14089-487: The closing of the entire downtown for traffic, including the square, and turning the central city area in the pedestrian zone. The square and the entire section till the Kalemegdan will be paved in granite or concrete slabs, almost without any trees. The idea met with the universal opposition from the professionals (architects, urbanists, traffic experts) but also from the public. Total open pedestrian square area, west of

14282-416: The complete reconstruction of Studentski Trg and its adaptation into the pedestrian zone, construction of the underground garage and erection of a monument to the assassinated prime minister Zoran Đinđić . The project of the reconstruction was designed by Boris Podrecca , but it was met with almost universal criticism from the architects, urbanists and public alike. Architects opposed the general redesign of

14475-448: The consumption of products it considers to have a negative externality (sometimes referred to as sin tax ). More recently, excise duty has been introduced on certain forms of transport considered to be polluting (such as air transport) or on the consumption of products that generate polluting waste that is little or not at all recycled or harmful to the environment (such as electronic products, certain plastic packaging, etc.). These are

14668-518: The creation or increase of excise taxes on certain existing consumer products whose production leads to environmental damage is being considered. The declaration of a climate emergency by international organisations such as the UN and the OECD warns that the current production model is and will have negative effects on life on the planet due to the current high level of pollution. This is why one way to internalise

14861-461: The custom arrived from Gaul . The brick tomb, which contained rushlight , was discovered close to the Čika Ljubina Street, while the other pits were where the monument is today. The materials found in the tombs include pottery fragments and vessels, pieces of terracotta and stone statues, fan-shaped floor tiles, bronze and bone needles, bricks, rushlights, etc. The pits were filled with ashes and contained animal bones. Coins and bronze rings, parts of

15054-462: The deeper historical layers in time achieve a status of specific historical, social or cultural identity and character. Despite all the criticism, deputy mayor Goran Vesić announced in September 2018 that the construction will start "in the fall". In April 2019, Archaeological Institute in Belgrade stated that they have been notifying city administration about the problems with the project and the way

15440-544: The early 1900s there were ideas of erecting a monument to Petar II Petrović Njegoš. During the Interbellum several boards for erection of the monument were formed, which included some of the culture's most prominent people like Branislav Nušić or Ivo Andrić , and the Royal Karađorđević dynasty even donated money, but due to the disagreements of the convenient location, the monument wasn't built. After World War II,

15633-410: The early 2000s, is completely defunct as a traffic object. Studentski Trg is turned into the turning point and terminal station for bus line number 31 and majority of Belgrade's trolleybus lines (19, 21, 22, 22L, 28, 29 and 41). City announced that the total expenditures per contract (for 420 days) is 768.3 million dinars, or €6.5 million, but that exact number will be known by the end of the year. The warranty period is three years. In the end, city claimed that the total price was 744 million dinars, or €6.4 million. In August 2020, city announced continuation of their idea of closing

16019-519: The entire Empire State Building , back in 1930–1931. In April 2019, administration of the Stari Grad municipality began intermittent physical blockades of the construction site and removal of the construction fencing, hence "liberating the square". Employees, local residents and sympathizers of the opposition would either physically prevent machines from working and escort workers from the site or would organize sport activities or sitting sessions on

16212-421: The entrance in the museum). Below the roundabout are extremely well preserved 1-metre-tall (3 ft) walls, surrounded by the intact Roman floors and barriers. This section was discovered in 1989, but wasn't archaeologically surveyed. Some of the oldest remains are those discovered under the faculty building. They are dated to c.100 and were still made of wattle and lep , a wall plaster made of mud. Apart from

16405-799: The environment and to raise funds to support the transportation infrastructure. Revenue-raising depends on a low responsiveness of consumption (elasticity) to tax-induced price changes and externality-prevention depends on the price responsiveness of specific users. Following the legalization of non-medical cannabis in the United States , states with implemented legal markets have imposed new excise taxes on sales of cannabis products. These taxes have been used to build support for legalization initiatives by raising revenue for general spending purposes. Some U.S. states tax transactions involving illegal drugs. Gambling licences are subject to excise in many countries today. In 18th-century England , and for

16598-441: The external costs associated with the consumption or production of excisable products, discourage the consumption of products considered harmful, serve as a proxy for charging road users for the cost of government-provided services, or promote progressivity in taxation.". This is how Sijbren Cnossen sets out five main rationales for the use of excise duties: These are the three main targets of excise taxation in most countries around

16791-562: The fact that dice were also subject to stamp duty (and were in fact the only non-paper item listed under the Stamp Act 1765 ) suggests that its implementation to cards and dice can be viewed as a type of excise duty on gambling. Profits of bookmakers are subject to General Betting Duty in the United Kingdom. Prostitution has been proposed to bear excise tax in separate bills in the Canadian Parliament (2005), and in

16984-436: The faculty owns the area and it should fix it. This was disputed by the faculty and former city officials, reminding that Vesić himself announced reconstruction in 2018. The faculty is the user, not the owner, of the part which is under the building, while the devastated area is public, pedestrian square of which the city has jurisdiction anyway, just as it maintained it in previous decades. Vesić said that he would commit crime if

17177-544: The first zoo in Belgrade. He ordered his military to capture and bring to him "wild beasts from the forests and mountains of Serbia", which he then kept in cages. After the Austrians withdrew in 1739, the local Ottoman administration sent a letter to the Sublime Porte asking for the "large masonry saray for the wālis to be demolished. Even before the reply came from Constantinople , local administration mined

17370-463: The first arranged and planned market in the city, it also was the first to have a sanitary inspection which checked the hygiene, quality and freshness of the goods. As per Serbian-Turkish agreement anyone could bring and sell goods, the market quickly grew and became city's commercial center. Though it was officially named "Saint Andrew's Market" it became known as the Great Market (Serbian: Velika pijaca or Veliki pijac ). The square developed around

17563-460: The first venues in Belgrade to play electronic music, and was also a pioneer of rave music in Serbia. The area of the present 'Plateau of Dr Zoran Đinđić', right across the National Theatre was seen as the site of the future Belgrade Opera from the 1960s. However, this became highly controversial issue, both academic and public, in the 2003, when city government decided to tear down the Staklenac mall (saying it has done its purpose, even though it

17756-676: The following four conditions are fulfilled: The excise tax in India is imposed typically on production and manufacturing rather than on sale of goods and services. This means that the taxes are paid by the manufacturer, but it is the consumer who ultimately bears the burden of the tax. India has also incorporated a system which allows companies to pay this tax monthly using the online ACES (Automation of Central Excise and Service Tax) portal. Taxes here are mostly calculated as ad valorem taxes although there are some special cases where rates are applied. The first ever excise taxes were introduced during

Nicknamed Aca Bosanac, he already owns numerous hospitality venues throughout Belgrade, including

18142-421: The garage project will be terminated. Instead, pedestrian underground corridor, 2.5 m (8 ft 2 in) deep, will be built so that remains will be accessible to visitors. Despite claiming that Podrecca's project will be preserved, with abandoning the garage, introducing the tram tracks and dislocating proposed Đinđić's monument, the project will be significantly changed. The look of the future monument to

18335-524: The gate to Terazije in one direction, and along the Tsarigrad Road itself, from the Batal mosque to Tašmajdan, in another. The gate continued to have certain strategic role in the 18th and the 19th century. After 1815, when Serbia was granted autonomy, Ottoman guards were placed at the gate to control the entering into the fortress. Already notorious, it became a symbol of the hated Ottoman rule after

18528-528: The government has undertaken steps to better the situation like increasing taxes on luxury cars. Excise taxes in Japan are a type of consumption taxes that are imposed on certain goods and services at the time of purchase. As a deterrent, excise is typically directed towards three broad categories of harm: Revenue raised through excise may be earmarked for redress of specific social costs commonly associated with

18914-466: The higher likelihood of organised crime being involved in attempts at evading Excise, and its association with smuggling , compared with evasion attempts concerning direct taxation, the Board of Excise was later combined instead with the Board of Customs, to form HM Customs and Excise . In this combined form, Customs and Excise was responsible for managing the import and export of goods and services into

19107-461: The idea was modified in 2015 and the city announced that the terminus from Studentski Trg will be relocated to the Dunavska Street, extending the trolleybus lines to Dorćol, as a temporary solution. As of July 2022 nothing has been done regarding the trolleybuses relocation. The central area of the turning point, which contains some greenery, covers 0.14 hectares (0.35 acres). Studentski Trg is location of many educational and cultural institutions, thus

19300-425: The invitation to tender and paid as such by the city, but concrete cubes with a thin silicone -glued rugged layer on top. Architects criticized the process – simple flipping of the cubes, especially glued ones like this – as a threat for traffic safety, especially during rain or winter, with pedestrians already complaining the cubes are slippery. The responsible engineer refused to sign the reconstruction project as

19493-421: The lawn, the remnants of the ancient Roman thermae were discovered, including the frigidarium (room with the cold water), laconicum (room with the warm water), caldarium (room with the two pools of hot water) and tepidarium (room where people would sweat and prepare). The site became an archaeological dig in 1969 and 8 rooms in total were discovered, including the remains of the brick furnace which heated

19686-559: The locations of some former landmarks, like the Stambol Gate and the temporary graveyard from 1944. During the process, the Prince Michael Monument will be renovated, too. In the end, even this idea was abandoned. In September 2018, during the excavations, original wooden cobble laid in the second half of the 19th century was discovered. Once, the entire square, up to the Terazije, was covered with it. The cobbles were removed for cleaning. One part will be returned and form

19879-416: The manner of "sweeping it under the rug". The removal of traffic from this section of the city needs a systematic solution on a much wider city area but the city government didn't provide any. Apparently, by the propositions, author of the project had no obligation to take care of the traffic, so he didn't. The position of Podrecca to decide what will be turned into the pedestrian zone instead of just projecting

20072-525: The market, also occupying parts of the former Turkish graveyard. It was originally called Veliki trg ("Great Square"). As the ceremony of proclamation of Serbia into the kingdom in 1882 was held here, the square was renamed to Kraljev trg ("King's Square"). In 1863 the Captain Miša's Mansion was built and the Great School moved in. In the direction of Kalemegdan, municipal administration of Belgrade

20265-555: The meaning of "excise" is not merely academic, but has been the subject of numerous court cases. The High Court of Australia has repeatedly held that a tax can be an "excise" regardless of whether the taxed goods are of domestic or foreign origin; most recently, in Ha v New South Wales (1997), the majority of the Court endorsed the view that an excise is "an inland tax on a step in production, manufacture, sale or distribution of goods", and took

20651-663: The modern Cara Dušana Street (Imperial Gate), Pop-Lukina Street and along the Sava river. The basic layout of the entire fortified system was finished by 1737. That year, another Austro-Turkish war broke out and the works on further fortification were stopped. After being defeated in the Battle of Grocka in July 1739, Austria agreed to sign a truce. As stipulated by the Treaty of Belgrade in 1739, Austrians had to withdraw and they insisted to demolish all objects and fortifications within

20844-505: The money for their rapid modernizing and growth. For example, one of the earliest excise taxes on tobacco were imposed in 1898 and this helped to raise funds for the Russo-Japanese war . Today most of the excise taxes in Japan are replaced by the consumption tax. The consumption tax rate is at 10% since 2019, however it is imposed on variety of products and there are exceptions in the rates for goods like alcohol, tobacco or fuel. In

21037-505: The monument in Titograd . On 22 June 1989 city assembly decided to place the replica of Stojanović's work in Belgrade. Within the plateau, architect Branko Bojović arranged the surrounding area of the monument which was officially dedicated on 29 June 1994 by novelist Milorad Pavić . Below the plateau

21230-517: The monument was formed already on 14 June 1868 and decided to collect donations for the construction of both the church in Košutnjak , at the assassination location, and a monumental sculpture in the city itself. Russian sculptor Mikhail Mikeshin , after arriving in Belgrade in October 1868, and inspecting the city, in cooperation with the government and the Board, proposed two designs for the monument to

21423-635: The most noticeable examples of this is the development of the Ace of Spades as a particularly elaborate card, from the time when it was obliged to carry the stamp for playing card duty . A government-owned monopoly —such as an alcohol monopoly —is another method of ensuring the excise is paid. The Australian Taxation Office describes an excise as "a tax levied on certain types of goods produced or manufactured in Australia. These... include alcohol, tobacco and petroleum and alternative fuels". In Australia ,

21616-437: The most notorious taxes in the whole of history was France's gabelle of salt . Although that was a sales tax, rather than an excise, salt has been subject to excise in some countries, along with many other substances which would, in today's world, seem rather unusual, such as paper , and coffee . In fact, salt was taxed as early as the second century, and as late as the twentieth. Many different reasons have been given for

21809-399: The names (Students Square, Academy Park, etc.). They include: On the northern, Dorćol side, a building was constructed in 1864 which served as the seat of the Belgrade city administration. But it was also a seat of the city police and the cellar of the building was divided into several rooms which served as the prison cells. The convicts in time named the cells according to their use: Ćorka ,

22002-437: The negative externality derived from productive activity is the inclusion of special taxes on certain products that are the main cause. These include energy, hydrocarbons and certain means of transport. The aim is to reduce their consumption while at the same time generating revenue to mitigate the negative effects of their consumption. They are therefore excise taxes that serve purposes other than simply to raise revenue. One of

22195-487: The new and the old building, leaving a wide open connection between the Studentski Trg and Knez Mihailova Street . That way, the small square, piazzetta , formed by the streets of Knez Mihailova and Čika Ljubina , with the drinking fountain, continued into the newly formed plateau on Studentski Trg. The plateau is also known as the Academy Plateau. It covers an area of 2,139 m (23,020 sq ft). Since

22388-478: The new building of the Faculty of Philosophy on the location of the former hotel "Grand" was announced. As the several surrounding small houses were also demolished, one of the propositions was the wide space between the new faculty building and the Captain Miša's Mansion . Svetislav Ličina, only 34 at the time, won, despite many distinguished architects took part in the tendering. The work was finished in 1974. Ličina projected an elevated four-storeys connection between

22581-543: The older part of the city which prompted accelerated urbanization. The Ottomans fully evacuated from Belgrade in 1867. The stones from the gate were re-used for the construction of the surrounding houses and for the building of the theatre itself. The rubble was partially used for burying the marsh in Bara Venecija , where the Belgrade Main railway station was built. When the square was renovated in 1928–1929,

22774-512: The oldest sources of revenue for governments around the world. In 2020, consumption taxes accounted for 30% of total tax revenues in OECD countries on average, equivalent to 9.9% of GDP in these countries. Excise has existed in English since the late 15th century and was borrowed from Middle Dutch echijns and excijs , meaning 'excise on wine or beer', which was apparently altered from earlier (13th century) assise, assijs , which meant simply

22967-411: The original project was changed by the city during the reconstruction, unknowingly to the public. Additional rains showed the draining system on the square wasn't functional. President Vučić supported city government again, saying "Vesić has done everything right" and that he doesn't understand the "hysteria surrounding continued works", adding he is proud how things are done in Belgrade. City claims

Also, all four had balcony porch, under which all four entrances into

23353-547: The place in front of which the Turks executed the rayah , their non-Muslim subjects, by impaling them on stakes. It was also the place where during the attack on Belgrade in 1806 in the First Serbian Uprising , one of the leading Serbian military commanders, Vasa Čarapić , was fatally wounded. In his memory, a street near the square (Vasina Street) and a monument in the vicinity were named after him. When

23546-423: The place of the modern square, there was an open green marketplace for over a century. At the beginning of the 19th century, farmers were selling goods at the entrances to the city. However, Turkish soldiers would often forcibly buy goods from them at the small prices, and then sell it themselves in the city for much higher amounts. After constant complaints from the farmers, vizier of Belgrade, after counseling with

23739-412: The presented work, by which, they allege, he indicated to the jury that it was his work. The ASA also accused Podrecca of the conflict of interest . As a "financially interested party", being the author of the square reconstruction, he shouldn't serve as the jury president. At the time, city government planned to place the monument on 12 March 2018, on the 15th anniversary of Đinđić's assassination. As it

Advertisement Duty was also stipulated in the same laws and was also charged on a "per unit" basis, irrespective of

24125-407: The prince, which was to be erected at the Great Market. After the public display, the citizens apparently liked the designs and approved the building. However, the process of building the memorial dragged on, and in 1871 Mikeshin's propositions were rejected. Also in 1871, the government opted to build only the monument in the city. It announced the international design competition but dissatisfied with

Excises are typically imposed in addition to an indirect tax such as a sales tax or value-added tax (VAT). Typically, an excise

24704-437: The product or service on which it is levied. Tobacco tax revenues, for example, might be spent on government anti-smoking campaigns, or healthcare for cancer, heart disease, vascular disease, lung disease, and so on. Many US states impose excise on illegal substances; these places do not consider it to be a revenue source, but instead regard it as

The remains were to be preserved and shielded by glass so that they will remain visible to passersby. The works were then stopped again for

25283-451: The public and professionals resulted in a heated debate, which tackled not only architectural, cultural and visual sides of the project, but also the morality of the idea. The design competition was said to be

During

26055-492: The remains of the Stambol Gate's foundations were discovered beneath the pavement, but it was not recorded whether the remains were dug up again or were removed. 26248-474: The remains should be preserved since December 2014, but that they never received any reply. In February 2020 Stojčić said that "public procurement for the geological excavations" is on the way, that 3 to 5 survey pits will be dug and if there are remains of Singidunum below,

26441-426: The remains were conserved and buried again. There are remains of another thermae, at the nearby Faculty of Philosophy Plateau. They are still visible and are used as benches. 27213-445: The same principle include hearth tax , brick tax , and wallpaper tax . Excise is levied at the point of manufacture; in the case of hearth tax, and window tax, their status as excise therefore depends on whether the window/hearth can philosophically be said to truly exist before the hearth/window is installed in the property. Though technically excise, these taxes are really just substitutes for direct taxes, rather than being levied for

27406-551: The sections. The open space area around the market, which was now a defunct Turkish cemetery, and the northwestern section were turned into the park, as Josimović originally envisioned. 27792-479: The size or nature of the advertisement. Until 1833 the cost was 3s 6d, after which it was reduced to 1s 6d. An excise duty is often applied by the affixation of revenue stamps to the products being sold. In the case of tobacco or alcohol , for example, producers may be given (or required to buy) a certain bulk amount of excise stamps from the government and are then obliged to affix one to every packet of cigarettes or bottle of spirits produced. One of

28178-442: The square thus stopping works. Public complains continued, including the lack of greenery and replacement of the street pavement with the stone slabs. The cobblestone was placed as it was originally intended to turn the entire square into the pedestrian zone, but after much protests, the idea was scrapped, at least for now. Instead, city urbanist Marko Stojčić announced the revival of an old idea of building an underground garage on

28371-501: The square to oust Slobodan Milosević on 9 March 1991, during the 1991 protests in Belgrade . Most recently, a group of theater academics suggested the square's original name Theater Square (Позоришни Трг / Pozorišni trg ) be returned. The Celtic and Roman predecessor of Belgrade was Singidunum . Castrum occupied part of today's Belgrade Fortress but the civilian zone spread from the Kralja Petra Street, over both

28564-469: The square was described as having the deepest "cultural and historical sedimentation" in the city and the original source of the urban culture of Belgrade. It was pointed out that Studentski Trg is one of such ambient spaces which is defined by the elements important for the collective memory. aesthetic, spiritual or emotional experience of the majority of the citizens. That way, such spaces, especially in large cities, have public importance and with preserving

28757-427: The square which appears to be planned with the absolute liberty, as if there aren't any cultural, architectural, archaeological or legal limitations due to the protection of the area and that, as such, damages and violates the cultural-monumental protection of the square. Creation of one single, large pedestrian zone from the Republic Square to Kalemegdan and the ban of the traffic was deemed "not realistic". The project

28950-454: The square's granite slabs is up to 45 °C (113 °F). This heat is then being radiated over the entire night, until the next morning. He concluded this wouldn't happen if majority of the square remained covered by the flower beds, trees and a fountain. Excise An excise , or excise tax , is any duty on manufactured goods that is normally levied at the moment of manufacture for internal consumption rather than at sale. It

29143-412: The square, and the city's decision to close for the traffic streets in downtown has been disputed. Construction of the two-level underground garage is also criticized. As if there is no archaeological locality beneath the park, while the protruding Roman elements, visible on the Faculty of Philosophy Plateau, remain isolated. Handling of these two localities is described as the typical indifference towards

29336-410: The square. During one of his inspections, president Vučić said that the massive building of the Press House should be demolished because it is "so ugly". Despite the legion of problems caused by the reconstruction, a patio of the local café, belonging to the controversial businessman with criminal past Predrag Ranković Peconi  [ sr ] , was opened and operational all the time, even though it

29529-614: The start, both the criminals and the political prisoners were jailed, but after 1921 when the Communist party was forbidden by the state, the jail became packed with the political prisoners, separatists and nationalists. Glavnjača gained a notoriety because of the bad conditions, regular torture of the prisoners and for being overcrowded. The cell, which was projected for 60 to 70 people usually had up to 350 people crammed inside. Only in 1921, 15,000 people were incarcerated in Glavnjača. During

29722-456: The surface layer of the carriageways, prompting question whether it was granite at all. Amidst continued negative reactions, Stojčić said granite cubes will be turned upside down, with lower, flat part of the cubes on top. Vesić, claiming he was in a "surprise control visit", had an outburst, scolding the contractor "Strabag" (which billed additional €287,000 for "unexpected works"), calling them to repair it with their own money and without closing

29915-405: The surviving lines and massive public discontent. Authorities said that everything is covered with changing buses on other lines, but it turned out that for some, previously direct routes, it takes an extra hour for the commuters. But it was also reported that the reduction is part of the plan to transform the main traffic route into the pedestrian zone and because of the weight restrictions due to

30108-520: The task of carving the monument was given to Sreten Stojanović who finished it in 1952 and garnered numerous praises. Serbian government decided to place it on Cvetni Trg, across the Yugoslav Drama Theater , but the city government, supported by the public stalled the process as on this location, the monument to such an important person would be placed next to the public toilet. During this delay, Montenegrin government reacted and placed

30301-537: The tax, as a way of showing off their wealth, by flooding their properties with windows—even to the point of installing fake ones—using fine brickwork, covering their interiors with wallpaper, and having several fireplaces in each room. Newspapers were taxed in the United Kingdom from 1712 until 1853. The original tax was increased with the Stamps Act 1814 , when it was stipulated at 4d per copy. Since this made it extremely expensive for working-class families (doubling

30494-570: The taxation of such substances, but have usually – if not explicitly – revolved around the historical scarcity of the substance, and their correspondingly high value at the time; governments clearly felt entitled to a share of the profits that traders made on them. Window tax was introduced as a form of income tax , that technically preserved the financial privacy of the individual, the rationale being that wealthier individuals would have grander homes, and hence would have more windows. Furthermore, unlike income, windows cannot be easily hidden. Taxes on

30687-481: The thermae, there are also remains of a large building, with three apses and floor heating system. During the Ottoman period, the area was occupied by the Turkish cemetery, mezarlık . The cemetery stretched to the modern streets of Knez Mihailova and Zmaj Jovina. Numerous remains from this period were discovered since the 1950s, during the various communal works conducted on the square and the surrounding areas. At

In 2017 city announced plans for the details of the major reconstruction of the square. The flower beds will be removed, the square will be paved with granite slabs and

31073-488: The time, but was also considered the most beautiful. The Stambol Gate got its name as it was the starting point of the Tsarigrad Road , which linked Belgrade with Constantinople . Hence the name of both the road ( Carigrad was Serbian name for Constantinople) and the gate (after shortened Serbian version of the Ottoman name for Constantinople, " Istanbul Gate"). The gate was made of dressed stone and bricks, on

31266-507: The time. Also, was it a competition for a monument or an installation, in which case the jury missed the point. Association of the Serbian Architects (ASA) asked for the competition to be annulled, citing procedural reasons. They claim the jury digressed from the basic propositions. It includes the anonymity as Bajić directly collaborates with two jury members (Vladimir Veličković and Dušan Otašević), while he circled his cipher on

31459-677: The total price of the reconstruction is €8 million, which is deemed way to high and criticized even by the state Radio Television Serbia. Architect Dragoljub Bakić  [ sr ] estimated real cost to no more than €4.4 million, though he deemed the reconstruction as unnecessary anyway. In protest, students painted cubes in "gold", to show how things function in Belgrade: façades are painted, but everything decays inside. They were invoking government's claim that Serbia currently lives its "golden age". City filed charges against students claiming they are hooligans who destroy "granite" cubes. It

31652-412: The traffic. Asked how the cubes, by city's orders with rugged side up, were praised for 12 days, Vesić replied that "Strabag had to point out this is not a functional solution", calling the situation "unacceptable". 15 days after the re-opening, "reconstruction of the reconstruction" began. Despite promises, the traffic was stopped again. Repairs showed cubes are not made of granite as stipulated by

31845-528: The usual reasons for excise. All of these taxes led to avoidance behaviour that had a substantial impact on society and architecture. People deliberately bricked up windows to avoid window tax, used much larger bricks to reduce their liability for brick tax, or bought plain paper and had it filled in later to avoid wallpaper tax. Some poor people even forced themselves to live in cold dark rooms in order to avoid paying these taxes. By contrast, extremely wealthy individuals would sometimes parade their ability to pay

Additional taxes (similar to excise duties) are levied in France: In India, almost all products are subject to excise duty, provided

32231-412: The vehicle is transported, even if the vehicle is purchased with an invoice from a large retail outlet for private use. Few people are aware of this, but it can be fined or seized if the "tax stamp" (represented by the tax capsule known as the "CRD" or "capsule représentative de droit") is not produced when the vehicle is inspected by a customs service anywhere in the country, not just at borders, or even if

32424-551: The vicinity of the Building of the General Staff , demolished in 1999 NATO bombing of Serbia . Author and artist Mileta Prodanović, on the other hand, liked the proposition. Opposing voices also mentioned a fact that a monument, which represents a person or an event, in order to remain in the permanent memory, must associate on that person or an event. That passers-by and tourists can't have with them dictionary of symbols all

32617-418: The water. Despite the military character of Singidunum, it was a public unisex bath. It is dated to 3rd or 4th century. Almost the entire building was unearthed, covering 150 m (1,600 sq ft) with walls being preserved up to the height of 140 m (460 ft). The building had the system of floor and wall heating, made of special, hollow bricks which allowed for the hot air to circulate through

32810-474: The wealthy tenants of royal land. Excise duties or taxes continued to serve political as well as financial ends. Public safety and health, public morals, environmental protection, and national defense are all rationales for the imposition of an excise. In defense of excises on strong drink, Adam Smith wrote: "It has for some time past been the policy of Great Britain to discourage the consumption of spirituous liquors, on account of their supposed tendency to ruin

33003-489: The well established mall so early. In August 2018 it was announced by the city officials that the Staklenac will be demolished and the building of the Opera and ballet house will be built, "in the next several years". Some architects consider opera house on the square as a bad solution. City then announced in March 2022 that the "House of Dance" will be built instead on the location. After 2013, new city government announced

33196-412: The works will be done "24 hours a day" and that cameras will be installed so that everyone can watch the progress. Asked why it takes 420 days for such a reconstruction, under such a rigorous working hours, Vesić replied that it was a question for the authors of the project. Soon, reporters and public figures noted that the working site is still without workers from time to time or that it took less to build

33389-427: The works. President of the Republic, Aleksandar Vučić, said the square looks "wonderful and that the cobblestone is from high quality material which is "for ever". Vesić said they originally wanted plain concrete cubes, but president Vučić said "no, you are doing the central city square, place everything best for Belgrade...and he was right, so we placed the best granite". Less than two weeks later, heavy rains damaged

33582-491: The world. They are everyday items of mass usage (even, arguably, "necessity") which bring significant revenue for governments. The first two are considered to be legal drugs, which are a cause of many illnesses (e.g. lung cancer , cirrhosis of the liver ), which are used by large swathes of the population, both being widely recognized as addictive . Gasoline (or petrol), as well as diesel and certain other fuels, meanwhile, have excise tax imposed on them mainly because they pollute

The monument is 6 metres (20 ft) tall, made of inox , while the bars which keep it upward are made of corten steel . It was built by the Adriatic Insurance Company "Riunione" from Trieste , Italy . The palace had apartments, offices, cinema "Uranija" and "Milanović" bistro. It

35126-458: Was held in Belgrade. New project is a cultural venue, covering 15,000 m (160,000 sq ft) and comprising galleries, bookstores, conference halls and an underground garage for 500 vehicles. In August 2017, city architect Milutin Folić said that the plan will include opera, ballet and a gallery, or a combination of those, though that was not in the project accepted in 2015 and even announced

35319-462: Was labeled as the pompous, undeveloped designing intervention based solely on the aesthetic principle and the superficial interpretation of projects seen elsewhere. Other descriptions include the total lack of cultural arguments, lack of ideas, spirit, style and other things which marks the culture and identity of Belgrade. Part of the criticism concerns the public and professional debate on the project, that is, almost complete lack of it. The process of

35512-518: Was located and the building was later used for the municipal court. Later city administration building was also located here, just on the northern side. Prime minister Ana Brnabić personally intervened, claiming the theatre stays at the square, and accusing previous administration for "vague documentation" which allowed for

36091-402: Was planned to be placed at the central part of the present carriageway, the project of transforming the square into the pedestrian zone had to be done first. However, the authorities went quiet on this project, additionally introducing the idea of a tram line across the chosen location. In February 2020, city announced that the monument will be "dislocated" from its planned position. In May 2022 it

36284-545: Was right next to the reconstruction site. In June 2022 city announced that the Boško Buha Theatre will get additional, evening scene in the building of the Post Office No. 6 which was to be renovated within the project Belgrade Waterfront . 36670-534: Was soon obvious that new cubes, instead of the old, turned upside down ones, are being placed. Mayor Zoran Radojičić, when asked who is paying for this, said: "Well, you know what, I can't really know about every single cube, you have to admit that". The square was re-re-opened for traffic on 1 November 2019, however, despite claims that all lines of public transportation will be restored, two trolleybus lines remained shortened to Slavija Square, while two were completely abolished. This right away resulted in crowds in
