the same two parties speak in a commercially sponsored unison". A 2014 report by comparative politics researcher Nils D. Steiner found "strong and consistent evidence of a substantial bias in the FH ratings" before 1988, with bias being reflected by the relationships between the U.S. and the countries under investigation. He writes that after 1989 the findings were not as strong but still hinted at political bias. In 2017, Sarah Sunn Bush wrote that many critics found

13120-564: The US presence in Europe by any means necessary, including sabotage. The report further claimed that "reactionary imperialist elements throughout the world, particularly in the United States, in Britain and France, had put particular hope on Germany and Japan, primarily on Hitlerite Germany—first as a force most capable of striking a blow at the Soviet Union". Referring to the Eastern Bloc, the report stated that "the Red Army's liberating role

13284-510: The United Kingdom, the Netherlands and France, where by the end of 1947 production had already been restored to pre-war levels before the Marshall Plan. Italy and Belgium would follow by the end of 1948. In Germany in 1945–46 housing and food conditions were bad, as the disruption of transport, markets, and finances slowed a return to normality. In the West, the bombing had destroyed 5,000,000 houses and apartments, and 12,000,000 refugees from

13448-510: The United States for communist losses in elections in Belgium, France, and Italy months earlier, in the spring of 1947. It claimed that "marshallization" must be resisted and prevented by any means and that French and Italian communist parties were to make maximum efforts to sabotage the implementation of the plan. In addition, Western embassies in Moscow were isolated, with their personnel being denied contact with Soviet officials. On July 12,

13612-496: The United States. Its purpose should be the revival of a working economy in the world so as to permit the emergence of political and social conditions in which free institutions can exist. Marshall was convinced that economic stability would provide political stability in Europe. He offered aid, but the European countries had to organize the program themselves. The speech, written at Marshall's request and guidance by Charles Bohlen contained virtually no details and no numbers. More

13776-646: The United States. Past members of the organization's board of directors include Kenneth Adelman , Farooq Kathwari , Azar Nafisi , Mark Palmer , P. J. O'Rourke and Lawrence Lessig , Zbigniew Brzezinski , Jeane Kirkpatrick , Samuel Huntington , Mara Liasson , Otto Reich , Donald Rumsfeld , Whitney North Seymour , Paul Wolfowitz , Steve Forbes and Bayard Rustin . According to their 2022 financial statement and independent auditors' report, Freedom House reported $ 93,705,255 of total revenue: Freedom House's total expenses in 2022 were $ 85,530,680. [1] Since 1973, Freedom House publishes an annual report, Freedom in

13940-496: The United States. These efforts had important effects, but they lacked any central organization and planning, and failed to meet many of Europe's more fundamental needs. Already in 1943, the United Nations Relief and Rehabilitation Administration (UNRRA) was founded to provide relief to areas liberated from Germany. UNRRA provided billions of dollars of rehabilitation aid and helped about 8 million refugees. It ceased

14104-559: The Uzbek government ordered Freedom House to suspend operations in Uzbekistan. Resource and Information Centers managed by Freedom House in Tashkent , Namangan , and Samarkand offered access to materials and books on human rights, as well as technical equipment, such as computers, copiers and Internet access. The government warned that criminal proceedings could be brought against Uzbek staff members and visitors following recent amendments to

14268-431: The World report assesses each country's degree of political freedoms and civil liberties. Another key annual report, Freedom on the Net , is Freedom House's annual survey and analysis of internet freedom around the world. While often cited by political scientists, journalists, and policymakers, the organization's democracy indices have received criticism. Between the 1970s and 2000s, critics predominately alleged that

14432-401: The World , which it seeks to assess the current state of civil liberties and political rights in 195 countries and 15 territories. The Freedom in the World report is composed of numerical ratings based on external analysts and using a combination of on-the-ground research, consultations with local contacts, and information from news articles, nongovernmental organizations, governments, and

14596-461: The age of 16 volunteered for a nonprofit. In the United States, both nonprofit organizations and not-for-profit organizations are tax-exempt. There are various types of nonprofit exemptions, such as 501(c)(3) organizations that are a religious, charitable, or educational-based organization that does not influence state and federal legislation, and 501(c)(7) organizations that are for pleasure, recreation, or another nonprofit purpose. There

14760-487: The aid, the Yugoslavs, led by Josip Broz (Tito), initially went along and rejected the Marshall Plan. However, in 1948 Tito broke decisively with Stalin on other issues. Yugoslavia requested American aid. American leaders were internally divided, but finally agreed and began sending money on a small scale in 1949 and on a much larger scale in 1950–53. The American aid was not part of the Marshall Plan. In late September,

14924-649: The appropriate country code top-level domain for their country. In 2020, nonprofit organizations began using microvlogging (brief videos with short text formats) on TikTok to reach Gen Z, engage with community stakeholders, and overall build community. TikTok allowed for innovative engagement between nonprofit organizations and younger generations. During COVID-19, TikTok was specifically used to connect rather than inform or fundraise, as its fast-paced, tailored For You Page separates itself from other social media apps such as Facebook and Twitter. Some organizations offer new, positive-sounding alternative terminology to describe

15088-401: The best of the newly minted workforce. It has been mentioned that most nonprofits will never be able to match the pay of the private sector and therefore should focus their attention on benefits packages, incentives and implementing pleasurable work environments. A good environment is ranked higher than salary and pressure of work. NPOs are encouraged to pay as much as they are able and offer

15252-565: The community; for example aid and development programs, medical research, education, and health services. It is possible for a nonprofit to be both member-serving and community-serving. Nonprofit organizations are not driven by generating profit, but they must bring in enough income to pursue their social goals. Nonprofits are able to raise money in different ways. This includes income from donations from individual donors or foundations; sponsorship from corporations; government funding; programs, services or merchandise sales, and investments. Each NPO

15416-533: The concrete application of the principles of freedom. Freedom House had physical form in a New York City building that represented the organization's goals. A converted residence at 32 East 51st Street opened January 22, 1942, as a centre "where all who love liberty may meet, plan their programs and encourage one another". Furnished as a gift of the Allies , the 19-room building included a broadcasting facility. In January 1944, Freedom House moved to 5 West 54th Street ,

15580-807: The countries." They estimated that Gastil's method produced a bias of 0.38  standard deviations (s.d.) against Communist countries and a larger bias, 0.5 s.d., favoring Christian countries. In 2001, a study by Mainwaring, Brink, and Perez-Linanhe found the Freedom Index of Freedom in the World to have a strong positive correlation (at least 80%) with three other democracy indices. Mainwaring et al. wrote that Freedom House's index had "two systematic biases: scores for leftist were tainted by political considerations, and changes in scores are sometimes driven by changes in their criteria rather than changes in real conditions". Nonetheless, when evaluated on Latin American countries yearly, Freedom House's index

15744-583: The criminal code and Code on Administrative Liability of Uzbekistan. Other human rights groups have been similarly threatened and obliged to suspend operations. Freedom House is a member of the International Freedom of Expression Exchange , a global network of more than 80 non-governmental organizations that monitors free expression violations around the world and defends journalists, writers and others who are persecuted for exercising their right to freedom of expression. Freedom House also publishes

15908-460: The destruction of transportation left them economically isolated. None of these problems could be easily remedied, as most nations engaged in the war had exhausted their treasuries in the process. The only major powers whose infrastructure had not been significantly harmed in World War II were the United States and Canada. They were much more prosperous than before the war, but exports were

16072-409: The devastated continental powers, it would receive virtually no aid. The Americans were pushing the importance of free trade and European unity to form a bulwark against communism. The Truman administration, represented by William L. Clayton , promised the Europeans that they would be free to structure the plan themselves, but the administration also reminded the Europeans that implementation depended on

16236-426: The direction of distortions, it is highly likely that every set of indicators formed by a single author or organization contains systematic measurement error. The origin of this measure lies in the common methodology of forming measures. Selectivity of information and various traits of the judges fuse into a distinct form of bias that is likely to characterize all indicators from a common publication." The Freedom of

16400-402: The diversity of their funding sources. For example, many nonprofits that have relied on government grants have started fundraising efforts to appeal to individual donors. Most nonprofits have staff that work for the company, possibly using volunteers to perform the nonprofit's services under the direction of the paid staff. Nonprofits must be careful to balance the salaries paid to staff against

16564-472: The dollar value of the goods in local currency ("counterparts") into so-called ERP Special Accounts that were set up at the country's central bank. This way of operation held three advantages: the provision of U.S. goods to Europe without European dollar payments helped to narrow the dollar gap that strangled European reconstruction; the accumulated funds could be used for investments in long-term reconstruction (as happened in France and Germany) or for paying off

16728-475: The east had crowded in. Food production was two-thirds of the pre-war level in 1946–48, while normal grain and meat shipments no longer arrived from the East. The drop in food production can be attributed to a drought that killed a major portion of the wheat crop while a severe winter destroyed most of the wheat crop the following year. This caused most Europeans to rely on a 1,500-calorie-per-day diet. Furthermore,

16892-432: The election of the board, there are few inherent safeguards against abuse. A rebuttal to this might be that as nonprofit organizations grow and seek larger donations, the degree of scrutiny increases, including expectations of audited financial statements. A further rebuttal might be that NPOs are constrained, by their choice of legal structure, from financial benefit as far as distribution of profit to members and directors

17056-493: The end of the war and the start of the plan that is counted separately from the Marshall Plan. The Marshall Plan was replaced by the Mutual Security Plan at the end of 1951; that new plan gave away about $ 7.5 billion annually until 1961 when it was replaced by another program. The ERP addressed each of the obstacles to postwar recovery. The plan looked to the future and did not focus on the destruction caused by

17220-500: The end of the war, industrialist Lewis H. Brown wrote, at the request of General Lucius D. Clay , A Report on Germany , which served as a detailed recommendation for the reconstruction of post-war Germany and served as a basis for the Marshall Plan. The initiative was named after United States Secretary of State George C. Marshall . The plan had bipartisan support in Washington, where the Republicans controlled Congress and

17384-475: The establishment and management of NPOs and that require compliance with corporate governance regimes. Most larger organizations are required to publish their financial reports detailing their income and expenditure publicly. In many aspects, they are similar to corporate business entities though there are often significant differences. Both not-for-profit and for-profit corporate entities must have board members, steering-committee members, or trustees who owe

17548-441: The form of the Soviet Union's offer of a lucrative trade agreement lasting for five years, a grant amounting to the approximate equivalent of $ 450 million (in 1948; the sum would have been $ 4.4 billion in 2014 ) in the form of long-term credit and loans and the provision of 200,000 tonnes of grain, heavy and manufacturing machinery and factories and heavy industries to Poland. The Marshall Plan participants were not surprised when

17712-406: The four years of the plan. Congress reflected public opinion, which resonated with the ideological argument that communism flourishes in poverty. Across America, multiple interest groups, including business, labor, farming, philanthropy, ethnic groups, and religious groups, saw the Marshall Plan as an inexpensive solution to a massive problem, noting it would also help American exports and stimulate

17876-464: The four years that the plan was in effect, the United States donated $ 17 billion (equivalent to $ 240.95 billion in 2023) in economic and technical assistance to help the recovery of the European countries that joined the Organisation for European Economic Co-operation . The $ 17 billion was in the context of a US GDP of $ 258 billion in 1948, and on top of $ 17 billion in American aid to Europe between

18040-517: The gigantic sums of money would be handled efficiently. Turning the plan into reality required negotiations among the participating nations. Sixteen nations met in Paris to determine what form the American aid would take, and how it would be divided. The negotiations were long and complex, with each nation having its own interests. France's major concern was that Germany not be rebuilt to its previous level of might. The Benelux countries (Belgium, Netherlands, and Luxembourg), despite also suffering under

18204-418: The group of serving U.S. interests. Sergei Markov , an MP from the ruling United Russia party, called Freedom House a "Russophobic" organization, commenting: "You can listen to everything they say, except when it comes to Russia ... There are many Russophobes there." Christopher Walker, director of studies at Freedom House, posited that Freedom House made its evaluations based on objective criteria explained on

18368-567: The harsh winter of 1946–47 . From July 1945 through June 1946, the United States shipped 16.5 million tons of food, primarily wheat, to Europe and Japan. It amounted to one-sixth of the American food supply and provided 35 trillion calories, enough to provide 400 calories a day for one year to 300 million people. Especially damaged was transportation infrastructure, as railways, bridges, and docks had been specifically targeted by airstrikes, while much merchant shipping had been sunk. Although most small towns and villages had not suffered as much damage,

18532-402: The informal but real power relations and pathways of influence ... and frequently lead to de facto deviations from democracy." States can therefore "look formally liberal-democratic but might be rather illiberal in their actual workings" In the 2010s, a number of American conservative institutions have criticized Freedom House for what they see as an anti-conservative shift in the organization;

18696-574: The large shipments of food stolen from occupied nations during the war no longer reached Germany. Industrial production fell more than half and reached pre-war levels at the end of 1949. While Germany struggled to recover from the destruction of the War, the recovery effort began in June 1948, moving on from emergency relief. The currency reform in 1948 was headed by the military government and helped Germany to restore stability by encouraging production. The reform revalued old currency and deposits and introduced

18860-576: The left, led by Henry A. Wallace , the former vice president. He said the plan was hostile to the Soviet Union, a subsidy for American exporters, and sure to polarize the world between East and West. However, opposition against the Marshall Plan was greatly reduced by the shock of the communist coup in Czechoslovakia in February 1948. The appointment of the prominent businessman Paul G. Hoffman as director reassured conservative businessmen that

19024-511: The money paid to provide services to the nonprofit's beneficiaries. Organizations whose salary expenses are too high relative to their program expenses may face regulatory scrutiny. A second misconception is that nonprofit organizations may not make a profit. Although the goal of nonprofits is not specifically to maximize profits, they still have to operate as a fiscally responsible business. They must manage their income (both grants and donations and income from services) and expenses so as to remain

19188-416: The most evident signs and reflections of tight Soviet control and domination over the region, Jan Masaryk , the foreign minister of Czechoslovakia, was summoned to Moscow and berated by Stalin for considering Czechoslovakia's possible involvement with and joining of the Marshall Plan. The prime minister of Poland, Józef Cyrankiewicz , was rewarded by Stalin for his country's rejection of the plan which came in

19352-580: The next two decades, Western Europe enjoyed unprecedented growth and prosperity, but economists are not sure what proportion was due directly to the ERP, what proportion indirectly, and how much would have happened without it. A common American interpretation of the program's role in European recovery was expressed by Paul Hoffman, head of the Economic Cooperation Administration, in 1949 when he told Congress Marshall aid had provided

19516-445: The nonprofit sector today regarding newly graduated workers, and to some, NPOs have for too long relegated hiring to a secondary priority, which could be why they find themselves in the position many do. While many established NPOs are well-funded and comparative to their public sector competitors, many more are independent and must be creative with which incentives they use to attract and maintain people. The initial interest for many

19680-425: The one hand, and the anti-imperialist and democratic camp on the other". Although the Eastern Bloc countries, except Czechoslovakia, had immediately rejected Marshall Plan aid, Eastern Bloc communist parties were blamed for permitting even minor influence by non-communists in their respective countries during the run-up to the Marshall Plan. The meeting's chair, Andrei Zhdanov, who was in permanent radio contact with

19844-475: The operation of displaced persons camps in Europe in 1947; many of its functions were transferred to several UN agencies. After Marshall's appointment in January 1947, administration officials met with Soviet Foreign Minister Vyacheslav Molotov and others to press for an economically self-sufficient Germany, including a detailed accounting of the industrial plants, goods and infrastructure already removed by

20008-411: The organization a fiduciary duty of loyalty and trust. A notable exception to this involves churches , which are often not required to disclose finances to anyone, including church members. In the United States, nonprofit organizations are formed by filing bylaws, articles of incorporation , or both in the state in which they expect to operate. The act of incorporation creates a legal entity enabling

20172-474: The organization has been criticized as being biased against conservative governments and the policies they enact, and has also been accused of favoring progressive and left-wing ideas in its ranking system. It has also been criticized for a perceived shift to an activist mindset; a 2018 article in the National Review described it as having "changed dramatically since its anti-Communist days during

20336-452: The organization to be treated as a distinct body (corporation) by law and to enter into business dealings, form contracts, and own property as individuals or for-profit corporations can. Nonprofits can have members, but many do not. The nonprofit may also be a trust or association of members. The organization may be controlled by its members who elect the board of directors , board of governors or board of trustees . A nonprofit may have

20500-689: The organization was biased towards American interests due to government funding; others criticized the organization's reliance on democratic indices created near-exclusively by Raymond Gastil . In 2018, the rankings were criticized by National Review , a conservative newspaper, for its perceptions of the NGO being "anti-conservative". Freedom House was incorporated October 31, 1941. Among its founders were Eleanor Roosevelt , Wendell Willkie , Mayor Fiorello La Guardia , Elizabeth Cutter Morrow , Dorothy Thompson , George Field, Herbert Agar , Herbert Bayard Swope , Ralph Bunche , Father George B. Ford, Roscoe Drummond and Rex Stout . George Field (1904–2006)

20664-511: The organization's sustainability. An advantage of nonprofits registered in the UK is that they benefit from some reliefs and exemptions. Charities and nonprofits are exempt from Corporation Tax as well as the trustees being exempt from Income Tax. There may also be tax relief available for charitable giving, via Gift Aid, monetary donations, and legacies. Founder's syndrome is an issue organizations experience as they expand. Dynamic founders, who have

20828-402: The organization's website, and denied that it had a pro-U.S. agenda, saying: "If you look closely at the 193 countries that we evaluate, you'll find that we criticize what are often considered strategic allies of the United States." UCLA political scientist Daniel Treisman has criticized Freedom House's assessment of Russia. Treisman cited that Freedom House ranks Russia's political rights on

20992-560: The original pre-1990 methodology lacking. While this improved after a team was hired in 1990, she says some criticism remains. As for why the Freedom House index is most often quoted in the United States, she notes that its definition of democracy is closely aligned with US foreign policy. US-allied countries tend to get better scores than in other reports. However, because the report is important to US lawmakers and politicians, weaker states seeking US aid or favor are forced to respond to

21156-399: The plan's passage through Congress. A majority of Congress members were committed to free trade and European integration and were hesitant to spend too much of the money on Germany. However, before the Marshall Plan was in effect, France, Austria, and Italy needed immediate aid. On December 17, 1947, the United States agreed to give $ 40 million to France, Austria, China, and Italy. Agreement

21320-419: The plan, and thus be pulled out of the emerging Soviet bloc, but that did not happen. In January 1947, Truman appointed retired General George Marshall as Secretary of State. In July 1947 Marshall scrapped Joint Chiefs of Staff Directive 1067 , which was based on the Morgenthau Plan which had decreed "take no steps looking toward the economic rehabilitation of Germany [or] designed to maintain or strengthen

21484-550: The public and private sectors have enjoyed an advantage over NPOs in attracting employees. Traditionally, the NPO has attracted mission-driven individuals who want to assist their chosen cause. Compounding the issue is that some NPOs do not operate in a manner similar to most businesses, or only seasonally. This leads many young and driven employees to forego NPOs in favor of more stable employment. Today, however, nonprofit organizations are adopting methods used by their competitors and finding new means to retain their employees and attract

21648-400: The public and transparent work of other organisations, and will backfire inside Iran." On December 7, 2004, former U.S. House Representative and Libertarian politician Ron Paul criticized Freedom House for allegedly administering a U.S.-funded program in Ukraine where "much of that money was targeted to assist one particular candidate." Paul said "one part that we do know thus far is that

21812-483: The receipt of significant funding from large for-profit corporations can ultimately alter the NPO's functions. A frequent measure of an NPO's efficiency is its expense ratio (i.e. expenditures on things other than its programs, divided by its total expenditures). Competition for employees with the public and private sector is another problem that nonprofit organizations inevitably face, particularly for management positions. There are reports of major talent shortages in

21976-446: The reports, giving the Freedom House significant influence in those places. Nonprofit organization A nonprofit organization ( NPO ), also known as a nonbusiness entity , nonprofit institution , or simply a nonprofit , is a legal entity organized and operated for a collective, public or social benefit, as opposed to an entity that operates as a business aiming to generate a profit for its owners. A nonprofit organization

22140-464: The restoration of Germany as a contributor to that productivity." Hoover's report led to a realization in Washington that a new policy was needed; "almost any action would be an improvement on current policy." In Washington, the Joint Chiefs declared that the "complete revival of German industry, particularly coal mining" was now of "primary importance" to American security. The United States

22304-467: The same aid to the Soviet Union and its allies , but they refused to accept it, under Soviet pressure (as was the case for Finland's rejection) as doing so would allow a degree of US control over the communist economies. Secretary Marshall became convinced Stalin had no interest in helping restore economic health in Western Europe. President Harry Truman signed the Marshall Plan on April 3, 1948, granting $ 5 billion in aid to 16 European nations. During

22468-474: The same day, Truman called a press conference to take away headlines. In contrast, Dean Acheson , an Under Secretary of State, was dispatched to contact the European media, especially the British media, and the speech was read in its entirety on the BBC . In the audience at Harvard was International Law and Diplomacy graduate student Malcolm Crawford, who had just written his Master's thesis entitled "A Blueprint for

22632-539: The same level as the United Arab Emirates , which is a federation of absolute monarchies with no element of democracy within the system. Freedom House also ranks Russia's civil liberties on the same scale as those of Yemen , where criticism of the president was illegal. Treisman contrasts Freedom House's ranking with the Polity IV scale used by academics, in which Russia has a much better score. In 2018,

22796-646: The same year, the participating countries (Austria, Belgium , Denmark, France, West Germany, the United Kingdom, Greece, Iceland , Ireland, Italy, Luxembourg , the Netherlands , Norway, Sweden, Switzerland , Turkey, and the United States) signed an accord establishing a master financial-aid-coordinating agency, the Organisation for European Economic Co-operation (later called the Organisation for Economic Co-operation and Development or OECD ), which

22960-427: The sector in its own terms, without relying on terminology used for the government or business sectors. However, use of terminology by a nonprofit of self-descriptive language that is not legally compliant risks confusing the public about nonprofit abilities, capabilities, and limitations. Marshall Plan The Marshall Plan aid was divided among the participant states roughly on a per capita basis. A larger amount

23124-570: The sector. The term civil society organization (CSO) has been used by a growing number of organizations, including the Center for the Study of Global Governance . The term citizen sector organization (CSO) has also been advocated to describe the sector – as one of citizens, for citizens – by organizations including Ashoka: Innovators for the Public . Advocates argue that these terms describe

23288-572: The struggle against the other twentieth century totalitarian threat, Communism ... The organization's leadership was convinced that the spread of democracy would be the best weapon against totalitarian ideologies." Freedom House supported the Marshall Plan and the establishment of NATO . Freedom House also supported the Johnson Administration's Vietnam War policies. Freedom House was highly critical of McCarthyism . During

23452-677: The suppression of the Prague Spring, the Soviet war in Afghanistan, genocide in Bosnia and Rwanda, and the brutal violation of human rights in Cuba, Burma, the People's Republic of China, and Iraq. It has championed the rights of democratic activists, religious believers, trade unionists, journalists, and proponents of free markets. In 1967, Freedom House absorbed Books USA, which had been created several years earlier by Edward R. Murrow , as

23616-435: The totals. Freedom House has produced more than 85 special reports since 2002, including: In addition to these reports, Freedom House participates in advocacy initiatives, and global democracy and human rights programming. In its international offices, it promotes and assists local human rights workers and non-government organizations. On January 12, 2006, as part of a crackdown on unauthorized nongovernmental organizations,

23780-489: The traditional domain noted in RFC   1591 , .org is for "organizations that didn't fit anywhere else" in the naming system, which implies that it is the proper category for non-commercial organizations if they are not governmental, educational, or one of the other types with a specific TLD. It is not designated specifically for charitable organizations or any specific organizational or tax-law status, but encompasses anything that

23944-509: The traditional political rights and civil liberties of the Western democracies." Regarding criticisms of his reports, he said: "generally such criticism is based on opinions about Freedom House rather than detailed examination of survey ratings". In a 1986 report on the methodology used by Gastil and others to create Freedom in the World report, Kenneth A. Bollen noted some bias but found that "no criticisms of which I am aware have demonstrated

24108-421: The view of the State Department under President Harry S Truman , the United States needed to adopt a definite position on the world scene or fear losing credibility. The emerging doctrine of containment (as opposed to rollback ) argued that the United States needed to substantially aid non-communist countries to stop the spread of Soviet influence. There was also some hope that the Eastern Bloc nations would join

24272-487: The war had badly damaged most major cities, and industrial facilities were especially hard-hit. Millions of refugees were in temporary camps. The region's trade flows had been thoroughly disrupted; millions were in refugee camps living on aid from the United States, which was provided by the United Nations Relief and Rehabilitation Administration and other agencies. Food shortages were severe, especially in

24436-419: The war. Much more important were efforts to modernize European industrial and business practices using high-efficiency American models, reducing artificial trade barriers, and instilling a sense of hope and self-reliance. By 1952, as the funding ended, the economy of every participant state had surpassed pre-war levels; for all Marshall Plan recipients, output in 1951 was at least 35% higher than in 1938. Over

24600-495: The week. The series was produced by Paul White , founder of CBS News . By November 1944, Freedom House was planning to raise money to acquire a building to be named after the recently deceased Wendell L. Willkie. In 1945 an elegant building at 20 West 40th Street was purchased to house the organization. It was named the Willkie Memorial Building. After the war, as its website states, "Freedom House took up

24764-613: Was Stalin who had directed them not to take opposition stances in 1944. The French communist party, like others, was then to redirect its mission to "destroy capitalist economy" and that the Soviet Communist Information Bureau ( Cominform ) would take control of the French Communist Party's activities to oppose the Marshall Plan.
