In the 2000s, the ICRC has been active in the Afghanistan conflict areas and has set up six physical rehabilitation centers to help land mine victims. Their support extends to the national and international armed forces, civilians and

11232-590: The coast in the Gulf of Bougie, shelled Kherrata. Vigilantes lynched prisoners taken from local jails or randomly shot Muslims not wearing white arm bands (as instructed by the army) out of hand. It is certain that the great majority of the Muslim victims had not been implicated in the original outbreak. The dead bodies in Guelma were buried in mass graves, but they were later dug up and burned in Héliopolis . During

11376-587: The committee adopted the name "International Committee of the Red Cross" (ICRC), which is still its official designation today. Five years later, the American Red Cross was founded through the efforts of Clara Barton . More and more countries signed the Geneva Convention and began to respect it in practice during armed conflicts. In a rather short period of time, the Red Cross gained huge momentum as an internationally respected movement, and

11520-458: The conventions. During the war, the ICRC was unable to obtain an agreement with Nazi Germany about the treatment of detainees in concentration camps , and the ICRC eventually abandoned applying pressure, saying later it did so in order to avoid disrupting its work with POWs. The ICRC was also unable to obtain a response to reliable information about the extermination camps and the mass killing of European Jews, Roma , et al. After November 1943,

11664-456: The dey and claimed they could not pay it until France paid its debts to them. The dey had unsuccessfully negotiated with Pierre Deval , the French consul, to rectify this situation, and he suspected Deval of collaborating with the merchants against him, especially when the French government made no provisions in 1820 to pay the merchants. Deval's nephew Alexandre, the consul in Bône , further angered

11808-451: The dey by fortifying French storehouses in Bône and La Calle , contrary to the terms of prior agreements. After a contentious meeting in which Deval refused to provide satisfactory answers on 29 April 1827, the dey struck Deval with his fly whisk . Charles X used this slight against his diplomatic representative to first demand an apology from the dey, and then to initiate a blockade against

11952-600: The end of the war, between 1920 and 1922, the ICRC organized the return of about 500,000 prisoners to their home countries. In 1920, the task of repatriation was handed over to the newly founded League of Nations , which appointed the Norwegian diplomat and scientist Fridtjof Nansen as its "High Commissioner for Repatriation of the War Prisoners". His legal mandate was later extended to support and care for war refugees and displaced persons when his office became that of

12096-412: The end of the war, the Agency had transferred about 20 million letters and messages, 1.9 million parcels, and about 18 million Swiss francs in monetary donations to POWs of all affected countries. Furthermore, due to the intervention of the Agency, about 200,000 prisoners were exchanged between the warring parties, released from captivity and returned to their home country. The organizational card index of

12240-457: The enemy flees across taking his flock." According to Olivier Le Cour Grandmaison , the colonization of Algeria led to the extermination of a third of the population from multiple causes (massacres, deportations, famines or epidemics) that were all interrelated. Returning from an investigation trip to Algeria, Tocqueville wrote that "we make war much more barbaric than the Arabs themselves [...] it

12384-586: The establishment of the Geneva Convention, the first national societies were founded in Belgium, Denmark, France, Oldenburg , Italy, Prussia, Spain, and Württemberg. Also in 1864, Louis Appia and Charles van de Velde , a captain of the Dutch Army , became the first independent and neutral delegates to work under the symbol of the Red Cross in an armed conflict. The Ottoman government ratified this treaty on 5 July 1865. The Turkish Red Crescent organization

12528-415: The exchange of messages regarding prisoners and missing persons. By the end of the war, 179 delegates had conducted 12,750 visits to POW camps in 41 countries. The Central Information Agency on Prisoners-of-War ( Agence centrale des prisonniers de guerre ) had a staff of 3,000, the card index tracking prisoners contained 45 million cards, and 120 million messages were exchanged by the Agency. One major obstacle

12672-582: The existing two Geneva Conventions were adopted. An additional convention "for the Amelioration of the Condition of Wounded, Sick and Shipwrecked Members of Armed Forces at Sea", now called the second Geneva Convention, was brought under the Geneva Convention umbrella as a successor to the 1907 Hague Convention X . The 1929 Geneva convention "relative to the Treatment of Prisoners of War" may have been

12816-605: The fighting, the Himeyuri students were instead positioned on the front lines performing crude surgery and amputations, burying the dead, transporting ammunition and supplies to front-line troops, and other life-threatening duties under continuous fire throughout the nearly three-month battle. Near the end of the Okinawan battle, those still alive endured disease and malnutrition in dark caves filled with countless gravely injured and dead civilians, soldiers, and co-students. Up until

12960-621: The first zouaves (a title given to certain light infantry regiments) in October, followed by the spahis regiments, while France expropriated all the land properties belonging to the Turkish settlers , known as Beliks . In the western region of Oran , Sultan Abderrahmane of Morocco , the Commander of the Faithful , could not remain indifferent to the massacres committed by

13104-598: The first Geneva Convention "for the Amelioration of the Condition of the Wounded in Armies in the Field". Representatives of 12 states and kingdoms signed the convention: The convention contained ten articles, establishing for the first time legally binding rules guaranteeing neutrality and protection for wounded soldiers, field medical personnel, and specific humanitarian institutions in an armed conflict. Directly following

13248-515: The government also began to recognize the prospects for profitable land speculation in expanding the French zone of occupation. They created large agricultural tracts, built factories and businesses, and hired local labor. Among others testimonies, Lieutenant-colonel Lucien de Montagnac wrote on 15 March 1843, in a letter to a friend: All populations who do not accept our conditions must be despoiled. Everything must be seized, devastated, without age or sex distinction: grass must not grow any more where

13392-404: The invaders. Abderrahmane named his nephew Prince Moulay Ali Caliph of Tlemcen, charged with the protection of the city. In retaliation France executed two Moroccans: Mohamed Beliano and Benkirane, as spies, while their goods were seized by the military governor of Oran, Pierre François Xavier Boyer . Hardly had the news of the capture of Algiers reached Paris than Charles X was deposed during

13536-499: The invasion of Algeria, General de Bourmont then landed 27 kilometres (17 mi) west of Algiers, at Sidi Ferruch on 14 June 1830, with 34,000 soldiers. In response to the French, the Algerian dey ordered an opposition consisting of 7,000 janissaries , 19,000 troops from the beys of Constantine and Oran , and about 17,000 Kabyles . The French established a strong beachhead and pushed toward Algiers, thanks in part to superior artillery and better organization. The French troops took

13680-539: The jagged cliffs of the Arasaki seashore, poisoned themselves with cyanide (earlier administered to soldiers in terminal condition), while others killed themselves with hand grenades given to them by Japanese soldiers. The Himeyuri Monument was built on April 7, 1946, in memory of those who died. The monument stands in front of the Peace Museum. It lists the names of every Himeyuri student and teacher killed during

13824-468: The majority of the territory throughout its history. Gradually, dissatisfaction among the Muslim population, due to their lack of political and economic freedom, fueled calls for greater political autonomy , and eventually independence from France. The Sétif and Guelma massacre , in 1945, marked a point of no return in Franco-Algerian relations and led to the outbreak of the Algerian War which

13968-527: The many veterans of the Napoleonic Wars who lived in Paris. His intention was to bolster patriotic sentiment, and distract attention from ineptly handled domestic policies by "skirmishing against the dey." In the 1790s, France had contracted to purchase wheat for the French army from two merchants in Algiers, Messrs. Bacri and Boushnak, and was in arrears paying them. Bacri and Boushnak owed money to

14112-436: The marchers and the local French gendarmerie, when the latter tried to seize banners attacking colonial rule. After five days, the French colonial military and police suppressed the rebellion, and then carried out a series of reprisals against Muslim civilians. The army carried out summary executions of Muslim rural communities. Less accessible villages were bombed by French aircraft, and cruiser Duguay-Trouin , standing off

14256-568: The minister of war — who years earlier as general in Algeria had been badly defeated by Abd al Qadir — had him consigned in France in the Château d'Amboise . According to Ben Kiernan , colonization and genocidal massacres proceeded in tandem. Within the first three decades (1830–1860) of French conquest, between 500,000 and 1,000,000 Algerians, out of a total of 3 million, were killed due to war, massacres, disease and famine. Atrocities committed by

14400-602: The national Red Cross societies. Red Cross nurses from around the world, including the United States and Japan, came to support the medical services of the armed forces of the European countries involved in the war. On 15 August 1914, immediately after the start of the war, the ICRC set up its International Prisoners-of-War Agency (IPWA) to trace POWs and to re-establish communications with their respective families. The Austrian writer and pacifist Stefan Zweig described

14544-488: The national societies became increasingly popular as a venue for volunteer work. When the first Nobel Peace Prize was awarded in 1901, the Norwegian Nobel Committee opted to give it jointly to Jean-Henri Dunant and Frédéric Passy , a leading international pacifist . More significant than the honor of the prize itself, this prize marked the overdue rehabilitation of Jean-Henri Dunant and represented

14688-560: The need for this type of Red Cross work. The total sum raised by these appeals reached 685 million Swiss francs, which were used to bring emergency supplies to the victims of famines in Russia, Germany, and Albania; earthquakes in Chile, Persia , Japan, Colombia, Ecuador, Costa Rica, and Turkey; and refugee flows in Greece and Turkey. The first large-scale disaster mission of the League came after

14832-400: The only international rallying point that still remained. Isolated, like stormy petrels , came the first inquiries for missing relatives; then these inquiries themselves became a storm. The letters arrived in sackfuls. Nothing had been prepared for dealing with such an inundation of misery. The Red Cross had no space, no organization, no system, and above all no helpers. However, by the end of

14976-494: The original Convention was revised and the second Geneva Convention "relative to the Amelioration of the Condition of Wounded, Sick and Shipwrecked Members of Armed Forces at Sea" was established. The events of World War I and the respective activities of the ICRC significantly increased the reputation and authority of the Committee among the international community and led to an extension of its competencies. As early as in 1934,

15120-577: The overtly violent nature of the repression. Wishing to avoid a conflict with Morocco, Louis-Philippe sent an extraordinary mission to the sultan, mixed with displays of military might, sending war ships to the Bay of Tangier . An ambassador was sent to Sultan Moulay Abderrahmane in February 1832, headed by the Count Charles-Edgar de Mornay and including the painter Eugène Delacroix . However

15264-469: The port of Algiers. France demanded that the dey send an ambassador to France to resolve the incident. When the dey responded with cannon fire directed toward one of the blockading ships, the French determined that more forceful action was required. Pierre Deval and other French residents of Algiers left for France, while the Minister of War , Clermont-Tonnerre , proposed a military expedition. However,

15408-481: The proposals written in the final resolutions of the conference, adopted on 29 October 1863, were: Only a year later, the Swiss government invited the governments of all European countries, as well as the United States , the Empire of Brazil and the Mexican Empire to attend an official diplomatic conference. Sixteen countries sent a total of 26 delegates to Geneva. On 22 August 1864, the conference adopted

15552-656: The protection of medics and field hospitals for soldiers wounded on the battlefield. In 1863, Gustave Moynier , a Geneva lawyer and president of the Geneva Society for Public Welfare, received a copy of Dunant's book and introduced it for discussion at a meeting of that society. As a result of this initial discussion, the society established an investigatory commission to examine the feasibility of Dunant's suggestions and eventually to organize an international conference about their possible implementation. The members of this committee, which has subsequently been referred to as

15696-537: The remaining hostages. In 1919, representatives from the national Red Cross societies of Britain, France, Italy, Japan, and the US came together in Paris to found the "League of Red Cross Societies" (IFRC). The original idea came from Henry Davison , who was then president of the American Red Cross . This move, led by the American Red Cross, expanded the international activities of the Red Cross movement beyond

15840-482: The same level as foreign embassies, and simplifies Committee travel in and out of Switzerland. At the end of the Cold War , the ICRC's work became more dangerous. In the 1990s, more delegates died than at any point in its history, especially when working in local and internal armed conflicts. These incidents often demonstrated a lack of respect for the rules of the Geneva Conventions and their protection symbols. Among

15984-718: The sea with concrete on their feet. Claude Bourdet had denounced these acts on 6 December 1951, in the magazine L'Observateur , rhetorically asking, "Is there a Gestapo in Algeria? ." D. Huf, in his seminal work on the subject, argued that the use of torture was one of the major factors in developing French opposition to the war. Huf argued, "Such tactics sat uncomfortably with France's revolutionary history, and brought unbearable comparisons with Nazi Germany . The French national psyche would not tolerate any parallels between their experiences of occupation and their colonial mastery of Algeria." General Paul Aussaresses admitted in 2000 that systematic torture techniques were used during

16128-717: The second Geneva Convention from a historical point of view (because it was actually formulated in Geneva), but after 1949 it came to be called the third Convention because it came later chronologically than the Hague Convention. Reacting to the experience of World War II, the Fourth Geneva Convention , a new Convention "relative to the Protection of Civilian Persons in Time of War", was established. Also,

16272-402: The sick, and elderly. The ICRC urgently called on all parties to the conflict not to forget their obligations under international humanitarian law to ensure the protection of the civilian population and infrastructure, and respect the dignity of refugees and prisoners of war . In response to events in the conflict, the organisation issued rule of engagement for civilian hackers . Prior to

16416-479: The situation at the Geneva headquarters of the ICRC: Hardly had the first blows been struck when cries of anguish from all lands began to be heard in Switzerland. Thousands who were without news of fathers, husbands, and sons in the battlefields, stretched despairing arms into the void. By hundreds, by thousands, by tens of thousands, letters and telegrams poured into the little House of the Red Cross in Geneva,

16560-471: The slain delegates were: On 27 January 2002, Palestinian Red Crescent volunteer paramedic and suicide bomber Wafa Idris was transported to Jerusalem, Israel, by a Red Crescent ambulance, whose driver was part of the plot, and killed herself while committing the Jaffa Street bombing . Idris, wearing a Red Crescent uniform, detonated a 22-pound (10 kilogram) bomb made up of TNT packed into pipes, in

16704-469: The strict mission of the ICRC to include relief assistance in response to emergency situations which were not caused by war (such as man-made or natural disasters). The ARC already had great disaster relief mission experience extending back to its foundation. The formation of the League, as an additional international Red Cross organization alongside the ICRC, was not without controversy for a number of reasons. The ICRC had, to some extent, valid concerns about

16848-426: The subject of significant controversy and criticism. As early as May 1944, the ICRC was criticized for its indifference to Jewish suffering and death—criticism that intensified after the end of the war, when the full extent of the Holocaust became undeniable. One defense to these allegations is that the Red Cross was trying to preserve its reputation as a neutral and impartial organization by not interfering with what

16992-466: The success of a Muslim government and the rapid growth of a viable territorial state that barred the extension of European settlement. Abd al Qadir fought running battles across Algeria with French forces, which included units of the Foreign Legion, organized in 1831 for Algerian service. Although his forces were defeated by the French under General Thomas Bugeaud in 1836, Abd al Qadir negotiated

17136-426: The sultan refused French demands that he evacuate Tlemcen . In 1834, France annexed as a colony the occupied areas of Algeria, which had an estimated Muslim population of about two million. Colonial administration in the occupied areas — the so-called régime du sabre (government of the sword) — was placed under a governor-general , a high-ranking army officer invested with civil and military jurisdiction, who

17280-632: The team of the ICRC started a multi-day operation to facilitate the release and transfer of hostages held in Gaza and of Palestinian prisoners to the West Bank. In early December, US Secretary of State Antony Blinken insisted that the Red Cross delegation must have access to the remaining hostages. The ICRC is not a negotiating power but the ICRC chief had direct talks with senior Hamas leader Ismail Haniyeh in Qatar in November, demanding direct access to

17424-477: The then-French emperor Napoleon III transformed Algeria into a client state , expanding freedoms, and limiting colonisation, a move deeply unpopular by the French colonists. As a recognized jurisdiction of France, Algeria became a destination for hundreds of thousands of European immigrants. They were first known as colons , and later as pieds-noirs , a term applied primarily to ethnic Europeans born in Algeria. The indigenous Muslim population comprised

17568-416: The traditional submission as a slave to a husband. In fact, at that time Boubaghla left his first wife (Fatima Bent Sidi Aissa) and sent back to her owner a slave he had as a concubine (Halima Bent Messaoud). But on her side, Lalla Fadhma wasn't free: even if she was recognized as tamnafeqt ("woman who left her husband to get back to his family ," a Kabylia institution), the matrimonial tie with her husband

17712-529: The use of torture during the war. In June 2000, Bigeard declared that he was based in Sidi Ferruch , a torture center where Algerians were murdered. Bigeard qualified Louisette Ighilahriz 's revelations, published in the Le Monde newspaper on June 20, 2000, as "lies." An ALN activist, Louisette Ighilahriz had been tortured by General Massu. However, since General Massu's revelations, Bigeard has admitted

17856-524: The village where Fadhma was born, there was a great council among combatants and important figures of the tribes in Kabylie. They decided to grant Lalla Fadhma, assisted by her brothers, the command of combat. The French faced other opposition as well in the area. The superior of a religious brotherhood, Muhyi ad Din , who had spent time in Ottoman jails for opposing the bey's rule, launched attacks against

18000-419: The war against the French. With her inspiring speeches, she convinced many men to fight as imseblen (volunteers ready to die as martyrs) and she herself, together with other women, participated in combat by providing cooking, medicines, and comfort to the fighting forces. Traditional sources tell that a strong bond was formed between Lalla Fadhma and Boubaghla. She saw this as a wedding of peers, rather than

18144-495: The war and justified it. He also recognized the assassination of lawyer Ali Boumendjel and the head of the FLN in Algiers, Larbi Ben M'Hidi , which had been disguised as suicides. Bigeard , who called FLN activists "savages ," claimed torture was a "necessary evil ." To the contrary, General Jacques Massu denounced it, following Aussaresses's revelations and, before his death, pronounced himself in favor of an official condemnation of

18288-641: The way the captured surviving men and boys were put alive in the hessian sacks and thrown into dug-up trenches. From 8 May to June 26, 1945, the French carried out the Sétif and Guelma massacre , in which between 6,000 and 80,000 Algerian Muslims were killed. Its initial outbreak occurred during a parade of about 5,000 people of the Muslim Algerian population of Sétif to celebrate the surrender of Nazi Germany in World War II; it ended in clashes between

18432-425: The week following the dissolution order, approximately 80% of the girls and their teachers remaining on Okinawa Island died. 136 Himeyuri mobilised into the Haebaru Army Field Hospital were killed. Overall, 211 students and 16 teachers were killed. Some committed suicide in various ways because of chastity fears of systematic rape by US soldiers. Before the fighting could end, some students threw themselves off

18576-463: The wounded. He took part in organizing an overwhelming level of relief assistance with the local villagers to aid without discrimination. Back at his home in Geneva , he decided to write a book entitled A Memory of Solferino , which he published using his own money in 1862. He sent copies of the book to leading political and military figures throughout Europe, and people he thought could help him make

18720-682: The year, the Agency already had some 1,200 volunteers who worked in the Musée Rath of Geneva, amongst them the French writer and pacifist Romain Rolland . When he was awarded the Nobel Prize for Literature for 1915, he donated half of the prize money to the Agency. Most of the staff were women, some of whom – like Marguerite van Berchem , Marguerite Cramer and Suzanne Ferrière  – served in high positions as pioneers of gender equality in an organisation dominated by men. By

18864-471: Was a relentless fighter, and very eloquent in Arabic. He was very religious, and some legends tell of his thaumaturgic skills. Boubaghla went often to Soumer to talk with high-ranking members of the religious community, and Lalla Fadhma was soon attracted by his strong personality. At the same time, the relentless combatant was attracted by a woman so resolutely willing to contribute, by any means possible, to

19008-687: Was characterised by the use guerrilla warfare by National Liberation Front , and crimes against humanity by the French. The war ended in 1962, with Algeria gaining independence following the Évian Accords in March 1962 and a self-determination referendum in July 1962. During its last years as part of France, Algeria was a founding member of the European Coal and Steel Community and the European Economic Community . Since

19152-591: Was dropped. In 1944, the ICRC received its second Nobel Peace Prize. As in World War I, it received the only Peace Prize awarded during the main period of war, 1939 to 1945. At the end of the war, the ICRC worked with national Red Cross societies to organize relief assistance to those countries most severely affected. In 1948, the Committee published a report reviewing its war-era activities from 1 September 1939 to 30 June 1947. The ICRC opened its archives from World War II in 1996. On 12 August 1949, further revisions to

19296-585: Was excessive. In 1820, Louis XVIII paid back half of the Directory's debts. The Dey , who had loaned the Bacri 250,000 francs , requested the rest of the money from France. French Algeria (19th–20th centuries) Algerian War (1954–1962) 1990s– 2000s 2010s to present The Dey of Algiers was weak politically, economically, and militarily. Algeria was then part of the Barbary States , along with today's Tunisia; these depended on

19440-593: Was founded in the Ottoman Empire in 1868, partly in response to the experience of the Crimean War (1853–1856), in which disease overshadowed battle as the main cause of death and suffering among Turkish soldiers. It was the first Red Crescent society of its kind and one of the most important charity organizations in the Muslim world. In 1867, the first International Conference of National Aid Societies for

19584-546: Was led by Ahmad ibn Muhammad , bey of Constantine . He initiated a radical overhaul of the Ottoman administration in his beylik by replacing Turkish officials with local leaders, making Arabic the official language, and attempting to reform finances according to the precepts of Islam . After the French failed in several attempts to gain some of the bey 's territories through negotiation, an ill-fated invasion force, led by Bertrand Clauzel , had to retreat from Constantine in 1836 in humiliation and defeat. However,

19728-415: Was pledged to maintain the territorial integrity of the Ottoman Empire, would move to fill the vacuum left by a French withdrawal. The French devised elaborate plans for settling the hinterland left by Ottoman provincial authorities in 1830, but their efforts at state-building were unsuccessful on account of lengthy armed resistance. The most successful local opposition immediately after the fall of Algiers

19872-412: Was responsible to the minister of war. Marshal Bugeaud , who became the first governor-general, headed the conquest. Soon after the conquest of Algiers, the soldier-politician Bertrand Clauzel and others formed a company to acquire agricultural land and, despite official discouragement, to subsidize its settlement by European farmers, triggering a land rush . Clauzel recognized the farming potential of

20016-671: Was sent to Berlin as a delegate of the International Red Cross; he visited Theresienstadt Ghetto in 1944. The choice of the inexperienced Rossel for this mission has been interpreted as indicative of his organization's indifference to the "Jewish problem", while his report has been described as "emblematic of the failure of the ICRC" to advocate for Jews during the Holocaust. Rossel's report was noted for its uncritical acceptance of Nazi propaganda . He erroneously stated that Jews were not deported from Theresienstadt. Claude Lanzmann recorded his experiences in 1979, producing

20160-480: Was seriously affected by numerous aerial attacks on medical facilities and ambulances. The ICRC said in November that civilians have "overwhelmingly borne the brunt" civilians the fighting in the Palestinian enclave and Israel so far. Israeli forces have killed over 25,000 people, including civilians, Israeli nationals, and Hamas members in a devastating bombing campaign and ground offensive. In late November,

20304-414: Was still in place, and only her husband's will could free her. However he did not agree to this, even when offered large bribes. The love between Fadhma and Bou remained platonic, but there were public expressions of this feeling between the two. Fadhma was personally present at many fights in which Boubaghla was involved, particularly the battle of Tachekkirt won by Boubaghla forces (18–19 July 1854), where

20448-460: Was that the Nazi -controlled German Red Cross refused to cooperate with the Geneva statutes, including blatant violations such as the deportation of Jews from Germany, and the mass murders conducted in the Nazi concentration camps . Two other main parties to the conflict, the Soviet Union and Japan, were not party to the 1929 Geneva Conventions and were not legally required to follow the rules of

20592-469: Was the period of Algerian history when the country was a colony and later an integral part of France . French rule lasted until the end of the Algerian War which resulted in Algeria gaining independence on 5 July 1962. The French conquest of Algeria began in 1830 with the invasion of Algiers which toppled the Regency of Algiers , though Algeria was not fully conquered and pacified until 1903. It

20736-534: Was viewed as a German internal matter. The Red Cross also considered its primary focus to be prisoners of war whose countries had signed the Geneva Convention . The Geneva Conventions in their 1929 revision formed the legal basis of the work of the ICRC during World War II. The activities of the committee were similar to those during World War I: visiting and monitoring POW camps , organizing relief assistance for civilian populations , and administering
