The Winograd Commission ( Hebrew : ועדת וינוגרד ; the commission's official name is הוועדה לבדיקת ארועי המערכה בלבנון 2006 – "The commission of inquiry into the events of military engagement in Lebanon 2006") is an Israeli government -appointed commission of inquiry , chaired by retired judge Eliyahu Winograd , which investigated and drew lessons from the 2006 Lebanon War (or the Second Lebanon War as it is known in Israel). The committee had its first plenary session on 18 September 2006 and began summoning and hearing testimonies from witnesses on 2 November of that year. On 30 April 2007 the Commission released its preliminary report, harshly criticizing key decision-makers. At the same time, it has been praised as testimony to the fortitude of Israel's democracy and ability to self-criticize , impressing even Hezbollah leader Hassan Nasrallah . The final Winograd Commission report was announced in Binyanei HaUma in Jerusalem on 30 January 2008.

89-398: The Israeli public, press, and parliament generally supported the war against Hezbollah but questioned how it was conducted. Israelis have been debating the war since its conclusion. Critics note that the kidnapped soldiers were not rescued and that Hezbollah is rearming and has been strengthened politically. The government claims success in forcing Hezbollah from the border, and in pressuring

178-476: A maréchal de camp wore two stars. During the French Revolution , the revolutionaries' drive to rationalise the state led to a change in the system of ranks. The rank of brigadier des armées was abolished and the normal brigade command rank, maréchal de camp , was replaced by brigade general. The rank of brigade general inherited the two stars of the rank of maréchal de camp , explaining

267-555: A General de Brigada wears a two-star insignia. Hence, it is equivalent to the major general rank of many countries. In the Brazilian Air Force , all of the senior ranks include 'Brigadeiro'; the two-star rank is Brigadeiro (Brigadier), the three-star rank is Major-Brigadeiro (Major-Brigadier), and the four-star rank is Tenente-Brigadeiro-do-Ar (Lieutenant-Air-Brigadier). In the Canadian Forces ,

356-459: A need-to-know basis in order to protect the sources and methods from foreign traffic analysis. Analysis consists of assessment of an adversary's capabilities and vulnerabilities. In a real sense, these are threats and opportunities. Analysts generally look for the least defended or most fragile resource that is necessary for important military capabilities. These are then flagged as critical vulnerabilities. For example, in modern mechanized warfare,

445-624: A colonel. Prior to 2001, the Bangladesh Army rank was known as brigadier , in conformity with the rank structure of the Commonwealth Nations . In 2001 the Bangladesh Army introduced the rank of brigadier general , however "the grade stayed equivalent to brigadier", and although classified as a "one-star rank", a brigadier general is not considered to be a general officer – the lowest ranking general officer

534-403: A continuously-updated list of typical vulnerabilities. Critical vulnerabilities are then indexed in a way that makes them easily available to advisors and line intelligence personnel who package this information for policy-makers and war-fighters. Vulnerabilities are usually indexed by the nation and military unit with a list of possible attack methods. Critical threats are usually maintained in

623-656: A country. Photointerpreters generally maintain catalogs of munitions factories, military bases and crate designs in order to interpret munition shipments and inventories. Most intelligence services maintain or support groups whose only purpose is to keep maps. Since maps also have valuable civilian uses, these agencies are often publicly associated or identified as other parts of the government. Some historic counterintelligence services, especially in Russia and China, have intentionally banned or placed disinformation in public maps; good intelligence can identify this disinformation. It

712-463: A large scale ground offensive the offensive did not result in military gains and was not completed. Some of the troubling findings revealed that there were serious failings and shortcomings in the decision-making processes at both the political and military levels, in preparedness, decision-making and performance in the IDF, particularly the army, in strategic thinking and planning, in both the political and

801-464: A much smaller para-military organization successfully resisted against a much larger force which had complete air superiority among other technological advantages. Lebanese rockets aimed at Israel's civilian population continued throughout the war which Israel could not effectively stop. Life in the affected regions of Israel was seriously disrupted, with many civilians either leaving their homes temporarily or spending time in shelters. When Israel initiated

890-487: A nation may be unavailable from outside the country. This is why most intelligence services attach members to foreign service offices. Some industrialized nations also eavesdrop continuously on the entire radio spectrum, interpreting it in real time. This includes not only broadcasts of national and local radio and television, but also local military traffic, radar emissions and even microwaved telephone and telegraph traffic, including satellite traffic. The U.S. in particular

979-479: A prioritized file, with important enemy capabilities analyzed on a schedule set by an estimate of the enemy's preparation time. For example, nuclear threats between the USSR and the U.S. were analyzed in real time by continuously on-duty staffs. In contrast, analysis of tank or army deployments are usually triggered by accumulations of fuel and munitions, which are monitored every few days. In some cases, automated analysis

To provide an analysis, the commander's information requirements are first identified, which are then incorporated into intelligence collection, analysis, and dissemination. Areas of study may include the operational environment, hostile, friendly and neutral forces,

1157-454: A result of the war, Israel is experiencing a level of calm on the Lebanon border not seen in over four decades. Military intelligence Military intelligence is a military discipline that uses information collection and analysis approaches to provide guidance and direction to assist commanders in their decisions . This aim is achieved by providing an assessment of data from

1246-461: A retired judge); the probe itself, turned into a commission with a wider mandate, amounting to near-equal authority to a state commission. The commission has the same mandate as a state commission, except that its members were not appointed by the Supreme Court and that its recommendations, especially with respect to resignations, may not possess the same legal weight. During its first week,

1335-409: A single silver maple leaf beneath crossed sabre and baton, all surmounted by St. Edward's Crown , worn on the shoulder straps of the service dress jacket, and on slip-ons on other uniforms. The rank insignia on army uniforms is a gold maple leaf beneath crossed sword and baton, all surmounted by St. Edward's Crown, on the shoulder straps. On the visor of the service cap are two rows of gold oak leaves;

1424-494: A state commission, was also set to be renewed. Olmert hinted that the State Comptroller would examine the civilian homefront, to the public consternation of the latter. In response to these growing criticisms, Olmert chose to replace Admoni with retired judge Eliyahu Winograd as chair of the governmental inspection probe (with Olmert thereby responding to calls that any leading commission or probe needs to be headed by

1513-537: Is Major General . Brigadier general is equivalent to commodore of the Bangladesh Navy and air commodore of the Bangladesh Air Force . It is still more popularly called brigadier . The Belgian Army uses the rank of général de brigade ( French ) and brigadegeneraal ( Dutch , 'brigade general'). However, in this small military there are no permanent promotions to this rank, and it

1602-476: Is a military rank used in many countries. The rank originates from the Old European System . It is the lowest ranking general officer in some countries, usually sitting between the ranks of colonel and major general . When appointed to a field command, a brigadier general is typically in command of a brigade consisting of around 4,000 troops (four battalions ). In some countries, this rank

1691-615: Is an infantry brigade. The two brigade group structure envisages distinct operational areas of responsibility for each of the brigades and is supported in its responsibilities by the Naval Service and Air Corps. Each of the brigade formations and the Air Corps is commanded by a brigadier general, while the Naval Service is commanded by a commodore. In the Italian Armed Forces the rank has different denominations. In

1780-916: Is associated with the lowest level within the government top management. Within the Mexican Armed Forces , there exists two grades of brigadier general. The lowest general officer is General brigadier , with the second lowest being General de brigada . The general officer rank higher than the two brigadier generals is Divisional general . In the Philippines, Brigadier General ( Philippine Army Philippine Air Force and Philippine Marines )/ Commodore ( Philippine Navy and Philippine Coast Guard )/ Chief Superintendent ( Bureau of Fire Protection and Bureau of Jail Management and Penology ) / Police Brigadier General (Chief Superintendent before) ( Philippine National Police ) / Gial De Brigada (1890–1902) ( Philippine Revolutionary Army )

1869-618: Is commonplace for the intelligence services of large countries to read every published journal of the nations in which it is interested, and the main newspapers and journals of every nation. This is a basic source of intelligence. It is also common for diplomatic and journalistic personnel to have a secondary goal of collecting military intelligence. For western democracies, it is extremely rare for journalists to be paid by an official intelligence service, but they may still patriotically pass on tidbits of information they gather as they carry on their legitimate business. Also, much public information in

1958-643: Is equivalent to the rank of rear admiral (lower half) in the other uniformed services . In the Uruguayan Air Force , a brigadier general is the second highest rank in its hierarchy, behind the air general, and the first of the general officers to be achieved. It is equivalent to the rank of general in the Army and counter admiral in the Navy . Each brigadier general is appointed by the Executive with

2047-712: Is focused on support or denial of intelligence at operational tiers. The operational tier is below the strategic level of leadership and refers to the design of practical manifestation. Formally defined as "Intelligence that is required for planning and conducting campaigns and major operations to accomplish strategic objectives within theaters or operational areas." It aligns with the Operational Level of Warfare, defined as "The level of warfare at which campaigns and major operations are planned, conducted, and sustained to achieve strategic objectives within theaters or other operational areas." The term operation intelligence

2136-464: Is focused on support to operations at the tactical level and would be attached to the battlegroup. At the tactical level, briefings are delivered to patrols on current threats and collection priorities. These patrols are then debriefed to elicit information for analysis and communication through the reporting chain. Tactical Intelligence is formally defined as "intelligence required for the planning and conduct of tactical operations", and corresponds with

2225-469: Is given the name of brigadier , which is usually equivalent to brigadier general in the armies of nations that use the rank. The rank can be traced back to the militaries of Europe where a "brigadier general", or simply a "brigadier", would command a brigade in the field. In the first quarter of the 20th century, British and Commonwealth armies used the rank of brigadier general as a temporary appointment, or as an honorary appointment on retirement; in

2314-597: Is known to maintain satellites that can intercept cell-phone and pager traffic, usually referred to as the ECHELON system. Analysis of bulk traffic is normally performed by complex computer programs that parse natural language and phone numbers looking for threatening conversations and correspondents. In some extraordinary cases, undersea or land-based cables have been tapped as well. More exotic secret information, such as encryption keys, diplomatic message traffic, policy and orders of battle are usually restricted to analysts on

2403-466: Is only awarded as a temporary promotion to a full colonel who assumes a post requiring the rank, notably in an international context (e.g. as military attaché in a major embassy). General de brigada (Brigade general) is the lowest rank amongst general officers of the Brazilian Army ; i.e. like in most British Commonwealth countries, the lowest general officer rank is a two-star rank , and

2492-465: Is performed in real time on automated data traffic. Packaging threats and vulnerabilities for decision-makers is a crucial part of military intelligence. A good intelligence officer will stay very close to the policy-maker or war fighter to anticipate their information requirements and tailor the information needed. A good intelligence officer will also ask a fairly large number of questions in order to help anticipate needs. For an important policy-maker,

2581-400: Is still used notwithstanding that brigades in the army are now commanded by colonels. Until the late 1990s brigades were commanded by brigadier-generals. In the air force context, brigadier-generals used to command air force groups until these bodies were abolished in the late 1990s. The rank insignia for a brigadier-general on air force uniforms is a single wide braid on the cuff, as well as

2670-547: Is the immediately superior two-star rank . While the Chilean Air Force uses Comodoro for its one-star rank, two-star Air Force officers hold the rank of General de Brigada Aérea  – literally 'air brigade general'. The rank of brigadier general was established in 1953 by decree 1325 on the 21st of May. With this decree, the ranks of lieutenant general and general were replaced by brigadier general and lieutenant general establishing brigadier as

2759-526: Is the lowest general officer before Divisional General ( Spanish : General de Division ) and Lieutenant General ( Spanish : Teniente General ). In the Australian Imperial Force during World War I , the rank of brigadier general was always temporary and held only while the officer was posted to a particular task, typically the command of a brigade. (Until 1915, Australian brigades were commanded by colonels.) When posted elsewhere,

2937-565: Is titled "general" without any implication that he is an army general ; for instance General Charles de Gaulle never rose higher than brigade general. Until 1793, the rank of brigadier des armées ("brigadier of the armies") existed in the French Army , which could be described as a senior colonel or junior brigade commander. The normal brigade command rank was maréchal de camp (literally "camp marshal"). When rank insignia were introduced, brigadier des armées wore one star and

3026-630: Is used for the designated rank of the general officers that the country stipulates as brigade commanders' class by law. The rank of brigadier general (with some local variations) is used in the Argentine Air Force . Unlike other armed forces of the World, the rank of brigadier general is actually the highest rank in the Air Force. This is due to the use of the rank of brigadier and its derivatives to designate all general officers in

3115-502: Is used within law enforcement to refer to intelligence that supports long-term investigations into multiple, similar targets. Operational intelligence, in the discipline of law enforcement intelligence, is concerned primarily with identifying, targeting, detecting and intervening in criminal activity. The use within law enforcement and law enforcement intelligence is not scaled to its use in general intelligence or military/naval intelligence, being more narrowed in scope. Tactical intelligence

However his initial authority as head of the Free French really came from being the only cabinet member (Under-Secretary of State for National Defence and War ) outside occupied France , not from his military rank. As a reminder of his war position, he refused any further promotion. The country is divided into two areas for administrative and operational reasons, and in each area there

Unlike in Gaza and the West Bank , troops inside armor, or taking shelter in houses, became highly vulnerable to these weapons, which led to the majority of Israeli military casualties in the war. As well, with the mobilization of reserve divisions, a host of logistical failures, such as ordnance and food shortages, began affecting reserve soldiers. A key strategic question relates to

3382-436: The Army , the rank for combat arms officers is generale di brigata whilst for the logistics and technical corps is called brigadier generale . In 1926, the brigadiere generale and maggior generale in comando di brigata were merged and renamed with their current rank designation. The rank is also present in the other armed forces, police corps and other services of Italy , with different denominations, and it

3471-564: The Israeli High Court of Justice ruled against Meretz MK Zehava Galon's petition. She had petitioned the court to force the commission to hold public meetings and publish minutes, even before the preliminary report was to be published. The ruling was given after the commission had completed hearing testimonies behind closed doors. The High Court decided that "the Winograd Commission had a duty to permit exposure of

3560-472: The Kadima faction and coalition chairman resigned in light of Olmert's refusal to step down. Livni's post was the topic of one of the only positive comments in the report. The commission noted that "from the first few days of the war it prepared the diplomatic ground that led to Security Council Resolution 1701 that brought a cease-fire." On 3 May 2007, three days after the release of the preliminary report,

3649-692: The Knesset held an extraordinary session to debate the report's findings. Opposition leader Benjamin Netanyahu called for Olmert to resign, but Kadima MPs supported the prime minister and a vote of no-confidence was not held. Later that day, tens of thousands of protesters gathered at Rabin Square in Tel Aviv , calling on Olmert and his government to resign. On 4 May, an IBA poll showed that nearly 80 percent favour Olmert's resignation. The Final Report of

It is the equivalent of the commodore rank in the Portuguese Navy . The rank was reintroduced in 1999. Before that, simply as brigadeiro , it existed from 1707 to 1864 and again from 1929 to 1947, not being considered a general rank. From 1947 to 1999, brigadeiro become

3827-689: The Royal Canadian Air Force , Canadian Army , and the Royal Canadian Navy , rank structure and insignia followed the British pattern. This system of rank insignia was reinstated in 2014. In army usage, the term "brigadier" was used to denote what is now known as a brigadier-general while the air force used the rank of air commodore . In the Chilean Army , Brigadier is a one-star rank and General de Brigada

3916-648: The Turkish Air Force , the equivalent rank is tuğgeneral (the Turkish Navy equivalent is tuğamiral ). The name is derived from tugay , the Turkish word for a brigade. Both tugay and tuğ - as military terms may owe their origins to the older Turkish word tuğ , meaning horsetail, which was used as a symbol of authority and rank in Ottoman and pre-Ottoman times. Brigadier-general

4005-438: The intelligence cycle . Brigadier-General Brigadier general or brigade general is a military rank used in many countries. The rank is usually above a colonel , and below a major general or divisional general . When appointed to a field command, a brigadier general is typically in command of a brigade consisting of around 4,000 troops (two regiments or four battalions ). Brigadier general ( Brig. Gen. )

4094-580: The 1920s this practice changed to the use of brigadier, which was not classed as a general officer. Brigade general is the rank of a brigade commander in countries where the French Revolutionary System's general officer rank designation is used. The rank name général de brigade ( transl.  brigade general ) was first used in the French revolutionary armies. It used both brigadier general and major general because it

4183-683: The Air Force: brigadier (lowest general officer); brigadier-major (middle); and brigadier-general (highest). The rank of brigadier general is reserved for the Chief General Staff of the Air Force, as well as the Chief of the Joint General Staff if he should be an Air Force officer. The Argentine Army does not use the rank of brigadier-general, instead using brigade general ( Spanish : General de brigada ) which in turn

4272-776: The Commission to Investigate the Lebanon Campaign in 2006 (the Winograd Committee) was submitted on 30 January 2008 to the then Prime Minister, Ehud Olmert, and to the Minister of Defense, Ehud Barak . A press release covered some of the major conclusions. The committee stood behind everything they had said in the Interim Report. The report categorised the 2nd Lebanon war as a serious missed opportunity. The war had ended without clear military victory,

4361-562: The Home Front population of about one million people in northern Israel who were instructed to remain in shelters for much of the war's duration. Government support networks were not activated or were inadequately run. Much of the burden to care for vulnerable populations was left to individual volunteers and charities. The conditions of, and access to, shelters were often substandard and government assistance to northern Israelis in transportation and accommodations in central and southern Israel

4450-574: The Lebanese government, aided by international forces, to assert itself in south Lebanon. Israeli officials took Hezbollah leader Hassan Nasrallah's admission that he would not have authorized 12 July action if he had known how strongly Israel would react as confirmation that the group had been weakened and that Israel's deterrence had been strengthened. During the war the Israeli government provided insufficient material support, including necessities, to

4539-652: The Tactical Level of Warfare, itself defined as "the level of warfare at which battles and engagements are planned and executed to achieve military objectives assigned to tactical units or task forces". Intelligence should respond to the needs of leadership , based on the military objective and operational plans. The military objective provides a focus for the estimate process, from which a number of information requirements are derived. Information requirements may be related to terrain and impact on vehicle or personnel movement, disposition of hostile forces, sentiments of

4628-439: The U.S. military, Joint Publication 2-0 (JP 2-0) states: "The six categories of intelligence operations are: planning and direction; collection; processing and exploitation; analysis and production; dissemination and integration; and evaluation and feedback." Many of the most important facts are well known or may be gathered from public sources. This form of information collection is known as open-source intelligence . For example,

4717-499: The absence since 1793 of a French rank with only one star. For this reason, in France, the rank corresponding to brigade general was changed to brigadier general after NATO was established on April 4, 1949, and before that, it corresponded to major general. Nowadays, a French général de brigade generally commands a brigade. The rank can also be awarded in an honorary fashion to retiring colonels. The insignia are two stars, worn on

4806-621: The air force wedge cap features silver braid on the edges of the ear flaps. The cap insignia for a general officer is a modified version of the Canadian Forces insignia. Army brigadier-generals wear gorget patches on the collar of the service uniform tunic. Brigadier-generals are initially addressed verbally as "General" and name; thereafter by subordinates as "Sir" or "Ma'am" in English or mon général in French. They are normally entitled to staff cars . Until unification in 1968 of

4895-672: The area in question, such as geography , demographics and industrial capacities. Strategic Intelligence is formally defined as "intelligence required for the formation of policy and military plans at national and international levels", and corresponds to the Strategic Level of Warfare, which is formally defined as "the level of warfare at which a nation, often as a member of a group of nations, determines national or multinational (alliance or coalition) strategic security objectives and guidance, then develops and uses national resources to achieve those objectives." Operational intelligence

4984-477: The centre), cap badge (crossed sword and baton within a laurel wreath, surmounted by a crown in gold embroidery) and cap visor (two rows of gold oakleaf embroidery) as other generals. As in the United Kingdom, the rank was later replaced by colonel commandant in 1922 and brigadier in 1928. However, those holding the rank of brigadier general continued to do so throughout the inter-war period, until

5073-414: The challenges posed. This conclusion must not take away the great willingness of the soldiers, especially reserve soldiers, to serve and fight in the war. There were many instances of heroism, courage, self-sacrifice and devotion of many commanders and soldiers. The air force in particular was superb, however they alone could not prove decisive as the air force was necessarily limited, due to the weaknesses in

5162-502: The civilian population in an area of combat operations, and other broader areas of interest. Intelligence activities are conducted at all levels, from tactical to strategic, in peacetime, the period of transition to war, and during a war itself. Most governments maintain a military intelligence capability to provide analytical and information collection personnel in both specialist units and from other arms and services. The military and civilian intelligence capabilities collaborate to inform

5251-566: The commission somewhat controversially engaged in preliminary meetings with top decision makers (including Olmert) who were later to be summoned as witnesses. For the next several weeks, the commission studied material and worked to decide on the direction of its investigation. On 2 November, it began hearing testimonies from witnesses, beginning with the head of the Israel National Emergency Economic Authority, Brigadier-General (res.) Arnon Ben-Ami, who

5429-435: The controversial decision to launch full-scale warfare in response to the abduction of two individual soldiers and killing of eight soldiers in the process. After the war, increasing public criticism and protest over these issues was placed on Israeli Prime Minister Ehud Olmert , especially to have him call for the establishment of a Supreme Court -appointed state commission of inquiry to look at all levels of government and

5518-500: The detailed act and carry it out. Once hostilities begin, target selection often moves into the upper end of the military chain of command. Once ready stocks of weapons and fuel are depleted, logistic concerns are often exported to civilian policy-makers. The processed intelligence information is disseminated through database systems, intel bulletins and briefings to the different decision-makers. The bulletins may also include consequently resulting information requirements and thus conclude

5607-541: The first grade for generals. In the 60s these ranks were reformed once again creating a third rank, brigadier general, Major general, and general in the Fuerzas Militares , and the National Police . France uses the rank of "brigade general" ( général de brigade ). The rank contrasts with the French sub-officer rank of brigadier . As with all French general officers, a French brigade general

5696-439: The first week of August, Israel was unprepared to launch a large-scale ground operation. As a result, Israel was 'dragged' into a ground operation too late. Despite the fact that it was a limited war initiated by Israel itself, Israel did not use its military force well and effectively. Israel did not gain a political achievement because of military successes. In the end, the IDF failed to provide an effective military response to

5785-436: The government from asking him to present alternatives to his plans for the war. The report, covering the years leading up to the war (2000–2006) as well as the first few days of the war (12–17 July), was released on 30 April 2007, and contained serious criticisms of Prime Minister Olmert, Defence Minister Amir Peretz and Chief of Staff Dan Halutz. Nevertheless, Peretz has tried to spin the report's findings in his favor, saying

5874-405: The intelligence officer will have a staff to which research projects can be assigned. Developing a plan of attack is not the responsibility of intelligence, though it helps an analyst to know the capabilities of common types of military units. Generally, policy-makers are presented with a list of threats and opportunities. They approve some basic action, and then professional military personnel plan

5963-567: The last of them retired or was promoted during the Second World War. A brigadier general was a general officer, but brigadiers were not generals, which is shown by the rank insignia being like that of a colonel, but with an extra (third) star/pip, and a brigadier wore the same gorget patches (scarlet cloth with a line of crimson gimp), cap badge (the Royal Crest in gold embroidery), and cap visor (one row of gold oakleaf embroidery) as

6052-438: The local population and capabilities of the hostile order of battle . In response to the information requirements, analysts examine existing information, identifying gaps in the available knowledge. Where gaps in knowledge exist, the staff may be able to task collection assets to target the requirement. Analysis reports draw on all available sources of information, whether drawn from existing material or collected in response to

6141-403: The logistics chain for a military unit's fuel supply is often the most vulnerable part of a nation's order of battle. Human intelligence, gathered by spies, is usually carefully tested against unrelated sources. It is notoriously prone to inaccuracy. In some cases, sources will just make up imaginative stories for pay, or they may try to settle grudges by identifying personal enemies as enemies of

6230-580: The military (including the prime minister and chief of staff). For a time it was unclear which of the three areas—cabinet, military, and civilian homefront—would be investigated by whom, and how. On 28 August, Olmert announced the creation of a governmental inspection probe led by former director of Mossad Nahum Admoni ; it became the prototype for the Winograd Commission. A military inspection probe, led by former Chief of Staff , Amnon Lipkin-Shahak which on 22 August ceased work after five days of operations due to increasing public dissatisfaction and calls for

6319-416: The military echelons, and in the defence of the civilian population and in coping with rockets. The decision to react immediately to the kidnapping limited Israel's range of options to only two, a stand-off war or an invasion. Israel went to war before it had decided which option to use and military and political echelons failed to have a serious discussion of the options or decide between them. Even so, until

6408-559: The overall intelligence value after careful analysis. The tonnage and basic weaponry of most capital ships and aircraft are also public, and their speeds and ranges can often be reasonably estimated by experts, often just from photographs. Ordinary facts like the lunar phase on particular days or the ballistic range of common military weapons are also very valuable to planning, and are habitually collected in an intelligence library. A great deal of useful intelligence can be gathered from photointerpretation of detailed high-altitude pictures of

6497-738: The overall performance of the IDF. The war had significant diplomatic achievements. UNSC Resolution 1701, and the fact it was adopted unanimously, was an achievement for Israel, despite an absence of preparatory staff work and discussions. The staff work done in the Ministry of Foreign Affairs concerning the adoption of a favorable resolution in the Security Council was, in the main, quick, systematic and efficient. Commission members as of 18 September 2006, include: Dutch-Israeli military historian and author Martin van Creveld criticized some of Winograd's findings. Israel's war against Hezbollah

6586-537: The population, ethnic make-up and main industries of a region are extremely important to military commanders, and this information is usually public. It is however imperative that the collector of information understands that what is collected is "information", and does not become intelligence until after an analyst has evaluated and verified this information. Collection of read materials, composition of units or elements, disposition of strength, training, tactics, personalities (leaders) of these units and elements contribute to
