The Walloon Movement ( French : Mouvement wallon ) is an umbrella term for all Belgium political movements that either assert the existence of a Walloon identity and of Wallonia and/or defend French culture and language within Belgium, either within the framework of the 1830 Deal or either defending the linguistic rights of French-speakers. The movement began as a defence of the primacy of French but later gained political and socio-economic objectives. In French, the terms wallingantisme and wallingants are also used to describe, sometimes pejoratively, the movement and its activists. To a lesser extent, the Walloon Movement is also associated with the representation of the small German-speaking population in the East Belgium of the Walloon Region .

150-474: Historians agree that the Walloon political movement began in 1880 with the foundation of a Walloon and French-speaking defence movement following the first linguistic laws of the 1870s. For historians like Lode Wils , the movement was born as a movement of administrative colonisation of Flanders. It took then the character of a movement asserting the existence of Wallonia and a Walloon identity without giving up

300-523: A Bosnian Serb named Gavrilo Princip assassinated Archduke Franz Ferdinand , heir to the Austro-Hungarian throne. Austria-Hungary held Serbia responsible, and declared war on 28 July. After Russia mobilised in Serbia's defence, Germany declared war on Russia and France , who had an alliance . The United Kingdom entered after Germany invaded Belgium , whose neutrality it guaranteed, and

450-645: A blue-water navy was vital for global power projection; Tirpitz had his books translated into German, while Wilhelm made them required reading for his advisors and senior military personnel. However, it was also an emotional decision, driven by Wilhelm's simultaneous admiration for the Royal Navy and desire to surpass it. Bismarck thought that the British would not interfere in Europe, as long as its maritime supremacy remained secure, but his dismissal in 1890 led to

600-592: A grenade at the Archduke's car and injured two of his aides. The other assassins were also unsuccessful. An hour later, as Ferdinand was returning from visiting the injured officers in hospital, his car took a wrong turn into a street where Gavrilo Princip was standing. He fired two pistol shots, fatally wounding Ferdinand and his wife Sophie . According to historian Zbyněk Zeman , in Vienna "the event almost failed to make any impression whatsoever. On 28 and 29 June,

750-540: A guerrilla warfare campaign and only surrendered two weeks after the armistice took effect in Europe. Before the war, Germany had attempted to use Indian nationalism and pan-Islamism to its advantage, a policy continued post-1914 by instigating uprisings in India , while the Niedermayer–Hentig Expedition urged Afghanistan to join the war on the side of Central Powers. However, contrary to British fears of

900-422: A Flemish State and a State of Brussels, but integrated in the defensive system of France". The RDSW draft was presented at the Walloon nation congress in 1945 but only during the "sentimental vote", in which it received only 154 votes out of 1048 voters, or 14.6%. After the congress, this trend remained discrete until the sixties. During the general strike of 1960–1961 Renardism appeared, an independentist trend for

1050-608: A breach of its neutrality. On 25 May 1940, Leopold met senior representatives of his Government for a final time at the Kasteel van Wijnendale in West Flanders . The meeting is frequently cited as the start of the royal question and the moment of the decisive break between King and Government. Four ministers of the Government were present: Hubert Pierlot , Paul-Henri Spaak , Henri Denis and Arthur Vanderpoorten . By

1200-408: A change in policy and an Anglo-German naval arms race began. Despite the vast sums spent by Tirpitz, the launch of HMS  Dreadnought in 1906 gave the British a technological advantage. Ultimately, the race diverted huge resources into creating a German navy large enough to antagonise Britain, but not defeat it; in 1911, Chancellor Theobald von Bethmann Hollweg acknowledged defeat, leading to

1350-654: A counterbalancing or complementary force, to call for closer economic and cultural cooperation with France. […] When viewed as a modern version of Orangism, the pro-Benelux policy can be seen to promote certain Flemish interests. According to Georges Dotreppe, a member of the directory of "Wallonie Libre", the Benelux concept, created on English soil and orientated towards Great Britain and the United States, supports an Anglo-Saxon anti-French policy which in no way embraces

1500-613: A direct threat. The 1908–1909 Bosnian Crisis began when Austria annexed the former Ottoman territory of Bosnia and Herzegovina , which it had occupied since 1878. Timed to coincide with the Bulgarian Declaration of Independence from the Ottoman Empire, this unilateral action was denounced by the European powers, but accepted as there was no consensus on how to resolve the situation. Some historians see this as

1650-744: A dominantly left wing government in Belgium, Leopold went into exile in Switzerland . In 1950, a national referendum was organised by a new centre-right government to decide on whether Leopold could return. Although the result was a victory for the Leopoldists, it produced a strong regional split between Flanders , which was broadly in favour of the King's return, and Brussels and Wallonia which generally opposed it. Leopold's return to Belgium in July 1950

1800-471: A gap between the German armies as they closed on Paris. The French army, reinforced by the British expeditionary corps, seized this opportunity to counter-attack and pushed the German army 40 to 80 km back. Both armies were then so exhausted that no decisive move could be implemented, so they settled in trenches, with the vain hope of breaking through as soon as they could build local superiority. In 1911,

1950-519: A lesser extent, Flanders. The port of Antwerp was one of the key sites affected and the country was virtually paralysed. On 30 July, four workers were shot dead by the Gendarmerie at Grâce-Berleur , near Liège and the violence intensified. Staunch Leopoldists in the Government called for a stronger stance but found themselves in a minority, even in the PSC–CVP. Frustrated at the lack of progress,

2100-525: A love of French language and culture. This francophilia gave rise to the Walloon Movement and the Walloon militants' aim of growing closer to France and more distant from the Netherlands , as expressed in an anti- Benelux policy: "In fact, the Walloon Movement is the first (and virtually the only) organisation to warn public opinion against the implications of the Benelux policy and, as

2250-481: A lull long of a decade which ends with the 1960–61 Winter General Strike with at its head André Renard who ally Walloon Movement claims and workers' claims. Gilson Act of 8 November 1962 and the transfer of Fourons (Voeren in Dutch) from Liège Province to Limburg Province resulted in political and linguistic strife with some violence during the 1970s and 1980s. The Fourons are still considered by walloon activists as

2400-406: A mere 42 percent voted for the restitution of the King. The final results, in percentages by province, were: *The majority in the arrondissement of Verviers voted in favour of the King's return. **The arrondissement of Namur voted against the return. The result confirmed the worries of some, including Spaak, that the vote would not be sufficiently decisive in either direction and could divide

2550-403: A parliamentary majority would undermine their ability to build a national reconciliation around the King as long as their Liberal coalition partners and Socialist opponents were unwilling to accept the King's return. On 29 April 1950, Prince-Regent Charles dissolved parliament pending fresh elections. His intention was probably to prevent the formation of a PSC–CVP government under Van Zeeland,

2700-520: A part of Wallonia occupied by Flanders, for example Walloon Minister-President Jean-Claude Van Cauwenberghe during a speech in 2001 described Wallonia 'from Fourons to Mouscron , from Nivelles to Arlon ' and he also proposed in 2006 a Walloon constitution with a bi-regional status for the municipality in the Article 9. The central theme of the Walloon Movement is the ideals of the French revolution and

2850-580: A period of rapid economic recovery and the process of political reconstruction began. The traditional party system had been torn apart by the war and occupation. The two major ideological blocks proceeded to create their own parties: socialists created the Belgian Socialist Party (PSB–BSP), while Catholics and conservatives created the Christian Social Party (PSC–CVP). The biggest change in early post-liberation politics

3000-465: A plea in favour of the administrative separation of the country: "Let us take the offensive openly and continue as of today the obtention of a separatist regime, before they strip us and reduce more still". Concepts of autonomy vary from federalism to confederalism within the Belgian framework according to autonomist activists but there are also separatists promoting autonomy within a European framework in

3150-548: A possibility. This was accentuated by British and Russian support for France against Germany during the 1911 Agadir Crisis . German economic and industrial strength continued to expand rapidly post-1871. Backed by Wilhelm II, Admiral Alfred von Tirpitz sought to use this growth to build an Imperial German Navy , that could compete with the British Royal Navy . This policy was based on the work of US naval author Alfred Thayer Mahan , who argued that possession of

3300-419: A referendum on the King's return, which became the focus of political attention. The Eyskens government agreed to a national referendum , known as the "popular consultation" ( consultation populaire or volksraadpleging ), which was scheduled for 12 March 1950. It was the first ever referendum in Belgian history and was intended to be advisory. Campaigning was vigorous on both sides, with little disruption at

3450-834: A revolt in India, the outbreak of the war saw a reduction in nationalist activity. Leaders from the Indian National Congress and other groups believed support for the British war effort would hasten Indian Home Rule , a promise allegedly made explicit in 1917 by Edwin Montagu , the Secretary of State for India . In 1914, the British Indian Army was larger than the British Army itself, and between 1914 and 1918 an estimated 1.3 million Indian soldiers and labourers served in Europe, Africa, and

3600-516: A significant escalation, ending any chance of Austria cooperating with Russia in the Balkans, while also damaging diplomatic relations between Serbia and Italy. Tensions increased after the 1911–1912 Italo-Turkish War demonstrated Ottoman weakness and led to the formation of the Balkan League , an alliance of Serbia, Bulgaria, Montenegro , and Greece . The League quickly overran most of

3750-562: A socialist and syndical Wallonia, but its failure after this strike forces this syndical enterprise to be folded back on the constitution of a federalistic lobbying group, the Walloon Popular Movement ( Mouvement Populaire Wallon – MPW). During the 1970s and '80s, several parties with an independentist programme were created, such as the Walloon Popular Rally ( Rassemblement populaire wallon – RPW) and

3900-490: A staunch Leopoldist, which would lead to the return of the King without further discussion. The following election produced an absolute PSC–CVP majority in both Chamber and Senate, and a new single-party government under Jean Duvieusart was formed. One of the first acts of the Duvieusart government was to introduce a bill bringing the "impossibility to reign" to an end. On 22 July 1950, Leopold returned to Belgium for

4050-535: A sub-group within the Walloon Movement which advocates the secession of Wallonia and its merger into France. The origins of this idea can be traced to "Reunionism" which emerged after the Belgian Revolution, advocated by Alexandre Gendebien amongst others. They believed that only union with France would secure Belgium's independence from the Netherlands. France had ruled the entire country during

4200-568: A surrender without consulting them, Pierlot gave an angry speech on Radio Paris , condemning the King and announcing the Government's intention to continue fighting alongside the Allies. French politicians, notably Paul Reynaud , blamed Leopold for the growing disaster of the Battle of France and angrily condemned him as a "criminal king" ( roi-félon ). "Military honour, the dignity of the Crown and

4350-478: A war on two fronts; the Schlieffen Plan envisaged using 80% of the army to defeat France, then switching to Russia. Since this required them to move quickly, mobilization orders were issued that afternoon. Once the German ultimatum to Russia expired on the morning of 1 August, the two countries were at war. At a meeting on 29 July, the British cabinet had narrowly decided its obligations to Belgium under

4500-402: A weak Ottoman government, rather than an ambitious Slav power like Bulgaria . Russia had ambitions in northeastern Anatolia while its clients had overlapping claims in the Balkans. These competing interests divided Russian policy-makers and added to regional instability. Austrian statesmen viewed the Balkans as essential for the continued existence of their Empire and saw Serbian expansion as

4650-455: A whole, the Somme offensive led to an estimated 420,000 British casualties, along with 200,000 French and 500,000 Germans. The diseases that emerged in the trenches were a major killer on both sides. The living conditions led to disease and infection, such as trench foot , lice , typhus , trench fever , and the ' Spanish flu '. At the start of the war, German cruisers were scattered across

4800-559: Is currently represented by the party Rassemblement Wallonie-France . Royal Question The royal question ( French : question royale , Dutch : Koningskwestie ) was a major political crisis in Belgium that lasted from 1945 to 1951, coming to a head between March and August 1950. The question at stake surrounded whether King Leopold III could return to the country and resume his constitutional role amid allegations that his actions during World War II had been contrary to

4950-508: Is known, however, that from 1908 to 1913, military spending by the six major European powers increased by over 50% in real terms. The years before 1914 were marked by a series of crises in the Balkans, as other powers sought to benefit from the Ottoman decline. While Pan-Slavic and Orthodox Russia considered itself the protector of Serbia and other Slav states, they preferred the strategically vital Bosporus straits to be controlled by

5100-574: The Schutzkorps was established, and carried out the persecution of Serbs. The assassination initiated the July Crisis, a month of diplomatic manoeuvring between Austria-Hungary, Germany, Russia, France and Britain. Believing that Serbian intelligence helped organise Franz Ferdinand's murder, Austrian officials wanted to use the opportunity to end their interference in Bosnia and saw war as

5250-641: The World War . In August 1914, the magazine The Independent wrote "This is the Great War. It names itself". In October 1914, the Canadian magazine Maclean's similarly wrote, "Some wars name themselves. This is the Great War." Contemporary Europeans also referred to it as " the war to end war " and it was also described as "the war to end all wars" due to their perception of its unparalleled scale, devastation, and loss of life. The first recorded use of

5400-643: The Australian Naval and Military Expeditionary Force landed on the island of New Britain , then part of German New Guinea . On 28 October, the German cruiser SMS  Emden sank the Russian cruiser Zhemchug in the Battle of Penang . Japan declared war on Germany before seizing territories in the Pacific, which later became the South Seas Mandate , as well as German Treaty ports on

5550-630: The Belgian Army at the outbreak of war. Considering his constitutional position as commander-in-chief to take precedence over his civil role as head of state , he refused to leave his army and join the Belgian government in exile in France . Leopold's refusal to obey the Government marked a constitutional crisis and, after having negotiated the surrender to the Germans on 28 May 1940, King Leopold

5700-433: The Belgian general strike of 1960–1961 . The Lahaut assassination was not solved, and it remained contentious as the only political murder in Belgian history until the death of the socialist politician André Cools in 1991. Leopoldists were suspected, but no individual was prosecuted in the aftermath. An enquiry by historians Rudy Van Doorslaer and Etienne Verhoeyen named an alleged culprit. A final report, commissioned by

5850-557: The French Revolutionary Wars and Reunionists envisaged the whole of Belgium joining with France rather than Wallonia alone. Rattachism re-emerged during the Twentieth Century within the Walloon Movement. Count Albert du Bois and his Catechism of the Walloon that affirms French identity of the Walloon. He participated in the newspaper Le Réveil wallon , clearly Francophile and rattachist. This trend

6000-654: The Front for the Independence of Wallonia  [ fr ] ( Front pour l'Indépendance de la Wallonie – FIW) but after electoral failures, especially the European elections on 17 June 1984, they sank into oblivion. It is the Rattachist trend that today gathers the most enthusiasm of Walloon militants unhappy with the result of institutional reforms in favour of the autonomy of Wallonia within Belgium. Under the early regency, both the Pierlot and subsequent Achille Van Acker governments attempted to avoid confronting the issue of Leopold's return despite calls from Communists, some Socialists and trade unionists for

6300-721: The Rüstungswende or 'armaments turning point', when he switched expenditure from the navy to the army. This decision was not driven by a reduction in political tensions but by German concern over Russia's quick recovery from its defeat in the Russo-Japanese War and subsequent 1905 Russian Revolution . Economic reforms led to a significant post-1908 expansion of railways and transportation infrastructure, particularly in its western border regions. Since Germany and Austria-Hungary relied on faster mobilisation to compensate for their numerical inferiority compared to Russia,

6450-828: The United States entered the war on the Allied side following Germany's resumption of unrestricted submarine warfare against Atlantic shipping. Later that year, the Bolsheviks seized power in the Russian October Revolution , and Soviet Russia signed an armistice with the Central Powers in December, followed by a separate peace in March 1918. That month, Germany launched an offensive in

6600-487: The hydrophone and depth charges were introduced, destroyers could potentially successfully attack a submerged submarine. Convoys slowed the flow of supplies since ships had to wait as convoys were assembled; the solution was an extensive program of building new freighters. Troopships were too fast for the submarines and did not travel the North Atlantic in convoys. The U-boats sunk more than 5,000 Allied ships, at

6750-766: The tank . After the First Battle of the Marne in September 1914, Allied and German forces unsuccessfully tried to outflank each other, a series of manoeuvres later known as the " Race to the Sea ". By the end of 1914, the opposing forces confronted each other along an uninterrupted line of entrenched positions from the Channel to the Swiss border. Since the Germans were normally able to choose where to stand, they generally held

6900-485: The "Knight King" ( roi-chevalier or koning-ridder ), had been hugely popular in Belgium after commanding the Belgian army during World War I (1914–18) while much of the country was under German occupation . Leopold's reign was marked by economic crisis in the wake of the Great Depression , and political agitation by both far-left and far-right parties. Amid this period of crisis, Leopold attempted to expand

7050-588: The 1839 Treaty of London did not require it to oppose a German invasion with military force; however, Prime Minister Asquith and his senior Cabinet ministers were already committed to supporting France, the Royal Navy had been mobilised, and public opinion was strongly in favour of intervention. On 31 July, Britain sent notes to Germany and France, asking them to respect Belgian neutrality; France pledged to do so, but Germany did not reply. Aware of German plans to attack through Belgium, French Commander-in-Chief Joseph Joffre asked his government for permission to cross

7200-563: The 1879 Dual Alliance , which became the Triple Alliance when Italy joined in 1882. For Bismarck, the purpose of these agreements was to isolate France by ensuring the three Empires resolve any disputes between themselves. In 1887, Bismarck set up the Reinsurance Treaty , a secret agreement between Germany and Russia to remain neutral if either were attacked by France or Austria-Hungary. For Bismarck, peace with Russia

7350-441: The 1913 Treaty of London , which had created an independent Albania while enlarging the territories of Bulgaria, Serbia, Montenegro and Greece. However, disputes between the victors sparked the 33-day Second Balkan War , when Bulgaria attacked Serbia and Greece on 16 June 1913; it was defeated, losing most of Macedonia to Serbia and Greece, and Southern Dobruja to Romania. The result was that even countries which benefited from

7500-569: The Austrians and Serbs clashed at the battles of the Cer and Kolubara ; over the next two weeks, Austrian attacks were repulsed with heavy losses. As a result, Austria had to keep sizeable forces on the Serbian front, weakening their efforts against Russia. Serbia's victory against Austria-Hungary in the 1914 invasion has been called one of the major upset victories of the twentieth century. In 1915,

7650-646: The Austrians briefly occupied the Serbian capital, Belgrade . A Serbian counter-attack in the Battle of Kolubara succeeded in driving them from the country by the end of 1914. For the first 10 months of 1915, Austria-Hungary used most of its military reserves to fight Italy. German and Austro-Hungarian diplomats scored a coup by persuading Bulgaria to join the attack on Serbia. The Austro-Hungarian provinces of Slovenia , Croatia and Bosnia provided troops for Austria-Hungary. Montenegro allied itself with Serbia. Bulgaria declared war on Serbia on 14 October 1915 and joined in

7800-493: The Balkan Wars, such as Serbia and Greece, felt cheated of their "rightful gains", while for Austria it demonstrated the apparent indifference with which other powers viewed their concerns, including Germany. This complex mix of resentment, nationalism and insecurity helps explain why the pre-1914 Balkans became known as the " powder keg of Europe ". On 28 June 1914, Archduke Franz Ferdinand of Austria , heir presumptive to Emperor Franz Joseph I of Austria , visited Sarajevo ,

7950-415: The Belgian government, was submitted in 2015. World War I World War I or the First World War (28 July 1914 – 11 November 1918), also known as the Great War , was a global conflict between two coalitions: the Allies (or Entente) and the Central Powers . Fighting took place mainly in Europe and the Middle East , as well as in parts of Africa and the Asia-Pacific , and in Europe

8100-404: The Belgian prisoners of war, was undermined and his popularity fell sharply, especially in Wallonia , the home of the majority of the Belgian prisoners still detained. Popular opinion also turned on the king for his perceived unwillingness to speak out against German occupation policies. Amid German defeats against the Russians on the Eastern Front after 1942, the King prepared for the end of

8250-404: The Central Powers. However, the pro-German King Constantine I dismissed the pro-Allied government of Eleftherios Venizelos before the Allied expeditionary force arrived. The Macedonian front was at first mostly static. French and Serbian forces retook limited areas of Macedonia by recapturing Bitola on 19 November 1916 following the costly Monastir offensive , which brought stabilisation of

8400-410: The Chinese Shandong peninsula at Tsingtao . After Vienna refused to withdraw its cruiser SMS  Kaiserin Elisabeth from Tsingtao, Japan declared war on Austria-Hungary, and the ship was sunk in November 1914. Within a few months, Allied forces had seized all German territories in the Pacific, leaving only isolated commerce raiders and a few holdouts in New Guinea. Some of the first clashes of

8550-448: The French language, firstly in order to reduce the influence of the Dutch from whom they had separated and secondly because they were from the Francophile bourgeoisie—if not actually originating from France—and supported the principles of the French Revolution . A Flemish Movement was quickly created to recognize the Dutch language . The first Walloon militants then set up a "French-speaking and Walloon defence movement" to fight against

8700-548: The German High Seas Fleet was confined to port. German U-boats attempted to cut the supply lines between North America and Britain. The nature of submarine warfare meant that attacks often came without warning, giving the crews of the merchant ships little hope of survival. The United States launched a protest, and Germany changed its rules of engagement. After the sinking of the passenger ship RMS Lusitania in 1915, Germany promised not to target passenger liners, while Britain armed its merchant ships, placing them beyond

8850-465: The German Army increased in size from 1908 to 1914, he changed the allocation of forces between the two wings to 70:30. He also considered Dutch neutrality essential for German trade and cancelled the incursion into the Netherlands, which meant any delays in Belgium threatened the viability of the plan. Historian Richard Holmes argues that these changes meant the right wing was not strong enough to achieve decisive success. The initial German advance in

9000-462: The German right wing would sweep through the Netherlands and Belgium , then swing south, encircling Paris and trapping the French army against the Swiss border. The plan's creator, Alfred von Schlieffen , head of the German General Staff from 1891 to 1906, estimated that this would take six weeks, after which the German army would transfer to the East and defeat the Russians. The plan was substantially modified by his successor, Helmuth von Moltke

9150-426: The Germans bled heavily as well, with anywhere from 700,000 to 975,000 casualties between the two combatants. Verdun became a symbol of French determination and self-sacrifice. The Battle of the Somme was an Anglo-French offensive from July to November 1916. The opening day on 1 July 1916 was the bloodiest single day in the history of the British Army , which suffered 57,500 casualties, including 19,200 dead. As

9300-427: The Germans. The meeting broke up with no agreement and the Belgian Government left for France. King Leopold negotiated a cease-fire with the Germans on 27 May 1940, and the Belgian armed forces officially surrendered the following day. Leopold became a prisoner of war and was placed under house arrest at the Royal Palace of Laeken , near Brussels. Furious that the King had both ignored the Government and negotiated

9450-443: The Government threatened to resign en masse . As the situation escalated, the National Confederation of Political Prisoners and their Dependents ( Confédération nationale des prisonniers politiques et des ayants droit , Nationale Confederatie van Politieke Gevangenen en Rechthebbenden , or CNPPA–NCPGR), the organisation representing political prisoners detained during the German occupation, offered to act as intermediaries between

9600-463: The King as the ruler of an authoritarian Belgian state. Imprisoned, the King continued to follow his own political programme. He believed that after the German victory, a " New Order " would be established in Europe and that, as the senior Belgian figure in occupied Europe, he could negotiate with the German authorities. King Leopold corresponded with Adolf Hitler and tried to organise a meeting with him. Hitler remained uninterested and distrustful of

9750-479: The King's abdication in April and May 1945. Soon after the King's liberation, Van Acker and a government delegation headed to Strobl , Austria to negotiate with Leopold. At a series of meetings between 9 and 11 May 1945, Van Acker insisted that the King publicly announce his support for the Allied cause and his commitment to parliamentary democracy. No agreement was reached. In the meantime, Leopold took up residence in Pregny (near Geneva ) in Switzerland under

9900-406: The King, but on 19 November 1940, King Leopold succeeded in gaining an unproductive audience with him at Berchtesgaden . Popular support for Leopold in Belgium declined sharply in December 1941 when news of Leopold's remarriage to Lilian Baels was made public. The marriage was deeply unpopular with the Belgian public. The image of the "prisoner-king" ( roi prisonnier ), sharing the suffering of

10050-565: The Middle East. In all, 140,000 soldiers served on the Western Front and nearly 700,000 in the Middle East, with 47,746 killed and 65,126 wounded. The suffering engendered by the war, as well as the failure of the British government to grant self-government to India afterward, bred disillusionment, resulting in the campaign for full independence led by Mahatma Gandhi . Pre-war military tactics that had emphasised open warfare and individual riflemen proved obsolete when confronted with conditions prevailing in 1914. Technological advances allowed

10200-545: The Ottomans joined the Central Powers in November. Germany's strategy in 1914 was to quickly defeat France, then to transfer its forces to the east, but its advance was halted in September , and by the end of the year the Western Front consisted of a continuous line of trenches stretching from the English Channel to Switzerland. The Eastern Front was more dynamic, but neither side gained a decisive advantage, despite costly offensives. Italy , Bulgaria , Romania , Greece and others joined in from 1915 onward. In April 1917,

The Serbian capture of ports on the Adriatic resulted in partial Austrian mobilisation, starting on 21 November 1912, including units along the Russian border in Galicia . The Russian government decided not to mobilise in response, unprepared to precipitate a war. The Great Powers sought to re-assert control through

10500-549: The Russian Stavka agreed with the French to attack Germany within fifteen days of mobilisation, ten days before the Germans had anticipated, although it meant the two Russian armies that entered East Prussia on 17 August did so without many of their support elements. By the end of 1914, German troops held strong defensive positions inside France, controlled the bulk of France's domestic coalfields, and inflicted 230,000 more casualties than it lost itself. However, communications problems and questionable command decisions cost Germany

10650-429: The Serbian retreat toward the Adriatic coast in the Battle of Mojkovac on 6–7 January 1916, but ultimately the Austrians also conquered Montenegro. The surviving Serbian soldiers were evacuated to Greece. After the conquest, Serbia was divided between Austro-Hungary and Bulgaria. In late 1915, a Franco-British force landed at Salonica in Greece to offer assistance and to pressure its government to declare war against

10800-651: The West was very successful. By the end of August, the Allied left, which included the British Expeditionary Force (BEF), was in full retreat , and the French offensive in Alsace-Lorraine was a disastrous failure, with casualties exceeding 260,000. German planning provided broad strategic instructions while allowing army commanders considerable freedom in carrying them out at the front, but von Kluck used this freedom to disobey orders, opening

10950-485: The Younger . Under Schlieffen, 85% of German forces in the west were assigned to the right wing, with the remainder holding along the frontier. By keeping his left-wing deliberately weak, he hoped to lure the French into an offensive into the "lost provinces" of Alsace-Lorraine , which was the strategy envisaged by their Plan XVII . However, Moltke grew concerned that the French might push too hard on his left flank and as

11100-624: The aftermath of the royal question, national priorities shifted to other political questions. On 17 September 1950, the government of Joseph Pholien announced its intention of dispatching Belgian volunteers to fight in the Korean War . Negotiations about the European Defence Community followed and, by the mid-1950s, Belgium was immersed in a new political crisis, known as the Second School War , surrounding

11250-501: The aggressor, German Chancellor Bethmann Hollweg delayed the commencement of war preparations until 31 July. That afternoon, the Russian government were handed a note requiring them to "cease all war measures against Germany and Austria-Hungary" within 12 hours. A further German demand for neutrality was refused by the French who ordered general mobilization but delayed declaring war. The German General Staff had long assumed they faced

11400-474: The attack by the Austro-Hungarian army under Mackensen's army of 250,000 that was already underway. Serbia was conquered in a little more than a month, as the Central Powers, now including Bulgaria, sent in 600,000 troops in total. The Serbian army, fighting on two fronts and facing certain defeat, retreated into northern Albania . The Serbs suffered defeat in the Battle of Kosovo . Montenegro covered

11550-543: The best way of achieving this. However, the Foreign Ministry had no solid proof of Serbian involvement. On 23   July, Austria delivered an ultimatum to Serbia, listing ten demands made intentionally unacceptable to provide an excuse for starting hostilities. Serbia ordered general mobilization on 25   July, but accepted all the terms, except for those empowering Austrian representatives to suppress "subversive elements" inside Serbia, and take part in

11700-483: The border and pre-empt such a move. To avoid violating Belgian neutrality, he was told any advance could come only after a German invasion. Instead, the French cabinet ordered its Army to withdraw 10 km behind the German frontier, to avoid provoking war. On 2 August, Germany occupied Luxembourg and exchanged fire with French units when German patrols entered French territory; on 3   August, they declared war on France and demanded free passage across Belgium, which

11850-600: The campaign saw the first use of anti-aircraft warfare after an Austrian plane was shot down with ground-to-air fire, as well as the first medical evacuation by the Serbian army. Upon mobilisation, in accordance with the Schlieffen Plan , 80% of the German Army was located on the Western Front, with the remainder acting as a screening force in the East. Rather than a direct attack across their shared frontier,

12000-649: The capital of the recently annexed Bosnia and Herzegovina . Cvjetko Popović , Gavrilo Princip , Nedeljko Čabrinović , Trifko Grabež , Vaso Čubrilović ( Bosnian Serbs ) and Muhamed Mehmedbašić (from the Bosniaks community), from the movement known as Young Bosnia , took up positions along the Archduke's motorcade route, to assassinate him. Supplied with arms by extremists within the Serbian Black Hand intelligence organisation, they hoped his death would free Bosnia from Austrian rule. Čabrinović threw

12150-597: The case of a "Europe of the Regions". This trend inside the Walloon Movement is the youngest. It was born during the Second World War, in the Walloon Democratic and Socialist Rally ("Rassemblement démocratique et socialiste wallon" – RDSW), a group mainly from Liège which arose at the end of 1942. It grouped together politicians and Walloon militants. The RDSW's attempt to create a unique party for

12300-466: The chance of a decisive outcome, while it had failed to achieve the primary objective of avoiding a long, two-front war. As was apparent to several German leaders, this amounted to a strategic defeat; shortly after the First Battle of the Marne , Crown Prince Wilhelm told an American reporter "We have lost the war. It will go on for a long time but lost it is already." On 30 August 1914, New Zealand occupied German Samoa (now Samoa ). On 11 September,

12450-609: The class struggle and the other, Renardism saw both being achieved together. Jules Destrée , in a speech on 9 November 1913, declared that 'the Walloon Movement is not, cannot be, as well as the Flemish Movement a cause of division of the worker class. On the contrary, each time that there will be only their interests of class, workers, all workers must find themselves united.' Renardism is an ideology combining syndical struggle and Walloon militancy. Conceived by André Renard , he finely defined it: They made us believe in

12600-408: The continued functioning of the state and to attempt to protect the population from the demands of the German authorities. With France's defeat and the installation of the pro-German Vichy regime , it was widely believed that Germany was about to win the war. King Leopold was hailed as a "martyr" or a symbol of national resilience, in contrast to a Government that appeared to place its ideology above

12750-469: The cost of 199 submarines. World War I also saw the first use of aircraft carriers in combat, with HMS  Furious launching Sopwith Camels in a successful raid against the Zeppelin hangars at Tondern in July 1918, as well as blimps for antisubmarine patrol. Faced with Russia in the east, Austria-Hungary could spare only one-third of its army to attack Serbia. After suffering heavy losses,

12900-444: The country along regional and linguistic lines. On 13 March, Eyskens traveled to Pregny to attempt to encourage Leopold to abdicate. Paul Van Zeeland and Spaak attempted to broker a new agreement by which Leopold would abdicate in favour of his son. On 15 April 1950, Leopold announced that he was willing to temporarily delegate his authority. Many within the PSC–CVP realised that, despite the referendum's result, their party's lack of

13050-522: The creation of new independent states, including Poland , Finland , the Baltic states , Czechoslovakia , and Yugoslavia . The League of Nations was established to maintain world peace, but its failure to manage instability during the interwar period contributed to the outbreak of World War II in 1939. Before World War II , the events of 1914–1918 were generally known as the Great War or simply

13200-449: The creation of strong defensive systems largely impervious to massed infantry advances, such as barbed wire , machine guns and above all far more powerful artillery , which dominated the battlefield and made crossing open ground extremely difficult. Both sides struggled to develop tactics for breaching entrenched positions without heavy casualties. In time, technology enabled the production of new offensive weapons, such as gas warfare and

13350-965: The crowds listened to music and drank wine, as if nothing had happened." Nevertheless, the impact of the murder of the heir to the throne was significant, and has been described by historian Christopher Clark as a "9/11 effect, a terrorist event charged with historic meaning, transforming the political chemistry in Vienna". Austro-Hungarian authorities encouraged subsequent anti-Serb riots in Sarajevo . Violent actions against ethnic Serbs were also organised outside Sarajevo, in other cities in Austro-Hungarian-controlled Bosnia and Herzegovina, Croatia and Slovenia. Austro-Hungarian authorities in Bosnia and Herzegovina imprisoned approximately 5,500 prominent Serbs, 700 to 2,200 of whom died in prison. A further 460 Serbs were sentenced to death. A predominantly Bosniak special militia known as

13500-534: The defence of French. Wallonia asserted timidly since 1898 but which becomes the principal claim since 1905 with a climax at the Walloon congress of 1912 and Jules Destrée's Letter to the King . The First World War and a reviving of Belgian patriotism applied a brake to the movement and its spin offs. Walloon militants banded together in 1930s under the patronage of the Walloon Concentration where

13650-481: The different parties because of their respected status. The CNPPA–NCPGR succeeded in persuading both the King and the Government to reopen negotiations which resumed on 31 July. In the afternoon on 1 August, Leopold publicly announced his intention to abdicate in favour of his eldest son, Baudouin , to avoid further bloodshed. Baudouin, at the age of 19, became regent, with the title of "prince royal" on 11 August 1950. King Leopold's abdication message of 1 August 1950

13800-530: The divisions within the Government which had been largely hidden since earlier in the war. Since the King was still in German custody, there was no opposition to the creation of a regency in his absence. On 20 September 1944, a meeting of both Chambers of Parliament was called. Article 82 of the Constitution was invoked, declaring the King "unable to reign" ( dans l'impossibilité de régner ). Leopold's reclusive brother, Prince Charles, Count of Flanders ,

13950-547: The end of the linguistic censuses and fixing of the linguistic border in 1962–1963. At the elections of 1965, a party called Democratic Front of Francophones of Brussels (FDBF, now FDF) arose and had three deputies and one senator. The autonomist or separatist trend appeared on 15 March 1898 in The Walloon Soul ( L'Âme wallonne ). This propaganda paper of the Walloon League of Liège published on first page

14100-695: The expansion of the French colonial empire . In 1873, Bismarck negotiated the League of the Three Emperors , which included Austria-Hungary , Russia and Germany. After the 1877–1878 Russo-Turkish War , the League was dissolved due to Austrian concerns over the expansion of Russian influence in the Balkans , an area they considered to be of vital strategic interest. Germany and Austria-Hungary then formed

14250-400: The first time on the Western Front. Several types of gas soon became widely used by both sides and though it never proved a decisive, battle-winning weapon, it became one of the most feared and best-remembered horrors of the war. In February 1916, the Germans attacked French defensive positions at the Battle of Verdun , lasting until December 1916. Casualties were greater for the French, but

14400-502: The first time since June 1944 and resumed his functions. In 1949, the FGTB–ABVV voted a special budget of ten million Belgian francs to establish a Committee of Common Action ( Comité d'action commune ) aimed at supporting strike action taken in event of the King's return. The union took the lead in the opposition which emerged in the summer of 1950. André Renard , a Walloon trade union leader, called for "insurrection" and "revolution" in

14550-595: The front. Serbian and French troops finally made a breakthrough in September 1918 in the Vardar offensive , after most German and Austro-Hungarian troops had been withdrawn. The Bulgarians were defeated at the Battle of Dobro Pole , and by 25 September British and French troops had crossed the border into Bulgaria proper as the Bulgarian army collapsed. Bulgaria capitulated four days later, on 29 September 1918. The German high command responded by despatching troops to hold

14700-542: The globe, some of which were subsequently used to attack Allied merchant shipping . These were systematically hunted down by the Royal Navy, though not before causing considerable damage. One of the most successful was the SMS ; Emden , part of the German East Asia Squadron stationed at Qingdao , which seized or sank 15 merchantmen, a Russian cruiser and a French destroyer. Most of the squadron

14850-411: The good of the country forbade me from following the government out of Belgium." Political Testament of Leopold III, 1944 With the Belgian surrender on 28 May 1940, Belgium was placed under German occupation and a military administration was established under General Alexander von Falkenhausen to govern the country. Belgian civil servants were ordered to remain at their posts in order to ensure

15000-546: The government in exile returned to Brussels and was greeted with general indifference. Although the King was no longer in the country, his Political Testament was presented to the returned Government as he had wished, and was soon circulated publicly. At the same time, a copy was presented to the British King, George VI , and was seen by the Foreign Secretary Anthony Eden . The text reignited

15150-412: The headquarters of the Belgian army near Mechelen , to take control of the army. He refused to address the Belgian parliament beforehand, as Albert I had famously done at the outbreak of World War I. The speed of the German advance, using the new Blitzkrieg approach, soon pushed the Belgian army westwards despite British and French support. On 16 May, the Belgian government left Brussels. Soon after

15300-549: The high ground, while their trenches tended to be better built; those constructed by the French and English were initially considered "temporary", only needed until an offensive would destroy the German defences. Both sides tried to break the stalemate using scientific and technological advances. On 22 April 1915, at the Second Battle of Ypres , the Germans (violating the Hague Convention ) used chlorine gas for

15450-511: The interest of Wallonia, a sister community of France." " Rattachism ", the French irredentist trend in the Walloon Movement, is a good example of this love for the French republic. This sentiment is notably expressed by Albert du Bois , who in his book " The Belgians or the French? ", published in 1903, denounces the subjection of the Walloons to the Flemings, who are merely the successors of

15600-465: The interests of the Belgian people. On 31 May 1940, the senior representative of the Catholic Church in Belgium, Cardinal Jozef-Ernest van Roey , circulated a pastoral letter calling for all Belgians to unite around the King. Other figures in the King's entourage, particularly the authoritarian socialist Henri de Man , believed that democracy had failed and that the end of the war would see

15750-409: The internecine strife between workers during the strike of 1960–61. The Walloon Movement ideology with the arrival of socialists within it was subsumed by a proletarian internationalism, Jules Destrée considered that "the Walloon Movement is not in contradiction with internationalism. On the contrary, by creating a nation new, free and independent, it facilitates the creation of solid agreements between

15900-470: The investigation and trial of Serbians linked to the assassination. Claiming this amounted to rejection, Austria broke off diplomatic relations and ordered partial mobilisation the next day; on 28 July, they declared war on Serbia and began shelling Belgrade . Russia ordered general mobilization in support of Serbia on 30 July. Anxious to ensure backing from the SPD political opposition by presenting Russia as

16050-504: The left was without success. It also aimed to be a working group, in which the liberal Fernand Schreurs and the socialist Fernand Dehousse take part, on the future statute of Wallonia. The independence manifesto was written in November 1943, after the departure of the federalists, in the form of a draft Constitution for a Walloon republic. Its principle rests on "the formation of an independent Walloon State, suitable to be associated with

16200-517: The nations, which is by definition internationalism". Walloon militants often regard Belgium as an invention of the Bourgeoisie . The defence of French as Belgium's sole official language was a historical campaign of the Walloon Movement. Militants at that time were in favour of the "Belgian contract" that, according to them, allowed only French to be used in Belgium's official life. Belgian revolutionaries in 1830 decided to give preference to

16350-411: The newspaper La Wallonie shortly after the King's return in July 1950. Modern historians have noted that "the smell of revolution was on the air" as Walloon nationalists called for the immediate secession of Wallonia and the creation of a republic. The general strike of 1950 began in the coal mining centres of Hainaut and quickly spread. Workers were soon on strike across Wallonia, Brussels, and, to

16500-465: The ocean, even to neutral ships. Since there was limited response to this tactic, Germany expected a similar response to its unrestricted submarine warfare. The Battle of Jutland in May/June 1916 was the only full-scale clash of battleships during the war, and one of the largest in history. The clash was indecisive, though the Germans inflicted more damage than they received; thereafter the bulk of

16650-599: The official recognition of Dutch. The militants from the French-speaking areas were joined by members of the liberal bourgeoisie from Brussels and the Dutch-speaking provinces. These allies somewhat surprisingly joined the Francophiles because much of their work was in the bureaucracy where the introduction of another language would have been prejudicial. This idea quickly began to disappear after 1898,

16800-459: The outbreak of war, the King and Government began to disagree. While the Government argued that the German invasion had violated Belgian neutrality and made Belgium one of the Allies , Leopold argued that Belgium was still a neutral country and had no obligations beyond defending its borders. Leopold opposed allowing British and French forces into Belgian territory to fight alongside Belgian troops, as

16950-679: The political landscape; the Communists were routed and the PSB–BSP lost seats to both the Liberals and Catholics. The Catholics gained a new majority in the Senate and a plurality in the Chamber of Representatives , their best results since the war. Gaston Eyskens took over as prime minister at the head of a Liberal-Catholic coalition. Both parties in the government (and Leopold himself) supported

17100-426: The polls, despite the contentious nature of the subject. Result of the referendum was that Leopold's return won a 58 percent majority in the national vote, with majorities in seven of the nine provinces . However, the vote was heavily divided by region. In Flanders, 72 percent voted in favour of Leopold's return, but in the arrondissement of Brussels, the Leopoldists won only a minority of 48 percent. In Wallonia

17250-442: The powers of the monarch. He was widely suspected of holding authoritarian and right-wing political views. From 1936, Leopold was a strong supporter of Belgium's "independence policy" of political neutrality in the face of Nazi Germany 's increasingly aggressive territorial expansion. On 10 May 1940, German forces invaded neutral Belgium without a formal declaration of war. King Leopold III headed immediately to Fort Breendonk ,

17400-487: The pretext that heart palpitations made further negotiations or thoughts of return to political life impossible. In Belgium, political debate about the royal question continued and grew after the war, and remained a polemical topic in the popular press, notably in the Francophone newspaper Le Soir . In the general election of 1949 , the PSC–CVP campaigned on a pro-Leopold royalist platform. The results reshaped

17550-517: The previous Dutch, Austrians and Spanish occupiers of Wallonia. The French soul of the Walloons must drive them to yearn for a return to "l'œuvre de Quatre-vingt-treize" (the invasion of the Southern Netherlands provinces by the French in 1793) and the destruction of the international agreements of 1814 and 1830. The same thesis is developed in the "Walloon's Catechism", widely distributed in the same year of 1903. " The Walloon Movement

17700-738: The protection of the " cruiser rules ", which demanded warning and movement of crews to "a place of safety" (a standard that lifeboats did not meet). Finally, in early 1917, Germany adopted a policy of unrestricted submarine warfare , realising the Americans would eventually enter the war. Germany sought to strangle Allied sea lanes before the United States could transport a large army overseas, but, after initial successes, eventually failed to do so. The U-boat threat lessened in 1917, when merchant ships began travelling in convoys , escorted by destroyers . This tactic made it difficult for U-boats to find targets, which significantly lessened losses; after

17850-558: The provisions of the Belgian Constitution . The crisis brought Belgium to the brink of a civil war. It was eventually resolved by the abdication of Leopold in favour of his son King Baudouin in 1951. The crisis emerged from the division between Leopold and his Government, led by Prime Minister Hubert Pierlot , during the German invasion of 1940 . Leopold, who was suspected of authoritarian sympathies, had taken command of

18000-550: The radical ideas of 1912 were born again bringing into existence the linguistic laws of 1932. During the Second World War, several activists distinguished themselves within Resistance by forming various clandestine groupings. This world war radicalised even more the movement which for the first time speaks about independence ideas, and which will lead to its active participation in the Royal Question in 1950. Then follows

18150-430: The royal question as an important moment in Belgian recovery after World War II. The opposition between Leopoldists and anti-Leopoldists led to the re-establishment of Socialist and Catholic political parties from before the war. The Question was also an important moment in the Belgian linguistic conflict. It also put an end to the federalisation of Belgian institutions which might exacerbate the regional tensions exposed by

18300-526: The royal question. In addition, the perceived failure of the PSC–CVP to realise Flemish demands for the return of Leopold helped to strengthen support for the Flemish nationalist Volksunie party after 1954. In Wallonia, the legacy of trade union and socialist political mobilisation during the general strike paved the way for a left-wing revival of the Walloon Movement , eventually witnessed in

18450-429: The secularisation of education. In August 1960, King Baudouin informed Prime Minister Gaston Eyskens that he did not have confidence in his government and asked for his resignation. Eyskens refused and challenged the King to invoke Article 65 of the Constitution and unilaterally revoke his ministerial mandate. Fearing that such an action would reopen the royal question, King Baudouin yielded. Modern historians describe

18600-521: The socialist opening in Flanders. Just look at numbers. For me, the combat remains whole, but I choose the best ground and the best weapons. For the moment, the best ground and the best weapons are in Wallonia, the best road passes by the defense of the Walloon interests. I am at the same time socialist and Walloon and I embrace the Walloon theses because they are socialist. The struggle was typified by

18750-469: The term First World War was in September 1914 by German biologist and philosopher Ernst Haeckel who stated, "There is no doubt that the course and character of the feared 'European War' ... will become the first world war in the full sense of the word." For much of the 19th century, the major European powers maintained a tenuous balance of power , known as the Concert of Europe . After 1848, this

18900-691: The threat posed by the closing of this gap was more important than competing with the Royal Navy. After Germany expanded its standing army by 170,000 troops in 1913, France extended compulsory military service from two to three years; similar measures were taken by the Balkan powers and Italy, which led to increased expenditure by the Ottomans and Austria-Hungary. Absolute figures are difficult to calculate due to differences in categorising expenditure since they often omit civilian infrastructure projects like railways which had logistical importance and military use. It

19050-640: The time of the meeting, against the backdrop of the bloody Battle of the Lys , the Belgian government was preparing to continue the fight against Germany from exile in France. They urged the King to join them, following the examples of Queen Wilhelmina of the Netherlands and Charlotte, Grand Duchess of Luxembourg . The King rejected their arguments and hardened his own position. He refused to leave Belgian territory and his army in Flanders at any cost. The ministers suspected that Leopold's aides were already negotiating with

19200-537: The war ended with the Armistice of 11 November 1918 . The Paris Peace Conference of 1919–1920 imposed settlements on the defeated powers, most notably the Treaty of Versailles , by which Germany lost significant territories, was disarmed, and was required to pay large war reparations to the Allies. The dissolution of the Russian, German, Austro-Hungarian, and Ottoman Empires redrew national boundaries and resulted in

19350-601: The war involved British, French, and German colonial forces in Africa. On 6–7 August, French and British troops invaded the German protectorates of Togoland and Kamerun . On 10 August, German forces in South-West Africa attacked South Africa; sporadic and fierce fighting continued for the rest of the war. The German colonial forces in German East Africa , led by Colonel Paul von Lettow-Vorbeck , fought

19500-540: The war. He ordered the preparation of a document, known as the Political Testament ( Testament Politique ), which would justify his behaviour under the occupation and detail his interventions on behalf of Belgian prisoners of war and deported workers. Leopold, however, continued to condemn the action of the Belgian government in exile (based in London after October 1940). On 7 June 1944, following D-Day , he

19650-418: The west , which despite initial successes left the German Army exhausted and demoralised. A successful Allied counter-offensive from August 1918 caused a collapse of the German front line. By early November, Bulgaria, the Ottoman Empire and Austria-Hungary had each signed armistices with the Allies, leaving Germany isolated. Facing a revolution at home , Kaiser Wilhelm   II abdicated on 9 November, and

19800-580: The year in which the Coremans-De Vriendt law was enacted and Dutch was recognized as an official language of Belgium. The defence of francophones and the French language started up after the failure to keep unilingual belgicism. Various organizations represented it, as the League against the Flemishisation of Brussels in the 1930s which fought for bilingualism in some communes of Brussels. This trend became again more widespread with

19950-697: Was a left wing movement from its beginning. Started in liberal left societies, it quickly became a rallying cry for a liberal-socialist coalition against the conservatives of the Catholic Party whose power base was in the Flemish-speaking provinces. During the interbellum between World War I and World War II , many of the Christian left joined the Walloon Movement, notably the Abbé Mahieu , an anticlerical Catholic priest. The movement

20100-432: Was a major factor in the deadly Spanish flu pandemic. The causes of World War I included the rise of Germany and decline of the Ottoman Empire , which disturbed the long-standing balance of power in Europe, as well as economic competition between nations triggered by industrialisation and imperialism . Growing tensions between the great powers and in the Balkans reached a breaking point on 28 June 1914, when

20250-403: Was challenged by Britain's withdrawal into so-called splendid isolation , the decline of the Ottoman Empire , New Imperialism , and the rise of Prussia under Otto von Bismarck . Victory in the 1870–1871 Franco-Prussian War allowed Bismarck to consolidate a German Empire . Post-1871, the primary aim of French policy was to avenge this defeat, but by the early 1890s, this had switched to

20400-423: Was characterised by trench warfare ; the widespread use of artillery , machine guns, and chemical weapons (gas); and the introductions of tanks and aircraft . World War I was one of the deadliest conflicts in history , resulting in an estimated 10 million military dead and more than 20 million wounded , plus some 10 million civilian dead from causes including genocide . The movement of large numbers of people

20550-538: Was deported to Germany. He was finally liberated by American forces on 7 May 1945. After the Allied landings in Normandy, Allied troops advanced eastwards and crossed the Belgian frontier on 1 September 1944. German forces offered little resistance and, by 4 September, the Allies were in control of Brussels although the last occupied parts of Belgian territory were only liberated in February 1945. On 8 September 1944,

20700-425: Was elected regent and took the oath the following day. Further action on the royal question was pushed aside by more pressing economic and political issues that occupied most of the Government's time. With Belgium under partial Allied military administration until the restoration of the government services, British hostility to Leopold's return also complicated the issue. Soon after the liberation, Belgium began

20850-497: Was established as a popular and constitutional monarchy under a bicameral parliamentary democracy . A liberal Constitution was written in 1831 which codified the responsibilities and restrictions imposed on the monarch. Although the King, as head of state, was prevented from acting without the approval of a government minister, he was allowed full control of military matters in his capacity as Commander-in-Chief. Which responsibility would take precedence if they became incompatible

21000-479: Was greeted with widespread protests in Wallonia and a general strike . The unrest culminated in the killing of four workers by police on 30 July. With the situation fast deteriorating, on 1 August 1950 Leopold announced his intention to abdicate. After a transition period, he formally abdicated in favour of Baudouin in July 1951. Belgium gained its independence from the United Netherlands in 1830 and

21150-432: Was left ambiguous and this uncertainty would lie at the heart of the royal question. The first King, Leopold I , accepted the terms of the Constitution but attempted to use its ambiguities to subtly increase his own powers. This was continued by his successors, although with little real success. King Leopold III came to the throne in 1934 after his father, Albert I , died in a mountaineering accident. Albert, known as

21300-429: Was premised on a reconciliation in the person of his eldest son over the course of a year. Baudouin was seen by most parties as an acceptable alternative candidate. Under a law of 11 August, executive powers were transferred to Baudouin in advance of the official abdication. Leopold formally abdicated on 16 July 1951. His son succeeded him the following day as King Baudouin . On 11 August 1950, as Crown Prince Baudouin

21450-654: Was refused. Early on the morning of 4   August, the Germans invaded, and Albert I of Belgium called for assistance under the Treaty of London . Britain sent Germany an ultimatum demanding they withdraw from Belgium; when this expired at midnight, without a response, the two empires were at war. Germany promised to support Austria-Hungary's invasion of Serbia, but interpretations of what this meant differed. Previously tested deployment plans had been replaced early in 1914, but those had never been tested in exercises. Austro-Hungarian leaders believed Germany would cover its northern flank against Russia. Beginning on 12 August,

21600-667: Was returning to Germany when it sank two British armoured cruisers at the Battle of Coronel in November 1914, before being virtually destroyed at the Battle of the Falkland Islands in December. The SMS Dresden escaped with a few auxiliaries, but after the Battle of Más a Tierra , these too were either destroyed or interned. Soon after the outbreak of hostilities, Britain began a naval blockade of Germany . This proved effective in cutting off vital supplies, though it violated accepted international law. Britain also mined international waters which closed off entire sections of

21750-585: Was shot dead by an unidentified assassin outside his house in Seraing , near Liège. The murder shocked the Belgian public and an estimated 200,000 people attended Lahaut's funeral. Although no-one was ever prosecuted for the murder, it was widely attributed to clandestine Leopoldist militia like the Ligue Eltrois or the Bloc anticommuniste belge who operated with the knowledge of the security services. In

21900-597: Was taking the oath of allegiance (as regent) to the Constitution in front of the Parliament, an unidentified individual in the Communist benches shouted " Vive la république! " ("Long Live the Republic!"). The interruption caused outrage. It was widely suspected that the culprit was Julien Lahaut , the noted Communist leader who had been one of the leading opponents of Leopold's return. A week later (18 August), Lahaut

22050-439: Was the focus of several attempts to create left-wing party, for example the Walloon Democratic and Socialist Rally (Rassemblement démocratique et socialiste wallon) created during World War II.
