A rookery , in the colloquial English of the 18th and 19th centuries, was a city slum occupied by poor people and frequently also by criminals and prostitutes . Such areas were overcrowded, with low-quality housing and little or no sanitation. Local industry such as coal plants and gasholders polluted the rookery air. Poorly constructed dwellings, built with multiple stories and often crammed into any area of open ground, created densely-populated areas of gloomy, narrow streets and alleyways. By many, these parts of the city were sometimes deemed "uninhabitable".

This was used by the London Borough of Hammersmith (changed to Hammersmith and Fulham) on 1 April 1979 and the London Borough of Barking (changed to Barking and Dagenham) on 1 January 1980. Borough names formed by combining two locality names had been discouraged when the boroughs were created. The London boroughs were created by combining whole existing units of local government and it

These problems were exacerbated by the construction of St Katharine Docks (1827) and the central London railway termini (1840–1875) with many displaced people moving into the area following the clearance of former slums and rookeries . Over the course of a century, the East End became synonymous with poverty, overcrowding, disease and criminality. The area

This decline began to reverse with the establishment of the London Docklands Development Corporation bringing new industries and housing to the brownfield sites along the river. Also contributing was new immigration from Asia beginning in

456-593: A different family, and in many instances to two or even three... filth everywhere—a gutter before the houses and a drain behind—clothes drying and slops emptying, from the windows; girls of fourteen or fifteen, with matted hair, walking about barefoot, and in white great-coats, almost their only covering; boys of all ages, in coats of all sizes and no coats at all; men and women, in every variety of scanty and dirty apparel, lounging, scolding, drinking, smoking, squabbling, fighting, and swearing. In The Rookeries of London (1850) Thomas Beames also described one: The Rookery...

532-470: A gas-works, the debris of a street market, or an open sewer," which often employed those who lived within the rookery. Another factor which created rookeries was the lack of building regulations, or at times the ignorance of such by construction workers. Middle-class houses were too large for single working-class families, so they were often sub-divided to accommodate multiple households - a factor which ran these homes into noise and ruin. The people living in

608-399: A great deal. Oliver Twist (1838) features the rookery at Jacob's Island : ... crazy wooden galleries common to the backs of half a dozen houses, with holes from which to look upon the slime beneath; windows, broken and patched, with poles thrust out, on which to dry the linen that is never there; rooms so small, so filthy, so confined, that the air would seem to be too tainted even for

684-420: A mix of a) the plausibly obvious and b) a little hard data , brought together to produce two broad assertions, for which there is little hard factual evidence. He argues that shared service projects fail (and often end up costing more than they hoped to save) because they cause a disruption to the service flow by moving the work to a central location, creating waste in hand-offs, rework and duplication, lengthening

760-417: A number of relatively small alterations in borough boundaries. London borough councils provide the majority of local government services (schools, waste management, social services, libraries), in contrast to the strategic Greater London Authority , which has limited authority over all of Greater London. In October 2010, Hammersmith & Fulham , Kensington & Chelsea and Westminster announced plans to merge all their services to create
