The Hummer H3 is an off-road vehicle that was produced from 2005 to 2010 by General Motors . The smallest model of the Hummer lineup, it was offered as a 5-door SUV or a 4-door pickup truck known as the H3T . Unlike the larger H1 and H2 models, the H3 was not developed by AM General . It was introduced for the 2006 model year , based on a modified GMT355 that underpinned the Chevrolet Colorado/GMC Canyon compact pickup trucks that were also built at GM's Shreveport Operations in Shreveport, Louisiana and the Port Elizabeth plant in South Africa. While mechanically related to the Colorado and Canyon, GM claims they share only 10% of their components, with the chassis modified and reinforced for heavy off-road duties.

62-753: The H3 was launched with a 3.5 liter straight-5 cylinder L52 engine that produced 220  hp (160 kW) and 225 lbf⋅ft (305 N⋅m) of torque and was mated to a standard five-speed Aisin AR5 manual transmission or an optional Hydra-Matic 4L60-E four-speed automatic transmission . In 2007 this engine was replaced by the 3.7 liter LLR that produced 242 hp (180 kW) and 242 lbf⋅ft (328 N⋅m) of torque, figures that were revised in 2009 to 239 hp (178 kW) and 241 lbf⋅ft (327 N⋅m). Under revised EPA testing standards when equipped with either transmission this straight-5 engine achieved 14 mpg ‑US (17 L/100 km) in

124-657: A turbocharged version was introduced in the Mercedes-Benz 300SD Turbo models. Mercedes-Benz continued to produce straight-five engines for the next 28 years, until the Mercedes-Benz OM647 engine ended production in 2006. In 1978, the Audi 2.0 R5 D engine was introduced in the Audi 100 sedan. In 1983, a turbocharged version was introduced, initially for the U.S. market Audi 100. Several Volvo cars were produced with Audi straight-five diesel engines, prior to

186-445: A 5-foot bed with built-in storage boxes and came in standard H3T, H3T Adventure, H3T Luxury, and H3T Alpha (with cloth or leather trim) trim packages . A road test by Motor Trend reported the 2009 truck "crawled up rock steps, ran through sand washes, and navigated steep ledges with confidence and capability to spare." They described its turning radius "uncomfortably wide" and said "at highway cruising it would've been nice to have

248-675: A faster, firmer feel. The Hummer H3 and H3T were intended to be a smaller and more affordable version of the larger Hummer H2 and H2 SUT. Therefore, many of the luxury features that were standard on the H2 and H2 SUT were optional on the H3 and H3T. Even though the Hummer H3 and H3T were not as luxurious as their H2 and H2 SUT counterparts, they still came well-equipped. Standard features included alloy wheels, leather-wrapped steering wheel, premium cloth seating surfaces, an AM/FM-CD player audio system with

310-451: A maximum of 62.8 cubic feet (1.78 m) when the seats are folded down. The V8 models featured the least payload capacity of just over 1,100 lb (499 kg) while the straight-5, manual transmission models were rated at 1,300 lb (590 kg) payload. Electronic stability control , anti-lock four-wheel disc brakes, brake-controlled traction control, LATCH child-seat anchors, and tire-pressure monitoring were standard features on

372-530: A perception that an effect of NHTSA's regulatory activity is to protect the U.S. market for a modified oligopoly consisting of the three U.S.-based automakers and the American operations of foreign-brand producers. It has been suggested that the impetus for NHTSA's seeming preoccupation with market control rather than vehicular safety performance is a result of overt market protections such as tariffs and local-content laws having become politically unpopular due to

434-527: A result of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA–LU), the agency has issued a Final Rule requiring manufacturers to place NCAP star ratings on the Monroney sticker (automobile price sticker). The rule had a September 1, 2007 compliance date. The agency has an annual budget of $ 1.09 billion (FY2020). The agency classifies most of its spending under

496-528: A result, it was no longer possible to import foreign vehicles into the United States as a personal import, with few exceptions—primarily vehicles meeting Canadian regulations substantially similar to those of the United States, and vehicles imported temporarily for display or research purposes. In practice, the gray market involved a few thousand cars annually, before its virtual elimination in 1988. In 1998, NHTSA exempted vehicles older than 25 years from

558-525: A single firing order for a given crank configuration; because a complete cycle occurs every 360 degrees, there is no chance to share piston phases without having simultaneous ignitions, so the straight-five is at no disadvantage in this case. Some two-stroke outboard engines , e.g. the Mercury Marine Force 150 engine use a firing order of 1-5-2-3-4. The use of straight-five petrol engines in mass production cars only became truly viable with

620-600: A six-speaker audio system, keyless entry, power windows and door locks, air conditioning, four-wheel-drive, a five-speed manual transmission, dual front bucket seats, a folding rear bench seat, aluminum interior trim, a Driver Information Center (DIC) in the gauge cluster, and a 3.5L Inline Five-Cylinder (I5) gasoline engine. Options available on the H3 and H3T included chrome-clad alloy wheels, additional chrome exterior trim, AM/FM radio with single-CD player with MP3 capability (later, an AM/FM stereo with an in dash 6-disc changer with MP3 capability) radios with auxiliary audio inputs,

682-566: A specified amount of money per life saved, or will save more money (in property damage, health care, etc.) than it costs. Requirements are balanced through estimated costs and estimated benefits. For example, FMVSS #208 effectively mandates the installation of frontal airbags in all new vehicles in the United States, for it is written such that no other technology can meet the stipulated requirements. It has been argued that even using conservative cost figures and optimistic benefit figures, airbags' cost–benefit ratio so extreme that it may fall outside of

744-439: A speed of 20 mph (32 km/h). Standard ground clearance with the 31-inch tires was 9.7 in (246 mm) while the approach, departure, and breakover angles were 37.4°, 34.7°, and 22.1° respectively, allowing the H3 to scale a 16-inch (406 mm) vertical wall and negotiate grades of 60% and side slopes of 40%. Front and rear recovery hooks were standard, with an optional trailer hitch and wiring harness. The H3 features

806-504: A straight-five diesel engine to replace the previous straight-three engine. Built for the Italian and German armed forces during World War II and later for civilian usage, the truck remained in production until 1950. The first mass-production straight-five passenger car engine was the 1974 Mercedes-Benz OM617 , a naturally-aspirated 3.0 L (183 cu in) engine introduced in the Mercedes-Benz 300D (W114/W115) models. In 1978,

868-608: A touchscreen GPS navigation system, SiriusXM Satellite Radio , OnStar , remote vehicle start, a security system, luxury leather-trimmed seating surfaces with dual heated front bucket seats, a dual-zone climate control system, a Bluetooth hands-free phone system (later models only), a Monsoon premium audio system with amplifier and subwoofer, an automatic transmission, and a 5.3L Vortec V8 gasoline engine (H3 Alpha and H3T Alpha only). In 2007, GM South Africa launched Hummer production in Port Elizabeth . The plant manufactured

930-488: A traction control that can use the brakes independently to stop wheelspin and improve traction while adjusting to road conditions. It is also equipped with Stabilitrak stability control and ABS with variable brake force distribution assist. The optional Adventure or Off Road package included 33-inch tires, off-road shocks, differential lockers and 4:1 low range gearing. These upgrades increased ground clearance, suspension articulation, approach and departure angles, and increased

992-527: A two-speed, electronically controlled full-time four-wheel drive system that made it well-suited for both on-road and off-road driving. An electronic locking rear differential was optional, with a locking front differential also becoming an option on later models. Like the Hummer H2 , the H3 can ford 27 inches (690 mm) of water (tested in depths up to 34 in or 864 mm) at a speed of 5 mph (8.0 km/h) and 20 in (508 mm) of water at

1054-545: A vehicle's weight, engine size, or fuel economy in calculating vehicle registration taxes ( road tax ). In 1979, NHTSA created the/a New Car Assessment Program (NCAP) in response to Title II of the Motor Vehicle Information and Cost Savings Act of 1972, to encourage manufacturers to build safer vehicles and consumers to buy them. Since that time, the agency has improved the program by adding rating programs, facilitating access to test results, and revising

1116-636: Is a piston engine with five cylinders mounted in a straight line along the crankshaft . Although less common than straight-four engines and straight-six engines , straight-five engine designs have been used by automobile manufacturers since the late 1930s. The most notable examples include the Mercedes Benz's diesel engines from 1974 to 2006 and Audi's petrol engines from 1979 to the present. Straight-five engines are smoother running than straight-four engines and shorter than straight-six engines. However, achieving consistent fueling across all cylinders

1178-522: Is also used in straight-four engines . Most four-stroke straight-five engines use a firing order of 1-2-4-5-3. This firing order results in the minimal primary (crank speed) rocking couple , and is used by the Volvo Modular engine , VW/Audi straight-five engine , General Motors Atlas engine and Honda G engine . Straight-five engines typically have a 72 degree crankshaft design. All two stroke straight-five engines are limited in having

1240-661: Is an agency of the U.S. federal government , part of the Department of Transportation , focused on transportation safety in the United States . NHTSA is charged with writing and enforcing Federal Motor Vehicle Safety Standards as well as regulations for motor vehicle theft resistance and fuel economy , as part of the Corporate Average Fuel Economy (CAFE) system. FMVSS 209 was the first standard to become effective on March 1, 1967. NHTSA licenses vehicle manufacturers and importers, allows or blocks

1302-410: Is that the power strokes are overlapping if the engine has an even firing order . A disadvantage of the odd number of cylinders in a straight-five engine is it results in imperfect primary and secondary engine balance , unlike a straight-six engine which has perfect primary and secondary balance. Counterweights on the crankshaft can be used to counteract some amount of these vibrations. This method

Additional federal vehicle standards are contained elsewhere in the CFR. Another of NHTSA's activities is the collection of data about motor vehicle crashes, available in various data files maintained by the National Center for Statistics and Analysis, in particular

1426-583: The Fatality Analysis Reporting System (FARS), the Crash Investigation Sampling System (CISS, where technicians investigate a random sample of police crash reports), and others. In 1964 and 1966, public pressure grew in the United States to increase the safety of cars , culminating with the publishing of Unsafe at Any Speed , by Ralph Nader , an activist lawyer, and the report prepared by

1488-530: The National Academy of Sciences entitled Accidental Death and Disability: The Neglected Disease of Modern Society . In 1966, Congress held a series of publicized hearings regarding highway safety, passed legislation to make the installation of seat belts mandatory, and created the U.S. Department of Transportation on October 15, 1966 ( Pub. 1612-600: The World Forum for Harmonization of Vehicle Regulations , which developed what became the UN Regulations on vehicle design, construction, and safety and emissions performance for vehicles and their components. While many countries adopted or required adherence to the UN Regulations, the United States did not recognize these standards and restricted the importation of vehicles and components not certified by manufacturers as compliant with U.S. regulations. Because of

1674-602: The 1965 Honda RC148 and 1966 Honda RC149 125 cc four-stroke racing motorcycles used straight-five engines based on the 50 cc straight-twin engine from the Honda RC116 Grand Prix racing motorcycle. These straight-five engines were an unusual design in that they were configured as a straight-six engine with one of the middle cylinders removed. All of the straight-five petrol engines used by Volvo and Ford were built at the Volvo Skövde engine plant in Skövde , Sweden , until their discontinuation in 2016. Other straight-five petrol engines include In recent years the engine has been falling out of favour, with Volvo announcing in 2012 it would discontinue building them, for example. Very few motorcycles have used five-cylinder engines. However,

1798-533: The 1998–2009 Fiat JTD 2.4 turbo-diesel engine. Henry Ford had an inline-five engine developed in the late 1930s to early 1940s for a compact economy car design, which never saw production due to lack of demand for small cars in the United States. The first production straight-five petrol engine was the Audi 2.1 R5 introduced in the Audi 100 in 1979. Audi has continued use of straight-five petrol engines (in both naturally aspirated and turbocharged versions) to

The vehicle was originally developed as a regular cab (two-door) concept pickup truck in 2003, that was shown at the 2004 Los Angeles Auto Show . The five-passenger four-door crew-cab production version appeared at the 2008 Chicago Auto Show . The H3T featured

1922-510: The 2012 model year. This technology was first brought to public attention in 1997, with the Swedish moose test . Other than that, NHTSA has issued only a few regulations in the past 25 years . Most of the reduction in vehicle fatality rates during the last third of the 20th century were gained from the initial NHTSA safety standards during 1968–1984 and subsequent voluntary changes in vehicle crashworthiness by vehicle manufacturers. Maximum towing capacities were 3,000 lb (1,361 kg) for the straight-5 with manual transmission, 4,500 lb (2,041 kg) for the straight-5 with automatic transmission, and 6,000 lb (2,722 kg) for the V8 with automatic transmission. Cargo volume with the second-row seats in the upright position was 25.0 cubic feet (0.71 m) that could be expanded to

2046-480: The H3. Side-curtain airbags were optional until 2008 when they were made standard across. The H3 was rated Acceptable , the second highest rating, by the Insurance Institute for Highway Safety in both frontal offset and side-impact crashes (with side airbags) and Poor , the lowest rating, for rear-crash protection/head restraints. The U.S. National Highway Traffic Safety Administration (NHTSA) gave

2108-627: The Hummer H3 for the South African market, as well as units exported to Europe, Asia and Australia. In Australia, Hummer vehicles were only sold by special Holden -Saab-Hummer dealerships. The H3 was qualified in 2010 by the Japanese Transport Ministry for tax breaks that set easier fuel efficiency standards for heavier vehicles. 2170-602: The Inspector General's audit a decade before, in 2011. The 2018 audit found NHTSA incapable of conducting adequate, timely safety recalls. The 2015 audit found NHTSA's collection and analysis of safety-related data to be inadequate, and the agency to be lackadaisical and careless in examining safety defects. Government data (from FARS for the U.S.) in a 2004 book by former General Motors safety researcher Leonard Evans shows other countries achieving greater traffic safety improvements over time than those achieved in

2232-485: The U.S. Department of Transportation's Office of the Inspector General in 2011, 2014, 2015, 2016, 2018, and 2021 have concluded that NHTSA is ineffectual ; the 2021 audit found NHTSA failing to issue or update Federal Motor Vehicle Safety Standards effectively or to act within timeframes on petitions and investigations; having no process in place for critical agency responsibilities like evaluating petitions, and having failed to implement consensus recommendations derived from

2294-582: The U.S. legal system are incompatible with some aspects of the UN regulatory system. Studies have concluded that commonizing regulations between the US and the rest of the world (which uses U.N. Regulations ) would save significant money, likely without affecting safety. NHTSA uses cost–benefit analysis for every safety device, system, or design feature mandated for installation on vehicles. No device, system, or design feature may be mandated unless it costs no more than

2356-496: The United States: Research suggests one reason the U.S. continues to lag in traffic safety is the relatively high prevalence in the U.S. of pickup trucks and SUVs, which a 2003 study by the U.S. Transportation Research Board found are significantly less safe than passenger cars. Comparisons of past data with the present in the U.S. can result in distortions, due to a significant population increase and since

2418-609: The advent of reliable fuel injection . This is because of the unavoidable problems of a carburettor supplying an odd number of cylinders and the length of the inlet manifold between the carburetor varying greatly between cylinders at the ends of the engine and those nearer the carburetor. Unlike other engine layouts, these problems are not easily solved by using multiple carburettors. Diesel engines have always used fuel injection, therefore large displacement straight-five diesel engines were commonly seen decades before straight-five petrol engines. The 1938 Lancia 3Ro trucks introduced

2480-430: The agency has not put this proposal into effect. NHTSA administers the Corporate Average Fuel Economy (CAFE), which is intended to incentivize the production of fuel-efficient vehicles by dint of fuel economy requirements measured against the sales-weighted harmonic average of each manufacturer's range of vehicles. Many governments outside North America promote fuel economy by heavily taxing motor fuel and/or by including

It included the luxury package, 18-inch chrome wheels with unique center caps, chrome trim, chrome tube steps, a body-colored grille and a hard tire cover. The H3X also came with exclusive colors of Sonoma Red Metallic or Desert Orange Metallic. The H3 featured

2666-490: The context of no demonstrated safety benefit to amber over red. More recent NHTSA-sponsored research has demonstrated that amber rear turn signals provide significantly better crash avoidance than red ones, and NHTSA has found there is no significant cost penalty to amber signals versus red ones, yet the agency has not moved to require amber—instead proposing in 2015 to award extra NCAP points to passenger vehicles with amber rear turn signals. As of September 2022, however,

2728-550: The cost–benefit requirements for mandatory safety devices. Cost–benefit requirements have been used as the basis for lighting-related regulation in the U.S; for example, while many countries in the world since at least the early 1970s have required rear turn signals to emit amber light so they might be distinguished from adjacent red brake lamps, U.S. regulations permit rear turn signals to emit either amber or red light. This has historically been justified on grounds of lower manufacturing cost and greater automaker styling freedom in

2790-538: The early 2020s, more than 40,000 U.S. residents died in automotive collisions every year. NHTSA has conducted numerous high-profile investigations of automotive safety issues, including the Audi 5000/60 Minutes affair, the Ford Explorer rollover problem, and the Toyota sticky accelerator pedal problem. The agency has introduced a proposal to mandate Electronic Stability Control on all passenger vehicles by

2852-400: The first results were released on October 15 that year. The agency established a frontal impact test protocol based on Federal Motor Vehicle Safety Standard 208 ("Occupant Crash Protection"), except that the frontal 4 NCAP test is conducted at 35 mph (56 km/h), rather than 30 mph (48 km/h) as required by FMVSS No. 208. To improve the dissemination of NCAP ratings, and as

2914-406: The format of the information to make it easier for consumers to understand. NHTSA asserts the program has influenced manufacturers to build vehicles that consistently achieve high ratings. The United States was the first country/region to have an NCAP program, which was then copied by other NCAP programs. The first standardized 35 mph (56 km/h) front crash test was on May 21, 1979, and

2976-419: The front and 2.5 mph (4 km/h) at the rear. However, these regulations at low-speed collisions did not enhance occupant safety. Vehicle manufacturers have acknowledged the functional equivalence of the UN and U.S. regulations, encouraged developing countries to recognize and accept both, and advocated for equal recognition of both systems in developed countries. However, some structural features of

3038-435: The import of vehicles and safety-regulated vehicle parts, administers the vehicle identification number (VIN) system, develops the anthropomorphic dummies used in U.S. safety testing as well as the test protocols themselves, and provides vehicle insurance cost information. The agency has asserted preemptive regulatory authority over greenhouse gas emissions , but this has been disputed by such state regulatory agencies as

3100-460: The increasing popularity of free trade , thus driving the industry to adopt less visible forms of trade restrictions in the form of technical regulations different from those outside the United States. An example of the market-control effects of NHTSA's regulatory protocol is found in the agency's 1974 banning of the Citroën SM automobile, which contemporary journalists described as one of

3162-613: The inline-5 powered Audi S1 Sport Quattro. Several Volkswagen-branded straight-five engines have been produced, beginning with the Volkswagen WH/WN 1.9 litre 10v engine used in the 1981 Volkswagen Passat. The final Volkswagen straight-five petrol engine was the Volkswagen EA855 2.5 litre 20v engine used in the North American Passat models until 2014. The Volvo Modular engine was introduced in

3224-465: The introduction of the Volvo D5 turbo-diesel engine; this engine was produced from 2001 to 2017 and was used in several diesel hybrid applications (marketed as "twin engine" models). Other mass-production straight-five diesel engines include the 1999–2001 VM Motori 531 turbo-diesel engine, the 1998–2007 Land Rover Td5 turbo-diesel engine, the 2006–2019 Ford Duratorq 3.2 turbo-diesel engine and

3286-517: The level of large commercial truck traffic has substantially increased from the 1960s, but highway capacity has not kept up. However, other factors exert significant influence; Canada has lower roadway death and injury rates despite a vehicle mix and regulations similar to those of the U.S. Nevertheless, the widespread use of truck-based vehicles as passenger carriers is correlated with roadway deaths and injuries not only directly by dint of vehicular safety performance per se , but also indirectly through

3348-743: The maker or importer as compliant with US safety standards were no longer legal to import into the United States. Congress established NHTSA in 1970 with the Highway Safety Act of 1970 (Title II of Pub. L.   91–605 , 84  Stat.   1713 , enacted December 31, 1970 , at 84  Stat.   1739 ). In 1972, the Motor Vehicle Information and Cost Savings Act ( Pub. L.   92–513 , 86  Stat.   947 , enacted October 20, 1972 ) expanded NHTSA's scope to include consumer information programs. Despite improvements in vehicle design and public awareness of issues like drunk driving, traffic fatalities have remained stubbornly high. In

3410-460: The present day. The Audi TT RS and Audi RS3 currently use straight-five engines. In motorsport, the first car to use a straight-five engine was the Audi Quattro rally car; other racing cars which used straight-five engines include the 1985-1986 Audi Sport Quattro E2 and the 1989 Audi 90 Quattro IMSA GTO . For the year 1987 factory team tested a 735 kW (1000 hp) version of

3472-718: The relatively low fuel costs that facilitate the use of such vehicles in North America. Motor vehicle fatalities decline as gasoline prices increase. In 1958, under the auspices of the United Nations, a consortium known as the Economic Commission for Europe was established to standardize vehicle regulations across Europe. Its goals included promoting best practices in vehicle design and equipment and reducing technical barriers to pan-European vehicle trade and traffic. This organization eventually evolved into

3534-481: The required Japanese emissions standards relative to its weight. A total of 723 Hummers were sold in Japan during the 12 months before March 2009. Robby Gordon competed in the 2010 Dakar Rally in a purpose built, tube frame chassis H3, finishing eighth overall. In early 2009, Raser Technologies and FEV built a prototype plug-in hybrid H3 that could achieve up to 100 MPG equivalent, using its battery. This vehicle

3596-521: The rules it administers, since these are presumed to be collector vehicles. In 1999, certain very low production volume specialist vehicles were also exempt for " Show and Display " purposes. In the mid-1960s, when the framework was established for US vehicle safety regulations, the US auto market was an oligopoly , with three companies ( GM , Ford , and Chrysler ) controlling 85% of the market. The ongoing ban on newer vehicles considered safe in countries with lower vehicle-related death rates has created

3658-591: The safest vehicles available at the time. NHTSA disapproved the SM's designs featuring steerable headlamps that were not of the sealed beam design that was then mandatory in the U.S. as well as its height adjustable suspension , which made compliance with the 1973 bumper requirements cost-prohibitive. The initial bumper regulations were intended to prevent functional damage to a vehicle's safety-related components such as lights and fuel system components when subjected to barrier crash tests at 5 miles per hour (8 km/h) at

3720-455: The unavailability in America of certain vehicle models, a grey market arose in the late 1970s. This provided a method to acquire vehicles not officially offered in the United States, but enough vehicles imported this way were faulty, shoddy, and unsafe that Mercedes-Benz of North America helped launch a successful congressional lobbying effort to close down the grey market in 1988. 3782-453: Was problematic prior to the adoption of fuel injection . Straight-five engines are typically shorter than straight-six engines , making them easier to fit transversely in an engine bay. They are also smoother than straight-four engines, and are narrower than V engines and flat engines . Five-cylinder engines have a crankshaft with 72 degree angles. Amongst four-stroke engines , an advantage of engines with five or more cylinders
