Brandywine Airport ( ICAO : KOQN , FAA LID : OQN , formerly N99 ) is a public-use general aviation airport in West Goshen Township, Pennsylvania , United States, three miles northeast of West Chester . It is designated as a reliever airport and a regional general aviation airport by the FAA . It is privately owned by the New Brandywine Airport Club Inc, with a single fixed-base operator (New Brandywine Aero, Inc.), aircraft repair, as well as flight training in both fixed-wing and rotary aircraft. The American Helicopter Museum and Education Center is located adjacent to the airport, with taxiway access.

56-482: The airport identifier was previously N99 until it was changed to OQN in 2007. The airport does not currently have an IATA identifier. West Chester's first airport, Sky Haven Airport, opened in 1929 on farmland in East Goshen Township , two miles east of present-day Brandywine Airport. Sky Haven operated for three years, when the airport neighbors filed a civil lawsuit. Judge William Windle ruled

112-542: A localizer performance with vertical guidance (LPV) approach for runway 9/27. The LPV study also involves the removal of trees to facilitate night VFR operations and vertically guided approaches. The airport is expecting another grant from the Pennsylvania Department of Transportation Bureau of Aviation to widen Runway 9/27 to 60 feet. Additional proposed projects include replacing the AWOS III and

168-401: A DMV office in other states, are handled by a network of private businesses called "messenger services", which contract with the department. They operate by charging service fees on top of the fees that PennDOT charges. Some messenger services also have a limited ability to perform driver's license services, such as changing a driver's license address or renewing a driver's license, but not taking

224-540: A four-character identifier, such as 1CA9 for Los Angeles County Fire Department Heliport. The location identifiers are coordinated with the Transport Canada Identifiers described below. In general, the FAA has authority to assign all three-letter identifiers (except those beginning with the letters K, N, W, and Y), all three- and four-character alphanumeric identifiers, and five-letter identifiers for

280-648: A great deal. PennDOT is organized into five deputates which oversee various transportation functions. The Highway Administration deputate oversees 39,737 miles (63,951 km) of roadway and 25,400 bridges in Pennsylvania which comprise the Pennsylvania State Route System . The deputate is made up of over 9,300 employees in design, construction, maintenance, materials testing, environmental review, safety, and traffic engineering. There are eleven engineering districts located throughout

336-613: A new AWOS weather reporting system in 2007. Once the AWOS was operational, the airport's FAA location identifier was changed to OQN from N99, and the airport was assigned the ICAO identifier KOQN. Since then, the airport received PennDOT grants to replace the fuel piping system, install a new airport beacon , and rehabilitate Taxiway A. The FAA classifies Brandywine Airport as a reliever airport for handling overflow general aviation aircraft from Philadelphia International Airport . Brandywine

392-565: A program to quadruple state funding for bridge repairs. Across the United States, 61,000 bridges are deemed "structurally deficient", which means they need repairs, contain a piece rated as "poor," and might also have a weight limit. The term structurally deficient does not mean a bridge is unsafe for travel. In Pennsylvania, eight of the top ten most traveled structurally deficient bridges are in Philadelphia. Pennsylvania has

448-477: A rehabilitation of the runway lighting. Since 1962, two fatal accidents have occurred at Brandywine airport. Brandywine Airport covers 44 acres (18 ha) at an elevation of 466 feet (142 m). In the year ending September 21, 2016 the airport had 60,065 aircraft operations, average 164 per day: 98% general aviation and 2% air taxi . 124 aircraft were then based at the airport: 85% single-engine, 6% multi-engine, 1% jet and 8% helicopter. The one runway, 9/27,

504-417: A replacement for a lost drivers license. In addition to this, the department also operates "Photo License Centers" which solely take photographs for drivers licenses. There are 75 Drivers and Photo License Centers and 26 Photo License Centers operated by PennDOT. Transactions relating to motor vehicles, such as vehicle title transfers or replacing a lost registration plate , which would typically be handled by

560-649: A staffed air traffic control facility or navigational aid within airport boundary; to airports that receive scheduled route air carrier or military airlift service, and to airports designated by the United States Customs Service as airports of entry . Some of these identifiers are assigned to certain aviation weather reporting stations. Most one-digit, two-letter identifiers have been assigned to aviation weather reporting and observation stations and special-use locations. Some of these identifiers may be assigned to public-use landing facilities within

616-444: Is 3,347 by 50 feet (1,020 x 15 m) asphalt. The runway is equipped with low-intensity runway lights (LIRL) and a 2-light precision approach path indicator (PAPI) . The airport has one terminal building served by the single fixed-base operator , New Brandywine Aero, Inc. Maintenance services are provided by Flight Dynamics. Brandywine Flight School provides fixed-wing instruction. The American Helicopter Museum and Education Center

672-516: Is a three- to five-character alphanumeric code identifying aviation-related facilities inside the United States, though some codes are reserved for, and are managed by other entities. For nearly all major airports, the assigned identifiers are alphabetic three-letter codes, such as ORD for Chicago O’Hare International Airport. Minor airfields are typically assigned a mix of alphanumeric characters, such as 8N2 for Skydive Chicago Airport and 0B5 for Turners Falls Airport . Private airfields are assigned

728-927: Is adjacent to the airport on the north, with taxiway access to the runway. The museum hosted the Rotorfest helicopter airshow annually from 1996 through 2014. Location identifier A location identifier is a symbolic representation for the name and the location of an airport , navigation aid , or weather station , and is used for staffed air traffic control facilities in air traffic control , telecommunications, computer programming, weather reports, and related services. The International Civil Aviation Organization establishes sets of four-letter location indicators which are published in ICAO Publication 7910 . These are used by air traffic control agencies to identify airports and by weather agencies to produce METAR weather reports. The first letter indicates

784-415: Is also categorized as a regional general aviation airport because of its significance within the metropolitan region. PennDOT's Bureau of Aviation classifies Brandywine as an Intermediate general aviation airport. A 2011 study commissioned by PennDOT reported that Brandywine Airport had an impact of $ 9.4 million to the state economy. The airport has commissioned a feasibility study for the implementation of

840-407: Is also in charge of Pennsylvania Welcome Centers located along major highways entering the state. According to a 2011 study by Transportation for America , 26.5% of Pennsylvania's bridges were structurally deficient and the state led the United States with six metropolitan areas with a high percentage of deficient bridges. These figures would have been higher, but the state had recently undertaken

896-579: Is also in charge of the cash flow from the federal and state governments to fund improvement projects along with working on long-range research and map making. The Multimodal Transportation deputate oversees aviation , rail freight transport , public transportation , ports , and pedestrian and bicycle transportation. The deputate oversees airports in Pennsylvania , which includes 127 public airports, 243 private airports, and 280 private heliports. Multimodal Transportation also looks over 65 railroads which operate over 5,600 miles (9,000 km) of track in

952-2205: Is divided into engineering districts to localize engineering and maintenance. The following is a table of the districts and their associated headquarters. The statewide headquarters for PennDOT is located in the Commonwealth Keystone Building in Harrisburg . Erie County Forest County Mercer County Venango County Warren County Centre County Clearfield County Clinton County Elk County Juniata County McKean County Mifflin County Potter County Lycoming County Montour County Northumberland County Snyder County Sullivan County Tioga County Union County Lehigh County Monroe County Northampton County Schuylkill County Delaware County Montgomery County City and County of Philadelphia Dauphin County Franklin County Lancaster County Lebanon County Perry County York County Blair County Cambria County Fulton County Huntingdon County Somerset County Butler County Clarion County Indiana County Jefferson County Beaver County Lawrence County Greene County Washington County Westmoreland County PennDOT has received criticism over

1008-547: Is listed with the national civilian code УХММ, the national military code ЬХММ, and the "international" UHMM. The World Meteorological Organization used a system of five-digit numeric station codes to represent synoptic weather stations. An example is 72295 for Los Angeles International Airport (LAX). A modernization of WMO station identifiers was performed as part of the WMO Integrated Global Observing System (WIGOS). A presentation at

1064-596: Is no specific organization scheme to IATA identifiers; typically they take on the abbreviation of the airport or city such as MNL for Manila Ninoy Aquino Airport. In the United States, the IATA identifier usually equals the FAA identifier, but this is not always the case. A prominent example is Sawyer International Airport in Marquette, Michigan , which uses the FAA identifier SAW and the IATA identifier MQT. The Federal Aviation Administration location identifier (FAA LID)

1120-573: Is the Master Station Catalog or MASLIB code. This is a 6-digit numeric code that is essentially the same scheme as the WMO station identifier but adds an extra digit, allowing many more stations to be indexed. This extra digit is always "0" when referencing an actual WMO station using the five-digit identifier, but may be 1..9 to reference other stations that exist in the vicinity. The MASLIB identifiers are not generally recognized outside

1176-792: The Commonwealth of Pennsylvania . The administrator of PennDOT is the Pennsylvania Secretary of Transportation, Michael B. Carroll . PennDOT supports nearly 40,000 miles (64,000 km) of state roads and highways, about 25,000 bridges, and new roadway construction with the exception of the Pennsylvania Turnpike Commission . Other modes of transportation supervised or supported by PennDOT include aviation , rail traffic , mass transit , intrastate highway shipping traffic, motor vehicle safety and licensing, and driver licensing . PennDOT supports

1232-527: The USFS RAWS system, and by the stream gauges operated by the USGS , both of which report through GOES weather satellites operated by NOAA . These use three letters which are a mnemonic for the location, followed by the first letter of the U.S. state , followed by a numeral indicating the alphabetical order within that letter (for example, North Carolina stations end with N7). The mnemonic may be

1288-695: The United States and its jurisdictions. The Department of the Navy assigns three-letter identifiers beginning with the letter N for the exclusive use of that department. Transport Canada assigns three-character identifiers beginning with Y. The block beginning with letter Q is under international telecommunications jurisdiction, but is used internally by FAA Technical Operations to identify National Airspace equipment not covered by any other identifying code system. The block beginning with Z identifies United States Air Route Traffic Control Centers . In practice,

1344-426: The 1980s. Runway 9/27, as well as the taxiways and ramps, were all paved, and a new terminal building was constructed. In 1982, the airport was renamed Brandywine Airport. Expansion of the neighboring industrial park also led to the removal of Runway 18/36. In 1997, Wilson put the airport up for sale as an industrial park. A group of pilots formed the non-profit New Brandywine Airport Club (NBAC) to purchase and run

1400-530: The American military services, assigns special use ICAO identifiers beginning with "KQ", for use by deployed units supporting real-world contingencies; deployed/in- garrison units providing support during exercises; classified operating locations; and units that have requested, but not yet received a permanent location identifier. One system still used by both the Air Force and National Climatic Data Center

1456-696: The FAA Identifier system described above, though a few conflicts exist. The Federal Civil Aviation Agency of Mexico ( Agencia Federal de Aviación Civil , AFAC) is a designator of airfield codes, each consisting of three letters, used to identify each civil airfield in Mexico. (These characters are chosen with the same methodology as for IATA codes, i.e. taking three letters of the airfield name, for example ZPU for Zacapu Airstrip.) These airfields can be airports, private airstrips, land heliports, boat heliports, and platform helipads. For more substantial airports

1512-409: The FAA's Airport Improvement Program . Additional corporate hangars were constructed in 2004. In 2006, several projects were completed to improved safety and night operations: Runway 9/27 was resurfaced, new night lighting was added, a precision approach path indicator (PAPI) was added to the runway, and Taxiway A was lengthened to the western end of the runway. In addition, the airport commissioned

1568-584: The IATA codes, they changed when renaming some cities of the former USSR in the 1990s, e.g. Saint Petersburg (formerly Leningrad), which was ЛЕД and became СПТ . As of 2009, about 3,000 code combinations of internal code are in use. Many smaller aerodromes in Russia do not have an ICAO code. Instead, they are assigned an entry in the State and Experimental Aviation Point Location Index , or perhaps two: one civilian, normally beginning with Cyrillic "У" (=Latin "U"),

1624-548: The IATA designators are used, for example TLC for Toluca International Airport, although there are some exceptions, such IATA XAL and AFAC ALA for Alamos National Airport, Sonora. Within Russia (and before 1991 within the Soviet Union), there are airport identifiers (внутренний код - internal code) having three Cyrillic letters. They are used for e.g. ticket sales. Some small airports with scheduled flights have no IATA code, only this code and perhaps an ICAO code. Unlike

1680-573: The Ports of Philadelphia , Pittsburgh , and Erie . The department's current budget is approximately $ 3.8 billion in federal and state funds. The state budget is supported by motor vehicle fuel taxes, which are dedicated solely to transportation-related state expenditures. In recent years, PennDOT has focused on intermodal transportation , which is an attempt to enhance commerce and public transportation. PennDOT employs approximately 11,000 people. PennDOT has extensive traffic cameras set up throughout

1736-413: The United States and its jurisdictions, which do not meet the requirements for identifiers in the three-letter series. In this identifier series, the digit is always in the first position of the three-character combination. Most one-letter, two-digit identifiers are assigned to public-use landing facilities within the United States and its jurisdictions, which do not meet the requirements for identifiers in

1792-531: The United States. There have been rare instances where identifiers have been transplanted to new locations, mainly due to the closure of the original airport. Prominent examples are DEN/KDEN, which migrated from Stapleton International Airport to Denver International Airport in 1996, and AUS/KAUS, which migrated from Austin Mueller Municipal Airport to Austin–Bergstrom International Airport in 1999. Both of these cases occurred because

1848-459: The WMO site explains: The National Weather Service uses several schemes for identifying stations. It typically relies on the ICAO and WMO identifiers, although several weather forecast offices (WFOs) and weather radar sites that have moved away from airports have been given their own codes which do not conflict with existing codes. These typically end in X, such as where Birmingham, Alabama ( BHM ) had its radar site replaced by one south of

1904-598: The airport a public nuisance and ordered it to cease operation. Brandywine Airport, then named West Chester Airport, opened in its current location in 1940. Paul Gingrich opened the airport using a $ 623,500 grant from the Civil Aeronautics Board . Gingrich was a flight instructor at the former Main Line Airport in Paoli, Pennsylvania , which was rapidly expanding that flight school with funding from

1960-423: The airport. Wilson was supportive of this plan, and the sale to NBAC for $ 2.5 million closed on July 25, 1997. To raise initial financing, NBAC sold ownership shares valued at $ 10,000. Two shares were required for a Tee hangar , and four shares were required for a corporate hangar. In addition, owners were responsible for construction costs. In total, 50 Tee hangars and 10 corporate hangars were constructed after

2016-587: The assigned identifiers are not always consistent with the current "encoding" rules adopted by the FAA, nor are all the assigned identifiers distinct between the United States and Canada. The coding system has evolved over time, and to ensure safety and reduce ambiguity, many "legacy" codes have remained intact, even though they violate the currently ordered rules. For this reason, the FAA regularly publishes detailed listings of all codes it administers In general, three-letter identifiers are assigned as radio call signs to aeronautical navigation aids; to airports with

2072-638: The associated photo. An exception to this method of operation is at the PennDOT headquarters in Harrisburg , which has a large room for all motor vehicle transactions and drivers' license transactions, with a separate room for photographing and issuing licenses to motorists. The Planning deputate develops the Twelve Year Transportation Program in collaboration with the federal government and local planning organizations, which guides improvements to transportation in Pennsylvania. It

2128-675: The city (BMX), or where the Knoxville ( TYS ) office was moved to nearby Morristown, Tennessee (MRX). Others have changed such that Miami, Florida is now MFL instead of MIA , and Dallas/Fort Worth (formerly DFW ) is now FWD. Climatological applications use the WBAN (Weather Bureau Army Navy) system, which is a five-digit numeric code for identifying weather stations under its jurisdiction. Recently it began using four-letter-plus-one-digit identifiers for specialized weather requirements such as hydrometeorological stations. These are used by

2184-600: The first two, middle, or last two positions of the four-character code. The use of the FAA identifier system in meteorology ended in 1996 when airways reporting code was replaced by METAR code . The METAR code is dependent wholly on the ICAO identifier system. Since January 2019, the National Civil Aviation Agency of Brazil (ANAC) issues a six-digit designator called Aerodrome Identification Code ( Portuguese : Código de Identificação de Aeródromo , CIAD) for each aerodrome. The first two digits are

2240-568: The highest number of structurally deficient bridges in the U.S. Overall, the state has 25,000 bridges excluding privately owned bridges, which is the third-largest number of bridges in the U.S. Pennsylvania has launched a program called the Rapid Bridge Replacement project to increase the number of bridges it fixes. The project is a public-private partnership between PennDOT and the private firm Plenary Walsh Keystone Partners. The project fixed almost 700 bridges in 2014. PennDOT

2296-413: The key element in determining the size of the state's roadbuilding programs. State payments to local communities for road maintenance also have continued to expand so that they average approximately $ 170 million annually. The agency went into well-noted organizational decline. An effort to bring quality management principles to PennDOT over an extended period—four changes of state governor—accomplished

2352-527: The letters related to the State of the Federation where the aerodrome is located and the next four digits are numbers assigned by ANAC. In the case of military aerodromes, the first number is 9. Transport Canada assigns two-, three-, and four-character identifiers, including three-letter identifiers beginning with letters Y and Z, for its areas of jurisdiction. These identifiers are designed to mesh with

2408-722: The nearest town, or the name of the stream, or a combination of the two; and the same names may be rearranged into different mnemonics for different nearby locations. For example, VING1 is the gauge at Vinings, Georgia , and is differentiated from other stations along the Chattahoochee River (such as CHAG1 in nearby Oakdale) which are also at the Atlanta city limit like Vinings is, and from other streams in Atlanta such as Peachtree Creek (AANG1). The United States Air Force Weather Agency (AFWA), acting on behalf of all

2464-442: The newly created Civilian Pilot Training Program . West Chester State Teacher's College (now West Chester University ) was already offering aeronautics courses and was interested in an airport closer to the campus. In 1947, William B. Wilson purchased the airport, which had two grass runways (the current runway 9/27, a perpendicular runway 18/36), and several maintenance buildings. The airport underwent significant improvements in

2520-1144: The original locations were closed. Occasionally a code will be discontinued entirely, with no successor. Sometimes this is a small airport that has closed, such as Stone Mountain Airport , whose identifier 00A is now used for an R/C heliport in Bensalem, Pennsylvania . In another case, the identifiers for Idlewild Airport in New York were changed to JFK and KJFK when it was renamed after John F. Kennedy , and its original IDL and KIDL were later reused for Indianola Municipal Airport in Indianola, Mississippi . Transplanted identifiers tend to be poorly documented , and can cause problems in data systems and software which process historical records and in research and legal work. A similar problem also exists for broadcast callsigns . Pennsylvania Department of Transportation The Pennsylvania Department of Transportation ( PennDOT ) oversees transportation issues in

2576-402: The other for "state" or military operations, almost always the same except that the first character is now a Cyrillic "Ь" (=Latin "X"). These codes are given in the official document which has separate columns for national codes (civilian), national codes (military & state), and some also have "international" codes; only the latter correspond to ICAO codes. For example, Magadan Sokol Airport

2632-428: The purchase. After the purchase by NBAC, several significant projects were undertaken to rehabilitate and improve the facilities. The western end of Runway 9/27 was lengthened by approximately 300 feet in 1997. In 2001, the airport received a grant from Pennsylavania's Department of Transport (PennDOT) to develop an airport layout plan, which helped make the airport eligible for further federal and state funding under

2688-508: The region; for example, K for the contiguous United States, C for Canada, E for northern Europe, R for the Asian Far East, and Y for Australia. Examples of ICAO location indicators are RPLL for Manila Ninoy Aquino Airport and KCEF for Westover Joint Air Reserve Base . The International Air Transport Association uses sets of three-letter IATA identifiers which are used for airline operations, baggage routing, and ticketing. There

2744-462: The sole expense of the state. It controls more than 41,000 miles (66,000 km) of roadway. Townships control approximately 51,376 miles (82,682 km) of roads and streets; boroughs, 9,460 miles (15,220 km) and cities 6,779 miles (10,910 km). In all, there are more than 118,226 miles (190,266 km) of public roads, streets and toll roads in the Commonwealth. Greatest growth in

2800-534: The state highway system occurred in 1931 when 20,156 miles (32,438 km) of rural roads were taken over by the Commonwealth. At that time, the Department of Highways, at the direction of Governor Gifford Pinchot , embarked upon an extensive program of paving rural roadways, well known as the "get the farmer out of the mud" program. The Federal Government in 1916 instituted grants to the states for highway construction. These grants continue today and now comprise

2856-439: The state's major cities, including Philadelphia, Pittsburgh, Allentown , Erie, Wilkes-Barre , Scranton , and the state capital of Harrisburg , In Wilkes-Barre, cameras are fed through to a television channel for Service Electric cable customers in the city and its suburbs. Unlike speed cameras , these cameras are primarily installed for ITS purposes, and not for law enforcement. The Pennsylvania Department of Transportation

2912-541: The state. PennDOT is responsible for motor vehicle titles and registration, along with issuing driver licenses through the Driver & Vehicle Services deputate. Somewhat uniquely, PennDOT does not operate typical DMV offices, such as those that exist in other states. Rather, they operate "Driver and Photo License Centers", for full service regarding drivers licenses. This includes activities like taking driver's tests, getting driver's license photographs taken, or requesting

2968-410: The state. The administration deputate is charged with managing various bureaus that overee fiscal management, computer systems, mobile applications, telecommunications, contract compliance, training, employee safety, human resources, office services, facilities management, quality improvements, partnerships with other government agencies and communities, and employees engagement activities. The deputate

3024-996: The state. PennDOT oversees bicycle routes across the state, including the state-designated BicyclePA bicycle routes and the portions of the federally-designated United States Bicycle Route System located within Pennsylvania. PennDOT provides the primary funding for two Amtrak trains in Pennsylvania that operate along the Keystone Corridor . The Keystone Service runs between Harrisburg and New York City via Philadelphia and offers multiple daily departures. The Pennsylvanian runs between Pittsburgh and New York City via Philadelphia and operates once daily in each direction. The Mulitmodal Transportation deputate supports public transit authorities in Pennsylvania , which consists of 34 agencies providing fixed-route and demand responsive transport to urban and rural areas and 18 agencies providing demand responsive transport only. The deputate also supports intercity bus service in

3080-454: The three-letter series. Some of these identifiers are also assigned to aviation weather reporting stations. Two-letter, two-digit identifiers are assigned to private-use landing facilities in the United States and its jurisdictions which do not meet the requirements for three-character assignments. They are keyed by the two-letter Post Office or supplemental abbreviation of the state with which they are associated. The two-letter code appears in
