90-594: Evidence of the presence of Paleo-Indians in the region has been dated as early as 2,000 BC. By 1,000 BC, a group emerged that is recognizable as the Yuman ancestors of the Kumeyaay , who continued to inhabit the northern portion of the Baja California Peninsula at the time of European contact. The Kumeyaay referred to the area now known as Rosarito as Wa-cuatay , which translates to "big houses" in

180-567: A binational investigation into smuggled oil that authorities expect to lead to more arrests and seizures. In 2010 the former president of Houston -based Trammo Petroleum was sentenced to three years of probation and fined $ 10,000 after pleading guilty to conspiracy to receive stolen goods. Pemex has a long history of alleged violation of human and labour rights regarding engineers, unrightfully considered to be "trusted workers" who have tried to unionize since 1995 and succeeded, after several repression episodes, in doing so in 2008 and 2009, although at

270-460: A bribe during times close to the 2012 elections. Soon after EPN won the elections in 2012, Lozoya became a director of Pemex and Odebrecht "won" huge contracts from Pemex and the Mexican government. The news of the controversy surfaced in 2017, revealing Lozoya bought a $ 38 million house with a single payment even before he was named a director of Pemex. Such a house did not fit with his salary at

360-546: A current project-specific investment setup known as "Proyectos de Inversión Diferida En El Registro del Gasto" (Deferred Investment Projects in the Expenditure Registry). The proposal, which intended to alleviate Pemex's tax burden and create a substantial budget increase, met opposition in Congress . President Felipe Calderón made clear at the beginning of his presidency that he would try his best to open up

450-543: A decade. These range from political contributions to the Institutional Revolutionary Party (PRI) (over $ 200 million), "no show" jobs – individuals who receive a salary while performing no duties – various forms of fraud, embezzlement and even under-the-table fuel sales. It has been estimated these various forms of corruption contribute to the loss of over $ 1 billion a year. Odebrecht is a Brazilian conglomerate that like Pemex also operates in

540-479: A friend and owner of Hotel Rosarito. In September 1996, James Cameron 's production team moved to the newly built Fox Baja Studios in Rosarito, where a full scale RMS Titanic had been constructed for the 1997 film , in which Fox acquired 40 acres (16 ha) of waterfront south of Rosarito. Some scenes for the movie Deep Blue Sea were also filmed here too, in the same studio as Titanic. While Prohibition

630-541: A high human cost. This included the death of a person who was refused medical service at one of Pemex's hospitals because his son had just been sacked for belonging to this union, the Unión Nacional de Técnicos y Profesionistas (shorthand UNTyPP). It also included forcing union members to resign from the Union from their hospital beds, as happened to three cancer patients in 2009. Up to date and in spite of pressure by

720-462: A long groove called a "flute". The spear points would typically be made by chipping a single flake from each side of the point. The point was then tied onto a spear of wood or bone. As the environment changed with the ice age ending around 17–13 Ka BP on short, and around 25–27 Ka BP on the long, many animals migrated overland to take advantage of the new sources of food. Humans following these animals, such as bison, mammoth and mastodon, thus gained

810-537: A much wider geographical distribution, but mostly in the central and southern part of the continent. The haplogroup most commonly associated with Amerindian genetics is Haplogroup Q-M3 . Y-DNA , like ( mtDNA ), differs from other nuclear chromosomes in that the majority of the Y chromosome is unique and does not recombine during meiosis . This allows the historical pattern of mutations to be easily studied. The pattern indicates Indigenous Amerindians experienced two very distinctive genetic episodes: first with

900-955: A single animal species: the bison (an early cousin of the American bison ). The earliest known of these bison-oriented hunting traditions is the Folsom tradition . Folsom peoples traveled in small family groups for most of the year, returning yearly to the same springs and other favored locations on higher ground. There they would camp for a few days, perhaps erecting a temporary shelter, making and/or repairing some stone tools, or processing some meat, then moving on. Paleo-Indians were not numerous, and population densities were quite low. Paleo-Indians are generally classified by lithic reduction or lithic core "styles" and by regional adaptations. Lithic technology fluted spear points, like other spear points, are collectively called projectile points . The projectiles are constructed from chipped stones that have

990-418: A state-run company. On November 19th, 1984 , a series of BLEVE 's at a Pemex LPG storage facility occur in the heavily populated outskirts of San Juan Ixhuatepec , near Mexico City , resulting in the deaths of around 500-600 residents and up to 7000 injured by the explosions, ensuing fire and shrapnel from exploding tanks. It is considered among the deadliest industrial accidents in world history. Pemex

1080-489: A variety of flora. Paleo-Indian groups were efficient hunters and carried a variety of tools. These included highly efficient fluted-style spear points, as well as microblades used for butchering and hide processing. Projectile points and hammerstones made from many sources are found traded or moved to new locations. Stone tools were traded and/or left behind from North Dakota and Northwest Territories , to Montana and Wyoming . Trade routes also have been found from

1170-601: Is 261 mm (10 in), most of it being concentrated in the winter months. The wettest month is March with 57 mm (2 in) while the driest month is July. It has cool winters with an average temperature of 14.3 °C (57.7 °F) in February and March, and warm summers with an average temperature of 20.9 °C (69.6 °F) in August. On December 16, 2008, the city center was flooded by heavy rains. Rosarito has historically been centered on tourism. It began with

1260-529: The Bering Strait from North Asia into the Americas over a land bridge ( Beringia ). This bridge existed from 45,000 to 12,000 BCE (47,000–14,000 BP ). Small isolated groups of hunter-gatherers migrated alongside herds of large herbivores far into Alaska . From c.  16,500  – c.  13,500 BCE ( c.  18,500  – c.  15,500 BP), ice-free corridors developed along

1350-480: The British Columbia Interior to the coast of California . The glaciers that covered the northern half of the continent began to gradually melt, exposing new land for occupation around 17,500–14,500 years ago. At the same time as this was occurring, worldwide extinctions among the large mammals began. In North America, camelids and equids eventually died off, the latter not to reappear on

1440-569: The Constitution of 1917 , President Cárdenas embarked on the state-expropriation of all resources and facilities, nationalizing the United States and Anglo – Dutch operating companies. He is famous in saying in his speech addressing the nation, I ask the entire nation to furnish the necessary moral and material support to face the consequences of a decision which we, of our own free will, would neither have sought nor desired. 1530-510: The Gulf of Venezuela to the high mountains and valleys. The population using them were hunter-gatherers that seemed to remain within a certain circumscribed territory. El Jobo points were probably the earliest, going back to c.  14,200  – c.  12,980 BP and they were used for hunting large mammals. In contrast, the fish-tail points, dating to c. 11,000 B.P. in Patagonia , had

1620-601: The Kumeyaay language . After conquering the Aztec Empire , Hernán Cortés sent expeditions to explore what he believed to be the Island of California . In 1533, mutineer Fortún Ximénez was the first European to land in Baja California, at La Paz, Baja California Sur . In September 1542, Juan Rodríguez Cabrillo passed through the Rosarito area on his way from Ensenada to San Diego Bay . The year of 1697 saw

1710-819: The Laurentide and Cordilleran ice sheets . An alternative proposed scenario involves migration, either on foot or using boats , down the Pacific coast to South America. Evidence of the latter would have been submerged by a sea-level rise of more than a hundred meters following the end of the Last Glacial Period . The time range of the peopling of the Americas remains a source of substantial debate. Conventional estimates have it that humans reached North America at some point between 15,000 and 20,000 years ago. However, some groups of humans may have reached South America as early as 25,000 years ago. One of

1800-558: The Mexican Congress to increase regulatory oversight, has increased scrutiny over Pemex in 2012. As of July 2019, Pemex is the most indebted oil company in the world. In 1979, Pemex's Ixtoc 1 exploratory oil well in the Bay of Campeche suffered a blowout resulting in one of the largest oil spills in history. Pemex spent $ 100 million to clean up the spill and avoided most compensation claims by asserting sovereign immunity as

1980-645: The Pacific coast and valleys of North America . This allowed land animals, followed by humans, to migrate south into the interior of the continent. The people went on foot or used boats along the coastline. The dates and routes of the peopling of the Americas remain subjects of ongoing debate. It is likely there were three waves of ancient settlers from the Bering Sea to the America continent. Stone tools , particularly projectile points and scrapers , are

2070-732: The first peoples who entered and subsequently inhabited the Americas towards the end of the Late Pleistocene period. The prefix paleo- comes from the Ancient Greek adjective: παλαιός , romanized :  palaiós , lit.   'old; ancient'. The term Paleo-Indians applies specifically to the lithic period in the Western Hemisphere and is distinct from the term Paleolithic . Traditional theories suggest that big-animal hunters crossed

2160-567: The giant beaver , steppe wisent , giant muskox , mastodon , woolly mammoth and ancient reindeer . The Clovis culture , appearing around 11,500 BCE ( c.  13,500 BP) in North America, is one of the most notable Paleo-Indian archaeological cultures. It has been disputed whether the Clovis culture were specialist big-game hunters or employed a mixed foraging strategy that included smaller terrestrial game, aquatic animals, and

2250-515: The 1960s, Playas de Rosarito entered the commercial and industrial era with the constructions of a large thermoelectric power plant and the later installations of Pemex , the state-owned petroleum company. The city maintains luxury resorts that take the form of skyscrapers on its coast. The majority of these buildings are located on Boulevard Benito Juárez, also the city's main Boulevard. Residential and commercial highrises continue to go up along

2340-464: The Americas becoming extinct towards the end of the Paleoindian period as part of the Late Pleistocene megafauna extinctions . The potential role of human hunting in the extinctions has been the subject of much controversy. From 8000 to 7000 BCE (10,000–9,000 BP) the climate stabilized, leading to a rise in population and lithic technology advances, resulting in a more sedentary lifestyle during

2430-970: The Americas suggest that Clovis (thus the "Paleo-Indians") time range should be re-examined. In particular, sites such as Cooper's Ferry in Idaho, Cactus Hill in Virginia , Meadowcroft Rockshelter in Pennsylvania , Bear Spirit Mountain in West Virginia , Catamarca and Salta in Argentina , Pilauco and Monte Verde in Chile , Topper in South Carolina , and Quintana Roo in Mexico have generated early dates for wide-ranging Paleo-Indian occupation. Some sites significantly predate

2520-631: The Americas ;portal Pemex Pemex (a portmanteau of Petróleos Mexicanos , which translates to Mexican Petroleum in English; Spanish pronunciation: [ˈpemeks] ) is the Mexican state-owned petroleum corporation managed and operated by the Mexican government . It was formed in 1938 by nationalization and expropriation of all private oil companies in Mexico at

2610-430: The Americas. Due to the evidence that Paleoindians hunted now extinct megafauna (large animals), and that following a period of overlap, most large animals across the Americas became extinct as part of the Late Pleistocene megafauna extinctions , it has been argued by many authors that hunting by Paleoindians was an important factor in the extinctions, though this suggestion is controversial, with other authors placing

2700-699: The Early Archaic period in some regions. Sites in Alaska (eastern Beringia) exhibit some of the earliest evidence of Paleo-Indians, followed by archaeological sites in northern British Columbia , western Alberta and the Old Crow Flats region of the Yukon territory. The Paleo-Indians would eventually flourish all over the Americas. These peoples were spread over a wide geographical area; thus there were regional variations in lifestyles. However, all

2790-485: The Gulf of Mexico. In February 2015, the board approved a $ 4.16 billion spending cut, pulling the company's budget down 11.5 percent from the 2015 budget approved by Mexico's congress. The company also said it will delay deepwater exploration plans and cut jobs in response to weak oil prices. In December 2019, the company stated the discovery of a deposit in southeastern Mexico that could produce 500 million barrels of crude,

Pemex has denied these accusations. On November 10, 2019, the institution suffered a cyber attack and its computers were infected with DoppelPaymer ransomware . In November 2021,

3150-453: The Ortiz family's establishment of Rene's (Bar, Restaurant, Trailer Park and Motel) in 1925. Rene served his town holding the position Delegado (Mayor) more than any other politician in Rosarito. Rene, a prominent businessman, helped create Rosarito from a ranch to a town which later became a city. When Rene was not able to serve his people any longer he chose as his successor Hugo Torres Chabert,

3240-588: The Y lineage specific to South America indicates that certain Amerindian populations have been isolated since the initial colonization of the region. The Na-Dené , Inuit and Indigenous Alaskan populations, however, exhibit haplogroup Q (Y-DNA) mutations that are distinct from other Amerindians with various mtDNA mutations. This suggests that the earliest migrants into the northern extremes of North America and Greenland derived from later migrant populations. Evidence from full genomic studies suggests that

3330-542: The arrest of former CEO Carlos Trevino was ordered after he did not show for his hearing, in which he was being charged with criminal association and money laundering. Testimony was presented by other ex-CEO, Emilio Lozoya , who was initially placed in witness protection. In January 2022, Lozoya was formally charged with money laundering, bribery and criminal association, which could amount to 39 years in prison. There have been various allegations of corruption in Pemex for over

On April 1, 2015, a fire occurred on platform Abkatun A in the southern Gulf of Mexico which killed 4 workers. On April 20, 2016, a large explosion and fire at the company's Chlorinate 3 plant in Coatzacoalcos killed at least 28 people. On September 24, 2016, a fire broke out on the oil tanker "Burgos", off

3510-625: The blame on climatic change. In a 2012 survey of archaeologists in The SAA Archaeological Record, 63% of respondents said that megafauna extinctions were likely the result of a "combination of factors". The Archaic period in the Americas saw a changing environment featuring a warmer, more arid climate and the disappearance of the last megafauna. The majority of population groups at this time were still highly mobile hunter-gatherers, but now individual groups started to focus on resources available to them locally. Thus with

3600-480: The boycott to be dropped. In spite of the early boycott, Pemex developed into one of the largest oil companies in the world. In an interview on the oil news website in November 2005, a Pemex employee spoke anonymously of the company's inability to grow production, stating that the company and country is at Hubbert's Peak . The person interviewed believed export levels could not be recovered once peak had passed, as

The climate is strongly influenced by the cold California Current and, as a result, temperatures are mild throughout the year with average temperatures ranging between 14.3 and 20.9 °C (57.7 and 69.6 °F). The average annual precipitation

3960-582: The continent until the Spanish reintroduced the horse near the end of the 15th century CE. As the Quaternary extinction event was happening, the late Paleo-Indians would have relied more on other means of subsistence. From c.  10,500  – c.  9,500 BCE ( c.  12,500  – c.  11,500 BP), the broad-spectrum big game hunters of the Great Plains began to focus on

4050-490: The currency being weak against the dollar, Pemex still reported a net loss of $ 6.05 billion. In order to reduce the debt Pemex is working on a plan to domestically refine its oil and reduce exports by 2023. February 23, 2023, three major fires broke out at three different Mexico and U.S. operated Pemex facilities. In March 2023, Pemex and U.S. based, Talos Energy submitted to develop an offshore oil field. The two companies have been partnered since 2022. The platform that

4140-502: The drive to incorporate the city in 1995, and was appointed to a three-year term as Mayor. In 2007, Torres Chabert ran for election and was overwhelmingly elected to a new three-year term. The subject of rising crime rates and police corruption were major issues in the campaign. Torres Chabert, as owner of the Rosarito Beach Hotel, was deeply concerned about the safety of tourists, and pledged strong action to deal with both issues. In early 2008, both federal and state police were ordered into

4230-566: The early 20th century, commercial quantities of oil were being extracted and refined by subsidiaries of the British Pearson and American Doheny companies and had attracted the attention of the Mexican government who then claimed all mineral rights for the state as part of its Constitution . In 1938, President Lázaro Cárdenas (1934–40) sided with oil workers striking against foreign-owned oil companies for an increase in pay and social services. On March 18, 1938, citing Article 27 of

In addition to a failing infrastructure, dwindling reserves have created urgency in completing some type of reform. Only 20% of Mexico has been extensively explored for further reserves and it has been argued that Pemex will need the help of some form of foreign investment to successfully explore new reserves, including in

4410-478: The establishment of the first permanent European settlement in Baja California in a Jesuit mission at Loreto . Rosarito would soon be caught in a power struggle between Jesuits, Dominicans, and Franciscan friars for decades. In 1773, a frontier was defined separating Nueva ("new") or Alta ("upper") California, under the jurisdiction of the Franciscans , from Antigua ("old") or Baja ("lower") California, which

The Palaeoindian culture lasts 4000 years, from 12,000 to 8000 BP. It is divided into Early Palaeoindian (12,000-10,000 BP) and Late Palaeoindian (10,000-8000 BP), ending with early events of

4770-484: The field of petroleum. Back in 2010–2012, Emilio Lozoya Austin was part of the PRI's team supporting Enrique Peña Nieto (EPN) in his presidential campaign. After EPN won the elections, Lozoya was promoted to director of Pemex, a role in which he served for most of EPN's presidency. In 2017, Brazilian newspaper O Globo claimed that Odebrecht helped finance EPN's presidential campaign, by giving $ 10 million to Emilio Lozoya as

4860-531: The finance ministry of Mexico's relationship was strengthened as the government decided to continue to support the company, but would not change the laws in order to directly reflect their debt. some speculation was made that the government may use International Monetary Fund (IMF) money to lighten Pemex's debt. Budget increases of 17% over 2021 amounts were proposed, with a 14% reduction of its profit-sharing duties, for 2022's exploration and production processes. An agreement between Pemex and Braskem (BRKM5.SA)

4950-503: The first people in the Americas diverged from Ancient East Asians about 36,000 years ago and expanded northwards into Siberia, where they encountered and interacted with a different Paleolithic Siberian population (known as Ancient North Eurasians ), giving rise to both Paleosiberian peoples and Ancient Native Americans , which later migrated towards the Beringian region, became isolated from other populations, and subsequently populated

5040-550: The following Archaic Period . Researchers continue to study and discuss the specifics of Paleo-Indian migration to and throughout the Americas , including the dates and routes traveled. The traditional theory holds that these early migrants moved into Beringia between eastern Siberia and present-day Alaska 17,000 years ago, at a time when the Quaternary glaciation significantly lowered sea levels. These people are believed to have followed herds of now-extinct pleistocene megafauna along ice-free corridors that stretched between

5130-522: The foothills of the Peninsular Ranges and the ocean. It maintains a relatively uniform topography and displays few variances in terrain. Urbanization in 1950 marked the beginning of Rosarito's contemporary-era development as planning and construction of streets and city blocks took place. As land sales soared, coupled with the construction of small restaurants, some shops and two hotels, the city began to take shape its present-day appearance. In

5220-456: The forests and marshes. The fall would have been a busy time because foodstuffs would have to be stored and clothing made ready for the winter. During the winter, coastal fishing groups moved inland to hunt and trap fresh food and furs. Late ice-age climatic changes caused plant communities and animal populations to change. Groups moved and sought new supplies as preferred resources were depleted. Small bands utilized hunting and gathering during

5310-534: The individual groups shared a common style of stone tool production, making knapping styles and progress identifiable. This early Paleo-Indian period's lithic reduction tool adaptations have been found across the Americas, utilized by highly mobile bands consisting of approximately 20 to 60 members of an extended family. Food would have been plentiful during the few warm months of the year. Lakes and rivers were teeming with many species of fish, birds and aquatic mammals. Nuts, berries and edible roots could be found in

5400-514: The initial peopling of the Americas, and secondly with European colonization of the Americas . The former is the determinant factor for the number of gene lineages and founding haplotypes present in today's Indigenous Amerindian populations. Human settlement of the Americas occurred in stages from the Bering sea coast line , with an initial layover on Beringia for the founding population . The micro-satellite diversity and distributions of

5490-441: The largest discovery in more than 30 years. Taxes on Pemex revenue provide about a third of all the tax revenues collected by the Mexican government. Pemex has a debt of $ 42.5 billion, including $ 24 billion in off-balance-sheet debt. The state-owned company pays out over 60% of its revenue in royalties and taxes. 5580-452: The migration time frame of ice-free corridors, thus suggesting that there were additional coastal migration routes available, traversed either on foot and/or in boats. Geological evidence suggests the Pacific coastal route was open for overland travel before 23,000 years ago and after 16,000 years ago. In South America, the site of Monte Verde indicates that its population was probably territorial and resided in their river basin for most of

5670-579: The mission was deserted. Ruins of Misión El Descanso remain within the community of El Descanso. José Manuel Machado's son, Don Joaquín Machado, applied for title to the land as Rancho Rosarito to President Porfirio Díaz . On May 14, 1885, Machado received his title and registered it in Ensenada, then the capital city of the Northern District of Baja California Territory. May 14 is now recognized and celebrated as Rosarito's Foundation Day by

5760-493: The name big-game hunters . Pacific coastal groups of the period would have relied on fishing as the prime source of sustenance. Archaeologists are piecing together evidence that the earliest human settlements in North America were thousands of years before the appearance of the current Paleo-Indian time frame (before the late glacial maximum 20,000-plus years ago). Evidence indicates that people were living as far east as Beringia before 30,000 BCE (32,000 BP). Until recently, it

5850-601: The northerly location were good grazing and plentiful arable land. In 1817, Ahumada founded the Misión El Descanso or Misión San Miguel la Nueva among the Kumeyaay people 22 km (14 mi) to the south of the present-day Rosarito. The property of Rancho El Rosario , granted by José María de Echeandía in 1827 to Don José Manuel Machado , one of the first soldiers stationed at the Presidio of San Diego ,

5940-532: The oil industry. In January 2014, Pemex signed a cooperation agreement with the Russian oil company Lukoil focusing on oil production and field exploration as well as exchange of knowledge in the aforementioned areas, including actions for ecological preservation and environmental protection. In February 2016, Emilio Lozoya Austin stepped down as CEO of Pemex and was replaced by José Antonio González Anaya . On November 27, 2017, José Antonio González Anaya

6030-414: The ongoing debt accumulation. The government assistance from President Andres Manuel Lopez Obrador is said to likely continue until the end of his term in 2024. In September 2023, it was announced that Pemex would receive capital allocations from the federal government of Mexico to assist in paying off over $ 11 million in accumulated debt. Proponents of Calderón's energy policy stated that Pemex lacks

6120-726: The passage of time there is a pattern of increasing regional generalization like the Southwest , Arctic , Poverty , Dalton , and Plano traditions. These regional adaptations would become the norm, with reliance less on hunting and gathering, and a more mixed economy of small game, fish, seasonally wild vegetables, and harvested plant foods.
