The Nukegate scandal was a political and legal scandal that arose from the abandonment of the Virgil C. Summer nuclear expansion project in South Carolina by South Carolina Electric & Gas (SCE&G) and the South Carolina Public Service Authority (known as Santee Cooper) in 2017. It was the largest business failure in the history of South Carolina. Before its termination, the expansion was considered the harbinger of a national nuclear renaissance . Under joint ownership, the two utilities collectively invested $ 9 billion into the construction of two nuclear reactors in Fairfield County, South Carolina from 2008 until 2017. The utilities were able to fund the project by shifting the risk onto their customers using a state law that allowed utilities to raise consumers' electricity rates to pay for nuclear construction.

130-401: In 2008, the utilities contracted with Westinghouse to build two AP1000 nuclear reactors for an estimated cost of $ 9.8 billion. The AP1000 design was unique because it relied on pre-fabricated parts which allowed for modular construction . In 2013, construction began at V. C. Summer. However, numerous delays occurred from 2014 to 2017 due to manufacturing errors and incompetence. In 2017,

260-470: A "rogue agency" due to its independence and financial problems. But the utility's debt consisting of $ 7 billion has complicated proposals. The legislature passed a law at the end of the 2020 session prohibiting Santee Cooper from "entering into agreements that could make it harder for the General Assembly to sell the state-owned utility" in 2021. In November 2020, Hugh Leatherman , the chairman for

390-495: A 2020 deadline. Neither shared this information with shareholders or state regulators. Additionally, Byrne and Marsh ensured that the Bechtel report sent to Santee Cooper lacked damaging information. The SEC has charged both Byrne and Marsh with securities fraud. The complaint alleges that: [Marsh and Byrne] claimed the project was on track even though they knew it was far behind schedule. This could make it unlikely to qualify for

520-488: A 390 billion yen ($ 3.4 billion) loss, mainly in its US nuclear business which was written down by 712 billion yen ($ 6.3 billion). On 14 February 2017, Toshiba delayed filing financial results, and Toshiba chairman Shigenori Shiga, formerly chairman of Westinghouse, resigned. Toshiba considered selling the Westinghouse nuclear business. On 29 March 2017, Toshiba's Westinghouse filed for Chapter 11 bankruptcy , citing

650-853: A Political Action Committee. Outside of North America, the Infrastructure unit's headquarters is located at the company's London office. The Mining & Metals unit is based out of Santiago, Chile, and Brisbane. In 2013, the company established its global center of engineering excellence in Dubai focusing on rail and marine projects. It established innovation centers in Houston and London in 2015 and Santiago in 2018 to test new technology. Bechtel works on global megaprojects through its four business units. The company frequently manages work from design through construction phases. Its corporate values include safety, quality, and ethics. Bechtel

780-595: A US$ 7.9   billion deal including debt. Brookfield Renewable and its institutional partners will own a 51% interest in Westinghouse, while Cameco will own remaining 49% as part of the deal. The acquisition was completed in November 2023. Although no longer associated with CBS Corporation (now Paramount Global ), Westinghouse Electric Company LLC has for some years used the trademarks owned by Westinghouse Electric Corporation , by then Viacom/CBS Corporation/ViacomCBS' brand management subsidiary, under license, as

910-522: A ban on the utility's practice of giving executives large severance packages. In May, 2021, NextEra rescinded its bid to purchase Santee Cooper. In June 2021, the General Assembly met in conference for a special session to reconcile the two reform proposals from both houses of the General Assembly. On June 8, the reform bill was signed into law, largely consisting of the Senate proposal. Santee Cooper will remain under state ownership. Further, consumers will have

1040-435: A cold shoulder response by Bechtel expressing they would simply cut-off water to those who did not pay. Further protests were enhanced when agricultural sectors realized the bylaws allowed Bechtel and the consortium rights to rain water as well, which was assumed to mean they could no longer collect rain water. Violence between protesters and police resulted in the burning of government buildings and hundreds of injured within

1170-538: A committee composed of members of the General Assembly to revisit a sale of Santee Cooper. The bill, which will be considered by the entirety of the House next, also includes "an amendment that would do away with NextEra as the preferred buyer" and "a provision for reforming Santee Cooper". On the Senate side of the General Assembly, the Senate Judiciary Committee, concerned about NextEra's behavior in

1300-537: A competitively-bid second contract in January 2004, and completed 97 of 99 task orders of the contract, returning the two remaining projects due to the escalating security concerns in the country. Following Hurricane Katrina in 2005, Bechtel was one of four companies hired by FEMA to build temporary housing. Bechtel delivered over 35,000 trailers in under a year for displaced residents in Mississippi , though

1430-480: A consortium named "Aguas del Tunari" (Water of Tunari – a local regional term) to file a bid to the city of Cochabamba , Bolivia in 1999. Bechtel was a 27% partner and Abengoa S.A. of Spain was a 25% partner. This bid was in response to the increasing pressure from the World Bank , which had funded and extended water supply projects for the country of Bolivia , to privatize the water utility of Cochabamba. With

1560-439: A dearth in adequate supply chains. Ultimately, Westinghouse had to take over the construction of the units itself, something the company was not qualified for. Westinghouse's management of the construction proved to be calamitous. The construction site employed five thousand laborers, who built two new concrete plants on the site to continuously pour concrete as well as a seven-story-tall building to assemble structural modules. But

1690-659: A greater say in rate hikes and Santee Cooper will face greater accountability from state lawmakers. Most of the original state legislators who were serving in the General Assembly when the Base Load Review Act was passed are out of office. Some of their replacements in the state legislature, who were not in office at the time of its original passing, have faced criticism in the aftermath of the V. C. Summer failure, nonetheless. Observers believe state senator Luke Rankin’s association with Santee Cooper led him to have an unexpectedly tight primary race in 2020. Rankin

1820-426: A huge blow for the nuclear energy industry. At the time, construction on both units was only 30 percent complete but the majority of the reactor parts were on-site. Santee Cooper decided to halt construction against SCANA's wishes. The utilities announced that the halt in construction was due in part to a change in the energy industry brought on by more energy efficient technology and the natural gas boom. In July 2017,

1950-429: A lack of faith in its own technology. Finally, the record of UK governments building nuclear plants had been a commercial disaster. On October 16, 2006 the acquisition of Westinghouse Electric Company for $ 5.4 billion was completed, with Toshiba obtaining a 77% share, partners The Shaw Group a 20% share and Ishikawajima-Harima Heavy Industries Co. Ltd. a 3% share. On 13 August 2007 Toshiba sold 10% to Kazatomprom ,

2080-404: A natural unintended consequence" of the act. Governor Mark Sanford refused to sign the bill but after a five-day moratorium, the bill became law on May 3, 2007. Sanford's chief of staff later said that the Base Load Review Act "was probably the clearest case [he] could ever see of a special interest using all of its power and leverage to get something passed". From its inception to its enactment,

2210-464: A new board and increased oversight" the only option was to divest the state from the utility. Santee Cooper consumers will continue to pay an extra 5% per electricity bill over the next twelve years to pay off the utility's debt. The future of Santee Cooper was a priority of the 2021 legislative session. In the first week of the 2021 session, the House Ways and Means Committee passed a bill creating

2340-948: A new dynamic leaching pad and a mineral handling system. In 2015, the unit completed the Las Bambas copper concentrator in Peru for MMG , the Kitimat aluminum smelter in Canada for Rio Tinto Group ., and the Escondida Organic Growth Project 1 (OGP1), the largest single-line copper concentrator ever built. M&M also completed a third berth for the BHP Billiton Mitsubishi Alliance (BMA) at Hay Point Coal Terminal in Queensland, Australia, which increased export capacity from

2470-540: A new nuclear renaissance. The AP1000 design was seen as novel because of its simplified structure and use of pre-fabricated nuclear reactor parts that allowed for modular construction. Construction began on the units in 2013 after the design was approved by the Nuclear Regulatory Commission . However, contractors lacked the requisite experience because the nuclear power construction industry had stagnated for thirty years. The stagnation also led to

2600-565: A nuclear fuel fabrication plant at Västerås , Sweden which has provided nuclear fuel for Russian VVER-1000 nuclear reactors. In 2000 Westinghouse started development of fuel for customers in Finland and Hungary, supported by cheap Export–Import Bank of the United States loans, but the business remained small-scale in competition from cheaper Russian suppliers. A 2008 contract was agreed to supply VVER-1000 fuel; however, in trial use

2730-1098: A power transmission project in Canada , which included 1,200 new transmission towers and 85 miles (137 km) of transmission lines in 2013. Bechtel completed Phase I of an extension of the Dulles Corridor Metrorail in Northern Virginia and completed the Hamad International Airport in Doha , Qatar, in 2014. Bechtel also completed the world's largest solar thermal project, the Ivanpah Solar Electric Generating System in California , which began producing power in February 2014. In 2015, Bechtel began work as project manager of

2860-599: A professional engineer sign off on them. SCANA received a memo from Westinghouse's deputy counsel which stated that the contractors did not have to follow South Carolina law because the company's federal license superseded the state's requirements. Executives at Santee Cooper claim they were not made aware of the Westinghouse memo. The legality of that memo is in question. Nonetheless, the blueprints were often faulty and resulted in "[d]elays, incorrect parts, thousands of engineering changes, and billions of dollars in wasted money". Santee Cooper and SCE&G hired Bechtel to audit

2990-617: A result of the Gulf War , Bechtel accepted the task of extinguishing oil well fires in Kuwait in 1991. This fire-suppression project was part of the effort to rebuild the infrastructure of Kuwait. In 1994, Bechtel began work on the US$ 20 billion Hong Kong Airport Core Programme , which was the largest civil engineering project at the time and included a new airport and nine other infrastructure projects. Bechtel's other major projects during

3120-621: A separate deal in Florida, requested more information from the utility concerning its bid in early January 2021. However, NextEra rejected to meet with the committee. On April 22, 2021, the South Carolina Senate overwhelmingly voted on a bill that would reform Santee Cooper. Included in the bill is a timeline to replace every member of the Santee Cooper board, regulations subjecting the utility to reviews and oversight, and

3250-498: A subsidiary of CBS Corporation. In July 2005, BNFL confirmed it planned to sell Westinghouse, then estimated to be worth $ 2 billion. This attracted interest from several companies, including Toshiba , General Electric and Mitsubishi Heavy Industries . When the Financial Times reported on January 23, 2006 that Toshiba had won the bid, it valued the company's offer at $ 5bn (£2.8bn). On February 6, 2006 Toshiba confirmed it

3380-579: A third of the unpaid taxes by turning over more than 2,900 acres of land which will ultimately become six new state parks. Following the V. C. Summer failure, the predominant issue facing the South Carolina General Assembly from 2018 until the COVID-19 pandemic in 2020 was whether to sell Santee Cooper or to reform the utility's management. The sale of the utility is favored by Governor McMaster. He has called Santee Cooper

3510-568: A yearly loss for Toshiba that could exceed $ 9 billion, almost three times its previous estimate. The projects responsible for this loss were mostly the construction of four AP1000 reactors at Vogtle in Georgia and Virgil C. Summer Nuclear Generating Station in South Carolina. The Wall Street Journal reported that the four nuclear reactors being built in the southeastern U.S. would be left to an unknown fate. In July, 2017,

3640-576: Is headquartered in Reston, which also houses the company's global operational headquarters, as well as the headquarters of the Nuclear, Security & Environmental global business unit and the Americas offices of the Infrastructure global business unit. Bechtel is also participating in the building of London's Crossrail , a $ 24 billion project that will connect commuter towns east and west of London and

4030-505: Is ongoing. Federal prosecutors probed the V. C. Summer failure from 2017 to 2020. In July 2020, Byrne admitted to taking part in a conspiracy to hide damaging information from regulators as well as the public and therefore defrauding SCE&G customers. On November 24, 2020, Marsh announced he would also plead guilty to federal fraud charges. In December 2020, Marsh also pled guilty to an additional third charge: conspiracy to commit wire and mail fraud . Both men admitted to knowing that

4160-491: Is the case with other Westinghouse licensees . In 2021, ViacomCBS sold the Westinghouse licensing operation (including trademarks) directly to the now-independent Westinghouse Electric Corporation. A revived interest in the nuclear power generation field in the late 1980s led to Westinghouse's development of the AP600 reactor which received NRC approval . Interest in the Westinghouse design, but with larger power output led to

4290-620: The Engineering News-Record ranked Bechtel as the second largest construction company in the United States , following Turner Construction . Bechtel's business activities began in 1898, when cattle farmer Warren A. Bechtel moved from Peabody, Kansas , to the Oklahoma Territory to construct railroads with his team of mules . Bechtel moved his family frequently between construction sites around

4420-530: The 2005 Indo-US nuclear deal , there was also hope that India's plan of massive investment in nuclear plants would help to revive the U.S. nuclear power industry. Reasons in favor of a sale were: The commercial risk of the company's business in Asia may have been too high for a company then owned by taxpayers; if Westinghouse won the bid for any new nuclear stations in a UK competition, questions may be raised of favoritism, but if it lost, it might have been seen as

4550-678: The Bay Area Rapid Transit (BART) system in 1959. Stephen D. Bechtel Jr. took over for his father as president of the company as Stephen Bechtel Sr. retired in 1960. During the 1960s and 1970s, Bechtel was involved in constructing 40% of the nuclear plants in the United States. In 1968, the company completed the largest nuclear plant in the U.S. at the time, the San Onofre Nuclear Generating Station , in California. In 1972, Bechtel

It has worked on 300 subway and rail projects, 80 port and harbor projects, and 96 major airport projects. Bechtel's Infrastructure unit

4940-473: The Nuclear Regulatory Commission since 2005 said that computations submitted by Westinghouse about the building's design appeared to be wrong and "had led to more questions." He said the company had not used a range of possible temperatures for calculating potential seismic stresses on the shield building in the event of an earthquake, for example. The NRC asked Westinghouse not only to fix its calculations, but also to explain why it submitted flawed information in

5070-543: The Pittsburgh suburb of Cranberry Township, Pennsylvania . The company's main product is the AP1000 , a modern pressurized water reactor (PWR) design with many passive safety features and modular construction intended to lower construction time and cost. 6240-459: The Big Dig became more complex than was originally estimated. Criticism of the project increased in 2005 when a leak sprang in one of the new tunnels. In the summer of 2006, a faulty tunnel ceiling panel collapsed, killing a motorist. Litigation ensued, and in January 2008, Bechtel settled with federal and state officials for $ 352 million with other contractors involved paying smaller amounts. As

6370-510: The CEO resigning, Toshiba stated that the Westinghouse nuclear business was more profitable than at acquisition in 2006. In December 2016, Toshiba said it expected to write down its investment in Westinghouse by US$ 2.5 billion, adding that it was possible that their investment in Westinghouse could ultimately have a negative worth, due to cost overruns at U.S. nuclear reactors it was building. In February 2017, Toshiba revealed unaudited details of

6500-913: The Chinese supply chain. Westinghouse Electric Company fully owns several subsidiaries in Europe, such as the European Service Center, also called Westinghouse Electric Belgium located in Nivelles , Belgium, where equipment is prepared for projects throughout Europe. 8970-475: The construction delays from shareholders and regulators. The construction of the two units needed to be finished by 2020 in order to qualify for over $ 2 billion in federal tax credits. The viability of the project relied on receiving the tax credits. However, both men admitted that they knew the project was not going to be completed in time to qualify for the credits and that they hid that information from regulators and shareholders. Both men have also been indicted by

9100-417: The construction of nuclear reactors. The bill, sponsored by state senator Glenn McConnell , essentially allowed the utilities to shift the risk of the construction to ratepayers. Utilities would be able to file a request with the Public Service Commission to raise rates for plant construction. If the commission found the application to be "prudent", the commission would issue a project development order allowing

10660-501: The financing of the four nuclear reactors being built in the U.S. Besides the issues with the AP1000 design, the fuel manufacturing division has been profitable, but not enough to cover corporate overheads and support the other divisions. Research and development investment in fuel manufacturing has been low, which has impacted the quality and comparative performance of its fuel compared to competitors. On 6 April 2018, Toshiba announced

10790-492: The first days of the conflict. The local governments of Manfred Reyes Villa (mayor) and Jose Pepe Orias (prefect or governor) resigned. The contract was ultimately abandoned, for which Bechtel in February 2021 demanded settlement. The aftermath of the violence was destruction of public property in downtown Cochabamba paid for by taxpayers, the death of one civilian, restitution by the government, and hundreds of injured police, military personnel, and protestors. A movie titled Even

10920-623: The first of their kind. As of 2013, it is considered the most complex project in the US. Management of the project has been the subject of controversy including the Department of Energy 's Inspector General reports and Government Accountability Office studies regarding rising costs, nuclear safety and quality, and whistleblower allegations. For example, in 2013 the DOE Inspector General concluded that "Bechtel determined that there

11050-526: The first place. Westinghouse countered that the "confirmatory items" that the commission was asking for were not "safety significant." In November 2011, the AP1000 Oversight Group published a report highlighting six areas of major concern and un-reviewed safety questions requiring immediate technical review by the NRC. The report concluded that certification of the AP1000 should be delayed until

11180-521: The fuel became deformed. In 2015, the European Union awarded $ 2 million in funding to a Westinghouse-led consortium to support the development of a more competitive fuel for the Russian built reactors. In 2018, the contract to supply VVER fuel was extended to 2025. In 2018, Westinghouse, under a further EU-funded project, started developing VVER-440 fuel. In October 2022, Westinghouse

11310-544: The future of both utilities. The total cost paid by both utilities in legal settlements to ratepayers and shareholders exceeded a billion dollars. The stock of SCANA, the only Fortune 500 company based in South Carolina, dramatically fell. Both SCANA and SCE&G merged with Dominion Energy in 2019. Until the COVID-19 pandemic , the largest issue debated in the South Carolina General Assembly

11440-570: The headquarters in Monroeville and was completed in spring of 2008. As part of this move, Westinghouse piloted the first commuter shuttle running an all-day loop between Monroeville and Cranberry Township. The shuttle ceased operation after Westinghouse formally closed, and sold their Monroeville facility in 2012. In 2015, concerns were expressed that the value of assets and goodwill in Westinghouse were overstated. Following an accounting scandal in which profits were overstated at Toshiba, leading to

11570-458: The highest in the country. This was made easier because in 2004 the General Assembly had gotten rid of the state's consumer advocate. The South Carolina Senate unanimously repealed the act on May 9, 2018. In June 2018, Governor Henry McMaster 's veto of the repeal was overridden by the General Assembly. Both utilities settled lawsuits as a result of the expansion's failure. Attorneys representing SCE&G ratepayers and shareholders settled with

Kazatomprom's ownership was entirely passive, with no voting or veto rights or presence on the board of directors. In September, 2011, Toshiba was reported to be in talks to acquire the Shaw stake and both companies confirmed the story soon thereafter. Shaw CEO James Bernhard said , that Toshiba

11960-553: The network of roadways linking Europe and Asia in 1986. In 1987, Bechtel was awarded a contract for project management services of an undersea tunnel linking the UK and France called the Channel Tunnel or "Chunnel". The tunnel was completed in 1994. The recession of the 1980s turned the company's focus toward new areas of growth including environmental cleanup and alternative energy projects. In 1989 Riley P. Bechtel

12090-481: The original and current "unanswered safety questions" raised by the AP1000 Oversight Group are resolved. In December 2011, the UK's Office for Nuclear Regulation published a design assessment report on the AP1000 reactor which highlighted 51 'Generic Design Assessment' issues remaining that must be addressed before the assessment would be completed. In October 2013, US energy secretary Ernest Moniz announced that China

12220-537: The power supply of a local aluminum smelter. The judge stated that it violated state law granting Santee Cooper exclusive service over the aluminum smelter's site. Commentators and lawmakers cited the Nukegate scandal as a reason why the city utility should be allowed to supply the aluminum smelter's electricity. In March 2020, the U.S. Securities and Exchange Commission sued SCANA, SCE&G, Kevin Marsh (SCANA's CEO at

12350-413: The project in 2015. Bechtel's draft audit stated that the nuclear reactors would not be finished in time to collect the $ 2 billion in federal tax credits which the project relied on. However, in Bechtel's final report released in February 2016, the previous finding was removed from the audit at the request of an attorney working for both utilities. Relying on the impression that the reactors would qualify for

12480-457: The project would not qualify for crucial federal tax credits with a deadline in 2020, and that they hid this information from shareholders. Both men also admitted to providing false information in "earning calls, presentations and press releases" in order to benefit SCANA. They were made aware in 2015 that only 8% of the expansion had been completed and therefore V. C. Summer was unlikely to qualify for direly needed federal tax credits that had

12610-466: The project's viability was at risk. But the company lacked the necessary oversight to oversee the project. In 2018, Dominion Energy submitted a bid to purchase SCANA and SCE&G. The company offered and advertised a refund of $ 1,000 to customers. However, lawmakers realized that Dominion wanted to then recoup that money with higher rates over the next decade. In December 2019, Dominion Energy purchased SCANA and SCE&G with an updated bid that replaced

12740-534: The project. The announcement sent SCANA's stock reeling. The project became known as the largest business failure in the state's history. The subsequent federal investigation of the failure led to it being nicknamed "Nukegate", a phrase derived from the Watergate scandal . The failure was made possible by the Base Load Review Act that was passed by the South Carolina General Assembly in April, 2007. The act made it easier for electric utilities to charge ratepayers for

12870-425: The recommended bidder. However, Santee Cooper submitted a separate plan to the general assembly to save ratepayers $ 2.3 billion over the next twenty years by pivoting from coal power plants towards renewable energy. The utility also advocated for reform of its board to bring in more expertise, and for a more open rate-setting and construction process. Hugh Leatherman stated that without "meaningful reform that includes

13000-451: The remaining pieces of Westinghouse's industrial concerns, as part of Westinghouse's re-creation as a media company. Portions of their nuclear business were initially purchased by Siemens in 1998 before the remaining parts were purchased by British Nuclear Fuels Limited (BNFL) in 1999 and formed up as Westinghouse Electric. In 2005, BNFL sold the company to Toshiba . The company went bankrupt in 2017 primarily due to ongoing cost overruns at

13130-483: The safety standards of the plant. Citing a lack of operating history, he questioned the manufacturer's assertion that the AP1000 reactor's "primary system canned motor pumps" were "maintenance-free" over 60 years, the assumed life of the reactor, and noted that Westinghouse had yet to receive approval from British authorities on an improved version of AP1000. As of 2019 all four AP1000 reactors in China are operating. As of January 2009, six AP1000 plants had been ordered in

13260-530: The senate finance committee, called for the chairman of Santee Cooper to resign after the utility entered into a $ 638 million debt deal. Leatherman stated the deal may have violated state law. From at least 2017 to April 2021, the Santee Cooper board was without a permanent chairman. Several companies submitted bids to purchase the utility and in February 2020, the South Carolina Department of Administration chose NextEra Energy of Florida as

13390-563: The side of the steam shovel, effectively establishing Bechtel as a company, although it was not yet incorporated. Bechtel completed work on a series of railroad contracts during the early 1900s, culminating in an extension of the Northwestern Pacific Railroad finished in 1914. Starting with the construction of Klamath River Highway in California in 1919, Bechtel ventured into jobs other than building railroads. The company built roads, bridges, and highways throughout

13520-503: The site lacked a fully-integrated construction schedule and the pre-fabricated nuclear reactor parts that arrived on-site had been manufactured incorrectly, which caused significant delays. In 2008, the initial cost estimate of the expansion was $ 9.8 billion, but by 2017 it had ballooned to $ 25 billion. During the construction process, Westinghouse and other contractors at V. C. Summer violated state law by having unlicensed workers create mechanical and electrical blueprints without having

13650-416: The state's projected growth as a determining factor for increasing the utility's energy capacity. Both utilities were joint owners (SCE&G owned 55 percent, Santee Cooper owned 45 percent) in the project and shared operating costs. The two reactors, with an estimated cost of $ 9.8 billion, would be the first built in the United States in the last thirty years and were heralded as leading the United States into

13780-547: The strings attached in 1995, and the World Bank participating in draft bids in 1997, the Aguas del Tunari consortium were the only bidders for the auction. The bid was accepted, under pressure of the World Bank and the conditions of their loans to Bolivia. The terms were ratified in the often-cited Law 2029 by the legislative body of Bolivia, however largely it had previously been accepted and influenced by local governments. Under

13910-465: The tax credits, the state Public Service Commission approved an $ 800 million increase in the project's budget as well as a fixed-price contract with Westinghouse. On March 31, 2017, Westinghouse filed for Chapter 11 bankruptcy due to the costs incurred from both the V. C. Summer expansion as well as the construction of two additional units in Burke County, Georgia . The bankruptcy was seen as

14040-488: The tax credits. A SCANA executive said that officers of the company "flew around the country showing the same . . . construction pictures from different angles and played our fiddles" while the project itself "was going up in flames." SCANA abandoned the project in mid-2017 with neither nuclear unit completed. The false statements and omissions enabled SCANA to boost its stock price, sell more than $ 1 billion in bonds, and obtain regulatory approval to raise customers' rates. Marsh

14170-460: The terms, Bechtel and the consortium immediately raised water pricing 35% and after the first month they had raised the price for water to the residents by almost 60% and in other parts much higher. The Bechtel consortium contract claimed harvesting of rainwater violated its contract essentially monopolizing the supply of water to millions of people. Water became one fifth of the average person's expenses and protests erupted. Protests were met with

14300-551: The time), and Steve Byrne (a former SCANA vice president) for repeatedly deceiving investors. The complaint alleged that the parties misled investors by claiming that the project would qualify for more than $ 1 billion in federal tax credits. On December 2, 2020, the SEC announced that SCANA and SCE&G agreed to settle the claims against them for $ 112.5 million in disgorgement fees as well as a $ 25 million penalty to be paid by SCANA (now Dominion Energy). The litigation against Marsh and Byrne

14560-460: The utility for $ 392.5 million ($ 200 million would be for ratepayers and $ 192.5 million for shareholders). Santee Cooper settled with its ratepayers and local electric co-operatives for $ 520 million. And in December 2020, the utility settled with investors who purchased bonds from the utility for $ 2 million. In 2020, a judge struck down the city of Goose Creek 's attempt to annex and then take over

14690-493: The utility to increase rates. However, the statute did not define what was or was not "prudent". Critics of the act argued that "any management decision by the utility that impact[ed] the cost and schedule of the project" essentially had to be "deemed prudent by the Public Service Commission if it advance[d] the completion of the project", and that this resulted in "cost overruns and schedule delays [becoming]

14820-494: The world's largest single-site aluminum smelter upon completion, boosting production to 1.5 Mtpa. That same month, Rio Tinto announced that Kitimat had reached full production levels of 420,000 tonnes per annum, while Las Bambas achieved commercial production in July 2016. As of 2016, Bechtel is advancing the Amrun bauxite initiative for Rio Tinto in Australia, which announced project approval in November 2015. Bechtel completed

14950-455: Was a systemic problem and a breakdown in controls over the review of design changes", but that the company had taken steps to correct the problems. In 2003, Bechtel won a $ 680 million contract to begin rebuilding infrastructure in Iraq for U.S. Agency for International Development . The contract led to the company being accused of both non-competitive bidding and war profiteering . Bechtel won

15210-517: Was buying Westinghouse Electric Company for $ 5.4bn and announced it would sell a minority stake to investors. The sale surprised many industry experts who questioned the wisdom of BNFL selling one of the world's largest producers of nuclear reactors shortly before the market for nuclear power was expected to grow substantially; China , the United States and the United Kingdom were all expected to invest heavily in nuclear power. After

15340-429: Was forced into a run-off which he ultimately won. Additionally, Governor McMaster has faced criticism for how he has handled the future of Santee Cooper. The Coastal Conservation League criticized the General Assembly's consumer-centric approach when considering the future of Santee Cooper. The organization has claimed that the legislature has failed to evaluate potential consequences to the climate potentially caused by

15470-443: Was formed in 1999, after the original company with that name, George Westinghouse 's Westinghouse Electric , founded in 1886, ceased to exist due to a series of divestitures and mergers through the mid-to-late 1990s. These included Westinghouse Electric's purchase of CBS in 1995, expansion into communications and broadcasting, and the selling off of most non-broadcast operations by 1998, renaming itself CBS Corporation . In 1998,

15600-468: Was involved in approximately 20% of all of the United States' new power-generating capacity. By the end of the decade, the company had moved from nuclear power construction toward nuclear cleanup projects, including Three Mile Island in 1979. Bechtel completed work on other megaprojects during the 1970s, including major airports in Saudi Arabia and the metro rail in Washington, D.C. In 1976,
