The American Poolplayers Association ( APA ) is a governing body for amateur pool (pocket billiards) competition in the United States. The APA conducts pool leagues and tournaments in the disciplines of eight-ball and nine-ball with a unified ruleset. The organization was founded in 1981 by professional pool players Terry Bell and Larry Hubbart, with roots dating back to the National Pool League ( NPL ), founded in 1979. The APA bills itself as the largest pool league in the world with a membership of more than 250,000 players in the United States, Canada, Japan, and Singapore. The organization franchises its local league operations worldwide; some of these league operators are former professional pool players, including Ewa Laurance and Jeanette Lee . The APA is headquartered in Lake St. Louis, Missouri .

77-583: The APA employs a proprietary handicapping system called "The Equalizer" that allows players of all abilities to compete with one another on an equal basis. The normal APA team matches consist of five race -format one-on-one competitions (similar to matches in the USA Pool League , and very different from the round-robin format used by the BCA Pool League and VNEA ). In addition to this team play, APA organizers at

154-531: A race and sports book . The casino's sportsbook, the SuperBook, is billed as the largest in the world. The Westgate has various eateries, including fine dining restaurants, a buffet, and a food court. Benihana Village, opened in 1974, is a Japanese-themed area with streams and gardens, with several restaurants centered around its namesake teppanyaki grill. The Westgate's convention center has 225,000 square feet (20,900 m ) of event space, including

231-540: A straight pool (14.1) tradition by opponents racing to a specific number of balls pocketed. Skill levels in nine-ball range from 1 to 9. In higher-level tournament play (except the Junior Championship), male pool players must compete at a skill level of 3 or higher. According to the table above, if Player A is rated a 2 and plays Player B is rated a 6, then Player A wins if he scores 19 points before Player B scores 46 points. Conversely, for Player B to win

308-575: A 40-floor, 1,500-room hotel, as well as a golf course and private homes. Meanwhile, Kirk Kerkorian , the chairman of Trans International Airlines and landlord of Caesars Palace , began formulating plans to build a 1,000-room casino hotel in Las Vegas. After considering several potential locations, he selected the racetrack site, reasoning that it was natural to put a hotel next to the Convention Center. Kratter had decided not to build

385-469: A bet (the "juice" or "vig" taken by the house). For example, Book 1 has Team A as a 3-point favorite, and Book 2 has team B as a 3-point favorite. If a player bets Team B at Book 1, and Team A at Book 2, he will win both bets if either side wins by 2 or fewer points, and will win one bet and lose the other (known as a "side") if either team wins by 3 points. Another strategy, known as arbitrage, or an "arb" or "scalp", involves finding different moneylines for

462-536: A business center. The Westgate station of the Las Vegas Monorail is located at the front of the property. The hotel site was previously part of the grounds of Las Vegas Park , a defunct racetrack. In 1965, the 400-acre (160 ha) track site was purchased by National Equities, a real estate development firm chaired by Marvin Kratter . Kratter announced development plans for the site to include

539-497: A championship using this system is the International GT Open . The advantage of this system over ballast weight systems is that vehicles have the normal performance on track, so better drivers will be able to recover time and overtake slower drivers. Contrarily, horse race handicapping is implemented using extra weight. A handicap race in horse racing is a race in which horses carry different weights, allocated by

616-527: A convention at the hotel. One of the victims, Paula Coughlin , sued the Hilton for providing inadequate security for the convention, and eventually was paid a $ 5.2 million judgment. The lawsuit led Hilton to successfully lobby for the so-called "Tailhook bill", a state law shielding hotels from liability for injuries to patrons caused by third parties. The hotel completed a new 362-foot (110 m), $ 4-million marquee sign in 1994. Later that year, however, it

693-658: A cost of $ 21 million. This made the Las Vegas Hilton the largest hotel in the world , with a total of 3,174 rooms. (The Rossiya Hotel in Moscow had more rooms, but was not deemed to be a larger hotel by the Guinness Book of World Records because many of its rooms were used as dormitories.) It held this title until 1990, when it was surpassed by the Flamingo. In 1984, the hotel completed construction of

770-463: A formula using advanced statistical techniques that has shown consistency correctly predicting NFL winners. Handicapping, as a profession, is very similar to being a stock analyst . Like Wall Street did in the 1970s, the sports handicapping industry is undergoing a quantitative revolution. Many successful handicappers also use money management systems similar to financial investment professionals. The most popular, and mathematically superior, system

847-503: A handicap race is where greyhounds (based on their ability) start from different starting traps set at different measurements from the finish line, and in human foot racing, for example, the Stawell Gift . Some motorsport events, especially in sports car racing , demand teams to stop the vehicle in the pitbox a fixed period of time depending on the drivers' classification, thus giving advantage to less skilled drivers. An example of

Kerkorian announced that he would build a 30-story hotel with 1,510 rooms, at a cost of $ 50 million. Some believed it was very risky to build such a property away from the Strip, but Kerkorian believed that it would spark the development of a "second Strip" along Paradise Road. Kerkorian's hotel would be named

1001-522: A player to start a certain number of games ahead or behind in the match. The calculated match average is a handicap calculated for every motorcycle speedway rider. Handicapping in competitive cycling is most commonly used in track cycling and road racing in Australia and New Zealand. Handicap events are rare outside these two countries. In track cycling, distance-based handicaps are typically used. The highest-profile example of this racing format

1078-424: A player's horsemanship, team play, knowledge of the game, strategy and horses. The difference between the total of the polo handicaps for the players on each team is then used to determine the minimum score difference for the better team to score to enable them to win. In polo, every player is awarded an individual handicap depending on performance. Handicap commissions of the national associations meet several times

1155-455: A points advantage or deficit to make up in the match. Basketball handicapping is often seen in matches that are predicted to be one-sided. Handicapping in the sport of golf enables players and teams of varying abilities to compete against one another. A golf handicap is a numerical measure of a golfer's potential or "average best". Better players are those with the lowest handicaps. Types of chess handicaps include: Handicapping in go includes

1232-601: A square plot while allowing each room to have a satisfactory view. This design was imitated by later Las Vegas hotels such as the Mirage , Mandalay Bay , and Venetian . The International has been cited as the first Las Vegas "megaresort" (though that distinction is often instead credited to the Mirage, opened in 1989). It was the first to house all of the hotel's functions in a single large structure, whereas earlier casinos had housed them in separate buildings. The design of

1309-451: A variety of standards of equipment. Often races, contests or tournaments where this practice is competitively employed are known as Handicaps . Handicapping also refers to the various methods by which spectators can predict and quantify the results of a sporting match. The term is applied to the practice of predicting the result of a competition, such as for purposes of betting against the point spread . A favored team that wins by less than

1386-497: A year to decide players’ handicaps. Argentina: 0 to 10 USA: C (-2), B (-1), B+ (-0.5), A (0), A+ (0.5), 1.0, 1.5, 2 to 10 England: -2 to 10 Handicaps for sailing vessels in sailing races have varied throughout history, and they also vary by country, and by sailing organisation. Sailing handicap standards exist internationally, nationally, and within individual sailing clubs. Sailing race handicaps may be based on vessel capability and-or crew experience, and today typically adjust

1463-410: Is a skill level 2 and Player B is a 6, the scorer first locates the row for skill level 2, then moving across finds the column for skill level 6. The intersection provides for a 2–6 race; meaning the match ends when either Player A wins two games or Player B wins six games. In APA nine-ball, two players compete until one person reaches a score determined by their respective skill level. The scoring

1540-607: Is adjacent to the Las Vegas Convention Center to the south and Las Vegas Country Club to the east. The hotel has 2,956 rooms. The hotel tower is 375 feet (114 m) tall, with 30 floors. The top floor consists of three "Sky Villas" geared towards " high roller " customers, each with a private swimming pool and at least 12,000 square feet (1,100 m ) of space. The casino has 54,923 square feet (5,102.5 m ) of gaming space as of 2017, with 576 slot machines , 38 table games , 10 poker tables, and

1617-429: Is breaking a new rack leading 44–16. In this case, Player A needs three points to win and Player B needs two points to win. The match ends when either player earns the needed points to win regardless of the number of balls remaining on the table. The APA hosts four major international pool tournaments annually. Participants must be APA members (except in the U.S. Amateur Championship), and qualifying for these events

Two of these events are held at the Westgate Las Vegas Resort & Casino in Las Vegas . The APA Poolplayer Championships (formerly known as the National Singles Championships), held in late April/early May, features individual and doubles competition. The APA World Pool Championships in August showcases team (5-8 members), doubles, and Masters (three-player non-handicapped) play. Participants qualify for these events through local tournaments and weekly league play conducted by local APA league operators. The Westgate has hosted these tournaments since 2016. Previously, APA held

1771-437: Is recorded by awarding a single point for pocketing the balls numbered 1 through 8 and two points for the 9-ball. For example, if Player A breaks and makes two balls on the break (not including the 9-ball), that player would have two points for the rack and continue shooting. If the player makes all the balls without missing ("break-and-run"), they score 10 points for the rack (the maximum) as they would have scored eight points for

1848-557: Is the Kelly criterion . It is a formula for maximizing profits and minimizing losses based on payout odds and win probability of the underlying asset . The Kelly criterion is often used to determine units in sports betting which some handicappers assign to weight each prediction. Westgate Las Vegas The Westgate Las Vegas Resort & Casino is a hotel , casino , and timeshare resort in Winchester, Nevada . Located near

1925-539: Is the Melbourne Cup on Wheels . In road cycling, pursuit-style handicaps are most common, and are mostly restricted to grassroots amateur events. In the past, higher-profile national events such as the Melbourne to Warrnambool Classic were run as handicaps, but with larger entry numbers and a preference for scratch racing among elite-level national competitors, these are no longer run as handicaps. Because of

2002-819: Is the only national event open to children and teenagers ages 7–18 at the time of the event. As of 2023, the APA has three international affiliates or branches: the Canadian Poolplayers Association ( CPA ) in Canada and the Japanese Poolplayers Association ( JPA ) in Japan, and the APA of Singapore . Members of these non-U.S. associations are eligible to compete in the annual APA championships. APA has sponsored Team USA in

2079-412: The "whales", the top tier of high rollers. In 1998, Hilton spun off its casino properties, including the Las Vegas Hilton, as Park Place Entertainment . Hilton's timeshare arm, Hilton Grand Vacations , began construction of a complex at the northeast corner of the property in 1998. It opened in 1999 with 230 suites. The hotel also has several retail shops, a wedding chapel, and

2310-478: The Hilton was placed under the banner of Colony's newly formed casino affiliate, Resorts International Holdings , which was headquartered at the property. The Hilton prospered in its first few years under Colony's management, but began losing money in the face of the Great Recession and an oversupply of hotel rooms in Las Vegas. In June 2011, the Hilton began defaulting on payments to Goldman Sachs on

2387-413: The Hilton. The system had been under construction since 2001. Hilton had led the group of hotels that had promulgated the proposal for the monorail as early as 1996. In June 2004, Caesars Entertainment (formerly Park Place) sold the Las Vegas Hilton to Colony Capital for $ 280 million. Colony partnered in the purchase with Goldman Sachs , which also lent $ 200 million of the purchase price. In 2005,

2541-736: The International Hotel, matching the name of Kratter's International Country Club (now the Las Vegas Country Club). He hired airline executive Fred Benninger to oversee the development, and Martin Stern Jr. , who had designed several noted Las Vegas high-rises, as the hotel's architect. The general contractor selected to build the hotel was Taylor Construction Co. Construction began with an elaborate groundbreaking ceremony in February 1968. With planning for

2618-406: The International, but as the Hilton, it soon came to be regarded as the most successful hotel in Las Vegas. An east tower extension with 620 rooms was completed in 1975 at a cost of $ 20 million. In 1977, the hotel opened the Hilton Pavilion, a $ 7.5-million venue for sports and entertainment events, with a seating capacity of up to 5,000 people. A $ 23-million expansion added another 644 rooms to

Colony Capital initially tried to fight against foreclosure of the property, but ultimately concluded that its equity in the LVH was worthless, and agreed to let the foreclosure proceed. Goldman Sachs formed a joint venture with Gramercy Capital to acquire the property. They bought the property at its foreclosure auction in October 2012, where they were

In 2000, Park Place agreed to sell the Hilton to Edward Roski Jr. for $ 365 million. Roski planned to transform the Hilton to shift its focus away from high rollers and toward convention attendees. Many of the performers who worked the International before Presley were upset at their disrupted prospects. Late in 1969, Kerkorian made plans to raise $ 29 million through a secondary offering of International Leisure stock. He needed the money to help pay off loans that he had taken out to purchase major stakes in Metro-Goldwyn-Mayer and Western Airlines . The offering

3388-519: The game. The first very well known sports handicapper in American culture was Jimmy "The Greek" Snyder . During his career he worked for CBS on their Sunday morning show, The NFL Today . Because sports betting had a social taboo at the time, Snyder was not allowed to mention betting on games specifically. Instead, he would predict the score. Over the years the attitude towards sports betting, and handicapping in general, has changed. Billy Walters

3465-619: The handicapper. A better horse will carry a heavier weight, to give him or her a disadvantage when racing against slower horses. The handicapper's goal in assigning handicap weights is to enable all the horses to finish together (in a dead heat). The skill in betting on a handicap horse race is in determining which horse can overcome its handicap. In addition to the Daily Racing Form , other data sources include Brisnet, Equibase, The Ragozin Sheets, and Thoro-Graph. In rugby, one of

Architect Stefan Al described the building's aesthetics as a milestone in the corporatization of Las Vegas: "Characterized by its rectilinear forms and bare surfaces, stripped of ornamentation, this elite form of architecture stood miles away from the Mafia-tainted neon of existing casinos." Architecture critic Alan Hess also noted the simplicity of

Later, during the International's construction, Kerkorian formed the publicly traded company International Leisure to own the two casinos. Howard Hughes , the eccentric billionaire who had purchased several Las Vegas casinos, saw Kerkorian as a rival and the International as unwelcome competition. He attempted to deter Kerkorian from building

3696-543: The hotel's lounge. In keeping with the hotel's name, rooms were furnished with different international decors, with each floor featuring either a Spanish, Italian, or French theme. There was also a complex of international restaurants, offering Bavarian , Italian , Japanese and Mexican cuisines. Employees were outfitted in costumes from different cultures, such as Scottish kilts , Slavic shirts , and French gendarme uniforms. On July 31, 1969, immediately following Streisand's engagement, Elvis Presley performed

3773-435: The importance of drafting in cycling events, riders are usually grouped into a limited number of "bunches" based on previous results, with the bunches containing the weakest riders leaving first. Prizes are typically awarded to the first finishers, first female finisher (in mixed events), and fastest time recorded (who may not have crossed the line first due to the handicapping). There are strategies that involve differences in

3850-416: The lines on the same event at different books. One bet is called a "middle", which when a player finds two books that offer different point spreads for the same event. They will bet the more favorable spread at both books, and if the final score falls between the two, the bettor will win both bets. On the other hand, if the total falls outside the range of the "middle" the bettor only loses a small percentage of

3927-477: The loan. The same month, Hilton Worldwide opted to terminate its franchise agreement with the property, effective at the end of the year, because the facilities had fallen below the standards of the Hilton brand. Goldman Sachs issued a foreclosure notice in September 2011. At Goldman's request, a court appointed a receiver to take control of the property. On January 3, 2012, the Las Vegas Hilton became

The latter event

4081-536: The main race, it is known as the handicap. In the race itself, the participants do not all start at the same "Go"; the starts are staggered, based on the handicaps. The slowest swimmer, or cyclist, for example, starts first and the fastest starts last, making the end of the race (hopefully) close. An ideal handicap race is one in which all participants finish at the same time. The winner is the person who beats his or her own time. Similarly, physically staggered starting positions can be used, for example, in greyhound racing

4158-440: The match, he must score 46 points before Player A scores 19 points. As APA nine-ball is based on points and not games won (contrast with BCA Pool League nine-ball which is based on games won, where the winner of each game is the player pocketing the 9-ball), a match can end before all the balls of a given rack have been pocketed. Using the previous Player A (skill level 2) vs. Player B (skill level 6) example, suppose that Player B

In 1995, the Hilton completed a $ 40-million renovation of its penthouse floor to construct the Sky Villas. The hotel also spent $ 12 million on a new room for baccarat , a favorite game of Asian high rollers. The Hilton at the time was one of only four Las Vegas casinos able to compete for the business of

On the night of February 10, 1981, a major fire occurred at the Hilton. Philip Bruce Cline, a hotel busboy who was under the influence of drugs, set fire to a curtain in an elevator lobby on the eighth floor of the east tower. The fire spread to

It opened in 1969 as the International Hotel , and was known for many years as the Las Vegas Hilton , then briefly as the LVH – Las Vegas Hotel and Casino . From 1981 to 1990, it was the largest hotel in the world. The following table illustrates the number of games needed to be won by each skill level depending on the skill level of their opponent. Skill levels in eight-ball range from 2 to 7. In higher-level tournament play, male pool players must compete at a skill level of 3 or higher. As an example of how to read the table, if Player A

In the past, very few people did any mathematical calculations when handicapping sporting events. Predictions were usually made from hunches or information not readily available to the public. However, with the advancement of technology computers powerful enough to run advanced simulation models now frequent homes and offices. Advanced statistics such as DVOA, Win Shares and Points per Possession are talked about in mainstream media. Brian Burke, author of The Fifth Down blog featured in The New York Times , wrote

The term handicap derives from hand-in-cap , referring to a system wherein players placed bets or money into the cap of a neutral arbiter to reach an agreement as to the relative values of items sought to be traded. In a 'result adjustment' style handicap event,

When these ruses failed, Hughes schemed to buy the project from Kerkorian and halt its construction, but this plan came to nothing. Ultimately, Hughes decided to compete head-on with the International by purchasing

4928-408: The property, along with the next Kerkorian/Stern project, the original MGM Grand Hotel and Casino , had a major influence on the development of the modern casino resort. As gaming historian David G. Schwartz describes it: The casino resorts designed by Kerkorian and Stern became the favored models for both the next generation of Strip resorts and the resorts that, after 1978, could be found throughout

5005-410: The same event. In this case, the bettor will bet the more favorable line at both books, and have a guaranteed profit. For example, if Book 1 considers Team A to be worth +200 (2-to-1 underdog), and Book 2 considers Team B to be worth +200, a bettor can bet Team A at Book 1, and Team B at Book 2, and guarantee a 100% profit. This is a no-risk bet, as the player is guaranteed a profit no matter the result of

5082-399: The teams will start with a points advantage, and one will start with a deficit to make up in the match. If a team starts with the advantage, as long as they finish above the points different covered in the handicap, then your selection will win. The points handicap will be greater due to higher point scoring nature of rugby. With a basketball handicap, you will be backing a team to start with

5159-419: The time a vessel takes to reach the finish point of the race. The ATP, WTA, Challenger, and ITF events have plenty of matches which can be one-sided, which results in short odds being offered with various betting sites. Therefore, there is not ever much value in backing a specific player to win, which is why handicap betting is often popular. Handicap betting in tennis often means that you are wagering funds on
