151-734: The term Auswärtiges Amt was the name of the Foreign Office established in 1870 by the North German Confederation , which then became the German Empire 's Foreign Office in 1871. It is still the name of the German foreign ministry today. From 1871 to 1919, the Foreign Office was led by a Foreign Secretary, and since 1919, it has been led by the Foreign Minister of Germany. The Auswärtiges Amt

302-645: A blue-water navy was vital for global power projection; Tirpitz had his books translated into German, while Wilhelm made them required reading for his advisors and senior military personnel. However, it was also an emotional decision, driven by Wilhelm's simultaneous admiration for the Royal Navy and desire to surpass it. Bismarck thought that the British would not interfere in Europe, as long as its maritime supremacy remained secure, but his dismissal in 1890 led to

453-592: A grenade at the Archduke's car and injured two of his aides. The other assassins were also unsuccessful. An hour later, as Ferdinand was returning from visiting the injured officers in hospital, his car took a wrong turn into a street where Gavrilo Princip was standing. He fired two pistol shots, fatally wounding Ferdinand and his wife Sophie . According to historian Zbyněk Zeman , in Vienna "the event almost failed to make any impression whatsoever. On 28 and 29 June,

604-540: A guerrilla warfare campaign and only surrendered two weeks after the armistice took effect in Europe. Before the war, Germany had attempted to use Indian nationalism and pan-Islamism to its advantage, a policy continued post-1914 by instigating uprisings in India , while the Niedermayer–Hentig Expedition urged Afghanistan to join the war on the side of Central Powers. However, contrary to British fears of

755-634: A "closer federation" ( ein engerer Bund ) in Germany north of the river Main. Bismarck had already agreed on this limitation with the French emperor Napoleon III prior to the peace talks. On 18 August 1866, Prussia and a larger number of North and Central German states signed the North German Confederation Treaty establishing a Bündnis (alliance). The treaty created a military alliance for one year. It also affirmed that

906-750: A German government was reestablished in the western zones, the Federal Republic of Germany, which in its first years had very limited powers. In October 1949, the German Democratic Republic was founded in what had been the Soviet zone. Whereas Georg Dertinger had already been appointed the first minister of foreign affairs of East Germany in 1949, due to the Allied occupation statute the Auswärtiges Amt of West Germany

1057-408: A change in policy and an Anglo-German naval arms race began. Despite the vast sums spent by Tirpitz, the launch of HMS  Dreadnought in 1906 gave the British a technological advantage. Ultimately, the race diverted huge resources into creating a German navy large enough to antagonise Britain, but not defeat it; in 1911, Chancellor Theobald von Bethmann Hollweg acknowledged defeat, leading to

1208-707: A crucial role in the preparation of German reunification . In 2000 the Foreign Office returned to Berlin where it took up quarters in the former Reichsbank building , which from 1959 to 1990 had served as the seat of the Central Committee of the Socialist Unity Party of Germany and was enlarged by a newly built annex. The former ministry in Bonn was retained as a secondary seat. The Foreign Office has always stressed its continuity and traditions going back to 1870. A report entitled The Ministry and

1359-561: A different approach. Prussia incorporated (in October 1866) only the former military opponents Hannover, Hesse-Kassel, Nassau, the free city of Frankfurt, and the Hesse-Homburg area of Hesse Darmstadt. These areas were combined into the two new Prussian provinces of Hannover and Hesse-Nassau. Schleswig and Holstein also became a Prussian province. Bismarck sought advice from conservative and democratic politicians and finally presented

1510-613: A direct threat. The 1908–1909 Bosnian Crisis began when Austria annexed the former Ottoman territory of Bosnia and Herzegovina , which it had occupied since 1878. Timed to coincide with the Bulgarian Declaration of Independence from the Ottoman Empire, this unilateral action was denounced by the European powers, but accepted as there was no consensus on how to resolve the situation. Some historians see this as

1661-447: A disproportionate number coming from the aristocracy. The overrepresentation of aristocrats together with its overwhelming upper-class character gave the Auswärtiges Amt an elitist cachet, and made the Auswärtiges Amt into one of the most prestigious institutions in Germany. Because of its upper-class composition, the diplomats could afford extremely expensive clothes, and the men of Auswärtiges Amt were generally considered to

1812-503: A draft constitution to the other state governments. At the same time, in late 1866, Prussia and the other states prepared the election of a North German parliament. This konstituierender Reichstag was elected in February 1867 based on state laws. The konstituierender Reichstag gathered from February to April. In close talks with Bismarck, it altered the draft constitution in some significant points. The konstituierender Reichstag

1963-418: A gap between the German armies as they closed on Paris. The French army, reinforced by the British expeditionary corps, seized this opportunity to counter-attack and pushed the German army 40 to 80 km back. Both armies were then so exhausted that no decisive move could be implemented, so they settled in trenches, with the vain hope of breaking through as soon as they could build local superiority. In 1911,

2114-655: A national parliament with universal suffrage (for men above the age of 25), the Reichstag . Another important organ was the Bundesrat , the 'federal council' of the representatives of the state governments. To adopt a law, a majority in the Reichstag and in the Bundesrat was necessary. This gave the allied governments, meaning the states (and, depending on the state, their princes), an important veto. Executive power

2265-548: A possibility. This was accentuated by British and Russian support for France against Germany during the 1911 Agadir Crisis . German economic and industrial strength continued to expand rapidly post-1871. Backed by Wilhelm II, Admiral Alfred von Tirpitz sought to use this growth to build an Imperial German Navy , that could compete with the British Royal Navy . This policy was based on the work of US naval author Alfred Thayer Mahan , who argued that possession of

2416-834: A revolt in India, the outbreak of the war saw a reduction in nationalist activity. Leaders from the Indian National Congress and other groups believed support for the British war effort would hasten Indian Home Rule , a promise allegedly made explicit in 1917 by Edwin Montagu , the Secretary of State for India . In 1914, the British Indian Army was larger than the British Army itself, and between 1914 and 1918 an estimated 1.3 million Indian soldiers and labourers served in Europe, Africa, and

2567-516: A significant escalation, ending any chance of Austria cooperating with Russia in the Balkans, while also damaging diplomatic relations between Serbia and Italy. Tensions increased after the 1911–1912 Italo-Turkish War demonstrated Ottoman weakness and led to the formation of the Balkan League , an alliance of Serbia, Bulgaria, Montenegro , and Greece . The League quickly overran most of

2718-472: A similar sort of secession crisis within a united Germany and use it as a pretext to launch a violent repression against Catholicism throughout Germany. Thus, it was Bismarck's intention to make the new federal state look like a confederation in the tradition of the German Confederation and explains the name of the country and several provisions in the draft constitution — Bismarck needed to make

2869-605: A state became a reality in August 1866, following the North German Confederation Treaty , initially as a military alliance only, while its first federal constitution establishing a constitutional monarchy with the Prussian king holding as the head of state the Bundespräsidium was adopted on 1 July 1867. Laws could only be enabled with the consent of the Reichstag (a parliament based on universal male suffrage) and

3020-436: A university degree, preferably in jurisprudence and needed to prove that one had a considerable private income. In 1880, a candidate had to prove that he had a private income of at least 6,000 marks /annum in order to join; by 1900, the requirement was 10,000 marks/annum and by 1912, a candidate needed at least 15,000 marks/annum to join. This requirement explains why so many German diplomats married richer women because without

3171-478: A war on two fronts; the Schlieffen Plan envisaged using 80% of the army to defeat France, then switching to Russia. Since this required them to move quickly, mobilization orders were issued that afternoon. Once the German ultimatum to Russia expired on the morning of 1 August, the two countries were at war. At a meeting on 29 July, the British cabinet had narrowly decided its obligations to Belgium under

3322-402: A weak Ottoman government, rather than an ambitious Slav power like Bulgaria . Russia had ambitions in northeastern Anatolia while its clients had overlapping claims in the Balkans. These competing interests divided Russian policy-makers and added to regional instability. Austrian statesmen viewed the Balkans as essential for the continued existence of their Empire and saw Serbian expansion as

3473-455: A whole, the Somme offensive led to an estimated 420,000 British casualties, along with 200,000 French and 500,000 Germans. The diseases that emerged in the trenches were a major killer on both sides. The living conditions led to disease and infection, such as trench foot , lice , typhus , trench fever , and the ' Spanish flu '. At the start of the war, German cruisers were scattered across

3624-508: Is known, however, that from 1908 to 1913, military spending by the six major European powers increased by over 50% in real terms. The years before 1914 were marked by a series of crises in the Balkans, as other powers sought to benefit from the Ottoman decline. While Pan-Slavic and Orthodox Russia considered itself the protector of Serbia and other Slav states, they preferred the strategically vital Bosporus straits to be controlled by

3775-524: Is not to be confused with his uncle, Chancellor Bernhard von Bülow ). The replacement of Schubert with Bülow marked the ascendency of the more nationalistic fraction within the Auswärtiges Amt who favored a more confrontational foreign policy with regards to France. In May 1932 Baron Konstantin von Neurath was appointed foreign minister in the "Cabinet of the President's Friends" headed by Franz von Papen . Neurath continued on as Foreign Minister under

3926-706: The Auswärtiges Amt had belonged to the NSDAP, but justified their employment as: "I could not build up a Foreign Office without relying upon such skilled men". Upon Willy Brandt 's taking office as Foreign Minister in the Grand coalition under Kurt Georg Kiesinger starting in 1966, the office was usually connected with the position of the Vice-Chancellor . From 1974 until 1992—with a short pause in 1982— Hans-Dietrich Genscher served as Foreign Minister and continued to champion Brandt's Ostpolitik while also playing

4077-683: The Auswärtiges Amt was responsible for the country's foreign policy under Emperor Wilhelm II , and played a key role in the Reich' s pursuit of Weltpolitik (World Politics), under which Germany sought to become the world's dominant power. The Auswärtiges Amt was split into three factions competing against one another, namely one faction of men loyal to Bismarck, another faction loyal to Friedrich von Holstein , and yet another faction led by Prince Philipp von Eulenburg and Prince Bernhard von Bülow , who would later become chancellor. This constant plotting and scheming between these factions weakened

4228-406: The Auswärtiges Amt when he was not around. Bismarck would not accept opinions contrary to his own, and only those diplomats who were devoted to him rose to high rank. Bismarck greatly valued accurate information, and as such diplomats tended to report what they believed to be the truth back to Berlin. Right from the start, the Auswärtiges Amt was very socially exclusive. To join, one needed

4379-574: The Schutzkorps was established, and carried out the persecution of Serbs. The assassination initiated the July Crisis, a month of diplomatic manoeuvring between Austria-Hungary, Germany, Russia, France and Britain. Believing that Serbian intelligence helped organise Franz Ferdinand's murder, Austrian officials wanted to use the opportunity to end their interference in Bosnia and saw war as

4530-641: The World War . In August 1914, the magazine The Independent wrote "This is the Great War. It names itself". In October 1914, the Canadian magazine Maclean's similarly wrote, "Some wars name themselves. This is the Great War." Contemporary Europeans also referred to it as " the war to end war " and it was also described as "the war to end all wars" due to their perception of its unparalleled scale, devastation, and loss of life. The first recorded use of

4681-695: The Australian Naval and Military Expeditionary Force landed on the island of New Britain , then part of German New Guinea . On 28 October, the German cruiser SMS  Emden sank the Russian cruiser Zhemchug in the Battle of Penang . Japan declared war on Germany before seizing territories in the Pacific, which later became the South Seas Mandate , as well as German Treaty ports on

4832-549: The Federal Council ( Bundesrat , a representation of the states). During the initial three and a half years of the Confederation, a conservative-liberal cooperation undertook important steps to unify (Northern) Germany with regard to law and infrastructure. The designed political system and the political parties remained essentially the same also after 1870. Shortly after its inception, tensions emerged between

4983-707: The French Third Republic , which earned him—together with Aristide Briand —the 1926 Nobel Peace Prize . In an important sign of changed emphasis within the Auswärtiges Amt , in July 1930 Carl von Schubert  [ de ] , the State Secretary (the number #2 man in the Auswärtiges Amt ) and Stresemann's right-hand man was fired and replaced with the "crudely nationalist" Prince Bernhard Wilhelm von Bülow  [ de ] (who

5134-769: The Great War , was a global conflict between two coalitions: the Allies (or Entente) and the Central Powers . Fighting took place mainly in Europe and the Middle East , as well as in parts of Africa and the Asia-Pacific , and in Europe was characterised by trench warfare ; the widespread use of artillery , machine guns, and chemical weapons (gas); and the introductions of tanks and aircraft . World War I

5285-721: The Rüstungswende or 'armaments turning point', when he switched expenditure from the navy to the army. This decision was not driven by a reduction in political tensions but by German concern over Russia's quick recovery from its defeat in the Russo-Japanese War and subsequent 1905 Russian Revolution . Economic reforms led to a significant post-1908 expansion of railways and transportation infrastructure, particularly in its western border regions. Since Germany and Austria-Hungary relied on faster mobilisation to compensate for their numerical inferiority compared to Russia,

5436-593: The Treaty of Frankfurt . For most of 1815–1833, Austria and Prussia worked together and used the German Confederation as a tool to suppress liberal and national ambitions in the German population. The first major step towards a Lesser German solution was the Zollverein , a customs union formed by the treaties of 1833, with Prussia being the primary driver behind the customs union. Although it

5587-775: The United States entered the war on the Allied side following Germany's resumption of unrestricted submarine warfare against Atlantic shipping. Later that year, the Bolsheviks seized power in the Russian October Revolution , and Soviet Russia signed an armistice with the Central Powers in December, followed by a separate peace in March 1918. That month, Germany launched an offensive in

5738-690: The Wannsee Conference in January 1942, the Auswärtiges Amt was represented by Martin Luther , who agreed that the Auswärtiges Amt would do everything within its power to persuade the governments of neutral and allied states to hand over their Jewish populations to be exterminated. Later on in 1942, Ambassador Otto Abetz arranged for the deportation of 25,000 French Jews to the death camps in Poland while Ambassador Hanns Ludin arranged for

5889-487: The hydrophone and depth charges were introduced, destroyers could potentially successfully attack a submerged submarine. Convoys slowed the flow of supplies since ships had to wait as convoys were assembled; the solution was an extensive program of building new freighters. Troopships were too fast for the submarines and did not travel the North Atlantic in convoys. The U-boats sunk more than 5,000 Allied ships, at

6040-821: The tank . After the First Battle of the Marne in September 1914, Allied and German forces unsuccessfully tried to outflank each other, a series of manoeuvres later known as the " Race to the Sea ". By the end of 1914, the opposing forces confronted each other along an uninterrupted line of entrenched positions from the Channel to the Swiss border. Since the Germans were normally able to choose where to stand, they generally held

6191-588: The 1839 Treaty of London did not require it to oppose a German invasion with military force; however, Prime Minister Asquith and his senior Cabinet ministers were already committed to supporting France, the Royal Navy had been mobilised, and public opinion was strongly in favour of intervention. On 31 July, Britain sent notes to Germany and France, asking them to respect Belgian neutrality; France pledged to do so, but Germany did not reply. Aware of German plans to attack through Belgium, French Commander-in-Chief Joseph Joffre asked his government for permission to cross

6342-563: The 1879 Dual Alliance , which became the Triple Alliance when Italy joined in 1882. For Bismarck, the purpose of these agreements was to isolate France by ensuring the three Empires resolve any disputes between themselves. In 1887, Bismarck set up the Reinsurance Treaty , a secret agreement between Germany and Russia to remain neutral if either were attacked by France or Austria-Hungary. For Bismarck, peace with Russia

6493-441: The 1913 Treaty of London , which had created an independent Albania while enlarging the territories of Bulgaria, Serbia, Montenegro and Greece. However, disputes between the victors sparked the 33-day Second Balkan War , when Bulgaria attacked Serbia and Greece on 16 June 1913; it was defeated, losing most of Macedonia to Serbia and Greece, and Southern Dobruja to Romania. The result was that even countries which benefited from

6644-403: The 1950s, most Germans did not go to university). The requirement that one had to have a university degree to enter the Auswärtiges Amt effectively guaranteed upper-class dominance of the Auswärtiges Amt . All of the senior diplomats in the 1930s were veterans of the struggle to win Germany "world power status" in the first years of the 20th century. Hitler's goal of making Germany into

6795-408: The AA. Besides for the income requirement, to enter the AA during the Imperial period, only candidates with the best grades at university and who knew two foreign languages were considered, and to join one had to pass what was widely considered to be one of the toughest diplomatic entrance exams in the world. The reign of Emperor Wilhelm II was from 1888 to 1918. In the years preceding World War I ,

6946-414: The American President Theodore Roosevelt a series of letters telling him that Germany and the United States must join forces to stop the "yellow peril", especially Japan from conquering the world. It took the diplomats a long time to tell Wilhelm that Roosevelt was a Japanophile who was not impressed with Wilhelm's call for an alliance based on anti-Asian racism. A nation with whom the Auswärtiges Amt

7097-408: The Armenian genocide were "ignored" by the leadership of Auswärtiges Amt , who valued good relations with the Ottoman empire more than they did the lives of the Armenians. In 1919, the Foreign Office was reorganised as the Auswärtiges Amt and a modern structure was established. It was now under the authority of a foreign minister , though still called Amt for traditional reasons. In 1922,

7248-409: The Austrians and Serbs clashed at the battles of the Cer and Kolubara ; over the next two weeks, Austrian attacks were repulsed with heavy losses. As a result, Austria had to keep sizeable forces on the Serbian front, weakening their efforts against Russia. Serbia's victory against Austria-Hungary in the 1914 invasion has been called one of the major upset victories of the twentieth century. In 1915,

7399-593: The Austrians briefly occupied the Serbian capital, Belgrade . A Serbian counter-attack in the Battle of Kolubara succeeded in driving them from the country by the end of 1914. For the first 10 months of 1915, Austria-Hungary used most of its military reserves to fight Italy. German and Austro-Hungarian diplomats scored a coup by persuading Bulgaria to join the attack on Serbia. The Austro-Hungarian provinces of Slovenia , Croatia and Bosnia provided troops for Austria-Hungary. Montenegro allied itself with Serbia. Bulgaria declared war on Serbia on 14 October 1915 and joined in

7550-493: The Balkan Wars, such as Serbia and Greece, felt cheated of their "rightful gains", while for Austria it demonstrated the apparent indifference with which other powers viewed their concerns, including Germany. This complex mix of resentment, nationalism and insecurity helps explain why the pre-1914 Balkans became known as the " powder keg of Europe ". On 28 June 1914, Archduke Franz Ferdinand of Austria , heir presumptive to Emperor Franz Joseph I of Austria , visited Sarajevo ,

7701-404: The Central Powers. However, the pro-German King Constantine I dismissed the pro-Allied government of Eleftherios Venizelos before the Allied expeditionary force arrived. The Macedonian front was at first mostly static. French and Serbian forces retook limited areas of Macedonia by recapturing Bitola on 19 November 1916 following the costly Monastir offensive , which brought stabilisation of

7852-410: The Chinese Shandong peninsula at Tsingtao . After Vienna refused to withdraw its cruiser SMS  Kaiserin Elisabeth from Tsingtao, Japan declared war on Austria-Hungary, and the ship was sunk in November 1914. Within a few months, Allied forces had seized all German territories in the Pacific, leaving only isolated commerce raiders and a few holdouts in New Guinea. Some of the first clashes of

8003-400: The Customs Parliament ( Zollparlament ). On 1 January 1868, the new institutions came into force. Bismarck hoped that the Zollverein might become the vehicle of German unification. But in the 1868 Zollparlament election the South Germans voted mainly for anti-Prussian parties. On the other hand, the two Mecklenburg duchies and three Hanseatic cities were initially not members of

8154-416: The Customs Union. The Mecklenburgs and Lübeck joined soon after the North German Confederation was formed. Eventually, after heavy Prussian pressure, Hamburg acceded to the Customs Union in 1888. Bremen joined at the same time. Despite this, all these states fully participated in the federal institutions, even while outside the Customs Union and not directly affected by their decisions in that regard. One of

8305-420: The Foreign Minister Walther Rathenau was assassinated by members of the Organisation Consul , which reviled him both as a Jew and a supposed contributor to "creeping communism" for having negotiated the Treaty of Rapallo with Soviet Russia . The most notable head of the Foreign Office during the Weimar Republic was Gustav Stresemann , foreign minister from 1923 to 1929, who strived for a reconciliation with

8456-615: The Foreign Office on Wilhelmstrasse No. 76 next to the Reich Chancellery had two departments: one for political affairs and the other for economic, legal and consular matters. After Bismarck's dismissal in 1890, another department for colonial policy was established, spun off as the separate Reichskolonialamt in 1907. Bismarck in order to maintain his control of the Auswärtiges Amt appointed his son Herbert von Bismarck as State Secretary. That Bismarck appointed his son as State Secretary reflected his determination to be his own foreign minister, and his need for an utterly loyal man to run

8607-548: The German High Seas Fleet was confined to port. German U-boats attempted to cut the supply lines between North America and Britain. The nature of submarine warfare meant that attacks often came without warning, giving the crews of the merchant ships little hope of survival. The United States launched a protest, and Germany changed its rules of engagement. After the sinking of the passenger ship RMS Lusitania in 1915, Germany promised not to target passenger liners, while Britain armed its merchant ships, placing them beyond

8758-465: The German Army increased in size from 1908 to 1914, he changed the allocation of forces between the two wings to 70:30. He also considered Dutch neutrality essential for German trade and cancelled the incursion into the Netherlands, which meant any delays in Belgium threatened the viability of the plan. Historian Richard Holmes argues that these changes meant the right wing was not strong enough to achieve decisive success. The initial German advance in

8909-549: The German civil service in the Nazi period. Those diplomats involved in the attempts to overthrow Hitler such as Count Ulrich von Hassell , Adam von Trott zu Solz , Count Friedrich Werner von der Schulenburg , Richard Kuenzer, Hans Bernd von Haeften , and Edmund Brücklmeir comprised a small minority of the Auswärtiges Amt . The German historian Hans-Adolf Jacobsen  [ de ] wrote that for those diplomats who chose to become involved in Widerstand , given that they were steeped in Prussian traditions where loyalty to

9060-462: The German right wing would sweep through the Netherlands and Belgium , then swing south, encircling Paris and trapping the French army against the Swiss border. The plan's creator, Alfred von Schlieffen , head of the German General Staff from 1891 to 1906, estimated that this would take six weeks, after which the German army would transfer to the East and defeat the Russians. The plan was substantially modified by his successor, Helmuth von Moltke

9211-426: The Germans bled heavily as well, with anywhere from 700,000 to 975,000 casualties between the two combatants. Verdun became a symbol of French determination and self-sacrifice. The Battle of the Somme was an Anglo-French offensive from July to November 1916. The opening day on 1 July 1916 was the bloodiest single day in the history of the British Army , which suffered 57,500 casualties, including 19,200 dead. As

In October 1941, when Franz Rademacher visited Belgrade to meet officials of the Government of National Salvation of General Milan Nedić of Serbia, he submitted an expense claim for his trip to his superiors at the Auswärtiges Amt after his return to Berlin; on his expenses claim, Rademacher described the purpose of his trip to Belgrade as the "liquidation of Jews". At

9513-452: The Holy See 1943–1945) and Baron Gustav Adolf Steengracht von Moyland (State Secretary 1943–1945). The overlap in goals between the professional diplomats and the Nazis were well illustrated by the memo on what should be the foreign policy of the Hitler government written by Bülow in March 1933 calling for Germany to recover the borders of 1914 and all of the lost colonies, annexation of Austria, and German domination of Eastern Europe. During

9664-414: The Imperial era. Additionally, during the entire duration of the "old" Auswärtiges Amt from 1871 to 1945, Catholics were underrepresented in the Auswärtiges Amt , comprising between 15 and 20% of the AA's personnel. The Auswärtiges Amt was largely a Protestant institution with Protestant candidates favored over Catholic candidates when it came to recruitment. Even more underrepresented were

9815-470: The Jews. During the Imperial period from 1871 to 1918, the Auswärtiges Amt had only three Jewish members, plus four Jews who had converted to Lutheranism in order to improve their career prospects. If Jews were not formally excluded, Jewish candidates were rarely accepted because of a climate of snobbish anti-Semitism , where Jews were considered to be too pushy, vulgar and lacking in social graces to be diplomats. There were also meritocratic elements within

9966-565: The Middle East. In all, 140,000 soldiers served on the Western Front and nearly 700,000 in the Middle East, with 47,746 killed and 65,126 wounded. The suffering engendered by the war, as well as the failure of the British government to grant self-government to India afterward, bred disillusionment, resulting in the campaign for full independence led by Mahatma Gandhi . Pre-war military tactics that had emphasised open warfare and individual riflemen proved obsolete when confronted with conditions prevailing in 1914. Technological advances allowed

10117-417: The Nazi regime. Officially, the men of the Auswärtiges Amt were supposed to be non-political, but in practice the diplomats formed a "quite exclusive group" with extremely conservative views and values. For these men, unconditional loyalty to the state was the highest possible value, and though the majority of the diplomats were not ideological National Socialists, they served the Nazi regime loyally until

10268-429: The Neurath years (1932–1938), there were very few "outsiders" allowed into the Auswärtiges Amt . Aside from Ribbentrop, who served as variously as Commissioner of Disarmament (1934–35), Extraordinary Ambassador-at-Large (1935–36), and Ambassador to Great Britain (1936–1938), the most notable of the "outsiders" were Franz von Papen (Ambassador to Austria 1934–1938 and to Turkey 1939–1944), Hans Luther (Ambassador to

10419-419: The North German Confederation and the Second French Empire , which was ruled by the French Emperor Napoleon III . In Summer 1870, a dispute over a new king for Spain escalated into the Franco-Prussian War . At the time, the original Confederation had nearly 30 million inhabitants of whom 80% lived in Prussia , thus making up roughly 75% of the population of the future German Empire. Under these circumstances,

10570-545: The Ottomans joined the Central Powers in November. Germany's strategy in 1914 was to quickly defeat France, then to transfer its forces to the east, but its advance was halted in September , and by the end of the year the Western Front consisted of a continuous line of trenches stretching from the English Channel to Switzerland. The Eastern Front was more dynamic, but neither side gained a decisive advantage, despite costly offensives. Italy , Bulgaria , Romania , Greece and others joined in from 1915 onward. In April 1917,

10721-449: The Ottomans' territory in the Balkans during the 1912–1913 First Balkan War , much to the surprise of outside observers. The Serbian capture of ports on the Adriatic resulted in partial Austrian mobilisation, starting on 21 November 1912, including units along the Russian border in Galicia . The Russian government decided not to mobilise in response, unprepared to precipitate a war. The Great Powers sought to re-assert control through

10872-643: The Past written by historians and released by the German government in October 2010 shows that wartime-era diplomats played an important role in assisting the Nazis in carrying out the Holocaust, and disproved the claim often made after 1945 that German diplomats were "sand in the machine" who acted to moderate the actions of the Nazi regime. In a 2010 interview, the German historian Eckart Conze , who had been in charge of

11023-515: The Prussian king (art. 11). The holder was de facto the head of state of the North German Confederation. (Bismarck wanted to avoid the title Präsident with its republican air.) For all intents and purposes, the Confederation was dominated by Prussia. It had four-fifths of the confederation's territory and population – more than the other 21 members combined. The Prussian king was a kind of head of state. Chancellor Bismarck

11174-613: The Russian Stavka agreed with the French to attack Germany within fifteen days of mobilisation, ten days before the Germans had anticipated, although it meant the two Russian armies that entered East Prussia on 17 August did so without many of their support elements. By the end of 1914, German troops held strong defensive positions inside France, controlled the bulk of France's domestic coalfields, and inflicted 230,000 more casualties than it lost itself. However, communications problems and questionable command decisions cost Germany

11325-650: The Serbian retreat toward the Adriatic coast in the Battle of Mojkovac on 6–7 January 1916, but ultimately the Austrians also conquered Montenegro. The surviving Serbian soldiers were evacuated to Greece. After the conquest, Serbia was divided between Austro-Hungary and Bulgaria. In late 1915, a Franco-British force landed at Salonica in Greece to offer assistance and to pressure its government to declare war against

11476-466: The South German states of Baden , Hesse-Darmstadt , Württemberg and Bavaria previously opposed to the Confederation ultimately decided to join it. A new short-lived constitution subsequently entered into force on 1 January 1871 proclaiming in its preamble and article 11 the " German Empire " despite being titled as one of a new "German Confederation", but it lasted only four months. Following

11627-669: The Treaty of Versailles and make the German Reich into a world power. The majority of the diplomats were able to sign their names on to such a program." In March 1933, Baron Friedrich Wilhelm von Prittwitz und Gaffron , the Ambassador to the United States, resigned on the grounds that he could not in good conscience serve the Nazi government; he was the only member of the entire Auswärtiges Amt who resigned in protest at

11778-579: The United States 1933–1937), Colonel Hermann Kriebel (Consul in Shanghai 1934–1939), and General Wilhelm Faupel (Ambassador to Spain 1936–37). Most diplomats were not believers in National Socialism, but during Nazi rule, many diplomats such as Neurath himself joined the NSDAP and/or the SS as an opportunistic way of improving their career prospects; such self-interested careerism was rampant amongst

11929-651: The West was very successful. By the end of August, the Allied left, which included the British Expeditionary Force (BEF), was in full retreat , and the French offensive in Alsace-Lorraine was a disastrous failure, with casualties exceeding 260,000. German planning provided broad strategic instructions while allowing army commanders considerable freedom in carrying them out at the front, but von Kluck used this freedom to disobey orders, opening

12080-485: The Younger . Under Schlieffen, 85% of German forces in the west were assigned to the right wing, with the remainder holding along the frontier. By keeping his left-wing deliberately weak, he hoped to lure the French into an offensive into the "lost provinces" of Alsace-Lorraine , which was the strategy envisaged by their Plan XVII . However, Moltke grew concerned that the French might push too hard on his left flank and as

12231-501: The aggressor, German Chancellor Bethmann Hollweg delayed the commencement of war preparations until 31 July. That afternoon, the Russian government were handed a note requiring them to "cease all war measures against Germany and Austria-Hungary" within 12 hours. A further German demand for neutrality was refused by the French who ordered general mobilization but delayed declaring war. The German General Staff had long assumed they faced

12382-584: The ambassador in Washington, D.C., stated to American journalists that reports of a systematic campaign of extermination against the Armenian minority in the Ottoman empire were all "pure inventions", that these reports were all the work of British propaganda and no such campaign of extermination was taking place. Wangenheim's successor as ambassador to the Sublime Porte, Count Paul Wolff Metternich ,

12533-474: The attack by the Austro-Hungarian army under Mackensen's army of 250,000 that was already underway. Serbia was conquered in a little more than a month, as the Central Powers, now including Bulgaria, sent in 600,000 troops in total. The Serbian army, fighting on two fronts and facing certain defeat, retreated into northern Albania . The Serbs suffered defeat in the Battle of Kosovo . Montenegro covered

12684-420: The best dressed officials in the entire German government, contributing to the Auswärtiges Amt ' s glamorous, stylist image. There were no female diplomats, and besides for the women employed as secretaries, clerks and cleaners, the Auswärtiges Amt had no female employees. That the men of the Auswärtiges Amt formed an elitist group can be seen that every single diplomat had a university degree (before

12835-543: The best way of achieving this. However, the Foreign Ministry had no solid proof of Serbian involvement. On 23   July, Austria delivered an ultimatum to Serbia, listing ten demands made intentionally unacceptable to provide an excuse for starting hostilities. Serbia ordered general mobilization on 25   July, but accepted all the terms, except for those empowering Austrian representatives to suppress "subversive elements" inside Serbia, and take part in

12986-483: The border and pre-empt such a move. To avoid violating Belgian neutrality, he was told any advance could come only after a German invasion. Instead, the French cabinet ordered its Army to withdraw 10 km behind the German frontier, to avoid provoking war. On 2 August, Germany occupied Luxembourg and exchanged fire with French units when German patrols entered French territory; on 3   August, they declared war on France and demanded free passage across Belgium, which

13137-600: The campaign saw the first use of anti-aircraft warfare after an Austrian plane was shot down with ground-to-air fire, as well as the first medical evacuation by the Serbian army. Upon mobilisation, in accordance with the Schlieffen Plan , 80% of the German Army was located on the Western Front, with the remainder acting as a screening force in the East. Rather than a direct attack across their shared frontier,

13288-649: The capital of the recently annexed Bosnia and Herzegovina . Cvjetko Popović , Gavrilo Princip , Nedeljko Čabrinović , Trifko Grabež , Vaso Čubrilović ( Bosnian Serbs ) and Muhamed Mehmedbašić (from the Bosniaks community), from the movement known as Young Bosnia , took up positions along the Archduke's motorcade route, to assassinate him. Supplied with arms by extremists within the Serbian Black Hand intelligence organisation, they hoped his death would free Bosnia from Austrian rule. Čabrinović threw

13439-466: The chance of a decisive outcome, while it had failed to achieve the primary objective of avoiding a long, two-front war. As was apparent to several German leaders, this amounted to a strategic defeat; shortly after the First Battle of the Marne , Crown Prince Wilhelm told an American reporter "We have lost the war. It will go on for a long time but lost it is already." On 30 August 1914, New Zealand occupied German Samoa (now Samoa ). On 11 September,

13590-588: The committee to investigate the war-time actions of the Auswärtiges Amt , stated that the Auswärtiges Amt was a "criminal organization" that was as every bit involved in the "Final Solution of the Jewish Question" as the SS were. In another interview, Conze stated: "This document makes it clear that all officials in the Foreign Ministry—including low-level office clerks—knew about the mass persecution of Jews and were actively involved in

13741-469: The cost of 199 submarines. World War I also saw the first use of aircraft carriers in combat, with HMS  Furious launching Sopwith Camels in a successful raid against the Zeppelin hangars at Tondern in July 1918, as well as blimps for antisubmarine patrol. Faced with Russia in the east, Austria-Hungary could spare only one-third of its army to attack Serbia. After suffering heavy losses,

13892-515: The country adopted a new constitution, and the name of the federal state was changed to Deutsches Reich (German Empire). According to a minority among German experts, the North German Confederation and the southern states created a new federal state (the German Empire). Indeed, Bismarck allowed the south German states to save face and therefore used terminology suggesting a new creation. But Kotulla emphasizes that legally only accession of

14043-522: The creation of new independent states, including Poland , Finland , the Baltic states , Czechoslovakia , and Yugoslavia . The League of Nations was established to maintain world peace, but its failure to manage instability during the interwar period contributed to the outbreak of World War II in 1939. Before World War II , the events of 1914–1918 were generally known as the Great War or simply

14194-449: The creation of strong defensive systems largely impervious to massed infantry advances, such as barbed wire , machine guns and above all far more powerful artillery , which dominated the battlefield and made crossing open ground extremely difficult. Both sides struggled to develop tactics for breaching entrenched positions without heavy casualties. In time, technology enabled the production of new offensive weapons, such as gas warfare and

14345-965: The crowds listened to music and drank wine, as if nothing had happened." Nevertheless, the impact of the murder of the heir to the throne was significant, and has been described by historian Christopher Clark as a "9/11 effect, a terrorist event charged with historic meaning, transforming the political chemistry in Vienna". Austro-Hungarian authorities encouraged subsequent anti-Serb riots in Sarajevo . Violent actions against ethnic Serbs were also organised outside Sarajevo, in other cities in Austro-Hungarian-controlled Bosnia and Herzegovina, Croatia and Slovenia. Austro-Hungarian authorities in Bosnia and Herzegovina imprisoned approximately 5,500 prominent Serbs, 700 to 2,200 of whom died in prison. A further 460 Serbs were sentenced to death. A predominantly Bosniak special militia known as

14496-477: The deportation of 50,000 Slovak Jews to the death camps. In the spring of 1944, Ambassador Edmund Veesenmayer played a key role in having 400,000 Hungarian Jews deported to Auschwitz . In 2003, the French historian Lucas Delattre published a biography of Fritz Kolbe , a mid-ranking diplomat who become a spy for the American Office of Strategic Services because he believed his country deserved to lose

14647-405: The empire on 10 May 1871 in the Treaty of Frankfurt . The three constitutions (1867, January 1871, and April 1871) were nearly identical. It took roughly a decade to develop the country into a fully grown federal state, with several governmental departments (a kind of ministries), responsible state secretaries (a kind of ministers, 1878), and an imperial court ( Reichsgericht , 1879). All of

14798-506: The exception, not the rule. In addition to the ministry's headquarters in Berlin, Germany has established embassies and consulates around the world. North German Confederation The North German Confederation ( German : Norddeutscher Bund ) was initially a German military alliance established in August 1866 under the leadership of the Kingdom of Prussia , which

14949-504: The execution of German foreign policy. As a whole, the Wilhelmstrasse was never entirely in charge of foreign policy in the German Empire , but was instead just one out of several agencies, albeit a very important one that made and executed foreign policy. In the years 1904–1907, the Reich attempted to form an alliance with the United States on the basis of the supposedly shared fear of the " Yellow Peril " with Wilhelm writing to

15100-695: The expansion of the French colonial empire . In 1873, Bismarck negotiated the League of the Three Emperors , which included Austria-Hungary , Russia and Germany. After the 1877–1878 Russo-Turkish War , the League was dissolved due to Austrian concerns over the expansion of Russian influence in the Balkans , an area they considered to be of vital strategic interest. Germany and Austria-Hungary then formed

15251-541: The federal state more attractive (or at least less repulsive) to southern German states which might later join. During the roughly three and a half years of the North German Confederation its major action existed in legislation unifying Northern Germany. The Reichstag decided on laws concerning, for example: The North German Confederation also became a member of the Zollverein , the German customs union of 1834. The North German Constitution of 16 April 1867 created

15402-400: The first time on the Western Front. Several types of gas soon became widely used by both sides and though it never proved a decisive, battle-winning weapon, it became one of the most feared and best-remembered horrors of the war. In February 1916, the Germans attacked French defensive positions at the Battle of Verdun , lasting until December 1916. Casualties were greater for the French, but

15553-543: The following month. Henceforth, the governing bodies of the Customs Union were the Bundesrat and Reichstag of the North German Confederation, augmented by representatives of the south German governments in the former and members from these states elected in the same way as the others in the latter. When augmented thus for customs matters, the institutions were known as the Federal Customs Council and

15704-595: The front. Serbian and French troops finally made a breakthrough in September 1918 in the Vardar offensive , after most German and Austro-Hungarian troops had been withdrawn. The Bulgarians were defeated at the Battle of Dobro Pole , and by 25 September British and French troops had crossed the border into Bulgaria proper as the Bulgarian army collapsed. Bulgaria capitulated four days later, on 29 September 1918. The German high command responded by despatching troops to hold

15855-677: The functions of the confederation was to handle mail and issue postage stamps. In mid-1870, a diplomatic crisis concerning the Spanish throne led eventually to the Franco-Prussian War . During the war, in November 1870, the south German states of Bavaria , Württemberg , and Baden (together with the parts of Hesse-Darmstadt that were left out of the Confederation) joined the North German Confederation. On this occasion,

16006-542: The globe, some of which were subsequently used to attack Allied merchant shipping . These were systematically hunted down by the Royal Navy, though not before causing considerable damage. One of the most successful was the SMS ; Emden , part of the German East Asia Squadron stationed at Qingdao , which seized or sank 15 merchantmen, a Russian cruiser and a French destroyer. Most of the squadron

16157-415: The governments of General Kurt von Schleicher and Adolf Hitler . During the Nazi period, Neurath found himself exposed to increasing competition from Nazi politicians like Alfred Rosenberg and Joachim von Ribbentrop . In February 1938, Hitler fired Neurath and replaced him with Ribbentrop. In 1933, the vast majority of the diplomats serving in the Auswärtiges Amt came from upper-class families with

16308-549: The high ground, while their trenches tended to be better built; those constructed by the French and English were initially considered "temporary", only needed until an offensive would destroy the German defences. Both sides tried to break the stalemate using scientific and technological advances. On 22 April 1915, at the Second Battle of Ypres , the Germans (violating the Hague Convention ) used chlorine gas for

16459-844: The idea. Nevertheless, the Zollverein managed to include by 1866 the majority of the German states. In 1849, the National Assembly in Frankfurt elected the Prussian king as the Emperor of a Lesser Germany (a Germany without Austria). The king refused and tried to unite Germany with the Erfurt Union of 1849–1850. When the union parliament met in early 1850 to discuss the constitution, the participating states were mainly only those in Northern and Central Germany. Austria and

16610-470: The investigation and trial of Serbians linked to the assassination. Claiming this amounted to rejection, Austria broke off diplomatic relations and ordered partial mobilisation the next day; on 28 July, they declared war on Serbia and began shelling Belgrade . Russia ordered general mobilization in support of Serbia on 30 July. Anxious to ensure backing from the SPD political opposition by presenting Russia as

16761-785: The long-standing balance of power in Europe, as well as economic competition between nations triggered by industrialisation and imperialism . Growing tensions between the great powers and in the Balkans reached a breaking point on 28 June 1914, when a Bosnian Serb named Gavrilo Princip assassinated Archduke Franz Ferdinand , heir to the Austro-Hungarian throne. Austria-Hungary held Serbia responsible, and declared war on 28 July. After Russia mobilised in Serbia's defence, Germany declared war on Russia and France , who had an alliance . The United Kingdom entered after Germany invaded Belgium , whose neutrality it guaranteed, and

16912-694: The lordship of two small Danish duchies ( Schleswig-Holstein ) resulting in the Peace of Prague , where Prussia pressured Austria and its allies into accepting the dissolution of the existing German Confederation (an association of German states under the leadership of the Austrian Empire ), thus paving the way for the Lesser German version of German unification in the form of a federal state in Northern Germany. The construction of such

17063-483: The member states had already belonged to the German Confederation of 1815–66. Austria and the south German states Bavaria, Württemberg, Baden and the Grand Duchy of Hesse (Hesse-Darmstadt) remained outside of the North German Confederation. Though, the northern province Oberhessen of the Grand Duchy of Hesse did join. In northern, central and eastern Germany, Prussia: Lauenburg is sometimes mentioned as one of

17214-514: The member states, sometimes not. It was one of the three duchies that had earlier belong to Denmark. Lauenburg was a state with the Prussian king as duke until 1876, when it became a part of the Prussian province of Schleswig-Holstein. 52°31′N 13°24′E / 52.517°N 13.400°E / 52.517; 13.400 World War I World War I or the First World War (28 July 1914 – 11 November 1918), also known as

17365-635: The middle of the war. As the Ottoman empire today would be considered a third world country with almost no modern industry, the Ottoman government was entirely dependent upon weapons from Germany to fight World War I, giving the Reich a powerful form of leverage to apply against the Ottomans on behalf of the Armenians if only the political will in Berlin had been present. In a 2015 speech, the German president Joachim Gauck apologized for his country's inaction, stating that those diplomats who protested against

17516-497: The national and liberal movement of the time. Austria and its allies refused the proposal. In summer 1866 Austria and Prussia fought with their respective allies in the Austro-Prussian War . Prussia and Austria signed a Nikolsburg preliminary (26 July) and a final peace treaty of Prague (23 August). Austria accepted the Prussian demand for the German Confederation to be dissolved. Prussia was allowed to create instead

17667-465: The ocean, even to neutral ships. Since there was limited response to this tactic, Germany expected a similar response to its unrestricted submarine warfare. The Battle of Jutland in May/June 1916 was the only full-scale clash of battleships during the war, and one of the largest in history. The clash was indecisive, though the Germans inflicted more damage than they received; thereafter the bulk of

17818-738: The protection of the " cruiser rules ", which demanded warning and movement of crews to "a place of safety" (a standard that lifeboats did not meet). Finally, in early 1917, Germany adopted a policy of unrestricted submarine warfare , realising the Americans would eventually enter the war. Germany sought to strangle Allied sea lanes before the United States could transport a large army overseas, but, after initial successes, eventually failed to do so. The U-boat threat lessened in 1917, when merchant ships began travelling in convoys , escorted by destroyers . This tactic made it difficult for U-boats to find targets, which significantly lessened losses; after

17969-437: The southern German states Württemberg and Bavaria forced Prussia to give up its union plans in late 1850. In April and June 1866, Prussia proposed a Lesser Germany again. A corner stone of the proposal was the election of a German parliament based on universal male suffrage. The proposal explicitly mentioned the Frankfurt election law of 1849. Otto von Bismarck , the minister-president of Prussia, wanted to gain sympathy within

18120-719: The southern states forcibly re-incorporated into the United States of America and slavery abolished. While few Germans were particularly sympathetic toward the precise institution (i.e., slavery) which had precipitated civil war in America, the prevailing viewpoint outside the U.S. at this time was that the slaves had only been emancipated as a reprisal for Southern secession from the American Union. With this in mind, many Catholics especially in Southern Germany feared that Prussia might one day might attempt to engineer

18271-572: The southern states to the North German Confederation was possible; the legal basis for such an accession was art. 79 of the North German federal constitution. On 10 December 1870 the Reichstag of the North German Confederation had adopted a new constitution , still titled as one of the Deutscher Bund (German Confederation) in spite of establishing for the state a new name Deutsches Reich (German Realm or German Empire) and granting

18422-652: The state was the highest virtue, it required "extraordinary strength of character" for them to go against everything that they had been taught to believe in. After Germany's defeat in May 1945, the country was occupied and the German state was abolished by the Allies. The country was administered as four zones controlled respectively by the United States, the United Kingdom, France and the Soviet Union. In August 1949,

18573-507: The states wanted to form a federal state based on the Prussian proposals of June 1866. They agreed to have a parliament elected to discuss a draft constitution. At the same time, the original East Prussian cradle of the Prussian statehood as well as the Prussian-held Polish- or Kashubian-speaking territories of Province of Posen and West Prussia were formally ′annexed into Germany. Saxony and Hesse-Darmstadt, former enemies in

18724-521: The symbolic day of 'foundation of the German Empire' ( Deutsche Reichsgründung ), although it had no constitutional meaning. After a new Reichstag was elected on 3 March 1871, the transition from the Confederation to the Empire was completed when the permanent Constitution of the German Empire prevailing until the demise of the monarchy entered into force on 4 May 1871, while France recognised

18875-469: The term First World War was in September 1914 by German biologist and philosopher Ernst Haeckel who stated, "There is no doubt that the course and character of the feared 'European War' ... will become the first world war in the full sense of the word." For much of the 19th century, the major European powers maintained a tenuous balance of power , known as the Concert of Europe . After 1848, this

19026-691: The threat posed by the closing of this gap was more important than competing with the Royal Navy. After Germany expanded its standing army by 170,000 troops in 1913, France extended compulsory military service from two to three years; similar measures were taken by the Balkan powers and Italy, which led to increased expenditure by the Ottomans and Austria-Hungary. Absolute figures are difficult to calculate due to differences in categorising expenditure since they often omit civilian infrastructure projects like railways which had logistical importance and military use. It

19177-638: The title of German Emperor to the King of Prussia holding the Bundespräsidium of the Confederation; it entered into force on 1 January 1871, but lasted only four months. Following the victory in the war with France, the German princes and senior military commanders proclaimed Wilhelm "German Emperor" in the Hall of Mirrors at the Palace of Versailles. This latter date was later customarily celebrated as

19328-437: The very end. The dominance of the traditional "insiders" at the Auswärtiges Amt can be seen that every State Secretary during the Nazi era was a professional diplomat. The State Secretaries of Nazi Germany were Prince Bernhard von Bülow (State Secretary 1930–36), Count Hans Georg von Mackensen (State Secretary 1936–1938 and ambassador to Italy 1938–1942), Baron Ernst von Weizsäcker (State Secretary 1938–1943 and ambassador to

19479-419: The victory in the war with France, the German princes and senior military commanders proclaimed Wilhelm "German Emperor" in the Hall of Mirrors at the Palace of Versailles. Transition from the Confederation to the Empire was completed when the Constitution of the German Empire which prevailed until the demise of the monarchy entered into force on 4 May 1871, while France recognised the empire on 10 May 1871 in

19630-429: The war ended with the Armistice of 11 November 1918 . The Paris Peace Conference of 1919–1920 imposed settlements on the defeated powers, most notably the Treaty of Versailles , by which Germany lost significant territories, was disarmed, and was required to pay large war reparations to the Allies. The dissolution of the Russian, German, Austro-Hungarian, and Ottoman Empires redrew national boundaries and resulted in

19781-413: The war involved British, French, and German colonial forces in Africa. On 6–7 August, French and British troops invaded the German protectorates of Togoland and Kamerun . On 10 August, German forces in South-West Africa attacked South Africa; sporadic and fierce fighting continued for the rest of the war. The German colonial forces in German East Africa , led by Colonel Paul von Lettow-Vorbeck , fought

19932-427: The war of 1866, had to agree their accession to the new federation in their respective peace treaties (Hesse-Darmstadt only joined with its northern province, Upper Hesse). Later in 1866, other states joined the treaty. The liberals in the Prussian parliament favored a wholesale annexation of all North German territories by Prussia. In a similar way, Sardinia–Piedmont had created the Kingdom of Italy . But Bismarck chose

20083-456: The war on the account of the genocide it was waging against the Jews. Delattre stated that Kolbe really was a case of a diplomat being "sand in the machine" as Kolbe provided intelligence to help his country lose the war, but added sarcastically that if every German civil servant really were "sand in the machine" as almost all of them claimed to be after 1945 that Hitler would never had managed to get anything done. Diplomats like Kolbe were very much

20234-448: The wealth of their wives they would never had been able to join the Auswärtiges Amt . The income requirement to enter the AA was only dropped in 1918. Aristocrats were very much overrepresented in the Auswärtiges Amt . During the Imperial period, 69% of the 548 men who served in the Auswärtiges Amt were noblemen , and every single ambassador during the German Reich was an aristocrat . The most important department by far

20385-418: The west , which despite initial successes left the German Army exhausted and demoralised. A successful Allied counter-offensive from August 1918 caused a collapse of the German front line. By early November, Bulgaria, the Ottoman Empire and Austria-Hungary had each signed armistices with the Allies, leaving Germany isolated. Facing a revolution at home , Kaiser Wilhelm   II abdicated on 9 November, and

20536-432: The world's greatest power was thus a foreign policy goal that the diplomats embraced quite headily. The German historian Eckart Conze stated about the overlap in viewpoints between the diplomats and the Nazis: "...the top diplomats in the Weimar Republic were opposed to a liberal political order and parliamentarianism. And then the Nazis built political and ideological bridges for them. They announced their intention to reverse

20687-506: Was also prime minister and foreign minister of Prussia. In that role he instructed the Prussian votes in the Bundesrat. Prussia had 17 of 43 votes in the Bundesrat despite being by far the largest state but could easily get a majority by making alliances with the smaller states. In June 1867 a conference took place between Prussia and the south German states, who were not members of the North German Confederation. After pressure from Prussia, new Customs Union ( Zollverein ) treaties were signed

20838-484: Was appalled by the Armenian genocide, and, unlike Wangenheim, Metternich was prepared to speak out against the genocide. In August 1916, the triumvirate known as the Three Pashas , which ruled the Ottoman empire, informed the German government that if Count Metternich was not recalled, he would be declared persona non grata . Metternich was promptly recalled from Constantinople rather risk a public relations disaster which potentially could damage German-Ottoman relations in

20989-403: Was challenged by Britain's withdrawal into so-called splendid isolation , the decline of the Ottoman Empire , New Imperialism , and the rise of Prussia under Otto von Bismarck . Victory in the 1870–1871 Franco-Prussian War allowed Bismarck to consolidate a German Empire . Post-1871, the primary aim of French policy was to avenge this defeat, but by the early 1890s, this had switched to

21140-437: Was established in 1870 to form the foreign policy of the North German Confederation , and from 1871 of the German Empire . The Foreign Office was originally led by a state secretary (therefore not called a ministry), while the Chancellor , who usually also held the office of Prussian Minister of Foreign Affairs, remained in charge of foreign affairs. In the first years of the German nation-state under Otto von Bismarck ,

21291-509: Was formally inaugurated on 1 January 1834, its origins may be traced to a variety of custom unions among the German states, formed beginning from 1818. The Zollverein was not subordinate to the Austrian-led German Confederation (1815–1866) and Austria itself was excluded because of its highly protectionist trade policy, the unwillingness to split its customs territory into the separate Austrian, Hungarian and Galician-Lodomerian ones, as well as due to opposition of Prince von Metternich to

21442-434: Was much concerned during the Imperial period was the Ottoman empire , especially during the Armenian genocide . In 1915, the German ambassador to the Sublime Porte , Baron Hans von Wangenheim told the American ambassador to the Sublime Porte, Henry Morgenthau Sr. : "I do not blame the Turks for what they are doing to the Armenians... They are entirely justified". On September 28, 1915 Count Johann Heinrich von Bernstorff ,

21593-419: Was not a parliament but only an organ to discuss and accept the draft constitution. After that, the state parliaments (June 1867) ratified it so that on 1 July the constitution was enabled. In August, the first Reichstag of the new federal state was elected. A major factor in determining the form the new federal government would take was the aftermath of the recently concluded American Civil War , which had seen

21744-412: Was not reestablished until 15 March 1951. Chancellor Konrad Adenauer took office as the first Foreign Minister in Bonn until he was succeeded by Heinrich von Brentano in 1955. By and large, the men who had served in the new Auswärtiges Amt were the same men who had served in the old Auswärtiges Amt . In a Bundestag debate on 23 October 1952, Adenauer admitted that 66% of the diplomats of
