The Yan'an Soviet was a soviet governed by the Chinese Communist Party (CCP) during the 1930s and 1940s. In October 1936 it became the final destination of the Long March , and served as the CCP's main base until after the Second Sino-Japanese War . After the CCP and Kuomintang (KMT) formed the Second United Front in 1937, the Yan'an Soviet was officially reconstituted as the Shaan–Gan–Ning Border Region ( traditional Chinese : 陝甘寧邊區 ; simplified Chinese : 陕甘宁边区 ; pinyin : Shǎn gān níng Biānqū ; Wade–Giles : Shan-kan-ning Pien-ch'ü ).

During the Second Sino-Japanese War, the Shaan-Gan-Ning Border Region became one of a number of border region governments established by the Communists. Other regions included the Jin-Sui Border Region (in Shanxi and Suiyuan ), the Jin-Cha-Ji Border Region (in Shanxi, Chahar , and Hebei ) and the Ji-Lu-Yu Border Region (in Hebei, Henan and Shandong ). The Tang dynasty (618–907) originated in Taiyuan. During the Tang dynasty and after, present day Shanxi was called Hédōng ( 河東 ), or "east of the (Yellow) river". Empress Wu Zetian , one of China's only female rulers, was born in Shanxi in 624. During

Winters are long, dry, and cold, while summer is warm and humid. Spring is extremely dry and prone to dust storms. Shanxi is one of the sunniest parts of China; early summer heat waves are common. Annual precipitation averages around 350 to 700 millimetres (14 to 28 in), with 60% of it concentrated between June and August. Major cities: The outline of Shanxi's territory

480-414: A body of teaching and publication in modern Chinese medicine that became one of the foundations of the national institution of modern traditional Chinese medicine that was adopted in the 1950s. Yan invested in Shanxi's industrial infrastructure, and by 1949 the area around Taiyuan was a major national producer of coal, iron, chemicals, and munitions. Yan was able to protect the province from his rivals for

600-590: A confirmation vote (i.e., vote "yes", "no", or abstain) on a candidate list, where the number of candidates exceed the number of available seats. Unlike the Politburo, whose membership has historically been determined by informal deliberations that include incumbent Politburo members and retired Politburo Standing Committee members, the method of candidate selection for the Central Committee membership receives less coverage, though it appears to be managed by

720-400: A full member or an elevation of an alternate member, are confirmed through passing a formally adopted resolution at Central Committee plenary sessions. Most members of the Central Committee are provincial governors or government ministers. For example, officials holding, or expected to hold the following positions at the time of a new party congress can be generally expected to hold a seat on

840-571: A large, fortified prison complex filled with Communist prisoners. In a final act of desperation, Liang set fire to the prison and committed suicide as the entire compound burned to the ground. Soon after the Chinese Communist Revolution , Mao Zedong assigned Kang Sheng to carry out land reform in Shanxi. Kang encouraged the populace to have numerous farmers from a variety of socioeconomic backgrounds denounced as "landlords," beaten, arrested, and executed. In some areas of

960-488: A major part of Shanxi's economy. Shanxi possesses 260 billion metric tons of known coal deposits, about a third of China's total. As a result, Shanxi is a leading producer of coal in China and has more coal companies than any other province, with an annual production exceeding 300 million metric tonnes. The Datong ( 大同 ), Ningwu ( 宁武 ), Xishan ( 西山 ), Hedong ( 河东 ), Qinshui ( 沁水 ), and Huoxi ( 霍西 ) coalfields are some of

During the early stages of the Cultural Revolution , the Central Committee essentially ceased to function; it was convened in August 1966 (11th Plenum of

1200-442: A provincial leadership post may also be rejected by the "more candidates than seats" voting method – as appeared to be the case with Li Yuanchao (then Jiangsu party chief) in 2002, and Yang Xiong (mayor of Shanghai) in 2012. In contrast to full membership, alternate membership of the Central Committee is more varied in its composition, and there are fewer institutional rules governing its membership list. Generally speaking, since

1320-555: A small force of 6,000 men to hold off the entire Japanese army. A representative of the Japanese Army, speaking of the final defense of Taiyuan , said that "nowhere in China have the Chinese fought so obstinately". The Japanese suffered 30,000 dead and an equal number wounded in their effort to take northern Shanxi. A Japanese study found that the battles of Pingxingguan, Xinkou, and Taiyuan were responsible for over half of all

For example, a Governor of Shandong who is transferred to a position of less significance does not lose his seat on the CC, neither will his successor gain a seat on the CC. This has created situations in which individuals who do not sit on the Central Committee assume provincial leadership positions. An individual already provisionally named to

1560-441: A top forum for discussion about relevant policy issues. The committee operates, however, on the principle of democratic centralism ; i.e., once a decision is made, the entire body speaks with one voice. The role of the Central Committee has varied throughout history. While it generally exercises power through formal procedures defined in the party constitution, the ability for it to affect outcomes of national-level personnel decisions

Shanxi is divided into eleven prefecture-level divisions : all prefecture-level cities : The 11 prefecture-level cities of Shanxi are subdivided into 118 county-level divisions (23 districts , 11 county-level cities , and 84 counties ). Those are in turn divided into 1388 township-level divisions (561 towns , 634 townships , and 193 subdistricts ). At

Normally, seven plenums are held over a five-year term of the Central Committee; two plenums are held at

The interior of the plateau is undulating, the valleys are vertical and horizontal, and the types of landforms are complex and diverse. There are mountains, hills, terraces, plains, and rivers. The area of mountains and hills accounts for 80.1% of

2160-440: Is from north to south and from basin to high mountain. The annual precipitation in the whole province is between 358 and 621 mm, and the seasonal distribution is uneven. In June–August, the precipitation is relatively concentrated, accounting for about 60% of the annual precipitation, and the precipitation distribution in the province is greatly affected by the terrain. The province has a length of 682 km (424 mi) and

2280-419: Is limited, as that function has generally been, in practice, carried out by the Politburo and retired party elders who retain influence. Nonetheless, Central Committee plenums function as venues whereby policy is discussed, fine-tuned, and publicly released in the form of "resolutions" or "decisions". The Central Committee's role has varied throughout history. It was founded in 1927 as a successor organization to

For centuries, Shanxi served as a center for trade and banking. The " Shanxi merchants " were once synonymous with wealth. The well-preserved city and UNESCO World Heritage Site Pingyao shows many signs of its economic importance during the Qing dynasty. With

2520-413: Is possible that decades of Yan's socialist indoctrination may have prepared the people of Shanxi for Communist rule. After the death of Mao, the experiment was discontinued, and most peasants reverted to private farming under post-Maoist economic reforms . Zhao questioned the legality of his removal in his memoirs released in 2006. While Central Committee meetings do not usually serve as forums for substantive debate, they have sometimes 'fine-tuned'

2880-678: The Jin-Song wars . The Mongol Yuan dynasty administered China into provinces but did not establish Shanxi as a province. Shanxi only gained its present name and approximate borders during the Ming dynasty (1368–1644) which were of the same land area and borders as the previous Hedong Commandery of the Tang dynasty. During the Qing dynasty (1644–1911), Shanxi extended north beyond the Great Wall to include parts of Inner Mongolia , including what

3000-589: The Nationalist government until 1949. Early in Yan's rule he decided that, unless he was able to modernize and revive the economy of his small, poor, remote province, he would be unable to protect Shanxi from rival warlords. Yan devoted himself to modernizing Shanxi and developing its resources during his reign over the province. He has been viewed by Western biographers as a transitional figure who advocated using Western technology to protect Chinese traditions, while at

Japanese assaults in the region and poor harvests worsened the effects of blockade and the region had a severe economic crisis in 1941 and 1942. By 1944, the region had suffered cumulative inflation of 564,700% since 1937, compared with 75,550% in Nationalist areas. CCP leaders raised the issue of abandoning

3240-801: The Song dynasty . Also notable are the Yungang Grottoes in Datong, which date back over 1500 years. In the Spring and Autumn period ( c.  770  – c.  481 BC ), the state of Jin was located in what is now Shanxi. It underwent a three-way split into the states of Han , Zhao , and Wei in 403 BC, a traditional date sometimes taken as the start of the Warring States period ( c.  473  – 221 BC). By 221 BC, all of these states had fallen to

3360-470: The collapse of the Qing dynasty , Shanxi became part of the newly established Republic of China . From 1911 to 1949, during the period of the Republic of China's period of rule over Mainland China , Shanxi was mostly dominated by the warlord Yan Xishan until the Chinese Communist Party took full control in 1949; Communists had already set up secret bases in 1936, but did not completely overturn Yan and

3480-584: The state of Qin , which established the Qin dynasty (221–206 BC). The Han dynasty (206 BC – AD 220) ruled Shanxi as the province of Bingzhou . During the invasion of northern nomads in the Sixteen Kingdoms period (304–439), several regimes including the Later Zhao , Former Yan , Former Qin , and Later Yan continuously controlled Shanxi. They were followed by Northern Wei (386–534),

3600-480: The "Central Executive Committee" ( 中央执行委员会 ), a group of party leaders charged with executing party work during the pre-revolutionary days of the CCP. Over the next several decades it served to confirm the party leadership lineup and legitimize military, strategic, and foreign relations decisions of the party. Yan attempted to eradicate the custom of foot binding , threatening to sentence men who married women with bound feet, and mothers who bound their daughters' feet, to hard labor in state-run factories. He discouraged

4080-408: The 1980s onwards, an average of 62% of the membership of the outgoing Central Committee has been replaced at each party congress. Since most members are at least 50 years old when they enter the body, the mandatory retirement age essentially serves as a 'term limit' on the entire membership of the Central Committee, whereby no member or group of members could conceivably serve longer than three terms on

4200-451: The 1980s, alternate membership in the Central Committee is composed of officials of provincial-ministerial rank or sub-provincial (vice-minister) rank. They are selected based on a combination of experience and the institutions that they represent. Many are heads of provincial party departments or party chiefs of big cities. Prominent academics with no political experience and state-owned enterprise chief executives often hold alternate seats on

4320-484: The 1980s, the membership of the Central Committee has experienced rapid turnover, mostly due to the institutionalization of the system of promotions for party officials as well as an informally mandated retirement age, currently set at 65 for minister-level officials (which comprise the majority of the members of the Central Committee). The average age of members in the 18th Central Committee is 56.1 years. From

Mao faced some opposition at the 11th Plenum but ultimately most delegates were goaded into ratifying Mao's decisions. Many members were politically disgraced or purged thereafter. In 1944, the CCP welcomed a large group of foreign (primarily American) journalists to Yan'an. In an effort to contrast the party with the Nationalists, the CCP generally did not censor these foreign reports. In December 1945, the party's Central Committee instructed the party to facilitate

4680-409: The Central Committee can be called upon in the interim to make extremely far-reaching decisions, or at least legitimize a change in direction mandated by the Politburo or other party leaders. The Central Committee must also be theoretically convened to prepare for a National Congress; for example, to determine its dates, delegate selection, agenda, and so on. The Central Committee has the power to elect

4800-593: The Central Committee have occasionally emerged as arenas in which there were substantive debates and decisions on party policy. An example of this was the Third Plenary Session of the 11th CCP Central Committee in 1978, at which China formally embarked on a project of economic reform . Deng Xiaoping also attempted to increase the level of "intra party democracy" in the 1980s by introducing so-called "more candidates than seats" election method ( Cha'e xuanju ). The Cha'e method meant that not everyone who

Though all nominations for the Central Committee are decided beforehand, since the 13th Party Congress in 1987, in the spirit of promoting "inner-party democracy", the number of candidates up for election for both full members and alternate members have been greater than

For example, Ma Xingrui , the party chief of Shenzhen (as of 2015), was a member of the 18th Central Committee. While institutional rules has, since the 1980s, played a major role in the selection of Central Committee members, it does not guarantee that holders of

5520-489: The Japanese "special forces" under Yan totaled 15,000 troops, plus an officer corps that was distributed throughout Yan's army. These numbers were reduced to 10,000 after serious American efforts to repatriate the Japanese were partially successful. Yan's Japanese army was instrumental in helping him to retain control of most of northern Shanxi during much of the subsequent Chinese Civil War , but by 1949 casualties had reduced

5640-418: The Japanese gave them the authority to carry out sweeping and radical social and economic reforms, mostly related to land and wealth redistribution, which they defended by labeling those who resisted as Hanjian . Communist efforts to resist the Japanese also won over Shanxi's small population of patriotic intellectuals, and conservative fears of resisting them effectively gave the Communists unlimited access to

Yan was so successful in convincing surrendered Japanese to work for him that, as word spread to other areas of north China, Japanese soldiers from those areas began to converge on Taiyuan to serve his government and army. At its greatest strength

During the Battle of Xinkou , the Chinese defenders resisted the efforts of Japan's elite Itakagi Division for over a month, despite Japanese advantages in artillery and air support. By the end of October 1937, Japan's losses were four times greater than those suffered at Pingxingguan, and the Itakagi Division was close to defeat. At no point during the period 1934-1941 was the Yan'an Soviet financially solvent, being dependent first on the confiscation of property from "enemy classes" and then on Nationalist aid, the latter of which comprised around 70% of the Soviet's revenue from 1937 to 1940. Although the Central Committee was required to convene at least once a year, it did not convene at all in 1951–53, 1960, 1963–65, and 1967. After a week of fighting, Japanese forces captured the strategic Niangzi Pass , opening the way to capturing Taiyuan. Communist guerrilla tactics were ineffective in slowing down the Japanese advance. The defenders at Xinkou, realizing that they were in danger of being outflanked, withdrew southward, past Taiyuan, leaving

Yan himself was forced to withdraw after having 90% of his army destroyed, including a large force of reinforcements sent into Shanxi by the central government. Throughout 1937, numerous high-ranking Communist leaders, including Mao Zedong , lavished praise on Yan for waging an uncompromising campaign of resistance against the Japanese. Possibly because of

The Communists lost 45,000 men and an unknown number of civilian laborers they had drafted, all of whom were either killed or injured. The fall of Taiyuan

Since the 17th Party Congress, the Central Committee has seen an increase in the number of regional leadership figures. The 17th Central Committee formed with every province-level Party Secretary and Governor gaining a full seat on the Central Committee. The rise of regional party representation came at the expense of that of government ministries. Since Xi Jinping's rise to power at

The Eighth Route Army established its first film production group in

8880-666: The end of 1936 Taiyuan had become a gathering point for anti-Japanese intellectuals from all over China. The Marco Polo Bridge Incident in July 1937 led the Imperial Japanese Armed Forces to invade China, and Shanxi was one of the first areas the Japanese attacked. When it became clear to Yan that his forces might not be successful in repelling the Imperial Japanese Army , he invited Communist military forces to re-enter Shanxi. Zhu De became

Shanxi was initially home to the jiedushi (commander) of Hedong, Li Cunxu , who overthrew the first of the Five Dynasties, Later Liang (907–923) to establish the second, Later Tang (923–936). Another jiedushi of Hedong, Shi Jingtang , overthrew Later Tang to establish

9360-641: The front lines of the Second Sino-Japanese War , the Shaan-Gan-Ning Border Region was the most politically important and influential revolutionary base area due to its function as the de facto capital of the Chinese Communist Revolution . Immediately after setting up the Soviet, the CCP began their "land revolution", confiscating property en-masse from the landlords and gentry of the region. Its vigour in doing so resulted from two factors, its ideological commitment to peasant revolution and economic necessity. The base area's economic situation

9480-473: The handful of elites in favour of "inner-party democracy" involving bodies such as the Central Committee. However, the Beidaihe meetings resumed in July 2007, when political deliberation took place in anticipation of the 17th Party Congress ; the same Bedaihe retreat also took place in 2011 in anticipation of the 18th Party Congress . This indicated that important personnel and policy decisions continued to be

9840-486: The incumbent Politburo and its Standing Committee. Since the 1980s membership patterns in the Central Committee have gradually stabilized. For example, provincial governors and party secretaries are almost guaranteed a seat on the Central Committee. Alternate members attend Central Committee plenary sessions, and can presumably voice their views on issues, but do not have

Industry in Shanxi is centered around heavy industries such as coal and chemical production, power generation, and metal refining . As part of an effort to promote diversification in non-resource industries, since 2004, some local governments in Shanxi province have required that coal mining companies set aside funds for investing in non-coal business like agriculture and produce processing. In 2006,

10320-451: The number of Japanese soldiers under Yan's command to 3,000. Yan's army was successful in eradicating banditry in Shanxi, allowing him to maintain a relatively high level of public order and security. Yan went to great lengths to eradicate social traditions which he considered antiquated. He insisted that all men in Shanxi abandon their Qing-era queues, giving police instructions to clip off

10800-561: The policies agreed upon at the Politburo level. But the Central Committee does not, by convention, overturn policies decided at higher levels. The Central Committee is larger and has a somewhat more diverse ideological spectrum than the Politburo. Since its plenary sessions is a rare event that concentrates almost all of China's top leaders in one location, it could also be seen as a convenient venue for informal deal-making. There are countless military-related industries in Shanxi due to its geographic location and history as

11400-464: The provincial party secretary and Governor are not natives of Shanxi; rather, they are outsiders who are, in practice, appointed by the central party and government authorities. Yu Youjun

Alternate members follow a different protocol sequence: they are arranged by

11880-420: The rural population. Subsequent atrocities committed by the Japanese in the effort to rid Shanxi of Communist guerrillas aroused the hatred of millions in the Shanxi countryside, causing the rural population to turn to the Communists for leadership against the Japanese. All of these factors explain how, within a year of re-entering Shanxi, the Communists were able to take control of most of Shanxi not firmly held by

12000-537: The same time reforming older political, social and economic conditions in a way that paved the way for the radical changes that would occur after his rule. 12120-607: The severity of his losses in northern Shanxi, Yan abandoned a plan of defense based on positional warfare, and began to reform his army as a force capable of waging guerrilla warfare. In contrast to Party Congresses, which have always been essentially ceremonial exercises, full meetings of

For instance, the decision to crack down on

13800-431: Was not a strong "core" figure in the same sense as Mao or Deng Xiaoping. The Central Committee thus gained more prominence as a bona fide consultation body. This was seen as an indication that Hu wanted to eschew informal decision-making by
