The Disaster Assistance Response Team (DART) (French: Équipe d'intervention en cas de catastrophe (EICC) ) is a rapidly deployable team of 200 Canadian Forces personnel. It provides assistance to disaster-affected regions for up to 40 days. DART's headquarters is located in Kingston, Ontario . DART was created by the Canadian government in 1996 in the aftermath of the inadequate response to the 1994 Rwandan genocide , when Canada's aid arrived after the peak of a cholera epidemic. The government determined that it would be of the utmost importance in many disasters if it was able to rapidly deploy a group of people until long-term aid arrived. DART has an annual budget of CA$ 500,000 , although during specific incidents the Parliament of Canada can choose to temporarily allocate millions of dollars to DART to fund their response effort. For example, Operation Torrent , the aid mission to Turkey in the wake of the 1999 earthquake which left 17,000 people dead, saw CA$ 15 million used by DART in the response.

1089-399: A duplication of the work of other agencies, but donors reacted favourably, contributions increased, and this decision would mark the beginning of CARE's shift towards a broader mandate. Between the first deliveries of 1946 and the last European deliveries of 1956, millions of CARE Packages were distributed throughout Europe, over 50% of them to Germany including many delivered as part of

1210-683: A few communities. CARE's programmes during this era focused largely on the construction of schools and nutrition centres, and the continued distribution of food. Nutrition centres in particular would become one of CARE's major areas of concentration, linking with school feeding programs and nutrition education aimed at new mothers. In 1975 CARE implemented a multi-year planning system, again allowing programmes to become both broader and deeper in scope. Projects became increasingly multi-faceted, providing for example not only health education but also access to clean water and an agricultural program to improve nutrition. The multi-year planning system also increased

1331-504: A lack of basic goods and services such as food, clean water, and health care. As CARE's scope expanded both geographically and topically this approach was expanded to include the view that poverty was in many cases caused by social exclusion , marginalization, and discrimination . CARE's well-known "I am Powerful" campaign launched in the US in September 2006 and was intended to bring public attention to the organization's long-standing focus on women's empowerment . The five permanent members hold veto power over UN resolutions, allowing

8954-485: The development of "self-help" packages containing tools for farming, carpentry, and other trades. In 1953, because of its expansion to projects outside Europe, CARE changed the meaning of its acronym to "Cooperative for American Remittances to Everywhere". As Europe recovered economically, CARE faced the need to re-evaluate its mission: in 1955 several board members argued that with the European recovery CARE's mandate

9075-883: The eighth secretary-general, Ban Ki-moon , the UN intervened with peacekeepers in crises such as the War in Darfur in Sudan and the Kivu conflict in the Democratic Republic of the Congo and sent observers and chemical weapons inspectors to the Syrian Civil War . In 2013, an internal review of UN actions in the final battles of the Sri Lankan Civil War in 2009 concluded that the organization had suffered

9196-500: The employee's nationality. In practice, the International Civil Service Commission , which governs the conditions of UN personnel, takes reference to the highest-paying national civil service. Staff salaries are subject to an internal tax that is administered by the UN organizations. The General Assembly is the primary deliberative assembly of the UN. Composed of all UN member states ,

9317-629: The end of the mission in mid-December 1998, DART had delivered 250,000 pounds of food and medical supplies throughout the valley. They also produced thousands of litres of clean drinking water and chlorinated local wells supporting approximately 15,000 people. Working with the medical personnel in Honduras, DART treated about 7,500 patients for ailments such as respiratory infections , conjunctivitis , skin infections , diarrhoea , parasitic infections and intestinal infections . It also helped repair roads, bridges and electrical systems. DART responded to

9438-466: The engineering, medical aid and mapping in Nepal after the 7.8 magnitude earthquake struck. This new body was named CARE International and met for the first time on January 29, 1982, with CARE Canada, CARE Germany, CARE Norway, and CARE USA (formerly simply CARE) in attendance. CARE International would expand significantly during the 1980s, with the addition of CARE France in 1983; CARE International UK in 1985; CARE Austria in 1986; and CARE Australia, CARE Denmark, and CARE Japan in 1987. Along with broader development work CARE's projects in

9680-492: The face of threats from the US to withhold its UN dues. Though the UN Charter had been written primarily to prevent aggression by one nation against another, in the early 1990s the UN faced several simultaneous, serious crises within Somalia, Haiti, Mozambique, and the nations that previously made up Yugoslavia. The UN mission in Somalia was widely viewed as a failure after the United States' withdrawal following casualties in

9801-504: The failure of UN mediation in conflicts in the Middle East , Vietnam , and Kashmir , the UN increasingly shifted its attention to its secondary goals of economic development and cultural exchange. By the 1970s, the UN budget for social and economic development was far greater than its peacekeeping budget. After the Cold War, the UN saw a radical expansion in its peacekeeping duties, taking on more missions in five years than it had in

9922-751: The first group of volunteers, who would later be deployed to development projects in Colombia . The Peace Corps assumed greater control over the training of Peace Corps Volunteers in subsequent missions, but CARE continued to provide country directors to the Peace Corps until CARE-Peace Corps joint projects ended in 1967. In 1962 CARE merged with and absorbed the medical aid organization MEDICO, which it had been working closely with for several years previously. The merger considerably increased CARE's capacity to deliver health programming including trained medical personnel and medical supplies. During this transition

10164-511: The form of CARE Packages , which were at first delivered to specific individuals: the US people paid $ 10 to send a CARE Package of food to a loved one in Europe, often a family member. President Truman bought the first CARE package. CARE guaranteed delivery within four months to anyone in Europe, even if they had left their last known address, and returned a signed delivery receipt to the sender. Because European postal services were unreliable at

10285-465: The injured), is not a DART responsibility. This is apparent from the fact that they do not have trauma surgeons, SAR assets, firefighters or other professionals who would be of critical importance during the very first days after a disaster. Rather, the job of DART is to mitigate the impact of the lack of critical infrastructure after a disaster. DART responded to the magnitude 7.6 2005 Kashmir earthquake on October 8, 2005. On October 14, three days after

10406-557: The largest and oldest humanitarian aid organizations focused on fighting global poverty. In 2019, CARE reported working in 104 countries, supporting 1,349 poverty -fighting projects and humanitarian aid projects, and reaching over 92.3 million people directly and 433.3 million people indirectly. Progress towards these goals, which were to be met by 2015, was ultimately uneven. The 2005 World Summit reaffirmed

10648-476: The local, national, and international levels for policy change and the rights of poor people. Within each of these areas, CARE focuses on empowering and meeting the needs of women and girls and promoting gender equality . CARE International is a confederation of eighteen CARE national members, each of which is registered as an autonomous non-profit non-governmental organization in its own country, two candidate members and one affiliate member. CARE, then

10769-403: The model by adapting the model of Accumulating Savings and Credit Associations . The model involve groups of about 15–30 people who regularly save and borrow using a group fund. 10890-516: The most affected by the tsunami. The Canadian government estimates that 105,560 out of the 600,000 people living in the city had been forced to seek temporary shelter. An estimated 10,400 deaths occurred as a result of the earthquake. The DART team brought four water purification units, which can provide up to 200,000 litres of clean water per day. It also provided primary medical care, some special engineering capabilities, and communications between DART, Sri Lanka and other relief organizations. The mission

11011-594: The operation, as well as its cost-effectiveness, was criticized for its excessive emphasis on technological solutions rather than on broader local primary-care needs - a type of criticism that Canada's emergency response has received as early as its relief operations in 1985 following the Mexico City earthquake and more specifically in regards to the belated deployment of DART in 2004 to the Asia-Pacific tsunami disaster (see Operation Structure (Sri Lanka), 2004). It

11253-506: The organization held its first public debate between candidates for secretary-general. On 1 January 2017, Portuguese diplomat António Guterres , who had previously served as the UN High Commissioner for Refugees , became the ninth secretary-general. Guterres has highlighted several key goals for his administration, including an emphasis on diplomacy for preventing conflicts, more effective peacekeeping efforts, and streamlining

11374-494: The organization in a new direction. Twenty-two of CARE's forty-two missions were closed, mostly in European countries, and efforts were concentrated on food distribution and emergency response in the developing world. In 1956 CARE distributed food to refugees of the Hungarian Revolution of 1956 , and this would be among the last of CARE's operations in Europe for many years. With a broadened geographic focus came

11495-482: The organization to be more responsive and versatile to international needs. On 13 June 2019, the UN signed a Strategic Partnership Framework with the World Economic Forum in order to "jointly accelerate" the implementation of the 2030 Agenda for Sustainable Development . Deliveries to China and Korea followed, which CARE described as aid to areas "implicated by WWII". In 1949 CARE entered the developing world for the first time, launching programs in the Philippines . Projects in India , Pakistan , and Mexico began soon after. 1949 also marked CARE's first expansion into non-food aid with

11737-488: The original CARE Package was phased out. The last food package was delivered in 1967 and the last tools package in 1968. Over 100 million CARE Packages had been delivered worldwide since the first shipment to France. Although 1968 marked the official "retirement" of the CARE Package the format would occasionally be used again, for example in CARE's relief to the republics of the former Soviet Union and to survivors of

11858-524: The plenary meetings. Previously, Churchill had urged Roosevelt to restore France to its status of a major power after the liberation of Paris in August 1944. The drafting of the Charter of the United Nations was completed over the following two months, and it was signed on 26 June 1945 by the representatives of the 50 countries. The UN officially came into existence on 24 October 1945, upon ratification of

11979-553: The post, but over the years it has become accepted that the position shall be held for one or two terms of five years. The current secretary-general is António Guterres of Portugal, who replaced Ban Ki-moon in 2017. The International Court of Justice (or ICJ), sometimes known as the World Court, is the primary judicial organ of the UN. It is the successor to the Permanent Court of International Justice and occupies

12100-653: The post-war world. At the subsequent meeting of the Inter-Allied Council in London on 24 September 1941, the eight governments in exile of countries under Axis occupation , together with the Soviet Union and representatives of the Free French Forces , unanimously adopted adherence to the common principles of policy set forth by Britain and the United States. Roosevelt and Churchill met at

Although the organization had originally intended to deliver packages only to specified individuals, within a year CARE began delivering packages addressed for example "to a teacher" or simply "to a hungry person in Europe". These unspecified donations continued and in early 1948 CARE's board voted narrowly to officially move towards unspecified donations and to expand into more general relief. Some founding member agencies disagreed with this shift, arguing that more general relief would be

12463-532: The previous four decades. Between 1988 and 2000, the number of adopted Security Council resolutions more than doubled, and the peacekeeping budget increased by more than tenfold. The UN negotiated an end to the Salvadoran Civil War , launched a successful peacekeeping mission in Namibia , and oversaw democratic elections in post- apartheid South Africa and post- Khmer Rouge Cambodia. In 1991,

12584-472: The public to make microloans , including green loans, to entrepreneurs in Africa and Asia. It avoids many of the criticisms levelled at Kiva.org . CARE also marked its 50th anniversary in 1994. CARE expanded

Sri Lanka suffered tremendously as a result of the earthquake, the Canadian government stated that their relief efforts were to be concentrated there. They set up their main camp in a former sugar factory. Ampara is cited as being one of

12826-412: The remainder of the team into the affected area. Although DART's goals may be well-intended there have been critiques of this program. It is costly, which comes with the nature of military intervention. Furthermore, although it does align with Canada's foreign policy of the three Ds (defence, diplomacy, and development) it does not help with the global health inequity. In October 1998, Hurricane Mitch ,

12947-405: The same year. After pressure from the public and Congress, President Harry S. Truman agreed to let private organizations provide relief for those starving due to the war. Donald M. Nelson

13068-651: The scope for country-wide projects and partnerships with local governments. A 1977 project for example provided for the construction of over 200 pre-schools and kindergartens throughout Chile over several years, jointly funded by CARE and the Chilean Ministry of Education . Although CARE had opened an office in Canada in 1946, it was not until the mid-1970s that the organization truly started to become an international body. CARE Canada (initially Care of Canada) became an autonomous body in 1973. In 1976 CARE Europe

13189-440: The time these signed receipts were sometimes the first confirmation that the recipient had survived the war. The first CARE Packages were in fact surplus "Ten-in-One" US army rations packs (designed to contain a day's meals for ten people). In early 1946 CARE purchased 2.8 million of these warehoused rations packs, originally intended for the invasion of Japan , and began advertising in America. On May 11, 1946, six months after

The pilot project was called Mata Masu Dubara and CARE Niger developed

13431-416: The widespread decolonization in the 1960s. Since then, 80 former colonies have gained independence, including 11 trust territories that had been monitored by the Trusteeship Council . By the 1970s, the UN's budget for economic and social development programmes vastly exceeded its spending on peacekeeping . After the end of the Cold War in 1991, the UN shifted and expanded its field operations, undertaking

13552-404: The world stage. The office has evolved into a dual role of an administrator of the UN organization and a diplomat and mediator addressing disputes between member states and finding consensus to global issues . 13673-409: The world's poor are disproportionately female and because women's empowerment is thought to be an important driver of development. CARE also emphasizes that it considers working with boys and men an important part of women's empowerment, and that women's empowerment benefits both genders. CARE's core sectors for emergency response are Food Security, Shelter, WASH and Sexual & Reproductive Health. CARE

13915-842: Was established after World War II with the aim of preventing future world wars , and succeeded the League of Nations , which was characterized as being ineffective. On 25 April 1945, 50 nations assembled in San Francisco , California, for a conference and initialised the drafting of the UN Charter , which was adopted on 25 June 1945. The charter took effect on 24 October 1945, when the UN began operations. CARE Norway had been created in 1980, and CAREs in Italy and the UK were established. The popularity of CARE offices in Europe was attributed to the fact that many Europeans remembered receiving CARE assistance themselves between 1945 and 1955. In 1979 planning began for

14157-551: Was expected to last six weeks. Their first task was to supply hospitals with potable water, (which they hoped to achieve by using their water purification units, which can purify 150,000 to 200,000 litres per day). Thus far, DART has treated 5,800 patients and produced more than 2.5 million litres of purified water. They have also helped repair schools, clear rubble, build temporary shelters and repair fishing boats and water mains in Sri Lanka. The lack of an immediate response by what

14278-476: Was finished and the organization should dissolve. Other Board members however felt that CARE's mission should continue albeit with a new focus on the developing world. In July 1955 the Board of Directors voted to continue and expand CARE projects outside of Europe. Paul French , CARE's executive director at the time, resigned over the debate. New executive director Richard W. Reuter took over in 1955 and helped lead

14399-447: Was re-elected on 8 June 2021. The organization is financed by assessed and voluntary contributions from its member states. The UN, its officers, and its agencies have won multiple Nobel Peace Prizes , although other evaluations of its effectiveness have been contentious. Some commentators believe the organization to be a leader in peace and human development, while others have criticized it for ineffectiveness, bias, and corruption . In

14520-479: Was supposed to be a rapid-response unit aroused significant criticism. Although the DART team was ready to leave within 24 hours of when the disaster struck, the government took two days to announce that the team would be dispatched, and it took nearly two weeks for DART to actually leave for Sri Lanka, due to a lack of available air transport. These delays notwithstanding, the DART chief, Michael Voith, commended DART's work, saying: "What I can tell you after this mission

14641-532: Was the first executive director, but then William N. Haskell served as executive director from late 1945 until 1947. In February 1946, William N.
