The Voulet–Chanoine Mission , also called Central African-Chad Mission (French: mission Afrique Centrale-Tchad ), was a French military expedition sent out from Senegal in 1898 to conquer the Chad Basin and unify all French territories in West Africa. This expedition operated jointly with two other expeditions, the Foureau–Lamy and Gentil missions, which advanced from Algeria and Middle Congo respectively. The refusal of the expedition commander and his second-in-command to follow orders from France, their murder of a commanding officer and their subsequent deaths at the hands of their own soldiers cast a dark shadow over France's emerging colonial empire in Africa at the end of the 19th century. The expedition is remembered for its descent into depravity and extreme violence, actions which today would legally be considered war crimes .

104-518: The Voulet–Chanoine Mission to Lake Chad set out from Dakar in November 1898, moving through French Sudan (modern Mali ). It was composed of 50 Senegalese Tirailleurs , 20 spahis (both units recruited in West Africa) and 30 interpreters, but the bulk was formed by 400 auxiliaries and 800 porters that were pressed into service. The force was directed by nine Europeans: the two commanders,

208-637: A Berber language, in which "gher" means "watercourse", confusion could easily arise. Pliny connected these two rivers as one long watercourse which flowed (via lakes and underground sections) into the Nile, a notion which persisted in the Arab and European worlds – and further added the Senegal River as the "Ger" – until the 19th century. While the true course of the Niger was presumably known to locals, it

312-634: A dysentery epidemic broke out. By the end of the first two months the mission had lost 148 bearers to dysentery. Voulet and Chanoine reunited with the expedition in January at Say , the easternmost French post in Sudan (modern Niger ). The column was by now 2,000 men strong, well over the number that their supplies could sustain. Even though they were in French-controlled areas, Voulet's troops started pillaging, looting, raping, and killing. Among

Having achieved their goals, Joalland and Meynier left Chad and returned to French Sudan and the Niger River by November. Joalland, the doctor Henric and

520-421: A last warning, which Klobb ignored. Klobb, after telling his men not to open fire under any circumstances, in full-dress uniform and with his Légion d'honneur medal pinned on his chest, proceeded alone toward Voulet, who kept telling him to go back. To emphasise his warnings Voulet ordered two salvos fired in the air. When Klobb addressed Voulet's men, reminding them of their duties, Voulet threatened them with

624-597: A means to further his career. He actively sought support from French politicians, which was difficult to obtain because conflicts divided and preoccupied the Minister of Colonies André Lebon and the Minister of Foreign Affairs Gabriel Hanotaux . The political crisis of the Dreyfus affair also consumed the attention of French politicians, making it even more difficult for Voulet to be heard. In spite of these obstacles, he successfully obtained approval for his project, with

728-409: A negative impact on the production of these products, and the explosive growth of cattle herds has exacerbated this impact. Cattle are the most important livestock raised, as well as poultry , goats , sheep , camels , horses , and donkeys . The animal husbandry was severely affected by the droughts of the 1970s and 1980s. Fishing has traditionally been the most important economic activity for

832-522: A pistol and ordered them to open fire. Klobb fell, wounded, still ordering his men not to return fire; but his words were truncated by a new salvo that killed Klobb, while his soldiers fled. On the evening of Klobb's assassination, Voulet informed his officers of the clash and, while stripping off his galloons , proclaimed: "I'm no longer a Frenchman, I'm a black chief. With you, I will found an empire" ( Je ne suis plus Français, je suis un chef noir. Avec vous, je vais fonder un empire ). The officers' reaction

936-404: A position that the foot went to the hyenas and the rest of the body to the vultures. On 10 July, after a pursuit of over 2000 km, Klobb arrived at Damangara, near Zinder , where the villagers informed him that Voulet and his men were just a few hours' march ahead. He sent an African sergeant with two soldiers to give Voulet a letter informing him that he had been removed from his position and

1040-518: A radically new African historical perspective, countering the Eurocentric view. A French television movie produced by Serge Moati in 2004, Capitaines des ténèbres , focuses on the column, and especially on its two captains. The film is openly influenced by Joseph Conrad 's 1899 novella Heart of Darkness and in particular by its character Kurtz , of whom Voulet is seen as an incarnation. The material collected for Moati's movie also provides

1144-526: A second letter to Klobb, in which he again told him not to try to come closer. Klobb did not believe the other officers or the riflemen would dare to kill, or let be killed, a superior officer. He was unaware that Voulet had kept the new orders secret, and that as a precaution Voulet had made sure only himself and Chanoine would be present to receive him. Consequently, the following morning, Klobb proceeded with his men to Dankori, where Voulet waited. Upon seeing him, Voulet ordered his men to disperse and sent Klobb

1248-686: A sharp decrease in the amount of water entering the lake. The average annual inflow of the Chari River and the Logone River from 1970 to 1990 was only 55% of that from 1950 to 1970. Since the 1980s, one-third of the water in the Chari River and the Logone River has been diverted and intercepted by the Central African Republic located upstream for agricultural irrigation and hydroelectric power generation. The dams built on

Both had already proved their ruthlessness and efficiency two years before, when they invaded the Mossi Kingdoms and conquered its capital Ouagadougou . The mission was the brainchild of Voulet, who saw it as

There are more than 70 ethnic groups around the lake, most of whom are distributed on the south bank, where the population density exceeds 100/km (260/sq mi). They rely on

1560-513: A titanic individual, reckless and unsubmissive, bloody for reasons of strategy. A very different perspective was taken in 1980 by Abdoulaye Mamani in Sarraounia , the masterpiece of Nigerien fiction. Here the protagonist is not the conqueror, the invader who is openly censured, but the African queen that refuses to submit, and whose heroism is extolled. There is no pretence of impartiality:

It is an important wetland ecosystem in West-Central Africa. The lakeside is rich in reeds and swamps, and the plain along the lake is fertile, making it an important irrigated agricultural area. The lake

The climate of the Lake Chad region is strongly influenced by continental and maritime air masses . The maritime air mass moves northward during the summer, producing seasonal precipitation. In late summer, continental air mass dominate again. The average annual precipitation in

2080-580: Is injected by the Chari , Logone , and Yobe Rivers . The water supply of the lake is seasonal. Most of the precipitation comes from the Adamawa Plateau in the south of the basin, which is transported to the lake basin through the Chari River and the Logone River. The two contribute 95% of the total inflow of Lake Chad, while the Yobe River only contributes less than 2.5%. The lake seeps through

2184-500: Is only slightly salty. The water volume of most large lakes in Africa depends on rainfall and evaporation, which means that temperature and precipitation are crucial for regulating the water balance of these bodies of water, and any fluctuations can cause significant changes in their water level and area. Lake Chad is a shallow inland lake, and the rainfall in the Chad basin is very sensitive to small changes in atmospheric circulation, so

The Niger has different names in the different languages of the region: The earliest use of the name "Niger" for the river is by Leo Africanus in his Della descrittione dell’Africa et delle cose notabili che ivi sono , published in Italian in 1550. Nevertheless, "Nigris" was already the name of a river in West Africa, as mentioned by Pliny

Its source ( Tembakounda ) is 240 km (150 mi) inland from the Atlantic Ocean, but the river runs directly away from the sea into the Sahara Desert , then takes a sharp right turn near the ancient city of Timbuktu and heads southeast to the Gulf of Guinea . This strange geography apparently came about because

An unusual feature of the river is the Inner Niger Delta , which forms where its gradient suddenly decreases. In the 19th century, Lake Chad still had an area of 28,000 km (11,000 sq mi). However, due to climate change and human water diversion, Lake Chad has been greatly reduced since the mid-1970s, and its area has fluctuated between 2,000 and 5,000 km (770 and 1,930 sq mi). 6968-570: The help of his adjutant Chanoine. The four months of delay in the start of the mission—and the very limited funds granted—had dire consequences for the future. Voulet completely ignored the local hierarchies and took liberties with the orders he received, which were anyway very vague—he was asked only to explore the territory between the Niger River and Lake Chad , and put the area "under French protection". The Minister of Colonies merely said, "I don't pretend to be able to give you any instructions on which route to choose or how you are to behave towards

7072-525: The lake are all facing the problem of extreme poverty, and due to the difficulty in meeting their livelihoods, some local residents have been involved in drug and arms trade. This has been exacerbated by the activity of Boko Haram , an insurgency that has displaced millions of people and disrupted development through the region. Cameroon, Niger, Nigeria, and Chad established the Lake Chad Basin Commission on 22 May 1964. The Central African Republic joined in 1996, and Libya joined in 2008. The headquarters of

7176-419: The lower Niger. The northern part of the river, known as the Niger bend , is an important area because it is the major river and source of water in that part of the Sahara. This made it the focal point of trade across the western Sahara and the centre of the Sahelian kingdoms of Mali and Gao . The surrounding Niger River Basin is one of the distinct physiographic sections of the Sudan province, which in turn

7280-470: The middle of the 20th century and overflowed from the Bahr el-Ghazal again. A major drought started in the Sahel region in the late 1960s and caused severe damage in 1972 and 1984. It was thought to be related to vegetation loss, global warming, and sea surface temperature anomalies. During this period, Lake Chad shrunk considerably and fluctuated in the range of 2,000 to 5,000 km (770 to 1,930 sq mi) thereafter. From June 1966 to January 1973,

7384-429: The mission's officers, told Voulet that he had had enough and was leaving; Voulet countered by dismissing him on 29 January 1899 for "lack of discipline and enthusiasm." This decision eventually backfired: on 15 February Peteau wrote a letter to his fiancée that fully detailed the atrocities committed by Voulet and Chanoine that he had witnessed. Peteau's fiancée contacted her local deputy, who promptly sent her letter on to

7488-458: The most brutal episodes was the sacking of the village of Sansanné-Haoussa on 8 January 1899. One hundred and one people were killed, among them thirty women and children, to set an example in retaliation for the wounding of a couple of his soldiers. When at the end of the month the mission left the Niger River to pass into the semi-desert areas extending east, their march became an endless orgy of looting and killing. In January, Lt. Peteau, one of

7592-509: The mystery of the Niger would not be solved for another 25 years, in 1830, when Richard Lander and his brother became the first Europeans to follow the course of the Niger to the ocean. In 1946, three Frenchmen, Jean Sauvy, Pierre Ponty and movie maker Jean Rouch , former civil servants in the African French colonies , set out to travel the entire length of the river, as no one else seemed to have done previously. They travelled from

7696-467: The native chieftains." In the opinion of the British historian G. Regan, this meant "giving carte blanche to two known psychopaths in uniform," especially as Voulet had already told the governor of French Sudan that he meant to crush any resistance by burning villages. When the column reached Koulikoro , on the Niger, it divided. Chanoine led most of the expedition overland across the 600-mile bend of

7800-399: The north. In the south, there is continuous open water at the mouth of the Chari River, and the western part of the water is covered by reed swamps, and the sand dunes that are not completely submerged in the eastern waters form an archipelago. The average depth of the southern lake basin is between .5 and 2 m (1 ft 8 in and 6 ft 7 in), that of the northern lake basin

7904-522: The northeast of Lake Chad. At the beginning of the founding of the country, the Kanem people continued to live a nomadic life until the 11th century, when they were Islamized and settled in Njimi . Through trans-Saharan trade , the power of the Kanem Empire reached its peak in the 13th century, but as the empire declined in the 14th century, its southwestern vassal state of Bornu began to rise, causing

8008-524: The other French officers, due to the military success of the campaign, were able to avoid court-martial . Both Joalland and Meynier went on to have successful careers, and become generals. When, in August 1899, the government made public the atrocities committed by the Voulet's expedition and the murder of Klobb, a storm of indignation arose from the press, and France's claim of a "civilizing mission" in Africa

8112-457: The people of the lake area, which almost ceased during drought periods and only resumed in the mid-1990s. Most fishing products are dried, pickled, or smoked. The natron produced in the depression on the northeast bank of the lake has long been of significant economic significance. Traditionally, it has been excavated in blocks and transported across the lake to enter the Nigerian market. Since

8216-541: The power center of the empire to shift to Bornu around 1400. In the second half of the 16th century, the Bornu Empire began importing firearms from North Africa, consolidating its military hegemony. The Bornu Empire declined in the 18th century, and later lost its western region to the Sokoto Caliphate during the early 19th century. It was later colonised by European powers in the 20th century. Following

8320-408: The present post-colonial states . At the beginning of independence, the countries surrounding Lake Chad not only had a poor economic foundation, but also had more complex ethnic, religious, and political conflicts. Nigeria and Niger , which had just gained independence, experienced continuous coups, while Chad also experienced ongoing civil war. The inability of countries along the lake to consider

8424-481: The protection of Lake Chad has led to a series of environmental problems. The Chad Basin includes Chad , Nigeria, Cameroon , Niger, Sudan , and the Central African Republic . It is an extensional fault depression type rift basin , which can be divided into four secondary structural units : southern depression, northern depression, central uplift, and eastern slope. The southern depression of

8528-453: The rise of settlements like Djenné-Djenno in the Inner Delta, now a World Heritage Site . The region of the Niger bend, in the Sahel , was a key origin and destination for trans-Saharan trade , fueling the wealth of great empires such as the Ghana , Mali, and Songhai Empires . Major trading ports along the river, including Timbuktu and Gao, became centers of learning and culture. Trade to

8632-641: The river – the myth connecting the Niger to the Nile persisted. Many European expeditions to plot the river were unsuccessful. In 1788 the African Association was formed in England to promote the exploration of Africa in the hopes of locating the Niger, and in June 1796 the Scottish explorer Mungo Park was the first European to lay eyes on the middle portion of the river since antiquity (and perhaps ever). He wrote an account in 1799, Travels in

8736-434: The river, while Voulet took the rest of the men downriver to Timbuktu , held by Lieutenant-Colonel Jean-François Klobb , who provided him with another 70 tirailleurs and 20 spahis . Chanoine had increasing difficulties finding provisions for his large column in the arid region where he marched; he started pillaging the villages on the way, and gave orders for anyone trying to escape to be shot. In addition to these troubles,

8840-449: The side of the lake. The archaeological discovery revealed wild grasses, mostly of the tribe Paniceae , and wild rice together with the earliest domesticated Pearl millet in the Lake Chad region, dating to 1200–1000 cal BC . One of the oldest domesticated Pearl millet in West Africa was found in the Chad Basin, charred together with wild grasses, and their era can be traced back to 800–1000 cal BC. Permanent villages were established to

8944-720: The south mainly include cyperus papyrus , etc. Reeds mainly grow in the north where the salinity is high, and the floating plant pistia sometimes covers large areas of open water. Plants such as hyparrhenia rufa grow on the shores of lakes with long floods in the south. The area of permanent vegetation has increased from about 3,800 km (1,500 sq mi) in 2000 to about 5,200 km (2,000 sq mi) in 2020 as water levels have dropped and temperatures have increased. The surrounding dense woodland has been converted to open forest with acacias , baobabs , palms and Indian jujube . The lake has been designated an Important Bird Area (IBA) by BirdLife International . It

9048-504: The south of the lake by 500 BC, and major archaeological discoveries include the Sao civilization . According to the records of Claudius Ptolemy in the mid-2nd century AD, the Romans of the 1st century AD had already come into contact with Lake Chad through their connections with Tunisia, Tripolitania , and Fezzan . By the 5th century AD camels were being used for trans-Saharan trade via

9152-490: The surface area of Lake Chad is greatly affected by climate change. Dry climate due to vegetation loss from overgrazing and deforestation and large-scale irrigation projects that diverted water from the rivers that feed the lake are the main reasons for the shrinkage of Lake Chad. The Atlantic multidecadal oscillation and the El Niño–Southern Oscillation have affected precipitation in the Sahel region. From

9256-533: The time as being the same river. When European colonial powers began to send ships along the west coast of Africa in the 16th and 17th centuries, the Senegal River was often postulated to be the seaward end of the Niger. The Niger Delta, pouring into the Atlantic through mangrove swamps and thousands of distributaries along more than 160 kilometres (100 mi), was thought to be coastal wetlands. It

9360-473: The underground to the lowest point of the Chad Basin, the Bodélé Depression , approximately 480 km (300 mi) northeast of Lake Chad, with the deepest point reaching an elevation of only 155 m (509 ft) above sea level. This takes away most of the salinity and maintains the low salinity of Lake Chad. The southwestern waters of Lake Chad being freshwater, and the water in the northeast

9464-442: The upper reaches of the rivers entering the lake changed the time and scope of seasonal floods and disrupted the migration of fish, resulting in a sharp reduction in the populations of Alestes baremoze and Nile perch , the main catches of Lake Chad, and a significant reduction in the catch. At the same time, the conflicts between countries and ethnic groups competing for water and land are also escalating. The four countries along

9568-409: The water source of Chad Lake for irrigation, breeding, animal husbandry and drinking. Local self-sufficient crops include sorghum , maize , finger millet , beans , and vegetables . Gourd is widely planted for making utensils. The collection of forest products such as gum arabic , honey , beeswax , and firewood is of great significance in the region. However, the reduction in forest area has had

9672-833: The wetlands. At present, most of the large mammals have been hunted to extinction, replaced by a large number of cattle. The entire Chad Basin has 179 species of fish, of which 127 are the same as the Niger River Basin, 85 are the same as the Nile River Basin, 47 are the same as the Congo River Basin , and 84 fish species are distributed in the lake. This makes it a rich fishing ground for communities across Nigeria, Niger, Chad, and Cameroon. The seasonal influx of floods combined with seasonal increases in air temperature leads to decreased salinity, increased turbidity, and increased trophic levels, which catalyzed

9776-535: The worst massacres in French colonial history , he slaughtered all the inhabitants of the town of Birni-N'Konni , killing possibly thousands of people. Klobb followed the trail left by the " infernal column's " passage; a trail of burned villages and charred corpses. He passed trees where women had been hanged, and cooking fires where children had been roasted. He also found the corpses of the expedition's guides; those that had displeased Voulet had been strung up alive in

9880-463: Was a mystery to the outside world until the late 18th century. The connection to the Nile River was made not simply because this was then known as the great river of " Aethiopia " (by which all lands south of the desert were called by Classical writers), but because the Nile like the Niger flooded every summer. Through the descriptions of Leo Africanus and even Ibn Battuta – despite his visit to

9984-403: Was decided at Zinder to split the expedition, with 300 riflemen, Lt. Pallier, Dr. Henric and two French NCOs leaving immediately for French Sudan while the remaining 270 riflemen (who had pledged to continue the mission for another year) put themselves under the command of Lt. Paul Joalland . Klobb's former officer, Lt. Octave Meynier , became Joalland's second and the expedition became known as

10088-469: Was estimated at 25 km /year before the 1980s and at 13.5 km /year during the 1980s. The most important tributary is the Benue River which merges with the Niger at Lokoja in Nigeria. The total volume of tributaries in Nigeria is six times higher than the inflow into Nigeria, with a flow near the mouth of the river standing at 177.0 km /year before the 1980s and 147.3 km /year during

10192-464: Was far from enthusiastic, and their mood infected the troop. On July 16 an informer told Voulet that the troop was about to mutiny. Voulet and Chanoine assembled the riflemen, and after shooting the informer in front of the troop—for informing him too late of the impending mutiny—Voulet harangued the soldiers about their duty to obey their leaders, while at the same time shooting at them. The Senegalese returned fire, killing Chanoine, but Voulet escaped into

10296-520: Was formed by the depression of the African Shield . The floor of the basin is made of Precambrian bedrock covered by more than 3,600 m (11,800 ft) of sedimentary deposits. For most of the Quaternary , the basin had abundant water sources. Towards the end of this period the climate became drier. Around 20,000–40,000 years ago, eolianite sand dunes began to form in the north of

10400-563: Was now in command, decided to take Zinder , then the biggest town in present-day Niger and a former vassal of the Bornu Empire ; Pallier defeated the local ruler sarki Amadou, and took the city on July 30. Shortly afterwards, Pallier left Zinder with 300 riflemen to make a reconnaissance of the route to Lake Chad , but was forced by a mutiny among his men to make a premature return to the city. The soldiers had threatened to kill him if he didn't immediately take them back to Zinder and promise to send them back to French Sudan . Consequently, it

10504-439: Was only with the 18th-century visits of Mungo Park , who travelled down the Niger River and visited the great Sahelian empires of his day, that Europeans correctly identified the course of the Niger and extended the name to its entire course. The modern nations of Nigeria and Niger take their names from the river, marking contesting national claims by colonial powers of the "upper", "lower" and "middle" Niger river basin during

10608-578: Was tarnished, as was the army, whose prestige was already considerably weakened by the Dreyfus affair . The expedition's eventual success greatly reduced the public indignation; and when the Radical MP Paul Vigné d'Octon proposed in the National Assembly on December 7, 1900 the formation of a parliamentary commission of inquiry, the government rejected the request as being "dangerous and purposeless". An enquiry requested by

10712-445: Was to return home immediately; to this Voulet replied that he had 600 guns against his (Klobb's) fifty, and would use them if he dared to come near. Voulet and Chanoine were careful not to inform the other officers of Klobb's letter, and in the following days kept them occupied in raids. On July 13 he conducted his last massacre: after a villager killed two of his men, Voulet had 150 women and children slaughtered. The same evening he wrote

10816-743: Was used to illustrate Rouch's subsequent book "Le Niger En Pirogue" (Fernand Nathan, 1954), as well as Sauvy's "Descente du Niger" (L'Harmattan, 2001). A typewriter was brought as well, on which Ponty produced newspaper articles he mailed out whenever possible. The water in the Niger River basin is partially regulated through dams. In Mali the Sélingué Dam on the Sankarani River is mainly used for hydropower but also permits irrigation. Two diversion dams, one at Sotuba just downstream of Bamako , and one at Markala , just downstream of Ségou , are used to irrigate about 54,000 hectares. In Nigeria
