The Rapid Deployment Joint Task Force ( RDJTF ) is an inactive United States Department of Defense Joint Task Force . It was first envisioned as a three- division force in 1979 as the Rapid Deployment Force ( RDF ), a highly mobile rapid deployment force that could be rapidly moved to locations outside the normal overseas deployments in Europe and Korea . Its charter was expanded and greatly strengthened in 1980 as the RDJTF. It was inactivated in 1983, and re-organized as the United States Central Command (USCENTCOM).

120-620: After the end of American involvement in the Vietnam War , U.S. attention gradually focused on the Persian Gulf region. The Yom Kippur War of 1973, the Soviet–U.S. confrontation , and the subsequent 1973 oil crisis led to President Richard Nixon issuing a warning that "American military intervention to protect vital oil supplies" was a possibility, served to increase attention on the area as being vital to U.S. national interests. With

But Secretary of State Dulles privately conceded Diệm had to be backed because they could find no better alternative. Between 1954 and 1957, the Diệm government succeeded in preventing large-scale organized unrest in the countryside. In April 1957, insurgents launched an assassination campaign, referred to as "extermination of traitors". 17 people were killed in

600-625: A Military Assistance and Advisory Group (MAAG) to screen French requests for aid, advise on strategy, and train Vietnamese soldiers. By 1954, the US had spent $ 1 billion in support of the French military effort, shouldering 80% of the cost of the war. During the Battle of Dien Bien Phu in 1954, US carriers sailed to the Gulf of Tonkin and the US conducted reconnaissance flights. France and

In vacating the MacDill AFB facility, all USNAVCENT staff activities were consolidated at COMUSNAVCENT/COMFIFTHFLT headquarters in Manama, Bahrain . NAVCENT's facility at MacDill AFB

840-565: A psychological warfare campaign which exaggerated anti-Catholic sentiment among the Viet Minh and distributed propaganda attributed to Viet Minh threatening an American attack on Hanoi with atomic bombs. During the 300-day period, up to one million northerners, mainly minority Catholics, moved south, fearing persecution by the Communists. The exodus was coordinated by a U.S.-funded $ 93 million relocation program, which involved

It would distribute the 319th Air Refueling Wing 's KC-135R aircraft to

1080-471: A ceasefire with the Viet Minh, and independence was granted to Cambodia, Laos, and Vietnam. At the 1954 Geneva Conference, Vietnam was temporarily partitioned at the 17th parallel . Ho Chi Minh wished to continue war in the south, but was restrained by Chinese allies who convinced him he could win control by electoral means. Under the Geneva Accords, civilians were allowed to move freely between

1200-646: A coordinated uprising in South Vietnam against the government and a third of the population was soon living in areas of communist control. In December 1960, North Vietnam formally created the Viet Cong (VC) with the intent of uniting all anti-GVN insurgents, including non-communists. It was formed in Memot, Cambodia , and directed through COSVN. The VC "placed heavy emphasis on the withdrawal of American advisors and influence, on land reform and liberalization of

1320-520: A more "modest" winning margin of "60 to 70 percent." Diệm, however, viewed the election as a test of authority. He declared South Vietnam to be an independent state under the name Republic of Vietnam (ROV), with him as president. Likewise, Ho Chi Minh and other communists won at least 99% of the vote in North Vietnamese "elections". The domino theory , which argued that if a country fell to communism, all surrounding countries would follow,

1440-532: A paper exercise. There were several reasons why the move to a Rapid Deployment Force did not occur in the 1970s. Unlike previous Cold War administrations, the US foreign and defense policies under President Carter saw retrenchment, not intervention in foreign affairs. Also, the Carter Administration had NATO as its focus with conventional force policy as a result of the buildup of Warsaw Pact forces. Domestically, there were many objections from

1560-557: A person knowledgeable in Indochinese affairs who did not agree that had elections been held as of the time of the fighting, possibly 80% of the population would have voted for the Communist Ho Chi Minh as their leader rather than Chief of State Bảo Đại. Indeed, the lack of leadership and drive on the part of Bảo Đại was a factor in the feeling prevalent among Vietnamese that they had nothing to fight for. According to

1680-468: A policy of " Vietnamization " from 1969, which saw the conflict fought by an expanded ARVN, while US forces withdrew. A 1970 coup in Cambodia resulted in a PAVN invasion and a US–ARVN counter-invasion , escalating its civil war. US troops had mostly withdrawn from Vietnam by 1972, and the 1973 Paris Peace Accords saw the rest leave. The accords were broken almost immediately and fighting continued until

1800-528: A result, the 1991 Defense Base Realignment and Closure Commission (BRAC) ordered that all flight-line activities cease at MacDill AFB by 1993. As a result of the BRAC decision, the F-16 training mission and the 56th Fighter Wing were moved without personnel or equipment to Luke Air Force Base , outside of Phoenix, Arizona , and was reassigned to Air Education and Training Command . 2640-589: The 310th Airlift squadron inactivated. The squadron had operated three C-37A Gulfstream V and provided global special assignment airlift missions (SAAM) in support of the commanders of the unified combatant commands. As a result, with its primary mission now aerial refueling, the 6th Air Mobility Wing was re-designated as the 6th Air Refueling Wing. The flyover and Missing man formations for Super Bowl XXV , Super Bowl XXXV and Super Bowl XLIII , played at Raymond James Stadium , came from KC-135 aircraft from MacDill's 6th Air Mobility Wing, with additional flyovers by

2760-533: The Air Combat Command 's 6th Air Base Wing (6 ABW) stood up at MacDill AFB to operate the base and provide support services for the large and growing number of tenant units, as well as to provide services for transient air units. Later that year, the base served as the primary staging facility for Operation Uphold Democracy in Haiti . This staging was considered evidence of the quality and usefulness of

2880-926: The Air Mobility Command (AMC). Under its Title 32 USC "state" mission, the squadron reports to the Governor of Florida via the Assistant Adjutant General for Air (ATAG-Air) and The Adjutant General (TAG) of the Florida National Guard ./ The newest tenant command at MacDill AFB is the 598th Range Squadron (598 RANS), an Air Combat Command (ACC) unit that was activated at the MacDill AFB Auxiliary Field at Avon Park Air Force Range , Florida on 22 September 2015. As mentioned above, the 290th Joint Communications Support Squadron (290 JCSS) of the Florida Air National Guard

3120-610: The Châu Đốc massacre at a bar in July, and in September a district chief was killed with his family. By early 1959, Diệm had come to regard the violence as an organized campaign and implemented Law 10/59, which made political violence punishable by death and property confiscation. There had been division among former Viet Minh, whose main goal was to hold elections promised in the Geneva Accords, leading to " wildcat " activities separate from

3240-669: The Cold War between the Soviet Union and US. American military involvement greatly escalated from 1965 until its withdrawal in 1973. The fighting spilled over into the Laotian and Cambodian Civil Wars , which ended with all three countries becoming communist in 1975. After the defeat of French Indochina in the First Indochina War that began in 1946, Vietnam gained independence in the 1954 Geneva Conference but

3360-808: The Cuban Missile Crisis (October 1962) played out on television worldwide. It was the closest the Cold War came to nuclear war . The Kennedy administration remained committed to the Cold War foreign policy inherited from the Truman and Eisenhower administrations. In 1961, the US had 50,000 troops based in South Korea, and Kennedy faced four crisis situations: the failure of the Bay of Pigs Invasion he had approved in April, settlement negotiations between

3480-615: The Eighteenth Air Force of the Air Mobility Command . The 6 ARW is commanded by Colonel Edward Szczepanik. The Wing Command Chief is Chief Master Sergeant Raun Howell. MacDill Air Force Base, located in South Tampa, was constructed as MacDill Field, a U.S. Army Air Corps , later U.S. Army Air Forces , installation just prior to World War II. With the establishment of the U.S. Air Force as an independent service in September 1947, it became MacDill Air Force Base. During

3600-534: The Fall of Saigon . The 1979 SALT II agreement with the Soviet Union led to a vigorous debate (and subsequent rejection by Congress of the treaty) which illustrated how far the United States military had fallen into disrepair during the 1970s. The 1979 Iranian Revolution ; the 1979 energy crisis ; the April 1980 failure of Operation Eagle Claw to rescue United States diplomatic personnel from Tehran, and

3720-569: The French Navy and the US Seventh Fleet to ferry refugees. The northern refugees gave the later Ngô Đình Diệm regime a strong anti-communist constituency. Over 100,000 Viet Minh fighters went to the north for "regroupment", expecting to return south within two years. The Viet Minh left roughly 5,000 to 10,000 cadres in the south as a base for future insurgency. The last French soldiers left South Vietnam in April 1956 and

MacDill Air Force Base MacDill Air Force Base ( MacDill AFB ) ( IATA : MCF , ICAO : KMCF , FAA LID : MCF ) is an active United States Air Force installation located 4 miles (6.4 km) south-southwest of downtown Tampa, Florida . The "host wing" for MacDill AFB is the 6th Air Refueling Wing (6 ARW), assigned to

3960-669: The Ho Chi Minh trail to supply and reinforce the VC. By 1963, the north had covertly sent 40,000 soldiers of its own People's Army of Vietnam (PAVN), armed with Soviet and Chinese weapons, to fight in the insurgency in the south. President John F. Kennedy increased US involvement from 900 military advisors in 1960 to 16,300 in 1963 and sent more aid to the Army of the Republic of Vietnam (ARVN), which failed to produce results. In 1963, Diem

4080-660: The Korean War in June convinced Washington policymakers that the war in Indochina was another example of communist expansionism, directed by the Soviet Union. Military advisors from China began assisting the Viet Minh in July 1950. Chinese weapons, expertise, and laborers transformed the Viet Minh from a guerrilla force into a regular army. In September 1950, the US further enforced the Truman Doctrine by creating

4200-628: The Pentagon Papers , which commented on Eisenhower's observation, Diệm would have been a more popular candidate than Bảo Đại against Hồ, stating that "It is almost certain that by 1956 the proportion which might have voted for Ho - in a free election against Diem - would have been much smaller than 80%." In 1957, independent observers from India, Poland, and Canada representing the International Control Commission (ICC) stated that fair elections were impossible, with

4320-683: The Senate Committee on Armed Services and the Senate Committee on Appropriations expressed their concern "about the absence of an organized effort to plan and provide for possible power projection requirements in other Third World areas which are also critical to U.S. interests." The decision to focus the attention of the RDJTF solely on the Middle East and Central Asia —to the exclusion of other areas, such as central and southern Africa —did little to ease this concern. On 1 January 1983

4440-601: The Viet Minh , an anti-Japanese resistance movement that advocated for independence. The Viet Minh received aid from the Allies , namely the US, Soviet Union, and Republic of China . Beginning in 1944, the US Office of Strategic Services (O.S.S.) provided the Viet Minh with weapons, ammunition, and training to fight the occupying Japanese and Vichy French forces. Throughout the war, Vietnamese guerrilla resistance against

Kelley and then by General Robert Kingston , USA (the commander alternated between the Army and Marine Corps). The Deputy Commander was usually an Air Force two star general officer. Its command staff was drawn from all four armed services. Component commanders of RDJTF consisted of: A Washington Liaison Office also existed. In

The RDJTF relied upon the C-5 Galaxy (70 aircraft), C-141 Starlifter (234 aircraft), and C-130 Hercules (490) of MAC to deploy the fastest reacting ground forces, the forward elements of the 82d Airborne, Special Forces and USMC personnel of the 7th MAB. The RDJTF could also call upon the Civil Reserve Air Fleet (CRAF) of 111 long-range cargo and 231 long-range passenger aircraft. Individuals assigned for Rapid Deployment assigned to

4800-567: The 1950s and 1960s, it was a Strategic Air Command (SAC) installation for B-47 Stratojet bombers. In the early 1960s, it transitioned to a Tactical Air Command (TAC) installation, briefly operating the F-84 Thunderstreak jet fighter before transitioning to the F-4 Phantom II . During the 1960s, 1970s, and early 1980s, it operated F-4 Phantom II fighters under various fighter wings, followed by F-16 Fighting Falcons in

4920-769: The 1979 acknowledgment of a Soviet Ground Forces combat brigade in Cuba reinforced the appearance of weakness. However, even before the 4 November 1979 seizure of the U.S. embassy in Tehran by a group of Islamist students and militants in support of the Iranian Revolution, President Carter announced the establishment of the Rapid Deployment Force. The RDF concept was to develop a mobile strike force of Army , United States Navy , Marine and Air Force elements that could independently operate without

5040-634: The 2015 defense budget called for MacDill AFB to add eight additional KC-135R aircraft to its extant sixteen KC-135Rs in FY2018. The 6 AMW would also increase manning by approximately 300 personnel. These additional KC-135R aircraft would come from other Air Force, Air Force Reserve Command and Air National Guard units transitioning to the KC-46A Pegasus aerial refueling aircraft and the timeline would be contingent on those other units completing their transition and achieving operational capability with

5160-452: The 306th Bombardment Wing's transfer to McCoy AFB , and SAC continued to maintain a tenant presence at MacDill through the 1980s, using their alert facility as a dispersal location for B-52 and KC-135 aircraft. But for all practical purposes, the 1960s marked MacDill's transition from a bomber-centric SAC base to a fighter-centric TAC installation. Under TAC, MacDill AFB remained a fighter base for almost 30 years, but other changes went on in

5280-566: The 6 ABW was renamed the 6th Air Refueling Wing (6 ARW) on 1 October 1996 and transferred from ACC to the Air Mobility Command (AMC). In January 2001, the 310th Airlift Squadron (310 AS) was activated at the base, flying the CT-43A and EC-135Y , the former aircraft providing executive transport to the commander of United States Southern Command in Miami and the latter aircraft providing executive transport and airborne command post capabilities to

5400-559: The 6th Air Mobility Wing (6 AMW) at MacDill AFB, FL (four aircraft) and several other installations, increasing the number of KC-135R aircraft assigned to the 6 AMW from twelve to sixteen aircraft . Concurrent with this BRAC decision, the 6 AMW would also host a Reserve association with the Air Mobility Command-gained 927th Air Refueling Wing (927 ARW) of the Air Force Reserve Command (AFRC),

5520-412: The Air Force Communications Command consisted of Air Traffic Controllers staged for deployment around the world to handle the increased level of Air Traffic. On 24 April 1981, Secretary of Defense Caspar Weinberger announced that the RDJTF would evolve into a separate command with specific geographic responsibilities. The planned change was favorably received in the Congress, though not unanimously. Both

5640-430: The Air Force Reserve Command's 927th Air Refueling Wing relocated from Selfridge Air National Guard Base , Michigan, to MacDill AFB, where it became an associate wing to the 6 AMW, also flying KC-135R aircraft. In late 2003/early 2004, U.S. Naval Forces Central Command vacated its Tampa "rear headquarters" at MacDill AFB, a complex that was established in the early 1990s following the first Gulf War and commanded by

5760-419: The B-26 aircraft proved hard to fly and land by many pilots due to its short wings, high landing speeds, and fighter-plane maneuverability. Improvements to the Block 10 version of the aircraft, known as the B-26B-10, added six feet of additional wingspan and upgraded engines that eliminated most of these problems. Deliveries of the new Boeing B-47A Stratojet to the Air Force and SAC began in December 1950, and

5880-402: The British were opposed. Eisenhower, wary of involving the US in an Asian land war, decided against intervention. Throughout the conflict, US intelligence estimates remained skeptical of France's chance of success. On 7 May 1954, the French garrison at Dien Bien Phu surrendered. The defeat marked the end of French military involvement in Indochina. At the Geneva Conference , they negotiated

6000-424: The Central Command area of responsibility, MacDill has been used to conduct psychological operations, also referred to as Military Information Support Operations (MISO) including propaganda and information warfare. According to Reuters , a facility within MacDill "remains the Pentagon’s clandestine propaganda factory." In early 2011, several news outlets, primarily in the United Kingdom, reported that Ntrepid ,

6120-561: The Commanding General remained in California, while his MARCENT staff primarily resided at MacDill AFB with an additional forward element at Naval Support Activity Bahrain in Manama, Bahrain. In 2012, the COMUSMARCENT and CG I MEF billets were broken into separate billets and COMUSMARCENT took up full-time residency in MARCENT's headquarters facility at MacDill AFB, upgrading the facility to a 3-star headquarters. Also in late 2004/early 2005, Naval Reserve Center Tampa vacated its obsolescent waterfront location in downtown Tampa, consolidated with

6240-401: The Congress and the media with regards to the use of United States military forces in the wake of the Vietnam War. A concerted effort to establish the envisioned force was not made until world events in 1979 ended the post-Vietnam malaise in the United States after

From April to June 1955, Diệm eliminated political opposition in the south by launching operations against religious groups: the Cao Đài and Hòa Hảo of Ba Cụt . The campaign also attacked the Bình Xuyên organized crime group, which was allied with members of the communist party secret police and had military elements. The group

6600-405: The Japanese grew dramatically, and by the end of 1944 the Viet Minh had grown to over 500,000 members. US President Franklin D. Roosevelt was an ardent supporter of Vietnamese resistance, and proposed that Vietnam's independence be granted under an international trusteeship following the war. Following the surrender of Japan in 1945, the Viet Minh launched the August Revolution , overthrowing

6720-423: The Japanese-backed Empire of Vietnam and seizing weapons from the surrendering Japanese forces. On September 2, Ho Chi Minh proclaimed the Declaration of independence of the Democratic Republic of Vietnam (DRV). However, on September 23, French forces overthrew the DRV and reinstated French rule. American support for the Viet Minh promptly ended, and O.S.S. forces left as the French sought to reassert control of

With the arrival of 12 KC-135R tankers and the 91st Air Refueling Squadron from Malmstrom Air Force Base , Montana,

7080-403: The Nation. It is sometimes called the American War . Vietnam had been under French control as part of French Indochina since the mid-19th century. Under French rule, Vietnamese nationalism was suppressed, so revolutionary groups conducted their activities abroad, particularly in France and China. One such nationalist, Nguyen Sinh Cung , established the Indochinese Communist Party in 1930,

7200-409: The PRC also completed its withdrawal from North Vietnam. Between 1953 and 1956, the North Vietnamese government instituted agrarian reforms, including "rent reduction" and "land reform", which resulted in political oppression. During land reform, North Vietnamese witnesses suggested a ratio of one execution for every 160 village residents, which extrapolates to 100,000 executions. Because the campaign

Under its Title 10 USC "Federal" mission, the 290 JCSS is associated with the U.S. Transportation Command 's Joint Enabling Capabilities Command (JECC) and the Joint Communications Support Element (JCSE). As a USAF organization, the 290 JCSS is operationally gained by

7800-408: The State of Vietnam, with Bảo Đại as Emperor, and Ngô Đình Diệm as prime minister. Neither the US, nor Diệm's State of Vietnam, signed anything at the Geneva Conference. The non-communist Vietnamese delegation objected strenuously to any division of Vietnam, but lost when the French accepted the proposal of Viet Minh delegate Phạm Văn Đồng , who proposed Vietnam eventually be united by elections under

7920-453: The US discussed the use of tactical nuclear weapons , though reports of how seriously this was considered and by whom, are vague. According to then-Vice President Richard Nixon , the Joint Chiefs of Staff drew up plans to use nuclear weapons to support the French. Nixon, a so-called " hawk ", suggested the US might have to "put American boys in". President Dwight D. Eisenhower made American participation contingent on British support, but

8040-425: The United States as a cost-savings measure. MacDill AFB figured prominently in this; the Tampa area had seen substantial increases in commercial air traffic at the two international airports within 10 nautical miles of MacDill, creating hazardous conditions for F-16 training, and the noise associated with the high-performance jets was deemed unsuitable for high-density residential areas such as those around MacDill.
