Two designs, by Messenger, Taylor & Wolf from New Plymouth and Gummer & Ford from Auckland, were judged equally good so the two companies worked together on the final design. The building was a T shape, and was designed so that it could be enlarged into a H and possibly have an extra storey added, though this never eventuated.
