The Yuba–Bear Hydroelectric Project is a complex hydroelectric scheme in the northern Sierra Nevada in California , tapping the upper Yuba River and Bear River drainage basins . The project area encompasses approximately 400 square miles (1,000 km) in Nevada , Placer , and Sierra Counties. Owned by the Nevada Irrigation District , it consists of 16 storage dams plus numerous diversion and regulating dams, and four generating stations producing 425 million kilowatt hours of electricity each year. The Yuba–Bear Hydroelectric Project consists of the Bowman development, Dutch Flat No. 2 development, Chicago Park development, and Rollins development.

125-447: The Yuba–Bear project was incepted in 1962 when NID voters approved a bond issue to construct the system. Construction began in 1963 and was completed in 1966, at a cost of $ 65 million ($ 466 million in 2023 dollars). The Rollins Dam and Bowman power plants were added in the 1980s. The Yuba–Bear Project introduced additional canals, reservoirs, ability to generate power, and 145,000 acre-feet of water storage to be utilized by residents of

250-796: A 9-mile-long transmission line, appurtenant and recreational facilities. The first installment of the Yuba–Bear project is the Bowman development. It begins with the Jackson Meadows Dam, which is located 45.6 miles up on the Middle Yuba River from where it joins with the North Yuba River. This includes the Jackson Meadows Dam Spillway and Reservoir. The Jackson Meadows Reservoir is man-made, with

375-475: A default cost-sharing plan to deliver to state regulators. It "provides for cost-effective expansion of transmission that is being replaced, when needed, known as 'right-sizing' transmission facilities", and it allows states more opportunities to cooperate with utility companies and energy project developers, while preventing states that benefit from regional transmission projects from not paying for them. FERC Order No. 1920-A, an amendment to it passed unanimously

500-532: A foreman working for Sacramento pioneer John Sutter , found shiny metal in the tailrace of a lumber mill Marshall was building for Sutter on the American River . Rumors soon started to spread and were confirmed in March 1848 by San Francisco newspaper publisher and merchant Samuel Brannan . Brannan strode through the streets of San Francisco, holding aloft a vial of gold, shouting "Gold! Gold! Gold from

625-571: A portion of the area, a triangle whose vertices are Reno, Nevada ; Fresno, California ; and Las Vegas, Nevada , has been dubbed the " Nevada Triangle ", in reference to the Bermuda Triangle . Some counts put the number of crashes in the triangle at 2,000, including millionaire and record-breaking flyer Steve Fossett . Hypotheses that the crashes are related in some way to the United States Air Force 's Area 51 , or to

750-448: A powerful stream or jet of water at gold-bearing gravel beds. It is estimated that by the mid-1880s, 11 million troy ounces (340 metric tons) of gold (worth approximately US$ 16 billion in 2020 prices) had been recovered by "hydraulicking". A consequence of these extraction methods was that large amounts of gravel, silt , heavy metals , and other pollutants were washed into streams and rivers. As of 1999 , many areas still bear

875-706: A publication of his photographs under the title Parmelian Prints of the High Sierras , commented, "The name Sierra is already a plural. To add an s is a linguistic, Californian, and mountaineering sin." The Sierra Nevada lies primarily in Central and Eastern California , with the Carson Range , a small but historically important spur, extending into Nevada. West-to-east, the Sierra Nevada's elevation increases gradually from 500 feet (150 m) in

1000-406: A separate decision, the D.C. Circuit later sustained the commission's conduct of separate environmental assessments when it clarified that the "critical" factor was that all of the pipeline's projects were either under construction or pending before FERC for environmental review at the same time, noting that the projects lacked temporal overlap. Furthermore, in another case, the D.C. Circuit sustained

1125-635: A separate independent regulatory body be retained, and the FPC was renamed the Federal Energy Regulatory Commission (FERC), preserving its independent status within the department. Its most basic mandate was to "determine whether wholesale electricity prices were unjust and unreasonable and, if so, to regulate pricing and order refunds for overcharges to ratepayers." FERC was also given added responsibility to hear appeals of DOE oil price control determinations and to conduct all "on

1250-501: A short period, and the lightning can start fires. Summer high temperatures average 42–90 °F (6–32 °C). Winters are comparatively mild, and the temperature is usually only just low enough to sustain a heavy snowpack. For example, Tuolumne Meadows , at 8,600 feet (2,600 m) elevation, has winter daily highs about 40 °F (4 °C) with daily lows about 10 °F (−12 °C). The growing season lasts 20 to 230 days, strongly dependent on elevation. The highest elevations of

1375-687: A situation here." FERC's decisions in those cases are often upheld by the courts. In a July 1, 2014, decision, No Gas Pipeline v. Federal Energy Regulatory Commission , the United States Court of Appeals for the District of Columbia Circuit (D.C. Circuit) said that pipeline applicants are not likely to pursue many certificates that are hopeless. "The fact that they generally succeed in choosing to expend their resources on applications that serve their own financial interests does not mean that an agency which recognizes merit in such applications

This is located on Jackson Creek, 2.9 miles upstream from Bowman Lake. Jackson Dam is an earth-filled dam accompanied by the Jackson Dam Spillway and Jackson Dam Lake, which has 58 acres of surface area and 1,330 ac-ft of storage capacity. Jackson Creek Campground has 13 available camping sites. The remaining impoundments contributing to

1750-432: A third party. FERC has promoted voluntary formation of regional transmission organizations (RTOs) and Independent System Operators (ISOs) to eliminate the potential for undue discrimination in access to the electric grid ; it has made key decisions expanding its own power in regional and interregional transmission planning and cost allocation through the landmark Order Nos. 1000, 1920, 1977, and 2023. FERC investigated

1875-447: Is Mount Lyell (13,120 ft or 3,999 m). The Sierra rises to almost 14,000 feet (4,300 m) with Mount Humphreys near Bishop, California . Finally, near Lone Pine , Mount Whitney is at 14,505 feet (4,421 m), the highest point in the contiguous United States . South of Mount Whitney, the elevation of the range quickly dwindles. The crest elevation is almost 10,000 feet (3,000 m) near Lake Isabella , but south of

2000-635: Is 361.9 megawatts. At maximum capacity, the project can generate 79.32 megawatts . Power is distributed under contract with Pacific Gas and Electric (PG&E). The project's reservoirs have a gross storage capacity of 203,865 acre-feet (0.251464 km). In addition to hydroelectric power, the project significantly increases the water flow in the Bear River, the main source of NID's irrigation water supply. 2125-969: Is a mountain range in the Western United States , between the Central Valley of California and the Great Basin . The vast majority of the range lies in the state of California , although the Carson Range spur lies primarily in Nevada . The Sierra Nevada is part of the American Cordillera , an almost continuous chain of mountain ranges that forms the western "backbone" of the Americas. The Sierra runs 400 mi (640 km) north-south, and its width ranges from 50 mi (80 km) to 80 mi (130 km) across east–west. Notable features include General Sherman ,

2250-470: Is another rockfill dam, and the last impoundment of Canyon Creek before reaching Bowman Lake. Sawmill Dam Spillway and Lake allow for 3,030 ac-ft storage capacity, and create 79.4 acres of surface area. Bowman Lake is formed on Canyon Creek by Bowman North Dam, and Bowman South Dam and Spillway. Bowman Lake has a surface area of 820 acres, and 68,510 ac-ft of storage capacity. The Bowman Penstock, Powerhouse, Switchyard, and Transmission Line originate here, with

2375-707: Is authorized to raise revenue to reimburse the United States Treasury for its appropriations, through annual charges to the natural gas, oil, and electric industries it regulates. FERC is independent of the Department of Energy political structure because FERC activities "shall not be subject to further view by the Secretary [of Energy] or any officer or employee of the Department". The Department of Energy can, however, participate in FERC proceedings as

2500-425: Is biased," the court said. Others have directly disputed FERC's critics by pointing out, "FERC is a creature of law. It follows a careful administrative path to regulate only a portion of natural gas such as interstate pipelines and LNG import and export terminals. That regulation includes extensive environmental review, driven by many federal laws enacted by Congress, signed by the president, and reviewed and upheld by

2625-606: Is by participating in the related proceeding by submitting comments and participating in public comment sessions, site visits and scoping meetings, since FERC decisions can be appealed up to the Supreme Court. There are regions of the country where the state public utility commission and the FERC regulated Regional Transmission Organization operate in identical footprints (such as in New York State ). Where this occurs, state policy makers and FERC frequently clash as to

A list of biotic zones, and corresponding elevations, is presented below: Archaeological excavations placed Martis people of Paleo-Indians in northcentral Sierra Nevada during the period of 3,000 BCE to 500 CE. The earliest identified sustaining indigenous people in the Sierra Nevada were the Northern Paiute tribes on the east side, with the Mono tribe and Sierra Miwok tribe on

3125-793: Is popular among fly fishing clubs. The main water sources for the project are the Middle Yuba River , and Canyon Creek (a tributary of the South Yuba River ). Jackson Meadows Dam stores water from the Middle Yuba, which is diverted southward through the Milton-Bowman Diversion Conduit into Bowman Lake, an impoundment of Canyon Creek. In addition to Jackson Meadows and Bowman reservoirs, the Yuba–Bear project derives water from fourteen smaller high elevation Sierra lakes, which have been dammed to increase their size. After passing through Bowman Powerhouse,

3250-727: Is run by the Yuba County Water Agency, and is connected to the Yuba–Bear Hydroelectric Project. This Development Project includes the New Bullards Bar Reservoir on the North Yuba River, two diversion dams (Our House Diversion Dam on the Middle Yuba, and Log Cabin Diversion on Oregon Creek), three powerhouses (New Colgate, Fish Release, and Narrows No. 2), along with various recreation facilities. The installed capacity of this Project

3375-771: Is the source of much of the sedimentary rock in California. In the Cretaceous , a subduction zone formed at the edge of the continent. This means that an oceanic plate started to dive beneath the North American Plate . Magma, formed through the subduction of the ancient Farallon Plate , rose in plumes ( plutons ) deep underground, their combined mass forming what is called the Sierra Nevada batholith . These plutons formed at various times, from 115  Ma to 87 Ma. The earlier plutons formed in

As this andesitic volcanism began waning about five million years ago, the rivers were able to begin eroding away the 100s of meters of volcanic deposits and resume the incision that had been halted by the first period of volcanism. Some studies have argued that this recent incision is a sign of recent tectonic uplift. Other geologists claim that the elevations of many of

4000-595: The Nevadan orogeny , granite formed deep underground. The range started to uplift less than five million years ago, and erosion by glaciers exposed the granite and formed the light-colored mountains and cliffs that make up the range. The uplift caused a wide range of elevations and climates in the Sierra Nevada, which are reflected by the presence of five life zones (areas with similar plant and animal communities). Uplift continues due to faulting caused by tectonic forces, creating spectacular fault block escarpments along

4125-665: The New York Independent System Operator (NYISO), and the Independent Sysoperator New England (ISO-NE) were early adopters. California, with the backing of its state and Congressional policymakers, sought approval of a controversial scheme to set up its ISO, called California ISO, based near Sacramento, CA. FERC approved it without changes because California had warned that it would not accept any changes. Enron charged one of its policy analysts to figure out how to make

5500-689: The Commission..., Plaintiffs' recourse lies with their legislative representatives." In New Jersey, the FERC approval of the PennEast Pipeline was met with widespread criticism by environmental groups, which called the decision highly partisan. Doug O'Malley, president of Environment New Jersey, called

5625-478: The D.C. Circuit has provided additional guidance concerning Commission procedures, stating that in one case FERC failed to consider the cumulative environmental impact of four projects that had been separately proposed by the same pipeline. The D.C. Circuit held that the projects were not financially independent and were "a single pipeline" that was "linear and physically interdependent," so the cumulative environmental impacts should have been considered concurrently. Circuit also rejected the Delaware Riverkeeper Network's challenge to FERC's use of tolling orders to meet its statutory deadlines for acting on rehearing applications. However,

5875-502: The FERC approval of the pipeline a "disaster." David Pringle, state campaign director of Clean Water Action and 2018 Congressional candidate, suggested the FERC was serving a partisan interest over the interests of the people of New Jersey, suggesting "The FERC needs to remember it works for the people of the United States not PennEast." These criticisms were unfounded as the D.C. Circuit Court of Appeals on July 10, 2018, rejected

6000-806: The Pacific Ocean at San Francisco . The northern third of the western Sierra is part of the Sacramento River watershed (including the Feather , Yuba , and American River tributaries), and the middle third is drained by the San Joaquin River (including the Mokelumne , Stanislaus , Tuolumne , and Merced River tributaries). The southern third of the range is drained by the Kings , Kaweah , Tule , and Kern rivers, which flow into

In 1903, the city of San Francisco proposed building a hydroelectric dam to flood Hetch Hetchy Valley . The city and the Sierra Club argued over the dam for 10 years, until the U.S. Congress passed the Raker Act in 1913 and allowed dam building to proceed. O'Shaughnessy Dam

In contrast, prior to the formation of the NYISO in 1999 in New York, wholesale energy prices were set within a utility's state rate case proceeding. Examples of contentious issues in New York include

6375-483: The Shoo Fly and Calaveras Formations. Over time, these channels were filled with Tertiary deposits of gravel, large boulders, and sands that were rich in gold. The Yuba River has been heavily influenced by gold mining activity, with lingering effects such as abandoned mines, residual mercury sequestered in sediment, erosion, and alteration of sediment transport through the river system, with resulting consequences to channel structure. In addition to gold, major minerals of

During the fall, winter and spring, precipitation in the Sierra ranges from 20 to 80 in (510 to 2,030 mm) where it occurs mostly as snow above 6,000 ft (1,800 m). Precipitation is highest on the central and northern portions of the western slope between 5,000 and 8,000 feet (1,500 and 2,400 m) elevation, due to orographic lift . Above 8,000 feet (2,400 m), precipitation diminishes on

6750-436: The Sierra Nevada started in the early 1800s, when settlers relied on hand tools and ox-teams. Before the California Gold Rush, the industry was relatively small, and most of the lumber used in the state was imported. However, as the demand for lumber to support the mining industry increased, logging became a major industry in the region. Initially, most of the lumber produced in California was used in mining. The Yuba River has a high level of sediment supply, with a bed-load composed primarily of mining gravel as a result of intense levels of hydraulic mining that occurred in

8625-451: The area. The Bear River displays characteristics of an "underfit" stream, indicating that it was formed by a larger river that had higher flows. The Bear River is located in a deep V-shaped canyon that suggests not only the work of a larger river, but also glacial advances that carved the topography and created this watershed. The Bear River has been severely impacted by hydraulic mining, and struggles with mercury contamination left over from

8750-405: The climate and ecology of the central Great Basin . This rain shadow is largely responsible for Nevada being the driest state in the United States. Precipitation varies substantially from year to year. It is not uncommon for some years to receive precipitation totals far above or below normal. The height of the range and the steepness of the Sierra Escarpment, particularly at the southern end of

8875-421: The commission's use of a separate environmental assessment when it reasoned that the projects in dispute were "unrelated" and did not depend on one another for their justification. This guidance has allowed FERC to address additional claims of improper segmentation. FERC's leaders have stressed many times since the onset of the increased activism that the proper way to oppose a proposed new infrastructure project

9000-421: The commissioners to be the chairman of FERC, the administrative head of the agency. FERC is a bipartisan body; no more than three commissioners may be of the same political party. Commissioners may continue in office past the end of their term if a successor has not yet been confirmed, up to the end of the current session of Congress. The commissioners are: The Federal Power Commission (FPC), which preceded FERC,

9125-542: The country facing transmission constraints." In 2010, FERC issued Order No. 1000, which required RTOs to create regional transmission plans and identify transmission needs based on public policy. Cost allocation reforms were included, possibly to reduce barriers faced by non incumbent transmission developers. In February 2018, FERC issued Order No. 841, which required wholesale markets to open up to individual storage installations, regardless of interconnection point (transmission, distribution or behind-the-meter). The Order

9250-630: The creation of regional transmission organizations in the United States. This would impact existing electric power pools by rebranding themselves as independent transmission operators. Electric utilities in some regions began to spin off their generation units as separate companies that would compete in a wholesale electric market administered by the RTOs. Once FERC had created the framework for Regional Transmission Organizations with Order No. 888, several such RTOs were approved. The pre-existing multi-state power pool called PJM (Pennsylvania, Jersey, Maryland),

9375-656: The crest and north of 37.2°N. In the Triassic and into the Jurassic , an island arc collided with the west coast of North America and raised a chain of volcanoes, in an event called the Nevadan orogeny . Nearly all subaerial Sierran Arc volcanoes have since disappeared; their remains were redeposited during the Great Valley Sequence and the subsequent Cenozoic filling of the Great Valley, which

9500-645: The distribution level or behind-the-meter. A United States courts of appeals court (the D.C. Circuit) issued an order in July 2020 that upheld Order 841 and dismissed the petitioners' complaints. FERC issued Order No. 2222 on September 17, 2020, enabling distributed energy resources such as batteries and demand response to participate in regional wholesale electricity markets. Market operators submitted initial compliance plans by early 2022. The Supreme Court had ruled in 2016 in FERC v. Electric Power Supply Ass'n that

9625-484: The district. The Yuba–Bear Hydroelectric Project is located within the Sierra Nevada mountain range, which experienced uplift beginning 3 to 5 million years ago, and contains faults resultant of tectonic collision during the late Paleozoic and Mesozoic eras. This uplift and tilting of the Sierra Nevada created drainage patterns and channel incisions that shaped the landscape, including the Yuba and Bear rivers. Incision of

9750-407: The eastern edge of the southern Sierra. The Sierra Nevada has played an important role in the history of California and the United States. The California gold rush occurred in the western foothills from 1848 through 1855. Due to its inaccessibility, the range was not fully explored until 1912. Used in 1542 by Juan Rodríguez Cabrillo to describe a Pacific Coast Range ( Santa Cruz Mountains ),

9875-407: The electricity and natural gas markets. The Energy Policy Act of 2005 also gave FERC additional responsibilities and authority. Among the many provisions of the law, FERC was given what is known as "backstop" siting authority which allows FERC to overrule any denial of transmission projects by a state within established corridors of transmission congestion "to expand transmission in limited regions of

10000-547: The entities it regulates creates bias in favor of the issuance of pipeline certificates. Some of the critics have disrupted several regular open meetings of the Commission and staged a couple of week-long blockades of FERC's headquarters in Washington, D.C., to make their points. "Pipelines are facing unprecedented opposition," Commissioner LaFleur remarked to the National Press Club in a 2015 speech. "We have

10125-430: The extent of federal power and influence within the state. The planning and siting of public policy and renewable power plants and merchant transmission lines can be contentious, because the planning process must proceed through both entities. For example, in New York State, any large (more than 20 MW for the NYISO or 2 MW for the state Siting Committee) generation or merchant transmission facility must proceed through both

10250-716: The following November, allows state regulators even more opportunities to provide input on interstate grid projects, adds six months to the cost allocation negotiating process, and gives utilities more leeway to forecast additional needs scenarios. The latter order affirms FERC's siting authority in National Interest Electric Transmission Corridors if a state regulatory agency denies any of its own siting responsibility thereof. The order creates an Applicant Code of Conduct to encourage proper landowner outreach, and adds air quality, environmental justice and tribal engagement reports to

10375-475: The following: FERC is a large independent regulatory agency , within the United States Department of Energy , that participates in business oversight. The President and Congress do not generally review FERC decisions, but the decisions are reviewable by the federal courts . FERC is self-funding, in that Congress sets its budget through annual and supplemental appropriations and FERC

10500-626: The gold rush. The Bear River originates in the Tahoe National Forest, twenty miles west of the Sierra Nevada crest, and comprises three distinct sections termed the Upper, Middle, and Lower Bear River. The largest water body in the Bear River watershed is Camp Far West Reservoir, which Bear River feeds into before joining with the Feather River south of Yuba City. The Bear River supports popular brown and rainbow trout fisheries, and

10625-465: The highest peak in the range. In 1873, Mount Whitney was climbed for the first time by 3 men from Lone Pine, California, on a fishing trip. From 1892 to 1897 Theodore Solomons made the first attempt to map a route along the crest of the Sierra. Other people finished exploring and mapping the Sierra. Bolton Coit Brown explored the Kings River watershed in 1895–1899. Joseph N. LeConte mapped

10750-447: The industry from which it gets its funding. But in an order issued March 22, 2017, the court said the plain language of the statute indicates that FERC does not have control over its own budget. "The Commission's budget cannot be increased by approving pipelines; rather, [the statute] requires the Commission to make adjustments to 'eliminate any overrecovery or underrecovery.' If Plaintiffs are unhappy with Congress's chosen appropriations to

10875-426: The issue ended with the 2005 Energy Bill ( Energy Policy Act of 2005 ) which was passed with approval of Democrats and Republicans. The Energy Policy Act of 2005 expanded FERC's authority to protect the reliability and cybersecurity of the bulk power system through the establishment and enforcement of mandatory standards, as well as greatly expanding FERC authority to impose civil penalties on entities that manipulate

11000-522: The lake, the peaks reach only a modest 8,000 feet (2,400 m). There are several notable geographical features in the Sierra Nevada: Communities in the Sierra Nevada include Paradise , South Lake Tahoe , Truckee , Grass Valley , Lee Vining , Mammoth Lakes , Sonora , Nevada City , Placerville , Pollock Pines , Portola , Auburn , Colfax and Kennedy Meadows . Much of the Sierra Nevada consists of federal lands and

11125-683: The largest tree in the world by volume; Lake Tahoe , the largest alpine lake in North America; Mount Whitney at 14,505 ft (4,421 m), the highest point in the contiguous United States ; and Yosemite Valley sculpted by glaciers from one-hundred-million-year-old granite , containing high waterfalls . The Sierra is home to three national parks , twenty-six wilderness areas, ten national forests, and two national monuments. These areas include Yosemite , Sequoia , and Kings Canyon National Parks , as well as Devils Postpile National Monument . More than one hundred million years ago during

11250-495: The late 1800s due to several factors. The Timber and Stone Act of 1878 allowed individuals to claim ownership of old-growth timber tracts, which were later consolidated under joint-stock companies , such as those founded by Midwestern lumber magnates. These companies had the financial resources to transport timber from remote locations and build sawmills near the tracks of the Southern Pacific railroad which connected

11375-455: The late 1800s, the logging industry moved westward due to the depletion of white pine forests in the upper Midwest. This shift was encouraged by the positive portrayal of the Sierra Nevada as a promising timber region. In 1859, Horace Greely marveled, "I never saw anything so much like good timber in the course of any seventy-five miles' travel as I saw in crossing the Sierra Nevada." The logging industry experienced significant growth in

11500-406: The list of requirements for project applicants. FERC has been subject to criticism and increasing activism by people from communities affected by its decisions approving pipeline and related projects. They contend that FERC "blithely greenlights too many pipelines, export terminals and other gas infrastructure" and that FERC's structure in which it recovers its annual operating costs directly from

11625-499: The miners, provoking counter-attacks on native villages. The Native Americans, out-gunned, were often slaughtered. The Gold Rush populated the western foothills of the Sierra Nevada, but even by 1860, most of the Sierra was unexplored. The state legislature authorized the California Geological Survey to officially explore the Sierra (and survey the rest of the state). Josiah Whitney was appointed to head

11750-491: The modern Yuba River began 5 million years ago, compounded by glacier erosion in the Quaternary period. The bedrock underneath the Yuba–Bear has a strong effect on the soils in this region. The soils include Mollisols, Inceptisols, Entisols, Alfisols, Andisols, and Ultisols. The Yuba River creates an incision through metamorphic bedrocks, including Mesozoic igneous rocks (granodiorite), Paleozoic phyllite, and slate from

11875-492: The modern rivers flowing down the range are only 100–300 meters (300–1,000 ft) lower than their ancient counterparts from 30–40 million years ago and the overall elevation and bedrock topography of the northern Sierra Nevada has changed little since at least 30–40 million years ago. About 2.5 Ma, the Earth's climate cooled, and ice ages started. Glaciers carved out characteristic U-shaped canyons throughout

12000-548: The most of the flawed rules put in place for the California electricity market. Enron had success with its fraudulent market transactions. In 2001, the George W. Bush administration sought to give the authority of eminent domain to FERC to circumvent state and local bureaucratic processes which often slowed the siting of new transmission projects. This expansion of power was most fiercely opposed by Bush's own Republican party as being an expansion of federal power. Legal battles over

12125-534: The most well-studied and fully financed projects, forecast advanced technologies, and allow for multiple projects to share a new single interconnection point. It also "imposes firm deadlines and penalties if transmission providers fail to complete interconnection studies on time". On May 13, 2024, FERC issued Order Nos. 1920 and 1977. The former order requires utilities to plan 20 years in advance to anticipate future regional (though not interregional) transmission needs, with five-year updates, and to cooperate in creating

12250-712: The mountains were amongst a group led by fur trapper Jedediah Smith , crossing north of the Yosemite area in May 1827, at Ebbetts Pass . In 1833, a subgroup of the Bonneville Expedition led by Joseph Reddeford Walker was sent westward to find an overland route to California . Eventually the party discovered a route along the Humboldt River across present-day Nevada , ascending the Sierra Nevada, starting near present-day Bridgeport and descending between

12375-409: The mountains. Washo and Maidu were also in this area prior to the era of European exploration and displacement. American exploration of the mountain range started in 1827. Although prior to the 1820s there were Spanish missions , pueblos (towns), presidios (forts), and ranchos along the coast of California, no Spanish explorers visited the Sierra Nevada. The first Americans to visit

12500-399: The northern Sierran valleys with volcanic deposits. These pyroclastic flows, which continued for about 10 million years, were followed by andesitic lahars which nearly completely buried the northern Sierran landscape such that only the tallest peaks emerged above a volcanic plain. This second period of volcanism appears to have been triggered by crustal extension associated with extension of

12625-696: The oldest being metasedimentary rocks from the Cambrian in the Mount Morrison region. These dark-colored hornfels , slates , marbles , and schists are found in the western foothills (notably around Coarsegold , west of the Tehachapi Pass ) and east of the Sierra Crest. The earliest granite of the Sierra started to form in the Triassic period. This granite is mostly found east of

12750-543: The planning process of the NYISO, which operates on a two-year cycle at minimum with an inclusive class year pool of new projects evaluated simultaneously, and the siting process of the state Board on Electric Siting and the Environment. Prior to the formation of the NYISO, the planning process was determined mostly by the state siting board (although the utilities' power pool might have had its own closed door planning session) and large generation projects were developed by

12875-521: The plural ( Smokies , Rockies , Cascades , etc.), since Sierra is already pluralized in its native language, some locals who live in "the Sierra" are not hesitant to admonish those who refer to the area as "the Sierras". However, there are historical and literary references that use the plural, such as the 1871 collection of Joaquin Miller poems, Songs of the Sierras . Ansel Adams , in response to

13000-420: The range, produces a wind phenomenon known as the "Sierra Rotor". This is a horizontal rotation of the atmosphere just east of the crest of the Sierra, set in motion as an effect of strong westerly winds. Because of the large number of airplanes that have crashed in the Sierra Nevada, primarily due to the complex weather and atmospheric conditions such as downdrafts and microbursts caused by geography there,

13125-413: The record" hearings for DOE. As a result, DOE does not have any administrative law judges . As a further protection, when the Department of Energy proposes a rule, it must refer the proposal to FERC, and FERC can take over the proceeding if FERC determines that the rulemaking "may significantly affect" matters in its jurisdiction. The DOE Act also transferred the regulation of interstate oil pipelines from

13250-559: The scars of hydraulic mining, since the resulting exposed earth and downstream gravel deposits do not support plant life. It is estimated that by 1855, at least 300,000 gold-seekers, merchants, and other immigrants had arrived in California from around the world. The huge numbers of newcomers brought by the Gold Rush drove Native Americans out of their traditional hunting, fishing and food-gathering areas. To protect their homes and livelihood, some Native Americans responded by attacking

13375-458: The southern Sierra was established to protect the endangered Sierra Nevada bighorn sheep . Starting in 1981, hikers were unable to enter the Area from May 15 through December 15, in order to protect the sheep. As of 2010, the restriction has been lifted and access to the Area is open for the whole year. The earliest rocks in the Sierra Nevada are metamorphic roof pendants of Paleozoic age,

13500-425: The survey. Men of the survey, including William H. Brewer , Charles F. Hoffmann and Clarence King , explored the backcountry of what would become Yosemite National Park in 1863. In 1864, they explored the area around Kings Canyon . In 1869, John Muir started his wanderings in the Sierra Nevada range, and in 1871, King was the first to climb Mount Langley , mistakenly believing he had summited Mount Whitney ,

13625-490: The term "Sierra Nevada" was a general identification of less familiar ranges toward the interior. In 1776, Pedro Font 's map applied the name to the range currently known as the Sierra Nevada. The literal translation is "snowy mountains", from sierra "a range of mountains", 1610s, from Spanish sierra "jagged mountain range", lit. "saw", from Latin serra "a saw"; and from fem. of Spanish nevado "snowy". While many mountain ranges are unanimously referred to in

13750-676: The upper Bear River, where it powers six hydroelectric plants on its long descent to Rollins Reservoir , the lowermost major reservoir of the Yuba–Bear project. The Yuba–Bear project operates two of these plants (Dutch Flat No. 2 and Chicago Park), in addition to a smaller powerhouse below Rollins Dam. Together with the Drum-Spaulding Project, the Yuba–Bear project is considered by the Federal Energy Regulatory Commission to be "the most physically and operationally complex hydroelectric project in

13875-422: The utilities themselves. The dual planning process provides an opportunity for other market participants to drag out the process legally, not including the other state and/or federal environmental, trade (if an international connection with Canada is requested), and local certification and regulation processes that need to be met. The controversy similarly applies to various electric wholesale-market issues within

14000-580: The water continues south via the Bowman–Spaulding Conduit to Lake Spaulding , which is part of the heavily interconnected Drum-Spaulding Hydroelectric Project owned by PG&E . Lake Spaulding is an impoundment of the South Yuba River, and is an important hub of the system as nearly all the water used by both projects passes through it. Below Lake Spaulding water passes through Drum-Spaulding Project canals through Emigrant Gap into

14125-424: The water from an entire river into a sluice alongside the river, and then dig for gold in the newly exposed river bottom. By 1853, most of the easily accessible gold had been collected, and attention turned to extracting gold from more difficult locations. Hydraulic mining was used on ancient gold-bearing gravel beds on hillsides and bluffs in the gold fields. In hydraulic mining, a high-pressure hose directed

14250-529: The western half of the Sierra, while the later plutons formed in the eastern half of the Sierra. At this time, the Sierra Nevada formed the western ramp of a high plateau to the east, the Nevadaplano . During this period, rivers cut deep canyons into the range, generating topographic relief similar to the modern Sierra Nevada. This period of incision was halted approximately 30 million years ago by vast outpourings of pyroclastic flows from Nevada which filled

14375-509: The western side, and the Kawaiisu and Tübatulabal tribes in the southern Sierra. Today, some historic intertribal trade route trails over mountain passes are known artifact locations, such as Duck Pass with its obsidian arrowheads . The California and Sierra Native American tribes were predominantly peaceful, with occasional territorial disputes between the Paiute and Sierra Miwok tribes in

14500-511: The western slope up to the crest, since most of the precipitation has been wrung out at lower elevations. Most parts of the range east of the crest are in a rain shadow , and receive less than 25 inches of precipitation per year. While most summer days are dry, afternoon thunderstorms are common, particularly during the North American Monsoon in mid and late summer. Some of these summer thunderstorms drop over an inch of rain in

14625-470: Was a major center for logging, with operations supplying lumber for the construction of mine structures, such as tunnels, shafts, and buildings, as well as fuel for the mines. Dan DeQuille observed in 1876, "the Comstock Lode may truthfully be said to be the tomb of the forests of the Sierra. Millions upon millions of feet of lumber are annually buried in the mines, nevermore to be resurrected.” In

14750-599: Was challenged in court by the state public utility commissions via the National Association of Regulatory Utility Commissioners (NARUC) , the American Public Power Association , and others who claimed that FERC overstepped its jurisdiction by regulating how local electric distribution and behind-the-meter facilities are administered, i.e., in not providing an opt out of wholesale market access for energy storage facilities located at

14875-570: Was completed in 1923. Federal Energy Regulatory Commission The Federal Energy Regulatory Commission ( FERC ) is an independent agency of the United States government that regulates the interstate transmission and wholesale sale of electricity and natural gas and regulates the prices of interstate transport of petroleum by pipeline . FERC also reviews proposals to build interstate natural gas pipelines, natural gas storage projects, and liquefied natural gas (LNG) terminals, in addition to licensing non-federal hydropower projects. FERC

15000-438: Was created by the U.S. Congress in 1977 in the aftermath of the 1973 oil crisis . FERC is an independent agency, despite being part of the U.S. Department of Energy . It is headed by five commissioners who are nominated by the U.S. president and confirmed by the U.S. Senate . There may be no more than three commissioners of one political party serving on the commission at any given time. The responsibilities of FERC include

15125-479: Was discovered, hundreds of miners would collaborate to put up a camp and stake their claims. Because the gold in the California gravel beds was so richly concentrated, the early forty-niners simply panned for gold in California's rivers and streams. However, panning cannot take place on a large scale, and miners and groups of miners graduated to more complex placer mining. Groups of prospectors would divert

15250-651: Was established by Congress in 1920 to allow cabinet members to coordinate federal hydropower development. In 1935, the FPC was transformed into an independent regulatory agency with five members nominated by the President and confirmed by the Senate . The FPC was authorized to regulate both hydropower and interstate electricity. In 1938, the Natural Gas Act gave FPC jurisdiction over interstate natural gas pipelines and wholesale sales. In 1942, this jurisdiction

15375-516: Was expanded to cover the licensing of more natural gas facilities. In 1954, the Supreme Court decision in Phillips Petroleum Co. v. Wisconsin extended FPC jurisdiction over all wellhead sales of natural gas in interstate commerce. In response to the 1973 oil crisis, Congress passed the Department of Energy Organization Act in 1977 , to consolidate various energy-related agencies into a Department of Energy . Congress insisted that

15500-440: Was first protected by the federal government in 1864. The Valley and Mariposa Grove were ceded to California in 1866 and turned into a state park. John Muir perceived overgrazing by sheep and logging of giant sequoia to be a problem in the Sierra. Muir successfully lobbied for the protection of the rest of Yosemite National Park: Congress created an Act to protect the park in 1890. The Valley and Mariposa Grove were added to

15625-690: Was passed as part of the National Energy Act of 1978 . The National Energy Act included the Natural Gas Policy Act of 1978 , which reduced the scope of federal price regulation, to bring greater competition to both the natural gas and electric industry. In 1989, Congress ended federal regulation of wellhead natural gas prices, with the passage of the Natural Gas Wellhead Decontrol Act of 1989 . In 1996, FERC issued Order No. 888, which spurred
