The Liang Province rebellion ( Chinese : 涼州之亂 ) from 184 to 189 started as an insurrection of the Qiang peoples against the Han dynasty in the western province of Liang (roughly present-day Wuwei , Gansu ) in the second century AD in China, but the Lesser Yuezhi and sympathetic Han rebels soon joined the cause to wrestle control of the province away from central authority. This rebellion, which closely followed the Yellow Turban Rebellion , was part of a series of disturbances that led to the decline and ultimate downfall of the Han dynasty . Despite receiving relatively little attention in the hands of traditional historians, the rebellion nonetheless had lasting importance as it weakened Han Chinese power in the northwest and prepared that land for a number of non-Han-ruled states in the centuries to come.

86-406: The rebellion began in the winter of 184 with two groups of Qiang people causing disturbances in the outlying regions of northwestern China, one group in the northwestern commanderies of Beidi and Anding , and another in at the counties of Fuhan ( 枹罕 ) and Heguan ( 河關 ) in the upper Yellow River valley. Initially, the two groups were likely separate, each trying to seize the opportunity to resist

172-520: A barshchina of three days a week as normal and sufficient for the landowner's needs. In the Black Earth Region , 70% to 77% of the serfs performed barshchina and the rest paid levies ( obrok ). The independent Kingdom of Haiti based at Cap-Haïtien under Henri Christophe imposed a corvée system upon the common citizenry which was used for massive fortifications to protect against French invasion. Plantation owners could pay

258-544: A pre-capitalist form of compulsory over-work. The labour the peasants needed for their own maintenance was distinctly separate from the work they supplied to the landowner (the boyar , or boier in Romanian ) as surplus labour . The 14 days of labour due to the landowner – as prescribed by the corvée code in the Regulamentul Organic  – actually amounted to 42 days, because

344-589: A certain number of days' labour from their tenants, and from freedmen ; in the latter case the work was called opera officialis . In medieval Europe, the tasks that serfs or villeins were required to perform on a yearly basis for their lords were called opera riga . Plowing and harvesting were principal activities to which this applied. In times of need, the lord could demand additional work called opera corrogata ( Latin : corrogare , lit.   'to requisition'). This term evolved into coroatae , then corveiae , and finally corvée , and

430-616: A combination of Xiahou Yuan's army and internal mutiny. Ma Chao fled south to Zhang Lu, and later to the southwestern warlord Liu Bei in Sichuan , where he died in 221 without ever seeing the north again. In 214, Xiahou Yuan defeated the resistance led by Han Sui at the Changli River (長離水; present-day Hulu River, north of Tianshui), and followed up that victory by an expedition against the Di and Song Jian. Song Jian died, his capital of Fuhan

516-593: A day, for which he was to be paid twenty centimes , a sum sufficient to feed him. Exempted from taxation and labour were soldiers, militia, Government clerks, and any Hova who knew French, also all who had entered into a contract of labour with a colonist. Unfortunately, this latter clause lent itself to tremendous abuses. By paying a small sum to some European, who nominally engaged them, thousands bought their freedom from work and taxation by these fictitious contracts, to be free to continue their lazy, unprofitable existence. To this abuse an end had to be made. The urgency of

602-427: A different opinion – he argued that Chencang's strong defences would not be easily captured and they would only need to wait for Wang Guo's men to become discouraged. Sure enough, Wang Guo's men laid siege to Chencang for more than eighty days with no success. In spring 189, Wang Guo's men became worn out and abandoned the siege. With his men rested, Huangfu Song ordered his men to give chase. Dong Zhuo protested, citing

688-609: A grudge against Huangfu from here on. Wang Guo was subsequently deposed by Han Sui and Ma Teng after his defeat in Chencang, and a Yan Zhong ( 閻忠 ), former Prefect of Xindu ( 信都令 ), was elected to take his place as the leader of the Liang Province rebels. However, Yan Zhong died soon after, leaving the rebels to fight amongst themselves and finally splintered into three groups: Han Sui's group in Jincheng, Ma Teng's group in

774-427: A hundred thousand in men and horses, traveled to Meiyang (美陽; west of present-day Wugong ) and set camp there. Bian Zhang and Han Sui also brought their men to Meiyang to do battle, but the battles were inconclusive and Zhang Wen's army could not gain advantage for some time. Things changed during the eleventh month, when a shooting star appeared to fall on the rebel camp and shook the rebels' resolve. Taking advantage of

860-615: A life of semi-serfdom. In the Russian Tsardom and the Russian Empire there were a number of permanent corvées called tyaglyye povinnosti  [ ru ] ( Russian : тяглые повинности , lit.   'tax duties'), which included carriage corvée ( подводная повинность , podvodnaya povinnost' ), coachman corvée ( ямская повинность , yamskaya povinnost' ), and lodging corvée ( постоялая повинность , postoyalaya povinnost' ), among others. In

946-474: A major force east to attack Chencang (陳倉, east of present-day Baoji ), a gateway to Chang'an, the court once again appointed Huangfu Song to answer this obvious threat. Huangfu, now General of the Left ( 左將軍 ), was given 20,000 men; Dong Zhuo, himself commanding another 20,000 men, were to assist Huangfu. When Huangfu and Dong reached Chencang, Dong urged Huangfu to relief the siege immediately. Huangfu, however, had

1032-561: A man with some experience with Qiang rebellions, was attacked by a rebel contingent led by Qiang chieftain Dianyu ( 滇吾 ) at the Herding Office ( 畜官 ) of Hanyang Commandery (present-day Tianshui ) and He Xun once again led troops for relief. This time, however, He Xun was severely defeated at nearby Hupan ( 狐槃 ). While both Xia Yu and He Xun made their escape, it was clear at this point that provincial authorities could not deal with

1118-475: A sound fiscal system was of tremendous importance to carry out all the schemes for the welfare and development of the island, and this demanded a local budget. The goal to be kept in view was to make the colony, as soon as possible, self-supporting. This end the Governor-General succeeded in achieving within a few years. The system of forced labour otherwise known as polo y servicios evolved within

1204-516: Is a form of unpaid forced labour that is intermittent in nature, lasting for limited periods of time, typically only a certain number of days' work each year. Statute labour is a corvée imposed by a state for the purposes of public works . As such it represents a form of levy ( taxation ). Unlike other forms of levy, such as a tithe , a corvée does not require the population to have land, crops or cash. The obligation for tenant farmers to perform corvée work for landlords on private landed estates

1290-536: Is demonstrated in a 1938 work by Sonia E. Howe : There was the introduction of equitable taxation, so vital from the financial point of view; but also of such great political, moral and economic importance. It was the tangible proof of French authority having come to stay; it was the stimulus required to make an inherently lazy people work. Once they had learned to earn they would begin to spend, whereby commerce and industry would develop. The corvée in its old form could not be continued, yet workmen were required both by

1376-647: Is levied in Quechua communities in the Andes . An example is the campesino village of Ocra close to Cusco , where each adult is required to perform four days of unpaid labour per month on community projects. Corvée-style labour ( viṣṭi in Sanskrit ) existed in ancient India and lasted until the early 20th century. The practice is mentioned in the Mahabharata , where forced labourers are said to accompany

1462-738: The Incan civilization, Haiti under Henry I and under American occupation (1915–1934), and Portugal's African colonies until the mid-1960s. Forms of statute labour officially existed until the early 20th century in Canada and the United States . The word corvée has its origins in Rome, and reached English via French . In the later Roman Empire the citizens performed opera publica in lieu of paying taxes; often it consisted of road and bridge work. Roman landlords could also demand

1548-539: The Spanish conquest of Peru to use natives as a source of forced labour on encomiendas and in silver mines . The Incan system that focused on public works found a comeback during the 1960s government of Fernando Belaúnde Terry as a federal effort, with positive effects on Peruvian infrastructure. Remnants of the system are still found today in modern Peru, such as the Mink'a ( Spanish : faena ) communal work that

1634-671: The Standing Committee of the National Assembly voided the decree, effectively abolishing corvée in Vietnam. The British overseas territory of the Pitcairn Islands , which has a population of about 50 and no income or sales tax , has a system of public work whereby all able-bodied people are required to perform, when called upon, jobs such as road maintenance and repairs to public buildings. Since

1720-653: The U.S. Armed Forces enforced a corvée system in the interest of making improvements to infrastructure. Imperial China had a system of conscripting labour from the public, equated to the Western corvée system by many historians. Qin Shi Huang , the first emperor, and following dynasties imposed it for public works like the Great Wall , the Grand Canal , and the system of national roads and highways. However, as

1806-483: The United Principalities of Moldavia and Wallachia , which abolished corvée and turned the peasants into free proprietors. The former owners were promised compensation, which was to be paid from a fund the peasants had to contribute to for 15 years. Besides the annual fee, the peasants also had to pay for the newly owned land, although at a price below market value. These debts made many peasants return to

1892-486: The pharaoh of Ancient Egypt , have one short letter on the topic of corvée. Of the 382 Amarna letters, there is an undamaged letter from Biridiya of Megiddo entitled " Furnishing corvée workers ". Later, during the Ptolemaic dynasty , Ptolemy V in his Rosetta Stone Decree of 196 BC listed 22 accomplishments to be honored and ten rewards granted to him for the former. One of the shorter accomplishments, near

1978-662: The seigneurial system in what had been New France , in British North America . In 1866, during the French occupation of Mexico , the French Army under Marshal François Achille Bazaine set up a corvée system to provide labour for public works instead of a system of fines. In Romania, corvée was called clacă . Karl Marx described the corvée system of the Danubian Principalities as

2064-498: The 1890s. Medieval agricultural corvée was not entirely unpaid. By custom the workers could expect small payments, often in the form of food and drink consumed on the spot. Corvée sometimes included military conscription, and the term is also occasionally used in a slightly divergent sense to mean forced requisition of military supplies; this most often took the form of cartage , a lord's right to demand wagons for military transport. Because agricultural corvée tended to be demanded by

2150-464: The French had just abolished slavery there, and partly to move away from a subsistence economy . The latter involved paying small amounts for the forced labour. This was one attempt by the colonial administration at a solution to the economic tensions that arose under colonialism . The problems were addressed in a way that was typical of colonialism which, along with the contemporary thinking behind it,

2236-475: The French landlords. At that time it was usually directed mainly towards improving the roads. It was greatly resented, and contributed to the widespread discontent that preceded the revolution. Counterrevolution revived corvée in France in 1824, 1836, and 1871, under the name prestation . Every able-bodied man had to give three days' labour or its money equivalent in order to vote. It also continued to exist under

2322-672: The Grand Administrator of Hanyang ( 漢陽太守 ) and was sent to the frontier region. In the eighth lunar month of 185, the high minister Zhang Wen was given the military post of General of Chariots and Cavalry ( 車騎將軍 ) to assume Huangfu Song's responsibilities. Assigned under him were Dong Zhuo , the new General Who Routs the Caitiffs ( 破虜將軍 ); and Zhou Shen ( 周慎 ), the General Who Terrifies Criminals ( 盪寇將軍 ), among others. Zhang's army, more than

2408-680: The Han dynasty, Cao Wei's territory shrank in the northwest as some outlying former commanderies, such as Song Jian's realm of Fuhan, were simply abandoned. Chinese population in the area dwindled and eventually gave way to the Qiang and Di tribes of the southern mountains, as well as the Xianbei of the northern steppe. During the early Western Jin period, the various tribes in the northwest rebelled against their Chinese overlords, first under Tufa Shujineng (270–280) and then Qi Wannian (296–299), devastating

2494-627: The Han dynasty. As China disintegrated into chaos, the three rebel leaders of Liang Province became warlords in their own right and took different approaches to adapt to the new geopolitical situation. Song Jian, distancing himself from the conflict in China, proclaimed himself to be King of the Sources of the River Who Will Pacify Han ( 河首平漢王 ) and ruled the region of Fuhan and Heguan in isolated autonomy for almost thirty years. On

2580-418: The Han dynasty. Under his rule, commanderies were restored across the northwest while the region suffered only minor outbreaks of local rebellions. In 222, trade with Central Asia was officially re-established after being disrupted by the string of military action in Liang Province. Despite these achievements, Chinese power in the northwest was weaker than during the Han dynasty before the rebellion. Compared to

2666-613: The Han imperial court. The Liang Province Rebellion also appears in Total War: Three Kingdoms , roughly at the same time as with the Yellow Turban Rebellion. Its faction is led by Beigong Boyu. Beidi Commandery Beidi Commandery ( Chinese : 北地郡 ; lit. 'Northern Land') was a commandery of the Qin and Han dynasties of China, located in what is now Ningxia . In Russian and other Slavic languages robota denotes any kind of work, but in Czech it specifically refers to unpaid unfree work, corvée or serf labour, or drudgery. The Czech word was imported to part of Germany where corvée was known as Robath , and into Hungarian as robot . The word robota

2838-632: The United States and Canada. Its popularity with local governments gradually waned after the American Revolution with the increasing development of the monetary economy. After the American Civil War , some Southern states, with money in short supply, commuted taxing their inhabitants with obligations in the form of labour for public works, or let them pay a fee or tax to avoid it. The system proved unsuccessful because of

2924-640: The Wei Valley, and Song Jian's ( 宋建 ) group in Fuhan (in present-day Gansu ). As power shifted from the barbarian initiators to the local Han rebels, the Qiang and the Yuezhi seemed to have quietly withdrew their support and played no further role of note in the rebellion. The rebellion could have been suppressed at this point if not for the events of 189 in the capital Luoyang . Following the death of Emperor Ling on May 13, 189, full-scale fighting broke out after

3010-472: The West ( 征西將軍 ), respectively; thereby granting the two rebel leaders official recognition. Later on, Han Sui and Ma Teng shared an uneasy relationship with each other; between them were periods of alliance followed by periods of open warfare. In one occasion in 209, Ma Teng was compelled to flee to seek help from Cao Cao , the powerful warlord who had gained control of northeast China and the imperial court. At

3096-508: The army. Manusmriti says that mechanics and artisans should be made to work for the king one day a month; other writers advocated for one day of work every fortnight (in all Indian lunar calendars, every month is divided into two fortnights, corresponding to the waxing and the waning moons). For poorer citizens, forced labour was seen as a way to pay their taxes since they could not pay ordinary taxes. Citizens, especially skilled workers, were sometimes made to both pay ordinary taxes and work for

3182-555: The assassination of the General-in-Chief He Jin . Dong Zhuo led the frontier men to the capital in the chaos and took control of the court, replaced Emperor Shao with Emperor Xian , and made himself Chancellor of State ( 相國 ). By the end of the year, civil insurrection had spread across China and the Liang Province Rebellion became subsumed as an outlying disturbance in the fragmentation of

Emperor Ling was impressed by this argument and rejected Cui Lie's proposal. Fu Xie was later assigned to be

3354-503: The beginning of the end of autonomy in the northwest. Cao Cao returned east after this engagement, leaving his lieutenant Xiahou Yuan in charge of mop up operations and Zhang Ji in charge of restoration of local government. Ma Chao first attempted to stage a resistance after capturing the city of Ji in Cao Cao's absence, establishing bonds with the Di people , but was ousted in 213 with

3440-427: The capital of Jincheng Commandery ( 金城 ), making the commandery their main stronghold for rebel operations. The rebels were helped by the fact that the local governor Zuo Chang ( 左昌 ), Inspector of Liang Province ( 涼州刺史 ), had embezzled the funds allocated for the defence force, making no relief possible. The Grand Administrator Chen Yi ( 陳懿 ) went to the rebels' camp to negotiate for the release of hostages, but

The General [Gallieni] therefore passed a temporary law, in which taxation and labour were combined, to be modified according to country, the people, and their mentality. Thus, for instance, every male among the Hovas , from the age of sixteen to sixty, had either to pay twenty-five francs a year, or give fifty days of labour of nine hours

3612-486: The context of Russian history, the term corvée is also sometimes used to translate the terms barshchina ( барщина ) or boyarshchina ( боярщина ), which refer to the obligatory work that the Russian serfs performed for the pomeshchik (Russian landed nobility ) on their land. While no official government regulation on the duration of barshchina labour existed, a 1797 ukase by Paul I of Russia described

3698-519: The corrupt official Cheng Qiu ( 程球 ). When the army reached Longxi's capital Didao in the fourth month of 187, mutiny broke out within Geng Bi's ranks, killing Cheng Qiu and Geng successively. The mutineers joined the rebels under the command of the Didao native Wang Guo ( 王國 ), and together they besieged Hanyang , east of Longxi. As Grand Administrator of Hanyang, Fu Xie treated the people well and

3784-430: The county of Ji (冀; south of present-day Gangu , Gansu ). Some outlying Han generals were initially reluctant to help Zuo Chang, but He Xun ( 蓋勳 ), a much-respected and successful general, forced those generals to come to Zuo Chang's aid with powerful persuasion. The rebels, out of respect for He Xun, broke off the siege. After this episode, Zuo Chang was replaced by Song Nie ( 宋臬 ), a devout Confucian who believed that

3870-406: The demand for corvée grew too high and the system became dysfunctional. Its official decline is linked to the abolition of serfdom by Joseph II, Holy Roman Emperor and Habsburg ruler, in 1781. It continued to exist however, and was only abolished during the revolutions of 1848 , along with the legal inequality between the nobility and common people. Bohemia (or the Czech lands ) was a part of

3956-466: The enemy's supply routes and got his own supply line cut by the enemy in turn, resulting in a hasty retreat. Dong Zhuo's position became surrounded by the Qiang in Wangyuan (望垣; northwest of present-day Tianshui ) with depleting supplies. He made his escape by damming up the river as if to catch fish and secretly transported his men across the river. By the time the Qiang came in pursuit, the dammed river

4042-623: The framework of the encomienda system, introduced into the South American colonies by the Spanish government. Polo y servicios in the Spanish Philippines refers to 40 days' forced manual labour for men from 16 to 60 years of age; these workers built community structures such as churches. Exemption from polo was possible via paying the falla (corruption of the Spanish falta , meaning 'absence'), which

This enabled the Kingdom of Haiti to maintain a stronger economic structure than the Republic of Haiti based in Port-au-Prince in the South under Alexandre Pétion which had a system of agrarian reform distributing land to the labourers. After deploying to Haiti in 1915 as an expression of the Roosevelt Corollary to the Monroe Doctrine ,

4214-434: The importance of the frontier province: "...the official administrators have lost control, and they have let the whole province fall into rebellion. Instead he is prepared to abandon ten thousand li of territory, and I have the gravest doubts of his plan. Should this region be occupied by

4300-564: The imposition was exorbitant and punishment for failure draconian, Qin Shi Huang was resented by the people and criticized by many historians. Corvée labour was effectively abolished following the Ming dynasty . The Inca Empire levied tribute labour through a system called Mit'a which was perceived as a public service to the empire. At its height of efficiency, some subsistence farmers could be called to as many as 300 days of mit'a per year. The Spanish colonial rulers co-opted this system after

4386-571: The insurgents, killing the Colonel Protector of the Qiang ( 護羌校尉 ), Leng Zheng ( 冷徵 ), in the process. At this point, the two groups had joined together, with former Auxiliary soldiers Beigong Boyu ( 北宮伯玉 ) and Li Wenhou ( 李文侯 ) as their leaders. This union meant that the rebels now had control of the band of territory along the Yellow River in present-day Lanzhou . Within a few weeks, the rebels attacked and captured Qianya (允吾),

4472-648: The labour for farming and infrastructure, by high income taxes on those who found work with private employers, and by selling corvée labour to South Africa . This system, called chibalo , was not abolished in Mozambique until 1962, and continued in some forms until the Carnation Revolution in 1974. Corvée was used in several states and provinces in North America especially for road maintenance, and this practice persisted to some degree in

4558-494: The lord at the same time that the peasants needed to tend their own plots – e.g. at planting and harvest – it was an object of serious resentment. By the 16th century its use in agricultural settings was on the decline and it became increasingly replaced by paid labour. It nevertheless persisted in many areas of Europe until the French Revolution and beyond. Corvée, specifically socage ,

4644-639: The meaning broadened to encompass both the regular and exceptional tasks. The word survives in modern usage, meaning any kind of inevitable or disagreeable chore. From the Egyptian Old Kingdom ( c.  2613 BC , the 4th Dynasty ) onward, corvée contributed to government projects. The coalition opposed Cao's forces in the Battle of Tong Pass , where Cao personally took charge of operations. Fu Xie tried to dissuade Geng Bi from this enterprise, arguing that

In response, the imperial court appointed Huangfu Song , the famed conqueror of the Yellow Turbans, as the General of Chariots and Cavalry on the Left ( 左車騎將軍 ) in charge of defense of Chang'an. However, Huangfu achieved no immediate success, and

The hostages – which included Bian Zhang , the former Prefect of Xin'an ( 新安縣令 ); and Han Sui , Attendant Official of Liang Province ( 涼州從事 ) – were then persuaded to join the rebels' cause. The addition of such reputable and influential men gave the rebellion wider popular support, and the two men were to play more prominent roles in the rebellion as the course of events progressed. The rebels then besieged Zuo Chang's headquarters in

5504-420: The rebels raided the region around Chang'an. For the first time, the rebels extended their sway over the entire Liang Province. In light of this, Zhang Wen was dismissed from his post for his failure to quell the rebellion. By the end of 188, the imperial court had all but abandoned hope of recovering Liang Province and, for the most part, left the regional defences to their own devices. However, when Wang Guo led

5590-423: The region. After the Jin was driven out of the north, the influential tribes among these peoples were able to prosper and established states during the middle and later parts of the Sixteen Kingdoms period. The Liang Province Rebellion is featured as playable stages in the seventh installment of Koei 's Dynasty Warriors video game series, and focuses on Sun Jian's involvement in aiding Dong Zhuo on behalf of

5676-437: The rule of warfare that a retreating army is not to be pursued (lest the enemy retaliates in desperation). Huangfu dismissed the protest, saying Wang Guo's retreat was not an organised retreat but a result of losing all will to fight. Huangfu led his men to attack, leaving Dong Zhuo behind as rearguard, and achieved a great victory, cutting off more than ten thousand heads. Dong Zhuo was said to be ashamed and angry at this and bore

5762-413: The situation could be remedied only by teaching the people the Classic of Filial Piety . He submitted this proposal to the imperial court despite his junior officials' advice and was promptly dismissed in favour of Yang Yong ( 楊雍 ). Local situations did not improve with the appointment, however, and the local officials soon found themselves besieged by the rebels again. The new Protector Xia Yu ( 夏育 ),

5848-484: The situation, Dong Zhuo smashed the rebel army in a sudden attack, forcing Bian Zhang and Han Sui to retreat west to Yuzhong (榆中; near present-day Lanzhou) of Jincheng commandery. Following the victory, Zhang Wen sent two detachments in pursuit of the rebels: Zhou Shen was to lead 30,000 men to attack Yuzhong, and Dong Zhuo was to chase the Qiang auxiliary with another 30,000 men. Both, however, ended in failure. Zhou Shen had disregarded his advisor Sun Jian 's advice to cut

5934-445: The state. In Rwanda , the centuries-old tradition of umuganda , or community labour, still continues, usually in the form of one Saturday a month when citizens are required to perform work. Vietnam maintained corvée for females (ages 18–35) and males (ages 18–45) of 10 days yearly for public works at the discretion of the authorities. This was termed labour duty ( Vietnamese : nghĩa vụ lao động ). However, in 2006,

6020-410: The state. If called to work, citizens could pay in cash or kind to discharge their obligations in some cases. In the Maurya and post-Maurya time period, forced labour had become a regular source of income for the state. Ma Teng was executed along with his family in 212 after his son Ma Chao rose up against Cao Cao.
