The Pamunkey Indian Tribe is one of 11 Virginia Indian tribal governments recognized by the Commonwealth of Virginia , and the state's first federally recognized tribe , receiving its status in January 2016. Six other Virginia tribal governments, the Chickahominy , the Eastern Chickahominy , the Upper Mattaponi , the Rappahannock , the Monacan , and the Nansemond , were similarly recognized through the passage of the Thomasina E. Jordan Indian Tribes of Virginia Federal Recognition Act of 2017 on January 12, 2018. The historical people were part of the Powhatan paramountcy , made up of Algonquian -speaking nations. The Powhatan paramount chiefdom was made up of over 30 nations, estimated to total about 10,000–15,000 people at the time the English arrived in 1607. The Pamunkey nation made up about one-tenth to one-fifteenth of the total, as they numbered about 1,000 persons in 1607.

129-660: When the English arrived, the Pamunkey were one of the most powerful groups of the Powhatan chiefdom. They inhabited the coastal tidewater of Virginia on the north side of the James River near Chesapeake Bay . The Pamunkey Tribe is one of only two that retain the reservation lands assigned by the 1646 and 1677 treaties with the English colonial government. The Pamunkey reservation is located on some of its ancestral land on

258-565: A social science and a branch of the humanities . It is usually considered an independent academic discipline , but may also be classified as part of anthropology (in North America – the four-field approach ), history or geography . Archaeologists study human prehistory and history, from the development of the first stone tools at Lomekwi in East Africa 3.3 million years ago up until recent decades. Archaeology

387-464: A basic level of analysis, artifacts found are cleaned, catalogued and compared to published collections. This comparison process often involves classifying them typologically and identifying other sites with similar artifact assemblages. However, a much more comprehensive range of analytical techniques are available through archaeological science , meaning that artifacts can be dated and their compositions examined. Bones, plants, and pollen collected from

516-563: A big impact throughout Europe. However, prior to the development of modern techniques, excavations tended to be haphazard; the importance of concepts such as stratification and context were overlooked. In the mid-18th century, the German Johann Joachim Winckelmann lived in Rome and devoted himself to the study of Roman antiquities, gradually acquiring an unrivalled knowledge of ancient art. Then, he visited

645-401: A clear objective as to what the archaeologists are looking to achieve must be agreed upon. This done, a site is surveyed to find out as much as possible about it and the surrounding area. Second, an excavation may take place to uncover any archaeological features buried under the ground. And, third, the information collected during the excavation is studied and evaluated in an attempt to achieve

774-451: A field survey. Regional survey is the attempt to systematically locate previously unknown sites in a region. Site survey is the attempt to systematically locate features of interest, such as houses and middens , within a site. Each of these two goals may be accomplished with largely the same methods. Survey was not widely practised in the early days of archaeology. Cultural historians and prior researchers were usually content with discovering

903-484: A lack of public interest, and opposition to the excavation of human remains. In Ancient Mesopotamia , a foundation deposit of the Akkadian Empire ruler Naram-Sin (ruled c.  2200 BC ) was discovered and analysed by king Nabonidus , c.  550 BC , who is thus known as the first archaeologist. Not only did he lead the first excavations which were to find the foundation deposits of

1032-599: A large portion of the National Defense Reserve Fleet , called the "James River fleet" or the "ghost fleet", consisting of " mothballed " ships, mostly merchant vessels, that can be activated within 20 to 120 days to provide shipping for the United States during national emergencies, either military or non-military, such as commercial shipping crises. The fleet is managed by the U.S. Department of Transportation 's Maritime Administration and

1161-528: A large region or site can be expensive, so archaeologists often employ sampling methods.) As with other forms of non-destructive archaeology, survey avoids ethical issues (of particular concern to descendant peoples) associated with destroying a site through excavation. It is the only way to gather some forms of information, such as settlement patterns and settlement structure. Survey data are commonly assembled into maps , which may show surface features and/or artifact distribution. The simplest survey technique

1290-470: A result of English colonists encroaching on Powhatan lands. The first, known as the Indian Massacre of 1622 , destroyed colonial settlements such as Henricus and Wolstenholme Towne , and nearly wiped out the colony. Jamestown was spared in the attack of 1622 due to a warning. During each attack, about 350–400 settlers were killed. In 1622, the population had been 1,200, and in 1644, 8,000 prior to

1419-504: A site excavated depends greatly on the country and "method statement" issued. Sampling is even more important in excavation than in survey. Sometimes large mechanical equipment, such as backhoes ( JCBs ), is used in excavation, especially to remove the topsoil ( overburden ), though this method is increasingly used with great caution. Following this rather dramatic step, the exposed area is usually hand-cleaned with trowels or hoes to ensure that all features are apparent. The next task

1548-414: A site reveals its stratigraphy; if a site was occupied by a succession of distinct cultures, artifacts from more recent cultures will lie above those from more ancient cultures. Excavation is the most expensive phase of archaeological research, in relative terms. Also, as a destructive process, it carries ethical concerns. As a result, very few sites are excavated in their entirety. Again the percentage of

1677-408: A sole source. The material record may be closer to a fair representation of society, though it is subject to its own biases, such as sampling bias and differential preservation. Often, archaeology provides the only means to learn of the existence and behaviors of people of the past. Across the millennia many thousands of cultures and societies and billions of people have come and gone of which there

1806-527: A stone wall, will develop more slowly, while those above other types of features (such as middens ) may develop more rapidly. Photographs of ripening grain , which changes colour rapidly at maturation, have revealed buried structures with great precision. Aerial photographs taken at different times of day will help show the outlines of structures by changes in shadows. Aerial survey also employs ultraviolet , infrared , ground-penetrating radar wavelengths, Lidar and thermography . Geophysical survey can be

1935-512: A survey identified 175 sturgeon remaining in the entire river, with 15 specimens exceeding 5 feet (1.5 m). Due to its potential for generating mechanical power for rotating machinery such as grist mills, hydroelectric power, and as a water route for trade, many dams have been built across the James River since the time of European settlement of the region. While most of these dams have been removed or failed, several dams still exist along

2064-432: A systematic guide to the ruins and topography of ancient Rome in the early 15th century, for which he has been called an early founder of archaeology. Antiquarians of the 16th century, including John Leland and William Camden , conducted surveys of the English countryside, drawing, describing and interpreting the monuments that they encountered. The OED first cites "archaeologist" from 1824; this soon took over as

2193-508: A while, to send those people which were our mortal enemies to relieve us with victuals, as bread, corn fish, and flesh in great plenty, which was the setting up of our feeble men, otherwise we had all perished". The colonists generally mistrusted most Indian tribes, but they noted the Pamunkey did not steal. "Their custom is to take anything they can seize off; only the people of Pamunkey we have not found stealing, but what others can steal, their king receiveth." The Powhatan could not understand

2322-495: A wide range of influences, including systems theory , neo-evolutionary thought , [35] phenomenology , postmodernism , agency theory , cognitive science , structural functionalism , Marxism , gender-based and feminist archaeology , queer theory , postcolonial thoughts , materiality , and posthumanism . An archaeological investigation usually involves several distinct phases, each of which employs its own variety of methods. Before any practical work can begin, however,

2451-580: Is based in Fort Eustis, Virginia. It is a different entity from the United States Navy reserve fleets , which consist largely of warships. Archaeology Archaeology or archeology is the study of human activity through the recovery and analysis of material culture . The archaeological record consists of artifacts , architecture , biofacts or ecofacts, sites , and cultural landscapes . Archaeology can be considered both

2580-444: Is clearly similar to Powhatan nekut , none of the words correspond to any known Algonquian language, or to reconstructions of proto-Algonquian . Given the extensive ethnic mixing that occurred among the Pamunkey before 1844, it's possible that Dalrymple's list is from an inter-ethnic pidgin or even a language from an otherwise unknown language family, rather than from the original Pamunkey language. The traditional Pamunkey way of life

2709-606: Is distinct from palaeontology , which is the study of fossil remains. Archaeology is particularly important for learning about prehistoric societies, for which, by definition, there are no written records. Prehistory includes over 99% of the human past, from the Paleolithic until the advent of literacy in societies around the world. Archaeology has various goals, which range from understanding culture history to reconstructing past lifeways to documenting and explaining changes in human societies through time. Derived from Greek,

2838-451: Is little or no written record or existing records are misrepresentative or incomplete. Writing as it is known today did not exist in human civilization until the 4th millennium BC, in a relatively small number of technologically advanced civilizations. In contrast, Homo sapiens has existed for at least 200,000 years, and other species of Homo for millions of years (see Human evolution ). These civilizations are, not coincidentally,

2967-426: Is no one approach to archaeological theory that has been adhered to by all archaeologists. When archaeology developed in the late 19th century, the first approach to archaeological theory to be practised was that of cultural-historical archaeology , which held the goal of explaining why cultures changed and adapted rather than just highlighting the fact that they did, therefore emphasizing historical particularism . In

3096-443: Is reflected or emitted from the observed scene. Passive instruments sense only radiation emitted by the object being viewed or reflected by the object from a source other than the instrument. Active instruments emit energy and record what is reflected. Satellite imagery is an example of passive remote sensing. Here are two active remote sensing instruments: The archaeological project then continues (or alternatively, begins) with

3225-428: Is surface survey. It involves combing an area, usually on foot but sometimes with the use of mechanized transport, to search for features or artifacts visible on the surface. Surface survey cannot detect sites or features that are completely buried under earth, or overgrown with vegetation. Surface survey may also include mini-excavation techniques such as augers , corers, and shovel test pits. If no materials are found,

3354-555: Is the last bridge east of the Deepwater Port of Richmond and head of ocean-going navigation at the fall line of the James River. West of this point, potential flooding is more of an engineering concern than clearance for watercraft. The following is a list of extant highway bridges across the James River with one or both ends within the City of Richmond. The following is a partial, incomplete list of extant highway bridges across

3483-596: Is through archaeology. Because archaeology is the study of past human activity, it stretches back to about 2.5 million years ago when the first stone tools are found – The Oldowan Industry . Many important developments in human history occurred during prehistory, such as the evolution of humanity during the Paleolithic period, when the hominins developed from the australopithecines in Africa and eventually into modern Homo sapiens . Archaeology also sheds light on many of humanity's technological advances, for instance

3612-431: Is to form a site plan and then use it to help decide the method of excavation. Features dug into the natural subsoil are normally excavated in portions to produce a visible archaeological section for recording. A feature, for example a pit or a ditch, consists of two parts: the cut and the fill . The cut describes the edge of the feature, where the feature meets the natural soil. It is the feature's boundary. The fill

3741-420: Is what the feature is filled with, and will often appear quite distinct from the natural soil. The cut and fill are given consecutive numbers for recording purposes. Scaled plans and sections of individual features are all drawn on site, black and white and colour photographs of them are taken, and recording sheets are filled in describing the context of each. All this information serves as a permanent record of

3870-508: The Congressional Black Caucus , who noted that the tribe had historically forbidden intermarriage between its members and black people. The interracial marriage ban, which had long been unenforced and was formally rescinded in 2012, was a relic of the tribe's attempt to circumvent Virginia's Racial Integrity Act of 1924 , which recognized only "White" and "Colored" people. The Bureau of Indian Affairs initially said that

3999-1068: The Elizabeth River and the Nansemond River join the James River to form the harbor area known as Hampton Roads . Between the tip of the Virginia Peninsula near Old Point Comfort and the Willoughby Spit area of Norfolk in South Hampton Roads , a channel leads from Hampton Roads into the southern portion of the Chesapeake Bay and out to the Atlantic Ocean a few miles further east. Many boats pass through this river to import and export Virginia products. The James River contains many parks and other recreational attractions. Canoeing, fishing, kayaking, hiking, and swimming are some of

4128-625: The Great Depression , the state of Virginia helped the Pamunkey develop their pottery as a source of income. The state set up a program for a pottery school and provided a teacher. The state furnished materials for the building, but the tribe built it themselves. Tribal members learned methods to increase the speed of manufacture. They incorporated firing pottery in a kiln and using glazes into their techniques. They learned to use squeeze molds to produce copies of pots quickly. Kiln firing produced finished pottery of more uniform brown tones than

4257-601: The Kanawha River , a tributary of the Ohio River . For the most mountainous section between the two points, the James River and Kanawha Turnpike was built to provide a portage link for wagons and stagecoaches. However, before the canal could be fully completed, in the mid-19th century, railroads emerged as a more practical technology and eclipsed canals for economical transportation, ending the canal's progress at Eagle Rock . The Chesapeake and Ohio Railway (C&O)

4386-564: The Pamunkey River adjacent to present-day King William County, Virginia . The Mattaponi reservation, the only other in the state, is nearby on the Mattaponi River . The Pamunkey language is generally assumed to have been similar in nature to Algonquian languages , but only fourteen words have been preserved. The words, which were recorded in 1844 by Reverend E.A. Dalrymple S.T.D. , are, Except for nikkut 'one', which

4515-702: The Rappahannock and Chickahominy tribes, which had not formerly been under the paramount chiefdom of the Pamunkey. Completion of the treaty ushered in a time of peace between the Virginia tribes and the English. This treaty was signed by more tribal leaders than that of 1646. It reinforced the annual tribute payments and added the Siouan and Iroquoian tribes to the Tributary Indians of the colonial government. More reservation lands were established for

4644-637: The confluence of the Cowpasture and Jackson rivers in the Appalachian Mountains . It flows into the Chesapeake Bay at Hampton Roads . Tidal waters extend west to Richmond at the river's fall line (the head of navigation ). Larger tributaries draining to the tidal portion include the Appomattox River , Chickahominy River , Warwick River , Pagan River , and the Nansemond River . At its mouth near Newport News Point,

4773-580: The trench method , on several Native American burial mounds in Virginia . His excavations were prompted by the "Moundbuilders" question ; however, his careful methods led him to admit he saw no reason why ancestors of the Native Americans of his time could not have raised those mounds. One of the major achievements of 19th-century archaeology was the development of stratigraphy . The idea of overlapping strata tracing back to successive periods

4902-523: The "overall grade of the State of the James has improved to a B with a score of 66% from its failing health decades ago." The James River drains a catchment comprising 10,432 square miles (27,020 km ). The watershed includes about 4% open water and an area with a population of 2.5 million people (2000). The James River forms near Iron Gate on the border between Alleghany and Botetourt counties, from

5031-406: The 1677 Treaty of Middle Plantation recognized the Pamunkey queen. As with other tribes in the Powhatan confederacy, the Pamunkey also had a weroance (chief) and a tribal council composed of seven members, elected every four years. The chief and council execute all the tribal governmental functions as set forth by their laws. Traditional elections used a basket, as well as peas and corn kernels, in

5160-559: The 1870s. These scholars individuated nine different cities that had overlapped with one another, from prehistory to the Hellenistic period . Meanwhile, the work of Sir Arthur Evans at Knossos in Crete revealed the ancient existence of an equally advanced Minoan civilization . The next major figure in the development of archaeology was Sir Mortimer Wheeler , whose highly disciplined approach to excavation and systematic coverage in

5289-642: The 1920s and 1930s brought the science on swiftly. Wheeler developed the grid system of excavation , which was further improved by his student Kathleen Kenyon . Archaeology became a professional activity in the first half of the 20th century, and it became possible to study archaeology as a subject in universities and even schools. By the end of the 20th century nearly all professional archaeologists, at least in developed countries, were graduates. Further adaptation and innovation in archaeology continued in this period, when maritime archaeology and urban archaeology became more prevalent and rescue archaeology

5418-671: The 1960s and 1970s, mishandling and dumping of the insecticide Kepone resulted in the contamination of large stretches of the James River estuary downstream of the Allied Signal Company and LifeSciences Product Company plants in Hopewell, Virginia . Because of the pollution, sections of the river were considered "dead" and unfit for human use, and many businesses and restaurants along the river suffered economic losses. In December 1975 Virginia Governor Mills Godwin Jr. shut down

5547-482: The Black Laws supposedly being repealed in 2014, the tribe has yet to change their enrollment criteria. Due to this discrimination after the "Black laws" many mixed Black Pamunkey's moved to New Kent (these families were inaccurately referred to as "fringe Pamunkey" by Helen Rountree) and Cumberland Counties, Virginia, and despite the disenfranchisement they still maintained their Pamunkey identity. For example, during

During the late 17th and early 18th centuries, settlers continued to expand the colony of Virginia , further displacing the Pamunkey and making it impossible for them to sustain traditional practices. Bacon's Rebellion , which began in 1675, resulted in attacks on several tribes that were loyal to

5805-443: The English. The rebellion was a joint effort of white and black former indentured servants. The rebellion was led by Nathaniel Bacon against his relation, Governor Sir William Berkeley . The cause of the rebellion was Berkeley's refusal to come to the aid of colonists subjected to frequent raids and murder by natives. Bacon and other colonists, former indentured servants, were victims of raids by local Virginia tribes. Bacon's overseer

5934-421: The James River to fishing for 100 miles, from Richmond to the Chesapeake Bay . This ban remained in effect for 13 years, until efforts to clean up the river began to show results. A decade of accumulated silt, lying above the contaminated riverbed, helped to reduce levels of the chemical. Since the 1970s, the health of the James River has improved substantially. The Native Americans who populated the area east of the Fall Line in the late 16th and early 17th centuries called the James River the Powhatan River , named for the Powhatans who occupied the area. The Jamestown colonists who arrived in 1607 named it "James" after King James I of England as they constructed the first permanent English settlement in the Americas along

6321-530: The Pamunkey had met its requirements for federal recognition in January 2014, but the final decision was repeatedly delayed until July 2, 2015, when the BIA granted them formal recognition.. In February 2016 the Pamunkey received a court victory over a challenge to their right to exist as a political entity. During the process of obtaining federal recognition controversy around the tribe's racist legacy came to light as

6450-445: The Pamunkey people did not use fertilizers , they moved their fields and homes about every ten years to allow land to lie fallow and recover from cultivation. The Pamunkey, and all Virginia tribes, had an intimate, balanced relationship with the animals, plants, and the geography of their homeland. Like other native tribes, they had techniques, such as controlled burning , to clear land for cultivation or hunting. The land belonged to

6579-629: The Pamunkey tribe, with formal relations dating back to the treaties of 1646 and 1677. However, since the United States did not exist at the time of those treaties, no formal relations existed between the Pamunkey and the federal government. In 1982, the Pamunkey began the process of applying for federal recognition . Their formal application met with opposition from MGM Casinos , which feared potential competition with its planned casino in Prince George's County, Maryland , and from members of

Most tribal members obey the tribal laws out of respect for the chief and the council. The tribe discourages verbal attacks against members. As the former Chief Brown explains, they have strict slander laws because, "We're like a 400-year-old subdivision. If we didn't get along we'd have probably killed each other long before now." The chief continued to pay

7095-767: The UK, metal detectorists have been solicited for involvement in the Portable Antiquities Scheme . Regional survey in underwater archaeology uses geophysical or remote sensing devices such as marine magnetometer, side-scan sonar , or sub-bottom sonar. Archaeological excavation existed even when the field was still the domain of amateurs, and it remains the source of the majority of data recovered in most field projects. It can reveal several types of information usually not accessible to survey, such as stratigraphy , three-dimensional structure, and verifiably primary context. Modern excavation techniques require that

7224-426: The ability to use fire, the development of stone tools , the discovery of metallurgy , the beginnings of religion and the creation of agriculture . Without archaeology, little or nothing would be known about the use of material culture by humanity that pre-dates writing. However, it is not only prehistoric, pre-literate cultures that can be studied using archaeology but historic, literate cultures as well, through

7353-585: The activities that people enjoy along the river during the summer. From the river's start in the Blue Ridge Mountains to Richmond , numerous rapids and pools offer fishing and whitewater rafting. The most intense whitewater stretch is a 2-mile (3 km) segment that ends in downtown Richmond where the river goes over the fall line . This is the only place in the country where extensive class III (class IV with above average river levels) whitewater conditions exist within sight of skyscrapers. Below

A major figure in the development of archaeology into a rigorous science was army officer and ethnologist Augustus Pitt Rivers , who began excavations on his land in England in the 1880s. Highly methodical by the standards of the time, he is widely regarded as the first scientific archaeologist. He arranged his artifacts by type or " Typology (archaeology) ", and within types chronologically. This style of arrangement, designed to highlight

In 1646, the first treaty was signed between the Opechancanough's successor, Necotowance , and the English. The treaty set up boundaries between lands set aside for the Virginia tribes and those that were now considered property of English colonists, reservations lands, and yearly tribute payment of fish and game (made to

8127-400: The banks of the river about 35 miles (56 km) upstream from the Chesapeake Bay . The navigable portion of the river was the major highway of colonial Virginia during its first 15 years, facilitating supply ships delivering supplies and more emigrants from England. However, for the first five years, despite hopes of discovering gold ores, these ships sent little of monetary value back to

8256-563: The best-known; they are open to the inquiry of historians for centuries, while the study of pre-historic cultures has arisen only recently. Within a literate civilization many events and important human practices may not be officially recorded. Any knowledge of the early years of human civilization – the development of agriculture, cult practices of folk religion, the rise of the first cities – must come from archaeology. In addition to their scientific importance, archaeological remains sometimes have political or cultural significance to descendants of

Jamestown and Williamsburg , Virginia's first colonial capitals, and Richmond , Virginia's current capital, lie on

8514-473: The early 20th century, many archaeologists who studied past societies with direct continuing links to existing ones (such as those of Native Americans , Siberians , Mesoamericans etc.) followed the direct historical approach , compared the continuity between the past and contemporary ethnic and cultural groups. In the 1960s, an archaeological movement largely led by American archaeologists like Lewis Binford and Kent Flannery arose that rebelled against

8643-643: The empirical evidence that existed for the understanding of the past, encapsulated in the motto of the 18th century antiquary, Sir Richard Colt Hoare : "We speak from facts, not theory". Tentative steps towards the systematization of archaeology as a science took place during the Enlightenment period in Europe in the 17th and 18th centuries. In Imperial China during the Song dynasty (960–1279), figures such as Ouyang Xiu and Zhao Mingcheng established

8772-644: The established cultural-history archaeology. They proposed a "New Archaeology", which would be more "scientific" and "anthropological", with hypothesis testing and the scientific method very important parts of what became known as processual archaeology . In the 1980s, a new postmodern movement arose led by the British archaeologists Michael Shanks , Christopher Tilley , Daniel Miller , and Ian Hodder , which has become known as post-processual archaeology . It questioned processualism's appeals to scientific positivism and impartiality, and emphasized

8901-633: The evolutionary trends in human artifacts, was of enormous significance for the accurate dating of the objects. His most important methodological innovation was his insistence that all artifacts, not just beautiful or unique ones, be collected and catalogued. His painstaking recording and study of artifacts, both in Egypt and later in Palestine , laid down many of

Navigation of the James River played an important role in early Virginia commerce and in the settlement of

9288-538: The father of the discipline of art history . The father of archaeological excavation was William Cunnington (1754–1810). He undertook excavations in Wiltshire from around 1798, funded by Sir Richard Colt Hoare. Cunnington made meticulous recordings of Neolithic and Bronze Age barrows , and the terms he used to categorize and describe them are still used by archaeologists today. Future U.S. President Thomas Jefferson also did his own excavations in 1784 using

9417-765: The fifteenth century, and the general accuracy of his records entitles him to be called the founding father of modern classical archeology." He traveled throughout Greece and all around the Eastern Mediterranean, to record his findings on ancient buildings, statues and inscriptions, including archaeological remains still unknown to his time: the Parthenon , Delphi , the Egyptian pyramids , the hieroglyphics . He noted down his archaeological discoveries in his diary, Commentaria (in six volumes). Flavio Biondo , an Italian Renaissance humanist historian, created

9546-528: The first history books of India. One of the first sites to undergo archaeological excavation was Stonehenge and other megalithic monuments in England. John Aubrey (1626–1697) was a pioneer archaeologist who recorded numerous megalithic and other field monuments in southern England. He was also ahead of his time in the analysis of his findings. He attempted to chart the chronological stylistic evolution of handwriting, medieval architecture, costume, and shield-shapes. Excavations were also carried out by

9675-486: The first successful English settlement, based at Jamestown, had a complicated relationship with Virginia's Native Americans. In the winter of 1607, Opechanacanough , chief of the Pamunkey tribe, captured Captain John Smith . Smith was brought to Opechancanough's brother, Chief Powhatan . This first meeting between Powhatan and Smith resulted in an alliance between the two people. Powhatan sent Smith back to Jamestown in

9804-416: The governor; so we went to a turkey farm, bought a live turkey, brought it back to the reservation and killed it. That way we were able to fulfill the terms of the treaty—after all it was killed on the reservation." As far as anyone knows, they have not missed a payment in 342 years. Based on archaeological evidence, scholars estimate that various distinct cultures of Native Americans occupied this part of

9933-610: The governors of Maryland, Virginia, and Pennsylvania, the mayor of the District of Columbia, and the EPA, established baseline environmental protections and promoted regional cooperation conducive to river clean-up. This original agreement has evolved as the Chesapeake Bay Program . The James River Association (JRA), founded in 1976, began publishing State of the James reports in 2016. In their 2023 report, JRA concluded that

10062-475: The ground, about a foot high or more, with small poles attached. The framework was about four feet (1.2 m) wide, over which reeds were put. One or more mats were placed on top for bedding; more mats or skins served as blankets, with a rolled mat for a pillow. The bedding was rolled up and stored during the day to make the space available for other functions. The Pamunkey practice of matrilineal succession also created some confusion for Englishmen, who finally in

10191-435: The group as a whole. The chief and council would allot a parcel of cleared ground to a family head for life. Differing concepts of land and farm animal ownership and use caused some conflicts between the Virginia tribes and English colonists. For native tribes, the land was "owned" only as long as it was farmed; after that, it was available for "public" use. The Englishmen had, instead, laws on private property and believed that

10320-528: The highly angled path the dam takes across the river. While not identified in the National Inventory of Dams, a very low head weir structure is found below Bosher Dam in Richmond on either side of Williams Island. Known as the "Z-Dam" for its zigzag course on the south side of the island, the current structure was built in 1932 and serves to direct water into Richmond's water treatment facility on

10449-475: The ideas behind modern archaeological recording; he remarked that "I believe the true line of research lies in the noting and comparison of the smallest details." Petrie developed the system of dating layers based on pottery and ceramic findings , which revolutionized the chronological basis of Egyptology . Petrie was the first to scientifically investigate the Great Pyramid in Egypt during the 1880s. He

10578-472: The importance of a more self-critical theoretical reflexivity . However, this approach has been criticized by processualists as lacking scientific rigor, and the validity of both processualism and post-processualism is still under debate. Meanwhile, another theory, known as historical processualism , has emerged seeking to incorporate a focus on process and post-processual archaeology's emphasis of reflexivity and history. Archaeological theory now borrows from

10707-518: The interior, although growth of the colony was primarily in the Tidewater region during the first 75 years. The upper reaches of the river above the head of navigation at the fall line were explored by fur-trading parties sent out by Abraham Wood during the late 17th century. Although ocean-going ships were unable to navigate beyond present-day Richmond, portage of products and navigation with smaller craft to transport crops other than tobacco

10836-466: The land was theirs as soon as the tribe sold it to them. As a result, when Englishmen allowed land to lie fallow, Native Americans assumed they were free to use it for hunting and gathering. Many Englishmen considered both as encroachments on their private property. Pamunkey homes, called yihakans (or yehakins ), were long and narrow; they were described as " longhouses " by English colonists. They were structures made from bent saplings lashed together at

10965-597: The late 1800s John Howell as trying to build an Indian only school for Pamunkeys living in New Kent. This was even referenced in OFA's preliminary decision for Pamunkey federal acknowledgement. It's also interesting to note that John R Dungee taught at the Hampton Normal and Agricultural Institute. James River The James River is a river in Virginia that begins in the Appalachian Mountains and flows from

11094-444: The lives and interests of the populace. Writings that were produced by people more representative of the general population were unlikely to find their way into libraries and be preserved there for posterity. Thus, written records tend to reflect the biases, assumptions, cultural values and possibly deceptions of a limited range of individuals, usually a small fraction of the larger population. Hence, written records cannot be trusted as

11223-671: The locations of monumental sites from the local populace, and excavating only the plainly visible features there. Gordon Willey pioneered the technique of regional settlement pattern survey in 1949 in the Viru Valley of coastal Peru , and survey of all levels became prominent with the rise of processual archaeology some years later. Survey work has many benefits if performed as a preliminary exercise to, or even in place of, excavation. It requires relatively little time and expense, because it does not require processing large volumes of soil to search out artifacts. (Nevertheless, surveying

11352-416: The mid-Atlantic coast for more than 10,000 years before European contact. Evidence has been collected by archaeologists, anthropologists , and historians . Varying cultures of indigenous peoples of the Americas lived in the areas later occupied by the historic Pamunkey. The Pamunkey are part of the larger Algonquian -speaking language family. This was composed of a number of tribes who spoke variations of

11481-724: The most effective way to see beneath the ground. Magnetometers detect minute deviations in the Earth's magnetic field caused by iron artifacts, kilns , some types of stone structures , and even ditches and middens. Devices that measure the electrical resistivity of the soil are also widely used. Archaeological features whose electrical resistivity contrasts with that of surrounding soils can be detected and mapped. Some archaeological features (such as those composed of stone or brick) have higher resistivity than typical soils, while others (such as organic deposits or unfired clay) tend to have lower resistivity. Although some archaeologists consider

11610-482: The new fish are grown enough, usually after 21 days, they are flushed back into the river. Chief Miles estimated that seven million fry were put back into the river in 1998 and probably triple that number in 1999. The Pamunkey tradition of pottery making dates back to before the English settled Jamestown. They have been using clay from the banks of the Pamunkey River since prehistoric times. Many continue to use

11739-532: The north bank. The less than 5 feet tall dam does not serve any power or navigation purpose. In the Hampton Roads area, the river is as much as 5 miles (8.0 km) wide at points. Due to ocean-going shipping upriver as far as the Port of Richmond , a combination of ferryboats , high bridges and bridge-tunnels are used for highway traffic. Crossings east to west include: The SR 895 high-level crossing

11868-443: The now-destroyed archaeology and is used in describing and interpreting the site. Once artifacts and structures have been excavated, or collected from surface surveys, it is necessary to properly study them. This process is known as post-excavation analysis , and is usually the most time-consuming part of an archaeological investigation. It is not uncommon for final excavation reports for major sites to take years to be published. At

11997-424: The old methods for fishing, part of the tribe's traditional heritage. They also continue to hunt and trap on reservation lands. In 1998, the tribe built a shad hatchery to ensure continuation of an important food source. When shad are caught, the eggs of females are taken and placed into a bucket. Sperm from males are put into the same bucket. At holding tanks, the fertilized eggs are allowed to grow and hatch. Once

12126-529: The original research objectives of the archaeologists. It is then considered good practice for the information to be published so that it is available to other archaeologists and historians, although this is sometimes neglected. Before actually starting to dig in a location, remote sensing can be used to look where sites are located within a large area or provide more information about sites or regions. There are two types of remote sensing instruments—passive and active. Passive instruments detect natural energy that

12255-413: The past. Since its early development, various specific sub-disciplines of archaeology have developed, including maritime archaeology , feminist archaeology , and archaeoastronomy , and numerous different scientific techniques have been developed to aid archaeological investigation. Nonetheless, today, archaeologists face many problems, such as dealing with pseudoarchaeology , the looting of artifacts,

12384-411: The peace). Instead of using corporal punishment, incarceration, or chastisement, anyone who broke a tribal law was fined or banished. Because the Pamunkey resented that, in the past, outsiders picked out some laws for ridicule, no outsiders are now allowed to see tribal laws. Tribal laws govern all civil matters. In criminal matters, outside authorities such as a Sheriff or Police, may respectfully notify

12513-698: The people who produced them, monetary value to collectors, or strong aesthetic appeal. Many people identify archaeology with the recovery of such aesthetic, religious, political, or economic treasures rather than with the reconstruction of past societies. This view is often espoused in works of popular fiction, such as Raiders of the Lost Ark, The Mummy, and King Solomon's Mines. When unrealistic subjects are treated more seriously, accusations of pseudoscience are invariably levelled at their proponents (see Pseudoarchaeology ) . However, these endeavours, real and fictional, are not representative of modern archaeology. There

12642-550: The precise locations of objects and features, known as their provenance or provenience, be recorded. This always involves determining their horizontal locations, and sometimes vertical position as well (also see Primary Laws of Archaeology ). Likewise, their association , or relationship with nearby objects and features , needs to be recorded for later analysis. This allows the archaeologist to deduce which artifacts and features were likely used together and which may be from different phases of activity. For example, excavation of

12771-551: The release of some English prisoners and ammunitions held by her father. Initial contact with Europeans was around 1570. "And from [1570] on at ever briefer intervals until the first permanent English colony was established at Jamestown in 1607, the Powhatan Confederacy was visited by white men: Spanish, French, and English." (Barbour, 5). Scholars estimate that when the English arrived in 1607, this paramount chiefdom numbered about 14,000–21,000 people. Colonists of

12900-578: The same language, a language now mostly lost. By 1607, more than 30 tribes were tributaries of the Algonquian Powhatan Confederacy , of which the Pamunkey were the largest and one of the most powerful. Chief Powhatan and his daughter Matoaka (better known as Pocahontas to historians), who achieved historical fame, were Pamunkey Native Americans. Captain Samuel Argall abducted her as a hostage in an attempt to secure

13029-410: The same number as voters. Members first voted for the chief, followed by votes for the seven council members. For each candidate, a corn kernel signified approbation and a pea a "no" vote, or if there were but two candidates, each could be indicated by a type of seed. The same 1896 study noted that tribal laws were concerned with, but not limited to, controlling land use, stealing, and fighting (breaking

13158-469: The shades of gray from traditional pottery techniques. Pamunkey pottery-makers learned how to paint and glaze pots. The teacher taught them designs and pictographs based on well-known and popular Southwestern Native American traditions. Two pictographs represent important stories to the tribe: the story of Captain John Rolfe and Pocahontas and the story of the treaty that set up payments of game. After

13287-547: The sponsors. In 1612, businessman John Rolfe successfully cultivated a non-native strain of tobacco which proved popular in England. Soon, the river became the primary means of exporting the large hogsheads of this cash crop from an ever-growing number of plantations with wharfs along its banks. This development made the proprietary efforts of the Virginia Company of London successful financially, spurring even more development, investments and immigration. Below

13416-448: The spring of 1608 and started sending gifts of food to the colonists. If not for Powhatan's donations, the settlers would not have survived through the first winters. As the settlement expanded, competition for land and other resources, and conflict between the settlers and Virginia tribes, increased. The story of Pocahontas (Matoaka) tells a piece of Pamunkey history, but from an English colonial perspective. Study of primary documents from

13545-475: The sub-discipline of historical archaeology . For many literate cultures, such as Ancient Greece and Mesopotamia , their surviving records are often incomplete and biased to some extent. In many societies, literacy was restricted to the elite classes, such as the clergy , or the bureaucracy of court or temple. The literacy of aristocrats has sometimes been restricted to deeds and contracts. The interests and world-view of elites are often quite different from

13674-510: The teacher left the school, some members returned to traditional pottery techniques. Today, Pamunkey use both traditional and newer techniques to create their pieces. To differentiate, pots made the traditional way are called 'blackware'. The Pamunkey Indian Museum has a variety of vessels, as well as videos and exhibits, that explain the differences in construction methods, types of temper, and decorating techniques. The Pamunkey ensured their Pamunkey Indian Tribe Museum , built in 1979, resembled

13803-519: The temples of Šamaš the sun god, the warrior goddess Anunitu (both located in Sippar ), and the sanctuary that Naram-Sin built to the moon god, located in Harran , but he also had them restored to their former glory. He was also the first to date an archaeological artifact in his attempt to date Naram-Sin's temple during his search for it. Even though his estimate was inaccurate by about 1,500 years, it

13932-476: The term archaeology means "the study of ancient history". The discipline involves surveying , excavation , and eventually analysis of data collected, to learn more about the past. In broad scope, archaeology relies on cross-disciplinary research. Archaeology developed out of antiquarianism in Europe during the 19th century, and has since become a discipline practiced around the world. Archaeology has been used by nation-states to create particular visions of

14061-445: The time of English arrival shows that initial contact was characterized by mutual cultural misunderstanding. Colonists portrayed the Virginia tribes by contrasts. They had respect for Powhatan, but characterized other Native Americans by terms such as "naked devils". Their fear and appreciation of Native Americans was coupled with distrust and unease. George Percy 's account of the early years expresses such duality: "It pleased God, after

14190-453: The top to make a barrel shape. Indians covered the saplings with woven mats or bark. The 17th-century historian William Strachey thought that bark was harder to acquire, as he noticed that only higher-status families owned bark-covered houses. In summer, when the heat and humidity increased, the mats could be rolled up or removed to allow more air circulation. Inside the house, they built bedsteads along both walls. They were made of posts put in

14319-559: The tradition of Chinese epigraphy by investigating, preserving, and analyzing ancient Chinese bronze inscriptions from the Shang and Zhou periods. In his book published in 1088, Shen Kuo criticized contemporary Chinese scholars for attributing ancient bronze vessels as creations of famous sages rather than artisan commoners, and for attempting to revive them for ritual use without discerning their original functionality and purpose of manufacture. Such antiquarian pursuits waned after

14448-670: The traditional yehakin . Located on the reservation, the museum provides visitors with insight into the tribe's long history and culture. Included are artifacts from more than 10,000 years of indigenous settlement, replicas of prehistoric materials, and stories. The Smithsonian Institution recently selected the Pamunkey as one of 24 tribes to be featured in the National Museum of the American Indian in Washington, D.C. The Commonwealth of Virginia has always recognized

14577-565: The traditional method. To do so, they let the clay dry, then break it into smaller pieces. These pieces are soaked in water until reaching the consistency of cream. The clay is strained to remove rocks or debris. The water is drained and pressed out until the clay is like dough. It is then ready to be made into pots. Traditional pottery by Pamunkey ancestors of the Woodland Period was strengthened with crushed or burned shells, crushed steatite, river pebbles, or quartz sand. In 1932, during

14706-536: The tribe disenfranchised and outlawed their members from intermarrying with Black families such as the Dungey's/Dungee families during their the 1861 "Black laws". Therefore, using the 1900 and 1910 censuses as their only base rolls has been considered problematic by many because it excludes those Pamunkey Indians who were disenfranchised and forced to move from the Reservation before those censuses were taken. Despite

14835-555: The tribes, but the treaty required Virginia Native American leaders to acknowledge they and their peoples were subjects of the King of England . Today, about 430 tribal members remain, some of whom live on their 1,200-acre (4.9 km) reservation. Others are spread out across the United States. The Pamunkey have been able to survive because of their ability to adapt as a tribe. Withstanding pressure to give up their reservation lands has helped them maintain traditional ways. Men use some of

14964-549: The upper course of the river. From the head of the river downstream to Richmond are found the following dams as identified by the current US Army Corps of Engineers National Inventory of Dams: The tallest dam is the Reusens Dam, which also has the greatest hydroelectric nameplate capacity and the greatest reservoir capacity. At 1,617 feet, the longest dam is the Cushaw Hydroelectric Project due to

15093-576: The use of metal detectors to be tantamount to treasure hunting, others deem them an effective tool in archaeological surveying. Examples of formal archaeological use of metal detectors include musketball distribution analysis on English Civil War battlefields, metal distribution analysis prior to excavation of a 19th-century ship wreck, and service cable location during evaluation. Metal detectorists have also contributed to archaeology where they have made detailed records of their results and refrained from raising artifacts from their archaeological context. In

15222-472: The usual term for one major branch of antiquarian activity. "Archaeology", from 1607 onward, initially meant what we would call "ancient history" generally, with the narrower modern sense first seen in 1837. However, it was Jacob Spon who, in 1685, offered one of the earliest definitions of "archaeologia" to describe the study of antiquities in which he was engaged, in the preface of a collection of transcriptions of Roman inscriptions which he had gleaned over

15351-644: The violent tactics employed by the colonists. As one noted, "What it will avail you to take by force you may quickly have by love, or to destroy them that provide you food? What can you get by war, when we can hide our provisions and fly to the woods? Whereby you must famish by wronging us your friends. And why are you thus jealous of our loves seeing us unarmed, and both do, and are willing still to feed you, with that you cannot get but by our labors?" Smith included this translation of Powhatan's questions in his writings. Powhatan's maternal half-brother and ultimate successor, Opechancanough, launched attacks in 1622 and 1644 as

15480-412: The years of his travels, entitled Miscellanea eruditae antiquitatis. Twelfth-century Indian scholar Kalhana 's writings involved recording of local traditions, examining manuscripts, inscriptions, coins and architectures, which is described as one of the earliest traces of archaeology. One of his notable work is called Rajatarangini which was completed in c.  1150 and is described as one of

15609-525: Was a restlessly itinerant Italian humanist and antiquarian who came from a prominent family of merchants in Ancona , a maritime republic on the Adriatic . He was called by his contemporaries pater antiquitatis ('father of antiquity') and today "father of classical archaeology": "Cyriac of Ancona was the most enterprising and prolific recorder of Greek and Roman antiquities, particularly inscriptions, in

15738-421: Was also responsible for mentoring and training a whole generation of Egyptologists, including Howard Carter who went on to achieve fame with the discovery of the tomb of 14th-century BC pharaoh Tutankhamun . The first stratigraphic excavation to reach wide popularity with public was that of Hissarlik , on the site of ancient Troy , carried out by Heinrich Schliemann , Frank Calvert and Wilhelm Dörpfeld in

15867-423: Was borrowed from the new geological and paleontological work of scholars like William Smith , James Hutton and Charles Lyell . The systematic application of stratigraphy to archaeology first took place with the excavations of prehistorical and Bronze Age sites. In the third and fourth decades of the 19th century, archaeologists like Jacques Boucher de Perthes and Christian Jürgensen Thomsen began to put

15996-621: Was completed between Richmond and the Ohio River at the new city of Huntington, West Virginia by 1873, dooming the canal's economic prospects. In the late-19th century, the Richmond and Alleghany Railroad was laid along the eastern portion of the canal's towpath, and became part of the C&;O within 10 years. In modern times, this rail line is used primarily in transporting West Virginia coal to export coal piers at Newport News . During

16125-421: Was developed as a result of increasing commercial development. The purpose of archaeology is to learn more about past societies and the development of the human race . Over 99% of the development of humanity has occurred within prehistoric cultures, who did not make use of writing , thereby no written records exist for study purposes. Without such written sources, the only way to understand prehistoric societies

16254-516: Was feasible. Produce from the Piedmont and Great Valley regions descended the river to seaports at Richmond and Manchester through such port towns as Lynchburg , Scottsville , Columbia and Buchanan . The James River was considered a route for transport of produce from the Ohio Valley . The James River and Kanawha Canal was built for this purpose, to provide a navigable portion of

16383-539: Was murdered by raiding Indians. Cockacoeske ( weroansqua of the Pamunkey), who succeeded her husband after he was killed fighting for the English, was an ally of Berkeley against Bacon. To the English, she was known as "Queen of the Pamunkey". She is known for having signed the Articles of Peace ( Treaty of Middle Plantation ) in 1677, after Bacon's Rebellion ended. As a result of the treaty, she gained authority over

16512-464: Was still a very good one considering the lack of accurate dating technology at the time. The science of archaeology (from Greek ἀρχαιολογία , archaiologia from ἀρχαῖος , arkhaios , "ancient" and -λογία , -logia , " -logy ") grew out of the older multi-disciplinary study known as antiquarianism . Antiquarians studied history with particular attention to ancient artifacts and manuscripts, as well as historical sites. Antiquarianism focused on

16641-455: Was subsistence living. They lived through a combination of fishing, trapping, hunting, and farming. The latter was developed in the late Woodland Period of culture, roughly the years 900 to 1600. The peoples used the Pamunkey River as a main mode of transportation and food source. The river also provided access to hunting grounds, and other tribes. Access to the river was crucial, because Pamunkey villages were seldom permanent settlements. Because
