The Shura-e Nazar ( Persian : شورای نظار ) (known as the Supervisory Council of the North ) was created by Ahmad Shah Massoud in 1984 at the northern provinces of Takhar , Badakhshan , Balkh and Kunduz , during the Soviet-Afghan War .
