Pinezhsky District ( Пи́нежский райо́н ) is an administrative district ( raion ), one of the twenty-one in Arkhangelsk Oblast , Russia. Municipally , it is incorporated as Pinezhsky Municipal District . It is located in the northeast of the oblast and borders with Mezensky District in the north, Leshukonsky District and Udorsky District of the Komi Republic in the east, Verkhnetoyemsky District in the south, Vinogradovsky District in the southwest, Kholmogorsky District in the west, and with Primorsky District in the northwest. Its administrative center is the rural locality (a selo ) of Karpogory . District's population: 26,978 ( 2010 Census ) ; 33,516 ( 2002 Census ) ; 40,486 ( 1989 Soviet census ) . The population of Karpogory accounts for 16.5% of the district's total population.

59-752: The district is elongated from the northwest to the southeast; a major part of it belongs to the basin of the Pinega River which divides the district into roughly equal areas. The main tributaries of the Pinega within the district are the Yula (left), the Pokshenga (left), and the Yezhuga (right). The northern part of the district belongs to the basins of the Kuloy River and its major right tributary,

118-504: A district , the next largest division, is also called a chef-lieu , whilst the capital of the lowest division, the municipalities , is called agglomération de chef-lieu (chef-lieu agglomeration ) and is abbreviated as A.C.L. The chef-lieu in Belgium is the administrative centre of each of the ten provinces of Belgium . Three of these cities also give their name to their province ( Antwerp , Liège and Namur ). The chef-lieu of

177-400: A département is known as the préfecture . This is the town or city where the prefect of the department (and all services under their control) are situated, in a building known as the prefecture . In every French region , one of the departments has pre-eminence over the others, and the prefect carries the title of Prefect of region X..., Prefect of Department Z... and the city where

236-427: A hierarchical pattern . Other terms for a drainage basin are catchment area , catchment basin , drainage area , river basin , water basin , and impluvium . In North America, they are commonly called a watershed , though in other English-speaking places, "watershed" is used only in its original sense, that of the drainage divide line. A drainage basin's boundaries are determined by watershed delineation ,

295-664: A "High Council of Collectivites" seated at the nation's capital. Smaller sub-divisions in Mali's Communes (Villages, Tribal councils, Quarters) are administered from or identified as a Place / Site ( Site in French), so the chef-lieu is literally the Chief-Place even at the lowest level. In the Hashemite Kingdom of Jordan , the administrative centres are known as "chief towns" or nahias . Nahias may be in charge of

354-437: A common task in environmental engineering and science. In a closed drainage basin, or endorheic basin , rather than flowing to the ocean, water converges toward the interior of the basin, known as a sink , which may be a permanent lake, a dry lake , or a point where surface water is lost underground . Drainage basins are similar but not identical to hydrologic units , which are drainage areas delineated so as to nest into

413-454: A drainage basin, and there are different ways to interpret that data. In the unlikely event that the gauges are many and evenly distributed over an area of uniform precipitation, using the arithmetic mean method will give good results. In the Thiessen polygon method, the drainage basin is divided into polygons with the rain gauge in the middle of each polygon assumed to be representative for

472-540: A drainage boundary is referred to as watershed delineation . Finding the area and extent of a drainage basin is an important step in many areas of science and engineering. Most of the water that discharges from the basin outlet originated as precipitation falling on the basin. A portion of the water that enters the groundwater system beneath the drainage basin may flow towards the outlet of another drainage basin because groundwater flow directions do not always match those of their overlying drainage network. Measurement of

531-579: A government subdivision include Senegal , Burkina Faso , Benin , Mali , and Niger . Taking Niger and Mali as examples, the administrative subdivisions down to the Commune level each have a formal place of administrative headquarters, titled the chef-lieu. The larger portion of the terminology of administrative division is inherited from colonial rule as part of French West Africa , and has survived and been somewhat modified over time. In both nations there have been remarkably parallel histories. With

590-602: A multi-level hierarchical drainage system . Hydrologic units are defined to allow multiple inlets, outlets, or sinks. In a strict sense, all drainage basins are hydrologic units but not all hydrologic units are drainage basins. About 48.71% of the world's land drains to the Atlantic Ocean . In North America , surface water drains to the Atlantic via the Saint Lawrence River and Great Lakes basins,

649-620: A protected natural area at the federal level. The area was originally populated by speakers of Uralic languages and then colonized by the Novgorod Republic . After the fall of Novgorod, the area became a part of the Grand Duchy of Moscow . In the course of the administrative reform carried out in 1708 by Peter the Great , the area was included into Archangelgorod Governorate , with the creation of Kevrolsky Uyezd . The seat of

708-408: A rural locality. In February 1927, Pinezhsky Uyezd was abolished and merged into Arkhangelsky Uyezd . In 1929, several governorates were merged into Northern Krai . On July 15, 1929, the uyezds were abolished and Pinezhsky District was established. Pinezhsky District became a part of Arkhangelsk Okrug of Northern Krai. At the same time, Karpogorsky District , with the administrative center in

767-402: A sub-district ( qda ), a district ( liwa ), or a governorate ( muhafazah ). Luxembourg is divided into two judicial arrondissements (Luxembourg City, Diekirch), four electoral circonscriptions (constituencies), twelve cantons , as well as 100 communes (municipalities; Luxembourgish: Gemengen ). Arrondissements, districts and cantons have each a chef-lieu and are named after it. The same

826-506: Is a term commonly ascribed to the settlement that serves as a municipal administrative centre. This level handles the local administrative and political tasks of the surrounding settlements. Since central place theory was the guiding principle during the municipal reform 1962–1977, most municipalities were dominated by a larger urban area where the political seat was located. Most municipalities are named for their central locality, but there are several exceptions. There are many deviations from

885-418: Is an area of land in which all flowing surface water converges to a single point, such as a river mouth , or flows into another body of water , such as a lake or ocean . A basin is separated from adjacent basins by a perimeter, the drainage divide , made up of a succession of elevated features, such as ridges and hills . A basin may consist of smaller basins that merge at river confluences , forming

944-427: Is located. In countries with French as administrative language (such as Belgium, Luxembourg, Switzerland and many African countries), a chef-lieu ( French pronunciation: [ʃɛfljø] , plural form chefs-lieux , literally 'chief place' or 'main place'), is a town or city that is important from an administrative perspective. The capital of an Algerian province is called a chef-lieu . The capital of

1003-487: Is referred to as " watershed management ". In Brazil , the National Policy of Water Resources, regulated by Act n° 9.433 of 1997, establishes the drainage basin as the territorial division of Brazilian water management. When a river basin crosses at least one political border, either a border within a nation or an international boundary, it is identified as a transboundary river . Management of such basins becomes

1062-614: Is the Dead Sea . Drainage basins have been historically important for determining territorial boundaries, particularly in regions where trade by water has been important. For example, the English crown gave the Hudson's Bay Company a monopoly on the fur trade in the entire Hudson Bay basin, an area called Rupert's Land . Bioregional political organization today includes agreements of states (e.g., international treaties and, within

1121-548: Is the main industry of the district. Food industry is also present. Agriculture accounts for 0.1% of the total production, and is mainly represented by cattle breeding and production of potatoes. A railway line connecting Arkhangelsk and Karpogory passes through the district. This line is expected to become part of the Belkomur project—a railway line connecting Arkhangelsk via the Komi Republic with Perm Krai and

1180-630: Is true for each commune which is composed of more than one town or village. Usually (with a few exceptions), the commune is named after the communal chef-lieu. In Russia , several million-plus cities in federal districts have the official status of an administrative centre: Moscow (as the main city of the Central Federal District ), Vladivostok , Volgograd , Yekaterinburg , Nizhny Novgorod , Novosibirsk , Pyatigorsk , Rostov-on-Don and St. Petersburg . The main cities of regions and municipal districts are also called unofficially

1239-713: The African Great Lakes , the interiors of Australia and the Arabian Peninsula , and parts in Mexico and the Andes . Some of these, such as the Great Basin, are not single drainage basins but collections of separate, adjacent closed basins. In endorheic bodies of water where evaporation is the primary means of water loss, the water is typically more saline than the oceans. An extreme example of this

1298-607: The Eastern Seaboard of the United States, the Canadian Maritimes , and most of Newfoundland and Labrador . Nearly all of South America east of the Andes also drains to the Atlantic, as does most of Western and Central Europe and the greatest portion of western Sub-Saharan Africa , as well as Western Sahara and part of Morocco . The two major mediterranean seas of the world also flow to

1357-735: The Mississippi (3.22 million km ), and the Río de la Plata (3.17 million km ). The three rivers that drain the most water, from most to least, are the Amazon, Ganges , and Congo rivers. Endorheic basin are inland basins that do not drain to an ocean. Endorheic basins cover around 18% of the Earth's land. Some endorheic basins drain to an Endorheic lake or Inland sea . Many of these lakes are ephemeral or vary dramatically in size depending on climate and inflow. If water evaporates or infiltrates into

1416-630: The Nemnyuga . Minor areas in the east of the district drain across the border of the district to the Mezen River . The whole area of the district is in the White Sea basin. Almost the whole of the district is covered by coniferous forests ( taiga ). The exception are the meadows in the floodplains . There are many glacial lakes across the district, especially in its northern part. The biggest lakes are Teldozero , Poltozero , Karasozero (all in

1475-809: The Nile River ), Southern , Central, and Eastern Europe , Turkey , and the coastal areas of Israel , Lebanon , and Syria . The Arctic Ocean drains most of Western Canada and Northern Canada east of the Continental Divide , northern Alaska and parts of North Dakota , South Dakota , Minnesota , and Montana in the United States, the north shore of the Scandinavian peninsula in Europe, central and northern Russia, and parts of Kazakhstan and Mongolia in Asia , which totals to about 17% of

1534-501: The Stockholm metropolitan area . The term central locality has no legal standing and it is unclear how it should be applied to these municipalities. Some municipalities appointing one or several localities to be the central locality. A residence city (Swedish: "residensstad") is the town or city which is the political and administrative seat of the county . This level handles the more regional political and administrative tasks of

1593-521: The Ural Mountains . The stretch between Arkhangelsk and Karpogory was built in the 1970s. The Pinega River is navigable below the village of Sogra , although there is no regular passenger navigation. In 1926–1928, a canal connecting the Pinega with the Kuloy was constructed; however, currently the canal is neglected. An important road along the right bank of the Pinega connects Arkhangelsk with

1652-512: The Västra Götaland Region . The term chef-lieu is applied to the capital of each Swiss canton . In 16 of the 26 cantons, the territory is subdivided into districts. Every district also has a location nominated as chef-lieu and each has a prefect. The term chef-lieu is used to designate the capital of each gouvernorat (department). Each of the 24 gouvernorats is subdivided into delegations (districts) which each have

1711-400: The groundwater . A drainage basin is an area of land where all flowing surface water converges to a single point, such as a river mouth, or flows into another body of water, such as a lake or ocean. Administrative center An administrative centre is a seat of regional administration or local government, or a county town , or the place where the central administration of a commune ,

1770-458: The selo of Karpogory, was established. In 1959, Karpogorsky and Pinezhsky Districts were merged into one district with the administrative center located in Karpogory. In the following years, the first-level administrative division of Russia kept changing. In 1930, the okrug was abolished, and the district was subordinated to the central administration of Northern Krai. In 1936, the krai itself

1829-544: The sub-prefecture . The arrondissement where the département prefecture is located does not normally have a sub-prefect or sub-prefecture, the administration being devolved usually to the Secretary-general of the departmental prefecture , who functions as sub-prefect for the arrondissement. The chef-lieu of a canton is usually the biggest city or town within the canton, but has only a nominal role. No specific services are controlled by it. In past decades, there

1888-789: The Andes. The Indian Ocean 's drainage basin also comprises about 13% of Earth's land. It drains the eastern coast of Africa, the coasts of the Red Sea and the Persian Gulf , the Indian subcontinent , Burma, and most parts of Australia . The five largest river basins (by area), from largest to smallest, are those of the Amazon (7 million km ), the Congo (4 million km ), the Nile (3.4 million km ),

1947-726: The Atlantic. The Caribbean Sea and Gulf of Mexico basin includes most of the U.S. interior between the Appalachian and Rocky Mountains , a small part of the Canadian provinces of Alberta and Saskatchewan , eastern Central America , the islands of the Caribbean and the Gulf, and a small part of northern South America. The Mediterranean Sea basin, with the Black Sea , includes much of North Africa , east-central Africa (through

2006-623: The US, interstate compacts ) or other political entities in a particular drainage basin to manage the body or bodies of water into which it drains. Examples of such interstate compacts are the Great Lakes Commission and the Tahoe Regional Planning Agency . In hydrology , the drainage basin is a logical unit of focus for studying the movement of water within the hydrological cycle . The process of finding

2065-430: The administrative centre or simply the centre. The only exception to this rule is the republics , for which the term " capital " is used to refer to the seat of government. The capital of Russia is also an entity to which the term "administrative centre" does not apply. In Sweden there are two levels of administrative centre; the local municipal and the regional county . Central locality ( Swedish : "centralort")

2124-406: The basin, it can form tributaries that change the structure of the land. There are three different main types, which are affected by the rocks and ground underneath. Rock that is quick to erode forms dendritic patterns, and these are seen most often. The two other types of patterns that form are trellis patterns and rectangular patterns. Rain gauge data is used to measure total precipitation over

2183-450: The central locality principle. Some municipalities are dominated by two or more towns of similar size, and sometimes they share the municipal administration, with the municipality having its official address in one of the towns. For example, both Skillingaryd and Vaggeryd are central localities of Vaggeryd Municipality . Conversely, there are municipalities within metropolitan areas . For example, there are twenty-six municipalities within

2242-504: The county, such as healthcare and public transport . The name comes from that this is the town or city where the governor ( Swedish : "landshövding") have their residence . There are some exceptions to this, however. In the newer amalgamated "greater counties", often referred to as "regions", the administrative centre is placed in one of the older residence cities . Examples of this is Malmö in Region Scania and Gothenburg in

2301-490: The decentralization process begun in both nations in the 1990s, the chef-lieu has transitioned from the location of the Governor, Commandant, or Prefect and their staff, to the location of Commune, Cercles of Mali / Departments of Niger , and Regional Councils and a variety of decentralized bodies. The chefs-lieux of a Region, Cercle or Département, is usually also a Communal chef-lieu. Both nations collect these councils in

2360-430: The discharge of water from a basin may be made by a stream gauge located at the basin's outlet. Depending on the conditions of the drainage basin, as rainfall occurs some of it seeps directly into the ground. This water will either remain underground, slowly making its way downhill and eventually reaching the basin, or it will permeate deeper into the soil and consolidate into groundwater aquifers. As water flows through

2419-441: The drainage area is dependent on the soil type. Certain soil types such as sandy soils are very free-draining, and rainfall on sandy soil is likely to be absorbed by the ground. However, soils containing clay can be almost impermeable and therefore rainfall on clay soils will run off and contribute to flood volumes. After prolonged rainfall even free-draining soils can become saturated , meaning that any further rainfall will reach

2478-697: The drainage basin to the mouth, and may accumulate there, disturbing the natural mineral balance. This can cause eutrophication where plant growth is accelerated by the additional material. Because drainage basins are coherent entities in a hydrological sense, it has become common to manage water resources on the basis of individual basins. In the U.S. state of Minnesota , governmental entities that perform this function are called " watershed districts ". In New Zealand, they are called catchment boards. Comparable community groups based in Ontario, Canada, are called conservation authorities . In North America, this function

2537-435: The ground and along rivers it can pick up nutrients , sediment , and pollutants . With the water, they are transported towards the outlet of the basin, and can affect the ecological processes along the way as well as in the receiving water body . Modern use of artificial fertilizers , containing nitrogen (as nitrates ), phosphorus , and potassium , has affected the mouths of drainage basins. The minerals are carried by

2596-781: The ground at its terminus, the area can go by several names, such playa, salt flat, dry lake , or alkali sink . The largest endorheic basins are in Central Asia , including the Caspian Sea , the Aral Sea , and numerous smaller lakes. Other endorheic regions include the Great Basin in the United States, much of the Sahara Desert , the drainage basin of the Okavango River ( Kalahari Basin ), highlands near

2655-535: The name of the town. For the towns of the mainland, the chef-lieu has the same name as the town. Nouméa is a town composed only of Nouméa. Many of the West African states which gained independence from France in the mid-20th century also inherited the French administrative structure of Departments and Communes, headed by a Chief-Lieu . States still using Chief-Lieu to identify the administrative headquarters of

2714-495: The northern part of the district), and Krasny Okun (in its southern part). Karst landscapes, with karst caves, formed in the middle course of the Pinega, now inside the district limits. These hilly landscapes contrast with the plain to the west, in the valley of the Northern Dvina River . Pinezhsky Nature Reserve , located within the district limits, had been created to protect these landscapes and designated as

2773-418: The rainfall on the area of land included in its polygon. These polygons are made by drawing lines between gauges, then making perpendicular bisectors of those lines form the polygons. The isohyetal method involves contours of equal precipitation are drawn over the gauges on a map. Calculating the area between these curves and adding up the volume of water is time-consuming. Isochrone maps can be used to show

2832-416: The regional prefect is found is known as chef-lieu of the region or, more commonly, Regional prefecture . The services are, however, controlled by the prefecture of the department. The chef-lieu of an arrondissement , commonly known as the sous-préfecture is the city or town where the sub-prefect of the arrondissement (and the services directly under their control) are situated, in a building called

2891-631: The responsibility of the countries sharing it. Nile Basin Initiative , OMVS for Senegal River , Mekong River Commission are a few examples of arrangements involving management of shared river basins. Management of shared drainage basins is also seen as a way to build lasting peaceful relationships among countries. The catchment is the most significant factor determining the amount or likelihood of flooding . Catchment factors are: topography , shape, size, soil type, and land use (paved or roofed areas). Catchment topography and shape determine

2950-461: The river rather than being absorbed by the ground. If the surface is impermeable the precipitation will create surface run-off which will lead to higher risk of flooding; if the ground is permeable, the precipitation will infiltrate the soil. Land use can contribute to the volume of water reaching the river, in a similar way to clay soils. For example, rainfall on roofs, pavements , and roads will be collected by rivers with almost no absorption into

3009-418: The speed with which the runoff reaches a river. A long thin catchment will take longer to drain than a circular catchment. Size will help determine the amount of water reaching the river, as the larger the catchment the greater the potential for flooding. It is also determined on the basis of length and width of the drainage basin. Soil type will help determine how much water reaches the river. The runoff from

3068-415: The time taken for rain to reach the river, while catchment size, soil type, and development determine the amount of water to reach the river. Generally, topography plays a big part in how fast runoff will reach a river. Rain that falls in steep mountainous areas will reach the primary river in the drainage basin faster than flat or lightly sloping areas (e.g., > 1% gradient). Shape will contribute to

3127-477: The time taken for runoff water within a drainage basin to reach a lake, reservoir or outlet, assuming constant and uniform effective rainfall. Drainage basins are the principal hydrologic unit considered in fluvial geomorphology . A drainage basin is the source for water and sediment that moves from higher elevation through the river system to lower elevations as they reshape the channel forms. Drainage basins are important in ecology . As water flows over

3186-540: The uyezd was located in Kevrola , now a village. In 1780, the governorate was abolished and transformed into Vologda Viceroyalty , with the creation of Pinezhsky Uyezd in place of Kevrolsky Uyezd. The seat of the uyezd was in Pinega . In 1796, Pinezhsky Uyezd was transferred to Arkhangelsk Governorate . In 1925, the town of Pinega, while still being the administrative center of the uyezd, was downgraded in status to that of

3245-520: The valley of the Mezen River . The road within the limits of the district is not paved. From this road another one, also unpaved, branches off and follows the Pinega to Karpogory, the village of Zanyukhcha , and then crosses the border with the Komi Republic to the timber production settlements. The district contains twenty objects classified as cultural and historical heritage by Russian Federal law and additionally one object classified as cultural and historical heritage of local importance (the chapel in

3304-697: The village of Kushkopala ). The monuments protected at the federal level include: There are two state museums in the district — the District Museum in the settlement of Pinega and the memorial museum of the author Fyodor Abramov in the selo of Verkola, located in the building of the school where he studied. In 2004, the Karst Museum was open in the Pinezhsky Nature Reserve . The reserve attracts tourists who visit karst caves. Drainage basin A drainage basin

3363-789: The world's land. Just over 13% of the land in the world drains to the Pacific Ocean . Its basin includes much of China, eastern and southeastern Russia, Japan, the Korean Peninsula , most of Indochina, Indonesia and Malaysia, the Philippines, all of the Pacific Islands , the northeast coast of Australia , and Canada and the United States west of the Continental Divide (including most of Alaska), as well as western Central America and South America west of
