A NOTAM ( Notice to Airmen, Notice to Air Men, Notice to Airman or Notice to Air Missions ) is a notice filed with an aviation authority to alert aircraft pilots of potential hazards along a flight route or at a location that could affect the flight. NOTAMs are notices or advisories that contain information concerning the establishment, conditions or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which may be essential to personnel and systems concerned with flight operations.

33-458: NOTAMs are created and transmitted by government agencies and airport operators under guidelines specified by Annex 15: Aeronautical Information Services of the Convention on International Civil Aviation (CICA). A NOTAM is filed with an aviation authority to alert aircraft pilots of any hazards en route or at a specific location, or Flight Information Region . The authority, in turn, provides

66-674: A 5 nautical mile radius. Avoidance is advised from 2000 UTC on July 15, 2007, until 2200 on July 15, 2007. On 11 January 2023, the US NOTAM system failed , which grounded all domestic flights until 9:00 AM EST (UTC-5) the same day. Convention on International Civil Aviation The Convention on International Civil Aviation , also known as the Chicago Convention , established the International Civil Aviation Organization (ICAO),

99-575: A means of disseminating relevant NOTAMs to pilots. The acronym NOTAM came into common use following the ratification of the CICA, which came into effect on 4 April 1947, although early recorded use of the "Notice to Airmen" heading can be found in Flight International magazine in the UK . Notices to airmen were normally published in a regular publication by each country's air authorities, as in

132-564: A specialized agency of the United Nations charged with coordinating international air travel. The Convention establishes rules of airspace , aircraft registration and safety , security, and sustainability , and details the rights of the signatories in relation to air travel . The convention also contains provisions pertaining to taxation. The document was signed on December 7, 1944, in Chicago by 52 signatory states. It received

165-886: The Black Sea , the Kerch Strait , and almost the entire Sea of Azov "for missile and artillery live fire exercises." A spokesman for the Ukrainian Foreign Ministry protested the Russian NOTAMs over this unprecedentedly large exercise area, which essentially obstructed international shipping and had economic consequences for Ukrainian ports such as Mariupol . NOTAMs are issued (and reported) for several reasons, such as: Aviation authorities typically exchange NOTAMs over Aeronautical Fixed Telecommunication Network (AFTN) circuits. Software allows pilots to identify NOTAMs near their intended route or at

198-543: The Federal Aviation Administration (FAA) attempted to fix a system outage. FAA paused all flight departures between 7:30 a.m. and 9 a.m. ET . Flights already in the air were allowed to continue to their destinations. Around 8:30 am. ET, flights were beginning to resume departures. The outage was the first time since September 11, 2001 , that the FAA issued a nationwide ground stop in

231-536: The United Nations except Liechtenstein . The Cook Islands is a party to the Convention although it is not a member of the UN. The convention has been extended to cover Liechtenstein by the ratification of Switzerland . Some important articles are: Article 1 : Every state has complete and exclusive sovereignty over airspace above its territory. Article 3 bis : Every other state must refrain from resorting to

264-558: The Chicago Convention itself. Although there are numerous bilateral agreements, so-called 'air services agreements', which make more extensive agreements, including often tax exemption when refueling an aircraft that has come from another contracting state, these are independent from the Chicago Convention; moreover, some air services agreements do allow for the taxation of fuels. 2023 FAA system outage On January 11, 2023, U.S. flights were grounded or delayed as

297-556: The FAA terminated the NOTAM outage advisory, and departures at other airports were expected to resume by 9 am. ET. However, the airlines were free to implement their own ground delay programs subsequent to the ground stop being lifted, potentially leading to further timetable issues. A total of 32,578 flights were delayed within, into or out of the United States as of 8:07 a.m. ET , and another 409 within, into or out of

330-420: The FAA, one engineer mistakenly "replaced one file with another", not realizing that a mistake had been made. FAA officials stated that it was an "honest mistake that cost the country millions." It was later determined that the contractor from Spatial Front, Inc. unintentionally deleted files while "working to correct synchronization between the live primary database and a backup database." President Joe Biden

363-623: The NOTAM system. In early 2014, Russia occupied Crimea and as part of the takeover Russia issued a newly-invented code, URFV to cover the Crimean airspace. The Ukrainian air controller has been subjugated to issue NOTAMs under the UKFV code, basically a verbatim repeater. As a result all the UKFV NOTAMs advising about this area affix this note: In the run-up to the 2022 Russian invasion of Ukraine , Russian authorities closed large parts of

396-548: The NOTAM. In September 2018, as a consequence of the findings of its investigation, the National Transportation Safety Board (NTSB) stated NOTAMs were unintelligible and ignored. The NTSB recommended more effective presentation of relevant information. NTSB chairman Robert Sumwalt described NOTAMs as "a bunch of garbage that nobody pays any attention to". This led to an initiative of the International Civil Aviation Organization (ICAO) to reform

429-456: The SI": the foot (for vertical distance = altitude ), the knot (for speed ), and the nautical mile (for long distance). Article 24 of the Chicago Convention stipulates that when flying from one contracting state to another, the kerosene that is already on board aircraft may not be taxed by the state where the aircraft lands, nor by a state through whose airspace the aircraft has flown. This

462-454: The UK. Several developments and amendments to the CICA have resulted in the more automated system available today. At some point in the past, the NOTAM system became web-aware. In July 2017, Air Canada Flight 759 nearly crashed into four other airliners as it attempted to land on a San Francisco taxiway misidentified as a runway: the adjacent runway was closed, but the information was buried in

495-453: The United States. A preliminary investigation of the incident demonstrated to FAA investigators that a "damaged database file" may have caused the outage of the FAA's Notice to Air Missions ( NOTAM ) system, responsible for notifying pilots of safety hazards. The FAA told CNN that there was "no evidence of a cyberattack " on its NOTAM system. On January 10, 2023, NOTAM system stopped processing updates at 3:28 p.m. ET , and FAA issued

528-431: The backup system "out of deference" to the FAA and allowing the FAA to make the decisions. The FAA adopted new procedures for maintenance of the NOTAM system to prevent future outages. On January 13, 2023, the FAA stated that preliminary analysis of the outage indicates that it was caused by the failure of FAA personnel to follow proper procedures. The incident happened during routine scheduled maintenance. According to

561-402: The configuration of computer systems. Flight planning applications for electronic flight bag can help decipher and better organize NOTAMs. The following describes ICAO NOTAMs. NOTAMs are published using all upper case letters. Some countries, such as the United States, may diverge from the following ICAO standards. This is a typical NOTAM for London Heathrow airport : This decodes into

594-412: The convention, the duty to ensure compliance with these rules rests with the contracting state. Article 13 : (Entry and Clearance Regulations) A state's laws and regulations regarding the admission and departure of passengers, crew or cargo from aircraft shall be complied with on arrival, upon departure and whilst within the territory of that state. Article 16 : The authorities of each state shall have

627-402: The country were also canceled. After the incident, shares of U.S. carriers fell in the premarket trading: Southwest Airlines was down 2.4%, while Delta Air Lines Inc , United Airlines and American Airlines were down about 1%. Delta Air Lines reported that it had a working backup to the FAA system, but decided not to use it. Delta Air Lines CEO Ed Bastian stated that they didn't use

660-404: The first Air Traffic Control System Command Center Advisory about this incident at 7:47 p.m. ET . At 7:30 a.m. ET on January 11, the FAA ordered airlines to pause all domestic departures after its pilot-alerting Notice to Air Missions (NOTAM) system went offline overnight, causing extensive disruption. Around 8:30 a.m. ET , flights were beginning to resume departures after

693-445: The flight crew suitably licensed by the state in which the aircraft is registered. Article 32 : The pilot and crew of every aircraft engaged in international aviation must have certificates of competency and licensees issued or validated by the state in which the aircraft is registered. Article 33 : (Recognition of Certificates and Licences) Certificates of airworthiness, certificates of competency and licensees issued or validated by

726-508: The following: In the United States, NOTAMs are classified by the FAA into five categories: From left to right, U.S. NOTAMs contain the following elements: These NOTAMS are likely to use FAA-specific abbreviations . Tok Junction Airport has an unverified vehicle that is abandoned on its runway. Los Angeles International's VOR is out of service. There is an airshow being held at Oshkosh airport with aircraft flying 5,000 feet and below within

759-453: The intended destination. Some complain that the volume and increasing triviality of NOTAMs has reduced their usefulness. In the U.S. Air Force information technology enterprise, C4 NOTAMs (command, control, communications, and computer notices to airmen) are notices of new or updated Air Force Network Operating Instructions ( AFNOIs ). Often, these notices serve to direct Air Force computer administrators to install security updates or change

792-689: The permission of the state or states whose territory is entered. Any license holder who does not satisfy international standard relating to that license or certificate shall have attached to or endorsed on that license information regarding the particulars in which he does not satisfy those standards. The convention is supported by nineteen annexes containing standards and recommended practices ( SARPs ). The annexes are amended regularly by ICAO and are as follows: Annex 5, Units of Measurement to be Used in Air and Ground Operations , named in its Table 3-3 three "non- SI alternative units permitted for temporary use with

825-428: The pilot in command must ensure that the aircraft is airworthy, duly registered and that the relevant certificates are on board the aircraft. The required documents are: Article 30 : The aircraft of a state flying in or over the territory of another state shall only carry radios licensed and used in accordance with the regulations of the state in which the aircraft is registered. The radios may only be used by members of

858-538: The requisite 26th ratification on March 5, 1947, and went into effect on April 4, 1947, the same date that ICAO came into being. In October of the same year, ICAO became a specialized agency of the United Nations Economic and Social Council (ECOSOC). The convention has since been revised eight times (in 1959, 1963, 1969, 1975, 1980, 1997, 2000 and 2006). As of March 2019, the Chicago Convention had 193 state parties, which includes all member states of

1056-542: Was briefed on the FAA system outage. The White House said there was no evidence of a cyberattack in relation to the system outage, but the president has asked for an investigation. House Transportation Committee Chair Sam Graves (R- MO ) and Rick Larsen (D- WA ) stated that the committee intended to conduct vigorous oversight of the Department of Transportation's plan to prevent such disruption from happening again. A group of more than 120 U.S lawmakers also told

1089-519: Was intended to prevent double taxation. However, there is no tax regulation in the Chicago Convention to refuelling the aircraft before departure. The Chicago Convention does not preclude a kerosene tax on domestic flights and on refueling before international flights. Although the ICAO has produced various policy documents suggesting that no taxes of any kind should be placed on aviation fuel, none of these are legally binding, and they are not found in
