The Williamson Diamond Mine (also known as the Mwadui mine) is a diamond mine 23 kilometres (14 mi) northeast of Shinyanga in Tanzania ; it became well known as the first significant diamond mine outside of South Africa . The kimberlite pipe was found in March 1940 and the mine established by John Williamson , a Canadian geologist , and has been continuous operation since then, making it one of the oldest continuously operating diamond mines in the world. Over its lifetime it has produced over 19 million carats (3,800 kg) of diamonds. A 2020 report by The Guardian said that high-quality pink diamonds from the mine could value up to $ 700,000 a carat.
38-470: The Williamson mine was once owned by its namesake Williamson and later nationalized by the government of Tanzania. Since February 2009 the mine is mostly owned by Petra Diamonds , with 75% ownership, the government of Tanzania owning the remaining 25%. In 2020, the mine came under scrutiny because of alleged human rights violations. The Williamson diamond mine is a large open pit mine currently about 90 meters (300 ft) deep. Diamond mining operations at
76-409: A different political party or faction is in power. A re-nationalization process may also be called "reverse privatization". Nationalization has been used to refer to either direct state-ownership and management of an enterprise or to a government acquiring a large controlling share of a publicly listed corporation . According to research by Paasha Mahdavi, leaders who consider nationalization face
114-482: A dilemma: "nationalize and reap immediate gains while risking future prosperity, or maintain private operations, thereby passing on revenue windfalls but securing long-term fiscal streams." He argues that leaders "nationalize extractive resources to extend the duration of their power" by using "this increased capital to secure political support." Nationalization can have positive and negative effects. In 2019 research based on studies from Greenwich University found that
152-426: A government to take property in certain situations. Due to political risks that are involved when countries engage in international business, it is important to understand the expropriation risks and laws within each of the countries in which business is conducted in order to understand the risks as an investor in that country. Studies have found that nationalization follows a cyclical trend. Nationalization rose in
190-401: A product of colonization , nor become colonially organized territories. Territories furthermore do not need to have been militarily conquered and occupied to come under colonial rule and to be considered de facto colonies, instead neocolonial exploitation of dependency or imperialist use of power to intervene to force policy, might make a territory be considered a colony, which broadens
228-405: A review of mine operations and long term plans continues. The Williamson diamond mine is now characterized by low ore grade of about 6 carats (1,200 mg) per hundred tons (12 mg/t) of ore . This is a dramatic decrease from its production in the mine's early life; during the first 25 years of operation, average ore grade was about 30 carats (6.0 g) per hundred tons (60 mg/t); in
266-493: A settlement became known as its metropolis ("mother-city"). Since early-modern times, historians, administrators, and political scientists have generally used the term "colony" to refer mainly to the many different overseas territories of particularly European states between the 15th and 20th centuries CE , with colonialism and decolonization as corresponding phenomena. While colonies often developed from trading outposts or territorial claims , such areas do not need to be
304-545: A strategy to build socialism, more commonly nationalization was also undertaken and used to protect and develop industries perceived as being vital to a nation's competitiveness (such as aerospace and shipbuilding), or to protect jobs in certain industries. Nationalization has had varying levels of support throughout history. After the Second World War , nationalization was supported by social democratic and democratic socialist parties throughout Western Europe, such as
342-552: A varying degree dominated by remaining colonial settler societies or neocolonialism . The term colony originates from the ancient Roman colonia , a type of Roman settlement. Derived from colonus (farmer, cultivator, planter, or settler), it carries with it the sense of 'farm' and 'landed estate'. Furthermore, the term was used to refer to the older Greek apoikia ( Ancient Greek : ἀποικία , lit. 'home away from home'), which were overseas settlements by ancient Greek city-states . The city that founded such
380-513: Is about 300,000 carats (60 kg) per year. Notable stones produced at the Williamson mine include the 54.5 carats (10.90 g) Williamson pink diamond which was presented to then- Princess Elizabeth and Prince Philip upon their wedding in 1947, and a 388 carats (77.6 g) diamond found in 1990. The diamond industry of Tanzania in the 1930s was characterized by a scattering of very small mining operations that were insignificant in
418-466: Is located about 160 kilometers (99 mi) south of the town of Mwanza in Kishapu District of Shinyanga Region . Williamson, the discoverer of the site, first owner and namesake of the mine, named the site "Mwadui" after a local chief; "Williamson" and "Mwadui" are now virtually synonymous in the diamond mining world. The most important geological feature of the Williamson diamond mine is

Expropriation differs from eminent domain in that the property owner is not compensated for the seized property. Unlike eminent domain, expropriation may also refer to the taking of private property by a private entity authorized by
494-451: The commanding heights of the economy ), and in many jurisdictions such entities have no history of private ownership. Nationalization may occur with or without financial compensation to the former owners . Nationalization is distinguished from property redistribution in that the government retains control of nationalized property . Some nationalizations take place when a government seizes property acquired illegally. For example, in 1945
532-535: The kimberlite pipe on which it is located. At 146 hectare in area at surface level, it ranks as the largest economically exploitable diamond-bearing volcanic pipe in the world. Recent exploratory drill cores conducted by De Beers have indicated that the pipe is a pyroclastic kimberlite, not a hypabyssal kimberlite as earlier suspected. This indicates that it may be possible to extend the current 90-meter deep open pit to as much as 350 meters deep, and continue down even further with underground mining operations. However,
570-649: The 1960s and 1970s, followed by an increase in privatization in the 80s and 90s, followed again by an increase in nationalization in the 2000s and 2010s. The term appears as "expropriation of expropriators ( ruling classes )" in Marxist theory , and also as the slogan "Loot the looters!" ("грабь награбленное"), which was very popular during the Russian October Revolution . The term is also used to describe nationalization campaigns by communist states , such as dekulakization and collectivization in
608-419: The 1980s under government management. Suspected causes of this are a decrease in ore grade as the mine's richer deposits were worked out, loss of skilled foreign management and engineering staff, a bloated labor force resulting from government employment efforts, and inadequate capital investment in the mine's equipment. Perhaps as a result of this poor performance, Tanzania invited De Beers to purchase back into
646-544: The British Labour Party . In the United States, potentially nationalizing healthcare is often a topic of political disagreement and makes frequent appearances in debates between political candidates. A 2020 poll shows that a majority (63%) of Americans support a nationalized healthcare system. A re-nationalization occurs when state-owned assets are privatized and later nationalized again, often when
684-457: The French government seized the car-maker Renault because its owners had collaborated with the 1940–1944 Nazi occupiers of France . In September 2021, Berliners voted to expropriate over 240,000 housing units , many of which were being held unoccupied as investment property. Economists distinguish between nationalization and socialization , which refers to the process of restructuring
722-514: The USSR . However, nationalization is not a specifically socialist strategy, and Marxism's founders were skeptical of its value. As Engels put it: Therein precisely lies the rub; for, so long as the propertied classes remain at the helm, nationalisation never abolishes exploitation but merely changes its form — in the French, American or Swiss republics no less than in monarchist Central, and despotic Eastern, Europe. Nikolai Bukharin also criticised
760-411: The Williamson diamond mine are composed of four distinct activities: mining of the pit, re-treatment of tailings to recover missed diamonds, and gravel mining both on the property and adjacent to the property where gravel has been alluvially deposited. The open pit mining and tailings re-treatment are the largest of the four operations. The mine employs about 1,100 staff, mostly Tanzanians. The mine
798-514: The Williamson diamond mine into the first significant diamond mine in Tanzania. The mine was visited in the early 1950s by the US author John Gunther who describes it in his book Inside Africa . The mine then employed 2,600 African workers, 110 Europeans and 60 Asians. The mine was noted for technical innovations in diamond mining which were developed under Williamson's watch. Williamson closely managed

#1732783745571836-534: The concept, including indirect rule or puppet states (contrasted by more independent types of client states such as vassal states ). Subsequently, some historians have used the term informal colony to refer to a country under a de facto control of another state. Though the broadening of the concept is often contentious. The word "colony" comes from the Latin word colōnia , used for ancient Roman outposts and eventually for cities. This in turn derives from

Initial internal investigations found record of only one live-fire incident during the alleged window, alongside other use of "reasonable force" against illegal miners. 912-465: The development of modern imperialism and its colonialism . This coloniality and possibly colonial administrative separation, while often blurred, makes colonies neither annexed or integrated territories nor client states . Colonies contemporarily are identified and organized as not sufficiently self-governed dependent territories . Other past colonies have become either sufficiently incorporated and self-governed , or independent , with some to
950-408: The economic framework, organizational structure, and institutions of an economy on a socialist basis. By contrast, nationalization does not necessarily imply social ownership and the restructuring of the economic system . Historically, states have carried out nationalizations for various different purposes under a wide variety of different political systems and economic systems . Nationalization
988-523: The economic makeup of the country. Williamson was hired by one of these operations, the Mabuki diamond mine , in 1938 and used it as his base for diamond prospecting in the region. In 1940 he discovered the Mwadui kimberlite pipe; over the next several years he developed the mine, although he was hindered by difficulty in procuring equipment and raising funds due to World War II . By the 1950s he had developed
1026-430: The first few years of full operation grades were as high as 62 carats (12.4 g) per hundred tons (124 mg/t), or 10 times the ore realized today. Production in the 1950s and 1960s was usually between 500,000 and 750,000 carats (100 and 150 kg) per year; the peak year of production was 1966, when 924,984 carats (185 kg) were produced. Today production levels for all Williamson mine diamond recovery activities

These facilities fell into disrepair after the colonial era, but remain partly maintained by the mine. A lawsuit against for human rights violations by guards was filed in May 2020 in the High Court of England and Wales . NGO RAID claimed evidence of harm by contracted guards who shot locals on
1102-680: The mine operating into the future. In September 2008, Petra Diamonds Ltd agreed to acquire the Williamson Mine from De Beers and completed the acquisition in February 2009. In April 2020, the mine was mothballed after the collapse of diamond prices. Although in February 2021 Petra & the Tanzanian Government entered discussions to reopen the mine in Q4 2021, but that did not happen. In September 2021 Petra announced that it
1140-444: The mine until his death in 1958 at the age of 50. Williamson's heirs sold the mine for about £4 million GBP to an equal partnership between De Beers and the colonial government of Tanganyika on August 13, 1958. In 1971, a decade after Tanzania's independence, the government nationalized the mine. Although details are unknown, De Beers and other diamond industry players speculate that mine performance deteriorated significantly in
1178-506: The mine, which the company did. In 1994 De Beers bought 75% of the Williamson mine, with Tanzania retaining the remaining shares. Since 1994, De Beers has acted to improve the performance of the Williamson diamond mine by trimming the work force, making capital investment in equipment, and bringing in expertise in technology, technique, and exploration. Although the mine is still viewed as a marginal performer due to its low ore grade, De Beers has identified avenues for development that would keep

1216-770: The motivations of the nationalizing party. Nationalization was employed towards the Panama Canal by the Panamanian Government, which came under the Panama Canal Authority in 1999, to internationally positive effect. Likewise, the Suez Canal was nationalized multiple times throughout history. In Germany, the Federal Press [ Bundesdruckerei ] was nationalized in 2008 with positive revenue and net income since. Expropriation
1254-498: The nationalization of key services such as water, bus, railways and broadband in the United Kingdom could save £13bn every year. Nationalization may produce other effects, such as reducing competition in the marketplace, which in turn reduces incentives to innovation and maintains high prices. In the short run, nationalization can provide a larger revenue stream for government but may cause that industry to falter depending on
1292-611: The process of transforming privately owned assets into public assets by bringing them under the public ownership of a national government or state . Nationalization contrasts with privatization and with demutualization . When previously nationalized assets are privatized and subsequently returned to public ownership at a later stage, they are said to have undergone renationalization . Industries often subject to nationalization include telecommunications , electric power , fossil fuels , railways , airlines , iron ore , media , postal services , banks , and water (sometimes called

1368-451: The word colōnus , which referred to a Roman tenant farmer . Settlements that began as Roman coloniae include cities from Cologne (which retains this history in its name) to Belgrade to York . A telltale sign of a settlement within the Roman sphere of influence once being a Roman colony is a city centre with a grid pattern. The Special Committee on Decolonization maintains
1406-436: Was one of the major mechanisms advocated by reformist socialists and social democrats for gradually transitioning to socialism. In this context, the goals of nationalization were to dispossess large capitalists, redirect the profits of industry to the public purse, and establish some form of workers' self-management as a precursor to the establishment of a socialist economic system.
